Abstract:Nuclear fuel is both the densest form of energy in its virgin state and, once used, one of the most hazardous materials known to humankind. Though commonly viewed as a waste—with over 300,000 tons stored worldwide and an additional 7–11,000 tons accumulating annually—spent nuclear fuel (SNF) represents a significant potential source of scarce, valuable strategic materials. Beyond the major (U and Pu) and minor (Np, Am, and Cm) actinides, which can be used to generate further energy, resources including the rare earth elements (Y, La, Ce, Pr, Nd, Pm, Sm, Eu, Gd, and Tb), platinum group metals, (Ru, Rh, Pd, and Ag), noble gases (He, Kr, and Xe), and a range of isotopes useful for medical and energy generation purposes are also produced during fission. One reason for the accumulation of so much SNF is the low uptake of SNF recycle (or reprocessing), primarily due to the high capital and operational costs alongside concerns regarding proliferation and wastes generated. This study will highlight the predominantly overlooked potential for the recovery of strategic materials from SNF, which may offset costs and facilitate advanced waste management techniques for minimised waste volumes, thus increasing the sustainability of the nuclear fuel cycle on the path towards Net Zero. Potential challenges in the implementation of this concept will also be identified.

Status and Outlook for Nuclear Energy in the United States

Abstract:The US nuclear power industry is performing well, uprating many of its 104 existing plants and planning for new capacity. Production cost is low and licence extensions promise 60-year operating lives for present plants. However, the Obama administration has derailed plans for a waste repository in Nevada, and the matter has been referred to a high-level commission which is fully reviewing waste management, including the question of closing the fuel cycle in USA. Meanwhile four new enrichment projects are moving ahead, uranium mining is reviving, and the industry is in good shape to cope with likely high uranium prices. Several factors converge to support the prospect of building as many as 20 new power reactors in the next two decades. The next generation of nuclear plants will benefit from an improved licensing process, which was completely overhauled in 1992. The new nuclear power projects will employ advanced versions of the light water reactor technology used in the 104 operating plants. Small reactors including high-temperature gas-cooled designs and fast neutron reactors are on the drawing boards. Financing new plants will require up to $2 trillion by 2030, but some stimulus, including loan guarantees, is provided by the 2005 Energy Policy Act. Both Environmental Protection Agency (EPA) and the Energy Information Administration (EIA) show that substantial increases in nuclear generating capacity will be essential to meet carbon reduction goals. A substantial majority of Americans support the use of nuclear energy now, and nearly 90 percent said they view nuclear energy as important in the future.

Improving the Utilization of Nuclear Resources

Abstract:Currently, less than one percent of the latent nuclear energy in uranium mined from the earth is eventually utilized. Nearly 90% of the uranium is discarded as “tails” from the enrichment process, and less than 7% of the nuclear energy in the fuel assemblies is actually “burned” before the assemblies are discarded for disposal in a permanent repository (i.e. Yucca Mountain). Unfortunately, there is no economic incentive in the commercial nuclear industry to remedy this wasteful utilization because the cost of the fuel assemblies consumed by the current reactor LWR fleet is only about 25% of the overall operating cost. Nuclear fuel cost represents less than 10% of the nominal average wholesale price of electricity. But, current uranium utilization and nuclear fuel economics ignore government expenditures on spent nuclear fuel disposal practices, the costs of storing both the weapons grade plutonium and the depleted uranium from the uranium enrichment operations, and time that would be required to deploy the types of reactors and facilities to effectively close the fuel cycle. This paper analyzes these issues and concludes that there must be no delay in completing needed R&D and beginning deployment of the essential new fast breeder and actinide burning reactors.

Abstract:Although legacy nuclear energy has been the safest form of electricity generation, it has been demonized as unsafe since the 1960s. The three well-known nuclear accidents, Three Mile Island, Chernobyl, and Fukushima, were legacy nuclear designs. Even with the best safety record of all types of electricity generation, it is time to move away from legacy nuclear to reap the benefits of a truly renewable source of safe clean energy, advanced nuclear. Solar and wind cannot hold a renewable candle to the vast renewable potential of advanced nuclear energy. The transition to carbon-neutral energy can best be made with advanced nuclear, in safety, waste minimization, true renewability for thousands of years, process heat for manufacturing, and a viable means of replacing our chemical manufacturing dependence on fossil fuels. Some of my colleagues tell me, "There are few opportunities for chemical engineers in nuclear". I disagree. Opportunities include design and operation of high-temperature (550–750 °C) plants involving molten salts, liquid metal, and helium; application of this high-temperature capability for industrial process heating; recycling legacy nuclear 'waste' to provide fuel for advanced reactors; integration of the hydrogen economy into nuclear plant design and operation; improvement in moving pebble-bed advanced reactor technology; mining improvements for uranium and thorium, including mining uranium from seawater; molten salt storage systems for improving load following functionality and to provide process heat functionality; resolving corrosion challenges in molten salt reactors; and retrofitting existing oil-and-gas-based refineries to operate as nuclear biorefineries.

Nuclear Power An Optimistic Beginning, A Clouded Future

Abstract:Nuclear power was widely regarded as the Holy Grail for energy supply when first introduced into the US electricity market in the late 1950s and early 1960s— power so cheap that utilities could scarcely afford the cost of the meters needed to monitor its consumption and charge for its use. The first civilian reactor, with a capacity to produce 60 MW of electricity (MWe), went into service in Shippingport, Pennsylvania, in late 1957. By the end of 1974, 55 reactors were in operation in the United States with a combined capacity of about 32 GWe. The largest individual power plant had a capacity of 1.25 GWe: the capacity of reactors constructed since 1970 averaged more than 1 GWe. The industry then went into a state of suspended animation. A series of highly publi¬cized accidents was responsible for this precipitous change in the fortunes of the industry. Only 13 reactors were ordered in the United States after 1975, and all of these orders were subsequently cancelled. Public support for nuclear power effectively disappeared in the United States following events that unfolded at the Three Mile Island plant in Pennsylvania on March 28, 1979. It suffered a further setback, not only in the United States but also worldwide, in the wake of the disaster that struck at the Chernobyl nuclear facility in the Ukraine on April 26, 1986. The most recent confidence- sapping development occurred in Japan, at the Fukushima- Daiichi nuclear complex. Floodwaters raised by a tsunami triggered by a major offshore earthquake resulted in a series of self- reinforcing problems in March 2011, culminating in a highly publicized release of radioactivity to the environment that forced the evacuation of more than 300,000 people from the surrounding communities If not a death blow, this most recent accident certainly clouded prospects for the future of nuclear power, not only in Japan but also in many other parts of the world. Notably, Germany elected to close down its nuclear facilities, leading to increased dependence on coal to meet its demand for electricity, seriously complicating its objective to markedly reduce the nation’s overall emissions of CO2.

Abstract:Separated civil plutonium should be formally regarded as a waste, not a fuel that has value. It is time for governments and industries to acknowledge – everywhere – that civil reprocessing, plutonium's provider, is a waste-generating and complicating technology, a source of dangers and burdens rather than putative benefits. Much better solutions to spent fuel management and energy production now exist. Long unwanted as fuel by utilities, immense stocks of plutonium have accumulated in France, Japan, Russia, and the UK from reprocessing programs launched in the 1970s. Politically embedded, they continued long after the "plutonium economy" and its fast breeder reactors had lost credibility. China, a recent advocate, should beware of the costs of going down this road and of stoking insecurities in Asia and beyond if connections to weapon programs are feared. Drawing upon a recent book by Frank von Hippel, Masafumi Takubo, and Jungmin Kang, this essay provides a fresh perspective on plutonium and reprocessing's troubled international histories, including histories of imagined futures that have so heavily influenced their politics and economics.

Abstract:For the future of nuclear power it will be decisive whether or not nuclear fission technologies offer a sustainable solution to global energy problems. The impressive expansion of nuclear reactors in the 1960s and 1970 slowed down after the meltdown in Harrisburg and the nuclear explosion in Chernobyl. Since the end of the 1980s installed nuclear capacity has stagnated, and in Europe declined. However, a nuclear revival or renaissance has been predicted for 30 years. This article reviews global scenarios and national nuclear programmes and analyses problems in the nuclear industry. Special attention is given to nuclear power and global warming and the nexus between nuclear power and nuclear proliferation.

Limitations of Nuclear Power as a Sustainable Energy Source

Abstract:This paper provides a review and analysis of the challenges that nuclear power must overcome in order to be considered sustainable. The results make it clear that not only do innovative technical solutions need to be generated for the fundamental inherent environmental burdens of nuclear energy technology, but the nuclear industry must also address difficult issues of equity both in the present and for future generations. The results show that if the concept of just sustainability is applied to the nuclear energy sector a global large-scale sustainable nuclear energy system to replace fossil fuel combustion requires the following: (i) a radical improvement in greenhouse gas emissions intensity by improved technology and efficiency through the entire life cycle to prevent energy cannibalism during rapid growth; (ii) the elimination of nuclear insecurity to reduce the risks associated with nuclear power so that the free market can indemnify it without substantial public nuclear energy insurance subsidies; (iii) the elimination of radioactive waste at the end of life and minimization of environmental impact during mining and operations; and (iv) the nuclear industry must regain public trust or face obsolescence as a swarm of renewable energy technologies quickly improve both technical and economic performance.

Recycling Past and Present and the New Innovation Challenge for Materials at End-of-Life

Abstract:Recycling is critical for the drive towards a circular economy and sustainable materials. More than ever, consumers, industries, governments, and academics are looking at end-of-life materials processing with the simultaneous goals of reducing emissions and energy consumption from primary materials production, encouraging sustainable practices, and securing the supply chains of key materials. However, attention on recycling practices and markets has been inconsistent over the years and critical market trends were largely unnoticed up until three years ago. Consequently, when China instituted its import ban on over 20 classes of recycled materials that failed to meet its strict low contamination limit in 2018, widespread and immediate global repercussions were felt throughout the recycling industry, particularly in the United States (U.S.). To understand the magnitude of this most recent market disruption to the U.S. recycling industry, it is instructive to trace recycling’s origins and evolution to identify where the recycling model has succeeded and where there exist opportunities for improvement. In this vein, this assessment gives a brief overview of the historical development of recycling in the U.S., the state of the industry today, and a discussion of specific materials classes where recycling has achieved varying degrees of success. By providing this context, this assessment aims to generate a discussion based on a systems-wide approach and provide examples of intervention strategies that help move communities toward more sustainable materials management.

Abstract:Abstract To make the nuclear fuel cycle more economical and convenient, as well as prevent nuclear proliferation, the conceptual study of a simple high-temperature dry reprocessing of spent nuclear fuel (SNF) for a ceramic fast reactor is proposed in this paper. This simple high-temperature dry (HT-dry) reprocessing includes the Atomics International Reduction Oxidation (AIROX) process and purification method for rare-earth elements. After removing the part of fission products from SNF by a HT-dry reprocessing without fine separation, the remaining nuclides and some uranium are fabricated into fresh fuel which can be used back to the ceramic fast reactor. Based on the ceramic coolant fast reactor, we studied neutron physics of nuclear fuel cycle which consists operation of ceramic reactor, removing part of fission products from SNF and preparation of fresh fuels for many time. The parameters of the study include effective multiplication factor (Keff), beam density, and nuclide mass for different ways to remove the fission products from SNF. With the increase in burnup time, the trend of increasing 239Pu gradually slows down, and the trend of 235U gradually decreases and become balanced. For multiple removal of part of fission products in the nuclear fuel cycle, the higher the removal, the larger the initial Keff.

Abstract:Nuclear power has been an important part of the US electricity system since the 1950s and continues to be a major source of low-carbon electricity today. Despite having low emissions, high grid reliability, and an excellent track record of safety, nuclear power also demands significant time and upfront capital to deploy, can struggle to compete economically with other generation sources, has intrinsic proliferation risk by relying on fissile material for fuel, and generates radioactive waste for which there are currently no disposal sites. Given the emissions and energy security benefits of having nuclear as part of the energy mix, advanced nuclear technologies have garnered significant interest and investment in recent years. Advanced reactor designs differ from the current operating fleet and have several potential advantages, including lower cost, faster construction, smaller size, inherent safety features, and lower waste yields. Yet, many challenges related to their deployment remain, and overcoming them will dictate whether or not new nuclear technologies become a material element of the future energy infrastructure. This article synthesizes the opportunities and barriers to deploying advanced nuclear reactors and their associated fuel cycles as described in two National Academies consensus reports. It highlights the consensus recommendations that could allow these new technologies to reach commercial success as part of a long-term decarbonization strategy.
The Future of Nuclear Energy: Facts and Fiction: An update using 2009/2010 Data

Abstract:An update of our 2009 study, "The Future of Nuclear Energy, Facts and Fiction" using the 2009 and the available 2010 data, including a critical look at the just published 2009 edition of the Red Book, is presented. Since January 2009, eight reactors with a capacity of 4.9 GWe have been connected to the electric grid and four older reactors, with a combined capacity of 2.64 GWe have been terminated. Furthermore, 27 reactor constructions, dominated by China (18) and Russia (4), have been initiated. The nuclear fission produced electric energy in 2009 followed the slow decline, observed since 2007, with a total production of 2560 TWhe, 41 TWhe (1.6%) less than in 2008 and roughly 100 TWhe less than in the record year 2006. The preliminary data from the first 10 months of 2010 in the OECD countries indicate that nuclear power production in North-America remained at the 2009 levels, while one observes a recovery in Europe with an increase of 2.5% and a strong rise of 5% in the OECD Asia-Pacific area compared to the same period in 2009. Worldwide uranium mining has increased during 2009 by about 7000 tons to almost 51000 tons. Still roughly 18000 tons of the 2010 world uranium requirements need to be provided from the civilian and military reserves. Perhaps the most remarkable new data from the just published 2009 edition of the Red Book, are that (1) the best understood RAR (reasonable assured) and IR (inferred) resources, with a price tag of less than 40 US dollars/Kg, have been inconsistently absorbed in the two to three times higher price categories and (2) uranium mining in Kazakhstan is presented with a short lifetime. The presented mining capacity numbers indicate an uranium extraction peak of 28000 tons during the years 2015-2020, from which it will decline quickly to 14000 tons by 2025 and to only 5000-6000 tons by 2035.

Abstract:After the ratification of START-I the question of how to dispose safely and effectively of excess weapons plutonium, of which there is estimated to be about 501 in the USA and 501 in Russia, has become an important international issue. One of the most likely options is the proposal to use the excess weapons plutonium as MOX fuel in commercial LWRs. This paper evaluates fuel material flow and fuel cycle costs when weapons-grade plutonium is mixed with reactor-grade plutonium to fabricate the MOX fuel and to be recycled in Japanese commercial LWRs. The results show the MOX fuel using weapons- and reactor-grade mixed plutonium facilitates multiple recycling, because the weapons-grade plutonium improves the isotopic composition of the MOX fuel working like a “purifier” of the degraded recycled plutonium. And they also indicate that it might be an economically realistic method in Japan to use the excess weapons plutonium in the commercial LWRs as MOX fuel if the fabrication cost and the reprocessing cost of MOX fuel are moderate compared to those of UO2 fuel, assuming the MOX powder using weapons-grade plutonium would be provided free of charge.

Navigating the Path of Least Resistance to Sustainable, Widespread Adoption of Nuclear Power

Abstract:With climate change rapidly accelerating, we must seriously reconsider our inconsistent and, at times, disjointed approach to energy grid decarbonisation by applying extant low-carbon technologies rapidly and at scale rather than continuing to rely on fossil fuel generation. In contrast to more transient renewables such as wind and solar energy, nuclear power is capable of reliably generating large quantities of baseload low-carbon energy. Despite this advantage, however, deployment has stagnated due to a combination of high costs, safety concerns, and an unwillingness of political authorities to commit to a large-scale, publicly funded program. The focus on private sector leadership in R&D has resulted in a smorgasbord of under-developed and conceptual reactor and fuel cycle technologies, many of which are a decade or more from commercial viability. Meanwhile, the aforementioned political issues have prevented the necessary long-term funding, incentivisation, or provision of the necessary market structures for the significant construction of actual generating plants. With this in mind, we present a potential path to a long-term sustainable approach to the nuclear fuel cycle, highlighting key reactor and fuel cycle technologies and providing an overview of how these should be implemented. Additionally, we discuss the industrial, political, and societal changes needed to achieve this through the comprehensive management of both waste and resources.

Abstract:Minor actinide recycling in thermal reactors is a possible alternative to be used as a technology demonstrator to reduce stockpiles of depleted fuel assemblies since light water reactors could reach up to 80 years of operation. This study on recycling aims to optimize MA reduction in a BWR. The analysis focuses on the recycling of Americium, Curium, and Neptunium in a boiling water reactor in a heterogeneous way. In some studies, the three have been treated in a mixed form, and in others, individually. In the current study, Curium and Neptunium will be kept together and Americium in a particular form, will be recycled in a proposed MOX fuel assembly design; it is called MOXIM-MA-Am, and it contains 4 Curium–Neptunium-bearing rods. Meanwhile, Americium is mixed in the UO 2 -Gadolinium rods, and to increase thermal moderation, 8 fuel pins have been replaced by water rods without energy penalty. This MOX fuel assembly design produces the same energy as the reference UO 2 standard 10 × 10 BWR fuel assembly, and it can be used in an equilibrium full MOX core without changes to the control safety systems. Previous studies showed that MA recycling in UO 2 fuel assemblies increased plutonium generation which was the reason to choose MOX fuel assembly designs to limit plutonium generation. Results show a net global reduction in MA and Pu without penalizing electricity generation, meeting all the safety constraints, and a radiotoxicity reduction. The analysis shows an Np mass reduction and a limitation in the mass increase of Am when the MOXIM-MA-Am fuel assembly is used. However, Cm content is increased, being this result an important difference between PWRs and BWRs for MA recycling.

Abstract:At present, there are hundreds of nuclear power plants in operation around the world. Anti-nuclear movements continue in many places, although the nuclear power plants have good operating records. It has some factors, and the first factor that the public knows little about nuclear industry, results in regarding the nuclear power plant mysterious. This condition relates to destructive scene by nuclear weapon with nuclear industry, deeming it unacceptable to take this risk. Secondly, construction of nuclear power plant and off site emergency may occupy large land. The public hopes to be rewarded more to offset the risk by their imagination. Last, it relates to the political environment of one country. Every country has its own situation, so the strategies of developing nuclear power plant are widely different. The public is not familiar with other nuclear engineering projects except nuclear power plants, and hence the boycott happens more frequently. Sino-French cooperation on nuclear fuel cycle project is the first large-scale commercial spent fuel reprocessing plant, which is the biggest cooperative project between China and France until now. AREVA is responsible for technology, and CNNC is responsible for building. Spent fuel reprocessing is the most important part of nuclear fuel cycle back end, which separates uranium and plutonium from spent fuel, and manufactures MOX fuel with recycled resources for using in nuclear reactor again. This will make the best use of the uranium resources. After that process, the fission products needed to be disposed reduce significantly. And it is good for environmental protection. The public protest happened in one of the candidate sites, when CNNC carried out the preliminary work of site selection. For meeting the enormous energy demands, the fossil energy may be exhausted in the future due to the greenhouse gases emission. Chinese government speeds up the development of new energy. Nuclear energy is the only technology with no emission of greenhouse gases and will be rapidly developed. Along with the nuclear power units continuing to increase, they become the critical factors in restricting the sustainable development of nuclear energy. That is efficient utilization of uranium resources, spent fuel intermediate storage, reprocessing, and geologic disposal of high level radioactive waste. To this project, it not only has a great current demand, but also closely relates to transition of energy structure. The public has different views in the project progressing, which results in wide concern and discussion. The article took this event for example, and analyzed the reason from all directions. Abstract:Fusion energy is often regarded as a long-term solution to the world's energy needs. However, even after solving the critical research challenges, engineering and materials science will still impose significant constraints on the characteristics of a fusion power plant. Meanwhile, the global energy grid must transition to low-carbon sources by 2050 to prevent the worst effects of climate change. We review three factors affecting fusion's future trajectory: (1) the significant drop in the price of renewable energy, (2) the intermittency of renewable sources and implications for future energy grids, and (3) the recent proposition of intermediate-level nuclear waste as a product of fusion. Within the scenario assumed by our premises, we find that while there remains a clear motivation to develop fusion power plants, this motivation is likely weakened by the time they become available. We also conclude that most current fusion reactor designs do not take these factors into account and, to increase market penetration, fusion research should consider relaxed nuclear waste design criteria, raw material availability constraints and load-following designs with pulsed operation.
