Abstract:It was recently argued by Kemp et al. that HALEU (high-assay low-enriched uranium, or uranium enriched up to 19.75\%) can conceivably be used to produce a nuclear weapon and on this basis civilian enrichment limits should be lowered to 10% or 12%. We find their argument unconvincing in several respects.

Abstract:Nuclear energy is considered a critical component for achieving low carbon emissions in light of the urgent need for decarbonisation to meet global climate goals. However, concerns about the potential for nuclear weapon proliferation persist due to the uncontrolled spread of nuclear materials. This study focused on assessing the impact of proliferation-resistant fuel, doped with 241 Am, on operating a standard Westinghouse 3-loop pressurised water reactor. A comprehensive investigation was carried out utilising the CASMO-4/SIMULATE-3 code package. The results result of both 2D neutronic and 3D fuel cycle analyses showed that certain limits were established to maintain a safe 238 Pu ratio in total produced plutonium to consider the fuel as proliferation-resistant. In addition, it was shown that utilising 241 Am in fuel composition did not negatively influence critical factors for a safe and reliable operation, such as peaking factors, reactivity feedback parameters, power profiles and shutdown margin, although a minor reduction in effective full power days was noted.

Depleted-Uranium Weapons: the Whys and Wherefores

Abstract:The only military application in which depleted-uranium (DU) alloys out-perform present-day tungsten alloys is long-rod penetration into a main battle-tank's armor. However, this advantage is only on the order of 10%, and it disappears when the comparison is made in terms of actual lethality of complete anti-tank systems instead of laboratory-type steel penetration capability. Therefore, new micro- and nano-engineered tungsten alloys may soon out-perform DU alloys, enabling the production of tungsten munition which will be better than existing uranium munition, and whose overall life-cycle cost will be lower, due to the absence of the problems related to the radioactivity of uranium. The reasons why DU weapons have been introduced and used are analysed from the perspective that their radioactivity must have played an important role in the decision making process. It is found that DU weapons belong to the diffuse category of low-radiological-impact nuclear weapons to which emerging types of low-yield (i.e., fourth generation) nuclear explosives also belong. It is concluded that the battlefield use of DU during the 1991 Gulf War, which broke a 46-year-long taboo against the intentional use or induction of radioactivity in combat, has created a military and legal precedent which has trivialized the combat use of radioactive materials, and therefore made the use of nuclear weapons more probable.

Abstract:Several high-temperature thermal neutron–spectrum pebble bed reactors are being commercialized. China has started up two helium-cooled pebble bed high-temperature reactors. In the United States, the X-Energy helium-cooled and the Kairos Power salt-cooled pebble bed high-temperature reactors will produce spent nuclear fuel (SNF) with burnups exceeding 150 000 MWd per tonne. The reactor fuel in each case consists of small spherical graphite pebbles (4 to 6 cm in diameter) containing thousands of small TRISO (microspheric tri-structural isotropic) fuel particles embedded in the fuel of zone these pebbles. The unique isotopic, chemical, and physical characteristics of this high-burnup SNF create a technical case to eliminate safeguards based on the low risk for use in nuclear weapons, while maintaining safeguards in terms of risk for use in radiological weapons. These safeguards could be reduced to the simple counting and monitoring of pebbles in storage. Alternatively, there is the option to create a special category with reduced requirements for this SNF in storage, transport, and disposal. No safeguards would be required for a repository with only this type of SNF. Reactor safeguards are required for fresh fuel, partly burnt fuel, and to identify unconventional pebbles with depleted uranium or other materials that might be used to create weapons-useable materials.

Abstract:Abstract The paper analyzes a possibility to involve hybrid thermonuclear reactors into the existing nuclear power systems. The possibility is related with production of non-traditional nuclear fuel in thorium blanket of hybrid thermonuclear reactors on D-T plasma. Non-traditional peculiarity of such a fuel consists in significant amounts of some non-traditional isotopes, namely 231 Pa and 232 U, together with traditional uranium isotope 233 U in the fuel. High-energy (14.1 MeV) thermonuclear neutrons can provide accumulation of significant 231 Pa and 232 U quantities through threshold (n,2n) and (n,3n) reactions. The promising features of the non-traditional fuel composition for nuclear power thermal reactors, basic component of the existing world-wide nuclear power industry, are defined by the following factors. As is known, 233 U is able to provide more economical neutron balance in thermal reactors than 235 U and reactor-grade plutonium. The better neutron balance can result in higher values of the fuel breeding ratio and, as a consequence, in relaxation of the thermal reactors fuel self-sustainability problem. Isotopes 231 Pa and 232 U, being fertile and moderate fissionable nuclides, are able to stabilize time-dependent evolution of the thermal reactors power, prolong the thermal reactors lifetime through higher values of the fuel burn-up. Isotope 232 U, being intense α-emitter, is able to prevent any attempts for unauthorized usage of 233 U in nuclear explosive devices, i.e. 232 U can strengthen regime of nuclear non-proliferation. Thus, the hybrid thermonuclear reactors on D-T plasma with thorium blanket can be involved into nuclear power systems for generation of non-traditional, very promising fuel compositions for traditional nuclear power reactors.
Improving the Utilization of Nuclear Resources

Abstract:Currently, less than one percent of the latent nuclear energy in uranium mined from the earth is eventually utilized. Nearly 90% of the uranium is discarded as “tails” from the enrichment process, and less than 7% of the nuclear energy in the fuel assemblies is actually “burned” before the assemblies are discarded for disposal in a permanent repository (i.e. Yucca Mountain). Unfortunately, there is no economic incentive in the commercial nuclear industry to remedy this wasteful utilization because the cost of the fuel assemblies consumed by the current reactor LWR fleet is only about 25% of the overall operating cost. Nuclear fuel cost represents less than 10% of the nominal average wholesale price of electricity. But, current uranium utilization and nuclear fuel economics ignore government expenditures on spent nuclear fuel disposal practices, the costs of storing both the weapons grade plutonium and the depleted uranium from the uranium enrichment operations, and time that would be required to deploy the types of reactors and facilities to effectively close the fuel cycle. This paper analyzes these issues and concludes that there must be no delay in completing needed R&D and beginning deployment of the essential new fast breeder and actinide burning reactors.

Abstract:Recent developments have been made in a novel fuel for pressurised heavy water reactors: high burnup oxide fuels composed of a mixture of thorium and high assay low enriched uranium. Several claims are made regarding the performance of such fuels in terms of economics, waste and non-proliferation, among others. This article analyses this class of fuel using an infinite lattice study in SERPENT. First, a set of fuel compositions in the thorium/uranium enrichment design space that satisfy the high burnup target is produced. Then, a representative thorium-based fuel is compared to a uranium-only fuel with the same discharge burnup, as well as current standard fuel, in the context of the various performance claims.

Abstract:The intricate balance between reactor economics and safety necessitates the emergence of new and advanced nuclear systems and, very importantly, advanced materials, which can overcome current shortcomings and bring about more economic nuclear systems with designed-in inherent safety features. These advances will achieve greater safety and better nuclear reactor economics by reaching longer reactor lives with higher levels neutron irradiation, and by providing higher operation temperatures and resistance to more aggressive corrosive environments. This paper provides a review of the current state of research and development on innovative nuclear fuel materials design and development which have the potential of benefiting simultaneously reactor economics and safety. Our discussion focuses on three areas of research: Accident-tolerant Fuels (ATFs), Oxidation Dispersion Strengthened (ODS) steels and High Entropy Alloys (HEAs). The paper also gives a prospective description of future research activities on these materials.

Abstract:There exist elements apart from uranium and plutonium that could potentially be used to construct the core of a nuclear explosive device. These belong to the so-called minor actinides (MAs), which exist in nonnegligible amounts in spent nuclear fuel (SNF) and are in nearly all cases not covered by international safeguards. Future reprocessing of SNF could result in significant separation of these elements, potentially leading to new proliferation concerns. In this work, a methodology for a transparent assessment of the barriers against proliferation of MAs has been developed and applied to the case of neptunium, americium, and curium separated from spent fuel from pressurized water reactors. In this methodology, openly available data and Monte Carlo simulations have been used to assess the barriers posed by a number of parameters relevant to the production of a nuclear explosive device from SNF. The evaluation shows that the properties of neptunium present low barriers to proliferation and that it should be discussed within the context of future nonproliferation treaties and possibly be placed under international safeguards. The properties of americium and curium present higher barriers to proliferation, meaning that these elements require less focus in the nonproliferation context.

Assessing the Risk of Proliferation via Fissile Material Breeding in ARC-class Fusion Power Plants

Abstract:Construction of a nuclear weapon requires access to kilogram-scale quantities of fissile material, which can be bred from fertile material like U-238 and Th-232 via neutron capture. Future fusion power plants, with total neutron source rates in excess of $10^{20}$ n/s, could breed weapons-relevant quantities of fissile material on short timescales, posing a breakout proliferation risk. The ARC-class fusion reactor design is characterized by demountable high temperature superconducting magnets, a FLiBe liquid immersion blanket, and a relatively small size ($\sim$ 4 m major radius, $\sim$ 1 m minor radius). We use the open-source Monte Carlo neutronics code OpenMC to perform self-consistent time-dependent simulations of a representative ARC-class blanket to assess the feasibility of a fissile breeding breakout scenario. We find that a significant quantity of fissile material can be bred in less than six months of full power operation for initial fertile inventories ranging from 5 to 50 metric tons, representing a non-negligible proliferation risk. We further study the feasibility of this scenario by examining other consequences of fissile breeding such as reduced tritium breeding ratio, extra heat from fission and decay heat, isotopic purity of bred material, and self-protection time of irradiated blanket material. We also examine the impact of Li-6 enrichment on fissile breeding and find that it substantially reduces breeding rate, motivating its use as a proliferation resistance tool.

Abstract:Abstract The paper formulates the main problems associated with research on transmutation, which should be paid attention to by today’s young researchers. The processes of production of hazardous nuclides during transmutation in reactor facilities are considered. The goals of transmutation and the choice of nuclides to be transmuted are discussed. The concept of radiotoxicity is explained as a measure of the radiological hazard of radioactive nuclides, based on the maximum permissible concentration of nuclides according to the IAEA standards. The problem of the formation of secondary radioactive nuclides in nuclear fuel during generation of neutrons for transmutation is discussed. The advantages and disadvantages of various methods of transmutation in nuclear installations are considered: inclusion of transmutable nuclides in nuclear fuel in fast reactors, transmutation in specialized thermal and fast transmutation reactor installations and ADS systems. The problem of accumulation of highly radioactive actinides in a transmutation facility during long-term transmutation and the problem of a potential hazard of the transmutation facility itself are discussed. The unacceptability of application of common-type power reactors for the transmutation of long-lived fission products is demonstrated.
The Efficacy of the Global Nuclear Security Legal Regime and States’ Implementation Capacity in Light of the Forthcoming Development of Advanced Nuclear Reactor Technologies

Abstract:Abstract The forthcoming arrival of small modular reactors and other advanced nuclear reactor technologies can be an immensely beneficial development in the world’s collective pursuit of energy security and meeting climate change objectives. The key question is whether or not these new reactor technologies significantly alter the fundamental premises underlying the existing nuclear security legal regime. The Convention on the Physical Protection of Nuclear Material and its Amendment (A/CPPNM) are the only legally binding international instruments governing the physical protection of nuclear materials and nuclear facilities. Together the A/CPPNM and the international guidance on nuclear security comprise the current legal framework for nuclear security. This chapter examines whether the A/CPPNM adequately covers advanced reactor technologies; and whether the States that are interested in acquiring these new reactor technologies have the capacity to effectively implement the associated legal requirements, regulatory standards, and international guidance that comes along with such technologies. The analysis touches upon the role of the International Atomic Energy Agency (IAEA), the IAEA Nuclear Security Guidance, and issues of cybersecurity.

Abstract:Abstract The paper aims at studying specific peculiarities in isotope composition of thorium blanket under irradiation by fusion neutron source (FNS) in hybrid thermonuclear reactor (HTR). High-energy (14 MeV) component of neutron spectrum in thorium HTR blanket results in production of non-traditional fissile mixture including not only 233 U, but also 231 Pa 232 U and 234 U. Extraction of such non-traditional fuel from spent Th-blanket and its utilization in traditional nuclear power reactors could increase fuel burn-up and strengthen regime of nuclear non-proliferation. The detailed investigations of these positive effects require high-precision neutron-physical analyses of thorium HTR blanket. The results obtained in these investigations are presented in the paper. The following results were obtained: the chosen model of HTR allowed us to form high-energy neutron spectrum in Th-blanket with significant fraction of 14 MeV neutrons; it was evaluated that threshold (n,2n) and (n,3n)-reactions are able to produce significant amounts of non-traditional target isotopes 231 Pa and 232 U; it was shown that accumulation of non-traditional target isotopes weakened substantially in depth of Th-blanket. So, it seems reasonable to seek for optimal thickness of Th-blanket and, thus, to find optimal loading of natural thorium.
Advanced Nuclear Systems Consuming Excess Plutonium

Abstract:A survey of recent developments in the field of plutonium disposal by the application of advanced nuclear systems, both critical and subcritical. Current national R&D plans are summarized. The actinide-fuelled critical reactors are associated with control problems, since they tend to have a small delayed neutron fraction coupled with a small Doppler effect and a positive void coefficient. Current thinking is turning to accelerator-driven subcritical systems for the transmutation of actinides. The book's conclusion is that the various systems proposed are technically feasible, even though not yet technically mature. The book presents a unique summary and evaluation of all relevant possibilities for burning surplus plutonium, presented by experts from a variety of different disciplines and interests, including the defence establishment. The obvious issue - the non-proliferation of nuclear weapons - is vital, but the matter represents a complex technological challenge that also requires an assessment in economic terms.

Abstract:Criticality safety analyses are conducted to show compliance with regulatory standards and to demonstrate safe operational conditions during the storage and transportation of spent nuclear fuel. Given the increased interest in the industry in low-enriched uranium plus (LEU+) and higher-burnup fuel, it is important to study the impact of such fuels' use on criticality safety analyses and the resulting nuclear data–induced uncertainties. In this work, nominal pressurized water reactor assemblies with LEU+ fuel enrichments up to 8 wt% 235 U and high burnups up to 80 GWd/tonne U were studied. The assemblies were placed in a generic burnup credit cask GBC-32. As a result of the different covariance libraries, using the ENDF/B-VII.1 nuclear data library consistently resulted in lower nuclear data uncertainties than did the use of the ENDF/B-VIII.0 data library. The highest contribution in the nuclear data–induced uncertainties resulted from the major actinides, and their contribution increased with increasing burnup and enrichment.

Abstract:With climate change rapidly accelerating, we must seriously reconsider our inconsistent and, at times, disjointed approach to energy grid decarbonisation by applying extant low-carbon technologies rapidly and at scale rather than continuing to rely on fossil fuel generation. In contrast to more transient renewables such as wind and solar energy, nuclear power is capable of reliably generating large quantities of baseload low-carbon energy. Despite this advantage, however, deployment has stagnated due to a combination of high costs, safety concerns, and an unwillingness of political authorities to commit to a large-scale, publicly funded program. The focus on private sector leadership in R&D has resulted in a smorgasbord of under-developed and conceptual reactor and fuel cycle technologies, many of which are a decade or more from commercial viability. Meanwhile, the aforementioned political issues have prevented the necessary long-term funding, incentivisation, or provision of the necessary market structures for the significant construction of actual generating plants. With this in mind, we present a potential path to a long-term sustainable approach to the nuclear fuel cycle, highlighting key reactor and fuel cycle technologies and providing an overview of how these should be implemented. Additionally, we discuss the industrial, political, and societal changes needed to achieve this through the comprehensive management of both waste and resources.

Abstract:Global research programs seeking to achieve a commercially viable model of a fusion power plant are being accelerated at an unprecedented rate. One critical element to the design and licensing is an accurate understanding of the radiation environment throughout the plant lifetime and subsequent decommissioning phase. The radiation field, which results from the nuclear fusion reaction, gives rise to highly complex phenomena such as flux leakage, materials activation, and decay gamma fields. Demonstration of compliance with limits, the integrity of components, and the permissibility of operations are all fundamental to regulatory approval and the overall safety of a nuclear device. As such, neutronics, which is used in the general sense to refer to the mapping of radiation fields in nuclear devices, is a critical design driver. The Applied Radiation Technology group at the United Kingdom Atomic Energy Authority is a world leader in this field, developing new methods and deploying state-of-the-art codes to conduct nuclear analysis. As well as applied neutronics in areas spanning fusion reactors, medical applications, spallation neutron sources, and nuclear fission, there is an extensive parallel experimental program undertaking critical radiation field characterization and conducting measurements using an array of bespoke particle detection systems. This paper highlights recent technical developments made by this group in the context of outstanding challenges in this field, as well as providing an overview of current methods and capabilities for the broader interest of the community.

Abstract:The grand challenge of "net-zero carbon" emission calls for technological breakthroughs in energy production. The traveling wave reactor (TWR) is designed to provide economical and safe nuclear power and solve imminent problems, including limited uranium resources and radiotoxicity burdens from back-end fuel reprocessing/disposal. However, qualification of fuels and materials for TWR remains challenging and it sets an "end of the road" mark on the route of R&D of this technology. In this article, a novel approach is proposed to maneuver reactor operations and utilize high-temperature transients to mitigate the challenges raised by envisioned TWR service environment. Annular U-50Zr fuel and oxidation dispersion strengthened (ODS) steels are proposed to be used instead of the current U-10Zr and HT-9 ferritic/martensitic steels. In addition, irradiation-accelerated transport of Mn and Cr to the cladding surface to form a protective oxide layer as a self-repairing mechanism was discovered and is believed capable of mitigating long-term corrosion. This work represents an attempt to disruptively overcome current technological limits in the TWR fuels. After the Fukushima accident in 2011, the entire nuclear industry calls for a major technological breakthrough that addresses the following three fundamental issues: (1) Reducing spent nuclear fuel reprocessing demands, (2) reducing the probability of a severe accident, and (3) reducing the energy production cost per kilowatt-hour. An inherently safe and ultralong life fast neutron reactor fuel form can be such one stone that kills the three birds. In light of the recent development findings on U-50Zr fuels, we hereby propose a disruptive, conceptual metallic fuel design that can serve the following purposes at the same time: (1) Reaching ultrahigh burnup of above 40% FIMA, (2) possessing strong inherent safety features, and (3) extending current limits on fast neutron irradiation dose to be far beyond 200 dpa. We believe that this technology will be able to bring about revolutionary changes to the nuclear industry by significantly lowering the operational costs as well as improving the reactor system safety to a large extent.

Abstract:Safeguards measures are employed at nuclear reactor facilities worldwide, to ensure that nuclear material is not diverted from peaceful uses. Typical safeguards measures involve periodic inspections, off-line verification and video surveillance of fuel cycle activities. Real-time verification of the fissile contents via stand-off monitoring can enhance continuity of knowledge for non-traditional reactor types, including research reactors and small modular reactors. Here we demonstrate the feasibility of using large-area neutron detectors for monitoring nuclear reactors at stand-off distances up to 100 m outside reactor shielding, as a potential reactor safeguards tool. Since the neutron yield per unit reactor power depends upon the isotopic composition of the reactor core, declared changes in fissile composition can be verified without accessing the core. The supporting results of experiments conducted at the National Research Universal reactor in Canada, are presented.

Toxicity of irradiated advanced heavy water reactor fuels

Abstract:The good neutron economy and online refueling capability of the CANDU® heavy water moderated reactor (HWR) enable it to use many different fuels such as low enriched uranium (LEU), plutonium, or thorium, in addition to its traditional natural uranium (NU) fuel. The toxicity and radiological protection methods for these proposed fuels, unlike those for NU, are not well established. This study uses software to compare the fuel composition and toxicity of irradiated NU fuel against those of two irradiated advanced HWR fuel bundles as a function of post-irradiation time. The first bundle investigated is a CANFLEX® low void reactor fuel (LVRF), of which only the dysprosium-poisoned central element, and not the outer 42 LEU elements, is specifically analyzed. The second bundle investigated is a heterogeneous high-burnup (LEU,Th)O(2) fuelled bundle, whose two components (LEU in the outer 35 elements and thorium in the central eight elements) are analyzed separately. The LVRF central element was estimated to have a much lower toxicity than that of NU at all times after shutdown. Both the high burnup LEU and the thorium fuel had similar toxicity to NU at shutdown, but due to the creation of such inhalation hazards as (238)Pu, (240)Pu, (242)Am, (242)Cm, and (244)Cm (in high burnup LEU), and (232)U and (228)Th (in irradiated thorium), the toxicity of these fuels was almost double that of irradiated NU after 2,700 d of cooling. New urine bioassay methods for higher actinoids and the analysis of thorium in fecal samples are recommended to assess the internal dose from these two fuels.
