Case studies in healthcare, agriculture, finance, and education highlight AI's transformative potential for efficiency, accessibility, and inclusivity. The paper emphasizes indigenous AI innovations and international collaborations contributing to a distinct African AI ecosystem. Ethical considerations, including data privacy and algorithmic bias, are addressed alongside policy frameworks supporting responsible AI implementation. Abstract:Healthcare in Africa is a complex issue influenced by many factors including poverty, lack of infrastructure, and inadequate funding. However, Artificial intelligence (AI) applied to healthcare, has the potential to transform healthcare in Africa by improving the accuracy and efficiency of diagnosis, enabling earlier detection of diseases, and supporting the delivery of personalized medicine. This paper reviews the current state of how AI Algorithms can be used to improve diagnostics, treatment, and disease monitoring, as well as how AI can be used to improve access to healthcare in Africa as a low-resource setting and discusses some of the critical challenges and opportunities for its adoption. As such, there is a need for a well-coordinated effort by the governments, private sector, healthcare providers, and international organizations to create sustainable AI solutions that meet the unique needs of the African healthcare system.

Abstract:Globally, newsrooms are adopting various forms of artificial intelligence (AI) as part of the newsgathering, production and distribution process. Western countries and China, in particular, are leading the innovation of AI in newsrooms—testing technologies that include machine learning, automated content creation and moderation and speech-to-text programs. The adoption of AI in newsrooms, and research of its impact, has predominantly focused on Western countries. Although some African countries have begun incorporating AI into sectors such as government agencies, health, education and finance, little information exists about how newsrooms on the continent are using AI technologies. In this paper, we propose a research agenda to advance the scholarship and understanding of the use of AI in African newsrooms and its implications for journalism in Africa. Through a systematic search of databases, we examine the current use of AI in newsrooms in Africa, along with a review of the opportunities and challenges it presents for journalists. We also present a comprehensive examination and discussion about the theoretical frameworks being used to examine newsroom processes—and the opportunities to adapt those theories to analyse the use of AI in African-led scholarship. Also included in the study are recommendations for addressing methodological challenges related to the use of AI in newsrooms.

Abstract:The introduction of artificial intelligence (AI) marks the beginning of a revolutionary period for the global economic environments, particularly in the developing economies of Africa. This concept paper explores the various ways in which AI can stimulate economic growth and innovation in developing markets, despite the challenges they face. By examining examples like VetAfrica, we investigate how AI-powered applications are transforming conventional business models and improving access to financial resources. This highlights the potential of AI in overcoming obstacles such as inefficient procedures and restricted availability of capital. Although AI shows potential, its implementation in these areas faces obstacles such as insufficient digital infrastructure, limited data availability, and a lack of necessary skills. There is a strong focus on the need for a balanced integration of AI, which involves aligning technological progress with ethical considerations and economic inclusivity. This paper focuses on clarifying the capabilities of AI in addressing economic disparities, improving productivity, and promoting sustainable development. It also aims to address the challenges associated with digital infrastructure, regulatory frameworks, and workforce transformation. The methodology involves a comprehensive review of relevant theories, literature, and policy documents, complemented by comparative analysis across South Africa, Nigeria, and Mauritius to illustrate transformative strategies in AI adoption. We propose strategic recommendations to effectively and ethically utilize the potential of AI, by advocating for substantial investments in digital infrastructure, education, and legal frameworks. This will enable Africa to fully benefit from the transformative impact of AI on its economic landscape. This discourse seeks to offer valuable insights for policymakers, entrepreneurs, and investors, emphasizing innovative AI applications for business growth and financing, thereby promoting economic empowerment in developing economies.

Abstract:Introduction: Artificial intelligence (AI)-enhanced technology has seen unprecedented expansion in the recent past. This growth brings with it huge opportunities for the positive transformation of the economy, business, healthcare, and society. However, a critical question is whether, and to what extent, regulatory measures and mechanisms have been implemented to safeguard its design, development, and deployment. This paper offers a scoping exercise that maps the regulatory landscape of AI in healthcare (including health research) in certain African countries. Methods: This research is conducted across 12 African countries: Botswana, Cameroon, The Gambia, Ghana, Kenya, Malawi, Nigeria, Rwanda, South Africa, Tanzania, Uganda, and Zimbabwe. As limited specific AI legislation is found in these African countries, and because AI is informed by ancillary regulatory frameworks, we include data protection, digital health, consumer protection, and intellectual property in our research. A scoping review method was applied with a manual search of digital libraries with search terms customised for each repository consisting of core search terms for the various topics, including, among others, "law," "regulation," "artificial intelligence," "data protection," "intellectual property," and "digital health". Results and discussion: Analysis of the data demonstrated that while in the African countries under investigation there is no sui generis AI regulation, recent developments were found in areas that inform AI adoption, including in digital health, data protection, consumer protection, and intellectual property. Our findings highlight the fragmentation of the African AI regulatory landscape and illustrate the importance of continued AI regulatory development to ensure that Africa is well positioned for future AI adoption in health.

Abstract:AI technology is capturing the African imaginations as a gateway to progress and prosperity. There is a growing interest in AI by different actors across the continent including scientists, researchers, humanitarian and aid organizations, academic institutions, tech start-ups, and media organizations. Several African states are looking to adopt AI technology to capture economic growth and development opportunities. On the other hand, African researchers highlight the gap in regulatory frameworks and policies that govern the development of AI in the continent. They argue that this could lead to AI technology exacerbating problems of inequalities and injustice in the continent. However, most of the literature on AI ethics is biased toward Euro-American perspectives and lack the understanding of how AI development is apprehended in the Global South, and particularly Africa. Drawing on the case study of the first African Master's in Machine Intelligence program, this paper argues for looking beyond the question of ethics in AI and examining AI governance issues through the analytical lens of the raciality of computing and the political economy of technoscience to understand AI development in Africa. By doing so, this paper seeks a different theorization for AI ethics from the South that is based on lived experiences of those in the margins and avoids the framings of technological futures that simplistically pathologize or celebrate Africa.

Abstract:As AI becomes integrated throughout the world, its potential for impact within low-resource regions around the Global South have grown. AI research labs from tech giants like Microsoft, Google, and IBM have a significant presence in countries such as India, Ghana, and South Africa. The work done by these labs is often motivated by the potential impact it could have on local populations, but the deployment of these tools has not always gone smoothly. This paper presents a case study examining the deployment of AI by large industry labs situated in low-resource contexts, highlights factors impacting unanticipated deployments, and reflects on the state of AI deployment within the Global South, providing suggestions that embrace inclusive design methodologies within AI development that prioritize the needs of marginalized communities and elevate their status not just as beneficiaries of AI systems but as primary stakeholders.

Abstract:Artificial Intelligence (AI) for health has the potential to significantly change and improve healthcare. However in most African countries, identifying culturally and contextually attuned approaches for deploying these solutions is not well understood. To bridge this gap, we conduct a qualitative study to investigate the best practices, fairness indicators, and potential biases to mitigate when deploying AI for health in African countries, as well as explore opportunities where artificial intelligence could make a positive impact in health. We used a mixed methods approach combining in-depth interviews (IDIs) and surveys. We conduct 1.5-2 hour long IDIs with 50 experts in health, policy, and AI across 17 countries, and through an inductive approach we conduct a qualitative thematic analysis on expert IDI responses. We administer a blinded 30-minute survey with case studies to 672 general population participants across 5 countries in Africa and analyze responses on quantitative scales, statistically comparing responses by country, age, gender, and level of familiarity with AI. We thematically summarize open-ended responses from surveys. Our results find generally positive attitudes, high levels of trust, accompanied by moderate levels of concern among general population participants for AI usage for health in Africa. This contrasts with expert responses, where major themes revolved around trust/mistrust, ethical concerns, and systemic barriers to integration, among others. This work presents the first-of-its-kind qualitative research study of the potential of AI for health in Africa from an algorithmic fairness angle, with perspectives from both experts and the general population. We hope that this work guides policymakers and drives home the need for further research and the inclusion of general population perspectives in decision-making around AI usage.

Abstract:When Buti Manamela visited Lengau, Africa's fastest supercomputer, he had more prosaic technology in mind: electricity. South Africa's Deputy Minister of Higher Education, Science and Technology was at the Center for High Performance Computing in Cape Town for what should have been a showcase tour of a facility providing the country with the computing power needed to run and analyze the kinds of complex models and huge datasets that underpin artificial intelligence (AI) and machine learning (ML). But Manamela was there to better understand the impact of South Africa's rolling power blackouts on the center's operations. Lengau, which means "cheetah" in Setswana, is one of the most important outposts in Africa's AI infrastructure landscape; yet, it is struggling to operate at full capacity because of unreliable power.

Abstract:Abstract This paper explores the status of Artificial Intelligence (AI) for healthcare research in Africa. The aim was to use bibliometric and thematic analysis methods to determine the publication counts, leading authors, top journals and publishers, most active institutions and countries, most cited institutions, funding bodies, top subject areas, co-occurrence of keywords and co-authorship. Bibliographic data were collected on April 9 2022, through the Lens database, based on the critical areas of authorship studies, such as authorship pattern, number of authors, etc. The findings showed that several channels were used to disseminate the publications, including articles, conference papers, reviews, and others. Publications on computer science topped the list of documented subject categories. The Annals of Tropical Medicine and Public Health is the top journal, where articles on AI have been published. One of the top nations that published AI research was the United Kingdom. With 143 publications, Harvard University was the higher education institution that produced the most in terms of affiliation. It was discovered that the Medical Research Council was one of the funding organizations that supported research, resulting in the publication of articles in AI. By summarizing the current research themes and trends, this work serves as a valuable resource for researchers, practitioners, and funding organizations interested in Artificial intelligence for healthcare research in Africa.

Abstract:Artificial Intelligence (AI) is revolutionizing various fields, including public health surveillance. In Africa, where health systems frequently encounter challenges such as limited resources, inadequate infrastructure, failed health information systems and a shortage of skilled health professionals, AI offers a transformative opportunity. This paper investigates the applications of AI in public health surveillance across the continent, presenting successful case studies and examining the benefits, opportunities, and challenges of implementing AI technologies in African healthcare settings. Our paper highlights AI's potential to enhance disease monitoring and health outcomes, and support effective public health interventions. The findings presented in the paper demonstrate that AI can significantly improve the accuracy and timeliness of disease detection and prediction, optimize resource allocation, and facilitate targeted public health strategies. Additionally, our paper identified key barriers to the widespread adoption of AI in African public health systems and proposed actionable recommendations to overcome these challenges.

Abstract:Artificial Intelligence (AI) requires new ways of evaluating national technology use and strategy for African nations. We conduct a survey of existing 'readiness' assessments both for general digital adoption and for AI policy in particular. We conclude that existing global readiness assessments do not fully capture African states' progress in AI readiness and lay the groundwork for how assessments can be better used for the African context. We consider the extent to which these indicators map to the African context and what these indicators miss in capturing African states' on-the-ground work in meeting AI capability. Through case studies of four African nations of diverse geographic and economic dimensions, we identify nuances missed by global assessments and offer high-level policy considerations for how states can best improve their AI readiness standards and prepare their societies to capture the benefits of AI.

Abstract:Abstract Background Artificial Intelligence (AI) platforms, increasingly deployed in public health, utilize robust data systems as a critical component for health emergency preparedness. Yet, Africa faces numerous challenges in the availability, analyses, and use of data to inform health decision-making. Countries have limited access to their population data. Those with access, struggle to utilize these data for program improvements. Owing to the rapid growth of mobile phone ownership and use in the region, Africa is poised to leverage AI technologies to increase the adoption, access and use of data for health. To discuss and propose solutions for responsible development and adoption of innovations like AI in Africa, a virtual workshop was organized from the 21st to 24th June, 2021. This report highlights critical policy dimensions of strengthening digital health ecosystems by high-level policymakers, technical experts, academia, public and private sector partners. Method The four days’ workshop focused on nine sessions, with each session focusing on three themes. Discussions during the sessions concentrated on public and private sectors, the academia and multilateral organizations’ deployment of AI. These discussions expanded participants’ understanding of AI, the opportunities and challenges that exist during adoption, including the future of AI for health in the African region. Approximately 250 participants attended the workshop, including countries representatives from ministries of Health, Information and Technology, Developmental Organizations, Private Sector, Academia and Research Institutions among others. Results The workshop resolved that governments and relevant stakeholders should collaborate to ensure that AI and digital health receive critical attention. Government ownership and leadership were identified as critical for sustainable financing and effective scale-up of AI-enabled applications in Africa. Thus, government is to ensure that key recommendations from the workshop are implemented to improve health sector development in Africa. Conclusions The AI workshop was a good forum to deliberate important issues regarding AI for health in the African context. It was concluded that there is a need to focus on vital priorities in deploying AI in Africa: Data protection, privacy and sharing protocols; training and creating platforms for researchers; funding and business models; developing frameworks for assessing and implementing AI; organizing forums and conferences on AI; and instituting regulations, governance and ethical guidelines for AI. There is a need to adopt a health systems approach in planning for AI to reduce inefficiencies, redundancies while increasing effectiveness in the use of AI. Thus, robust collaborations and partnerships among governments and various stakeholders were identified as key.
Leveraging AI to Advance Science and Computing Education across Africa: Challenges, Progress and Opportunities

Abstract:Across the African continent, students grapple with various educational challenges, including limited access to essential resources such as computers, internet connectivity, reliable electricity, and a shortage of qualified teachers. Despite these challenges, recent advances in AI such as BERT, and GPT-4 have demonstrated their potential for advancing education. Yet, these AI tools tend to be deployed and evaluated predominantly within the context of Western educational settings, with limited attention directed towards the unique needs and challenges faced by students in Africa. In this chapter, we discuss challenges with using AI to advance education across Africa. Then, we describe our work developing and deploying AI in Education tools in Africa for science and computing education: (1) SuaCode, an AI-powered app that enables Africans to learn to code using their smartphones, (2) AutoGrad, an automated grading, and feedback tool for graphical and interactive coding assignments, (3) a tool for code plagiarism detection that shows visual evidence of plagiarism, (4) Kwame, a bilingual AI teaching assistant for coding courses, (5) Kwame for Science, a web-based AI teaching assistant that provides instant answers to students' science questions and (6) Brilla AI, an AI contestant for the National Science and Maths Quiz competition. Finally, we discuss potential opportunities to leverage AI to advance education across Africa.

Abstract:This study aims to analyze the adoption of Artificial Intelligence (AI) in South and Southeast Asia and Africa, focusing on how AI technologies shape the digital economies in these regions. The objective is to assess AI's role in key sectors such as energy, manufacturing, healthcare, and finance, and examine its impact on policy formulation, public service delivery, and governance. The paper employs a comparative literature review methodology. Data is gathered from secondary sources, including academic papers and reports, to analyze AI infrastructure, policy frameworks, sectoral impacts, and barriers to adoption. The study identifies similarities and differences in AI integration across the regions. The study reveals that South and Southeast Asia have made greater advancements in AI adoption, driven by stronger infrastructure and government policies, while Africa faces challenges due to infrastructure deficits and limited AI expertise. However, both regions show potential for leveraging AI to drive economic growth, particularly in underserved sectors like agriculture and financial inclusion. Additionally, the research highlights the critical role of AI governance, with a strong need for both regions to develop robust regulatory frameworks to ensure responsible and ethical AI implementation. The study is limited by its reliance on secondary data, which restricts deeper insight into on-the-ground challenges. Future research should incorporate field studies and interviews with AI practitioners for a more comprehensive understanding of AI’s impact. This paper contributes to the limited comparative research on AI adoption between South and Southeast Asia and Africa. Abstract:This note explores the adoption and use of artificial intelligence (AI) in Kenya's digital creative sectors. Guided by a lens of domestication theory, and informed by interviews with 21 practitioners, the study documents ways in which AI is transforming traditional workflows, job roles, and skill requirements, enabling increased efficiency, automation, and creativity possibilities. Digital marketers leverage AI-powered analytics tools for data-driven insights and personalized marketing campaigns. Coders utilize AI algorithms to optimize code development, enhance software testing, and streamline debugging processes. Graphic designers incorporate AI tools for image recognition, automated design generation, and enhanced visual effects. Ghostwriters embrace AI-based writing assistants for generating content, improving productivity, and meeting client demands. Importantly, the study identifies concerns among professionals regarding job security, ethical implications, and the need for upskilling to effectively collaborate with AI technologies.

Abstract:With the current advancements of automation and robotics, it is expected that AI is going to transform the global economy in an exponential manner. To leverage the new opportunities, there is a need for preparation as well as learning and developing new skills for those new jobs. It is in this regard that Academic City is taking the AI agenda into the forefront, nurturing and empowering the African student to lead the continent into the new AI era. Academic City University College (ACity) is set to lead the sub-region in technology and innovation education with the introduction of an undergraduate degree in Artificial Intelligence (AI). The university becomes the first in Africa to offer a degree in AI. The program, which has commenced already forms part of the university’s short-term effort to develop a cadence of new programs that will invariably push the boundaries of knowledge while establishing a foothold for successful graduates in the jobs of the future. This paper projects the innovative attempt at addressing the manpower challenges in Artificial Intelligence by ACity, Accra, Ghana and her pioneering efforts in the West African sub-region that led to the launch of a new Bachelors Programme in Artificial Intelligence. The programme style and curriculum are presented while also providing perspectives on how the programme fits into the global and African quest to develop skills and strategies to upscale technological advancement as we face an intelligence-driven future.
