Deceptive uses of Artificial Intelligence in elections strengthen support for AI ban

Abstract:All over the world, political parties, politicians, and campaigns explore how Artificial Intelligence (AI) can help them win elections. However, the effects of these activities are unknown. We propose a framework for assessing AI's impact on elections by considering its application in various campaigning tasks. The electoral uses of AI vary widely, carrying different levels of concern and need for regulatory oversight. To account for this diversity, we group AI-enabled campaigning uses into three categories -- campaign operations, voter outreach, and deception. Using this framework, we provide the first systematic evidence from a preregistered representative survey and two preregistered experiments (n=7,635) on how Americans think about AI in elections and the effects of specific campaigning choices. We provide three significant findings. 1) the public distinguishes between different AI uses in elections, seeing AI uses predominantly negative but objecting most strongly to deceptive uses; 2) deceptive AI practices can have adverse effects on relevant attitudes and strengthen public support for stopping AI development; 3) Although deceptive electoral uses of AI are intensely disliked, they do not result in substantial favorability penalties for the parties involved. There is a misalignment of incentives for deceptive practices and their externalities. We cannot count on public opinion to provide strong enough incentives for parties to forgo tactical advantages from AI-enabled deception. There is a need for regulatory oversight and systematic outside monitoring of electoral uses of AI. Still, regulators should account for the diversity of AI uses and not completely disincentivize their electoral use.

Abstract:This article explores the use of artificial intelligence (AI) in elections and its impact on the right to votr. It examines the practical aspects of the application of AI in the electoral process, as well as the potential threats it may pose to democratic principles and human rights. The paper analyzes various aspects of the use of AI during elections, including the automation of vote counting, election forecasting, and the impact of social media and crowdsourcing on political advertising. It also explores the potential of using AI to detect electoral fraud and manipulation, such as disinformation and falsification of results. However, the article also draws attention to the threats that arise in connection with the use of AI during elections. These threats include the possibility of manipulation of election results, violations of the privacy, and the possibility of creating artificial accounts or bots to mass influence public opinion. Finally, the article examines ways to overcome these threats and protect human electoral rights. It discusses the need to develop effective laws and regulations to ensure the transparency, auditability and security of electoral processes that use AI. It also considers the importance of educating voters and politicians about these technologies and the conscious use of AI in political processes. In addition, the article considers the importance of international cooperation and the creation of standards for the ethical use of AI by electoral bodies and political actors. However, the use of artificial intelligence during elections can also pose threats to citizens' right to vote. For example, there may be a lack of transparency and accountability of the algorithms used to analyze election data and make decisions. This can lead to unfair or hidden influence on the election process and voting results. In addition, there is a risk of artificial intelligence being misused to manipulate voters by spreading false information or manipulating political sentiment. Algorithms can be configured to enhance certain views or suppress others, which can expose the electoral process and violate the principles of democratic elections. Effective legal regulation is necessary to overcome the threats associated with the use of artificial intelligence during elections. It is important to establish mandatory norms regarding the transparency and accountability of algorithms used during election processes. This may include requiring disclosure of the underlying principles and logic underlying algorithms, as well as mandatory testing and independent verification of their effectiveness and lack of bias. It is necessary to consider the introduction of restrictions on the use of artificial intelligence in the field of political advertising and information campaign. This may include restrictions on the use of personalized advertising, mandatory identification and disclosure of sources of funding for political advertising campaigns, as well as regulation of the use of social networks.

Abstract:It is becoming cheaper to launch disinformation operations at scale using AI-generated content, in particular 'deepfake' technology. We have observed instances of deepfakes in political campaigns, where generated content is employed to both bolster the credibility of certain narratives (reinforcing outcomes) and manipulate public perception to the detriment of targeted candidates or causes (adversarial outcomes). We discuss the threats from deepfakes in politics, highlight model specifications underlying different types of deepfake generation methods, and contribute an accessible evaluation of the efficacy of existing detection methods. We provide this as a summary for lawmakers and civil society actors to understand how the technology may be applied in light of existing policies regulating its use. We highlight the limitations of existing detection mechanisms and discuss the areas where policies and regulations are required to address the challenges of deepfakes.

Abstract:The article conducts research and presents some conclusions about the role of generative artificial intelligence in electoral processes. Most of the election campaigns of the heads of state and parliament of the countries of the world involve the use of modern information and communication, digital technologies and artificial intelligence technologies. The use of artificial intelligence in an election campaign can help improve the efficiency and effectiveness of a campaign, but it can also lead to misinformation of the public. Today, destructive attempts to influence people, societies and entire states are no longer new challenges on the Internet, in connection with which outright lies, political propaganda, incitement to hatred, manipulative technologies are firmly rooted in the Internet space and the latest technologies are actively used for this. The use of bots, or automated social media accounts, has greatly facilitated the dissemination of deliberately false information, as well as false rumors and other types of misinformation. However, the bots used earlier in the elections often produced poorly constructed, grammatically incorrect sentences. Now that the creation of large language models (artificial intelligence systems that create text) is becoming more accessible to more people, some researchers fear that automated social media accounts will soon become much more convincing. Disinformation campaigns and online trolls will increasingly use generative AI to spread false information about elections. Thus, new technologies can cause some harm to the social security of society.

Abstract:Computational propaganda and bots have become tools within social networks for shaping opinions. However, the integration of artificial intelligence (AI) has added complexity to this landscape, allowing for natural language processing and the creation of automated strategies for political communication. While AI offers potential benefits, it also raises ethical concerns and the risk of spreading misinformation. Consequently, countries like Colombia are exploring the application of AI in political campaigns while simultaneously working on regulating its use within their democratic framework. In view of the 2023 upcoming elections, the debate surrounding the ethics and impact of AI in political communication gains significant relevance. Therefore, the aim of this study was to investigate the potential applications of artificial intelligence (AI) in Colombian political communication, its influence on polarization, and its role in disseminating disinformation. By employing the Delphi method with a panel of electoral strategy experts, the findings revealed a consensus among experts regarding AI's utility in creating content for social networks and segmenting political messages. However, there was disagreement regarding its suitability for generating government plans and its influence on the perception of the candidates' image. Additionally, experts concurred that algorithmic communication exacerbates polarization on social networks but held differing opinions on whether it enhances or diminishes electoral participation.

Abstract:Much of the research and discourse on risks from artificial intelligence (AI) image generators, such as DALL-E and Midjourney, has centered around whether they could be used to inject false information into political discourse. We show that spammers and scammers - seemingly motivated by profit or clout, not ideology - are already using AI-generated images to gain significant traction on Facebook. At times, the Facebook Feed is recommending unlabeled AI-generated images to users who neither follow the Pages posting the images nor realize that the images are AI-generated, highlighting the need for improved transparency and provenance standards as AI models proliferate.

Abstract:Advanced AI systems capable of generating humanlike text and multimodal content are now widely available. In this paper, we discuss the impacts that generative artificial intelligence may have on democratic processes. We consider the consequences of AI for citizens' ability to make informed choices about political representatives and issues (epistemic impacts). We ask how AI might be used to destabilise or support democratic mechanisms like elections (material impacts). Finally, we discuss whether AI will strengthen or weaken democratic principles (foundational impacts). It is widely acknowledged that new AI systems could pose significant challenges for democracy. However, it has also been argued that generative AI offers new opportunities to educate and learn from citizens, strengthen public discourse, help people find common ground, and to reimagine how democracies might work better.

Abstract:Political communication is the process of putting information, technology, and media in the service of power. Increasingly, political actors are automating such processes, through algorithms that obscure motives and authors yet reach immense networks of people through personal ties among friends and family. Not all political algorithms are used for manipulation and social control however. So what are the primary ways in which algorithmic political communication—organized by automated scripts on social media—may undermine elections in democracies? In the US context, what specific elements of communication policy or election law might regulate the behavior of such “bots,” or the political actors who employ them? First, we describe computational propaganda and define political bots as automated scripts designed to manipulate public opinion. Second, we illustrate how political bots have been used to manipulate public opinion and explain how algorithms are an important new domain of analysis for scholars of political communication. Finally, we demonstrate how political bots are likely to interfere with political communication in the United States by allowing surreptitious campaign coordination, illegally soliciting either contributions or votes, or violating rules on disclosure.

Abstract:Purpose Synthetic advertising, which involves creating or modifying ads through artificial intelligence (AI) technology, has recently transformed the field of media and advertising. Despite its emerging importance, our understanding of consumer perceptions in this context is limited. This study is one of the first to explore the impact of synthetic advertising on consumer behavior. Design/methodology/approach Across two between-subject experimental studies, using coffee shop customers in the USA, we tested how, why and when awareness of falsity in AI-generated corporate social responsibility (CSR) ads affects online brand engagement. Findings In Study 1, awareness of falsity in AI-generated CSR ads negatively impacts online brand engagement, with perceived sincerity mediating this relationship. Additionally, a higher level of CSR authenticity mitigates the negative effect of awareness of falsity on online brand engagement. CSR authenticity does not moderate the mediation effect of perceived sincerity in the relationship between awareness of falsity and online brand engagement. In Study 2, the relationship between awareness of falsity and online brand engagement is moderated by brand familiarity. Importantly, perceived sincerity only mediates this effect for unfamiliar brands, not familiar ones. Practical implications This study provides key insights for managers using AI to promote CSR initiatives. While AI can save time and budget, it may lead to negative consumer reactions due to perceptions of insincerity. To mitigate this, companies should focus on enhancing the authenticity of their CSR efforts and humanizing AI-generated ads. Additionally, established brands should be cautious of reduced consumer engagement with AI-generated content, while unfamiliar brands can benefit by emphasizing sincerity in their messaging. Originality/value This paper is one of the first studies that discuss how, why and when awareness of falsity in AI-generated corporate social responsibility ads affects online brand engagement.

Abstract:Content created by employing artificial intelligence (AI) algorithms, also known as synthetic content, promises to radically change the advertising and marketing landscape in the coming decades, presumably for the better. It is fundamental for advertising and marketing scholars and practitioners to have solid knowledge of how synthetic content is perceived by consumers before widespread adoption is promoted. Across three experimental studies we tested how consumers in charitable giving contexts reacted to advertising messages featuring content generated by an AI neural network. We show that potential donors responded differently to children's faces when they knew they had been generated by AI. Study 1 established that awareness of the falsity of a face or its status as an AI-generated image has a negative impact on donation intentions. This negative impact is serially mediated by empathy and anticipatory guilt and empathy and emotion perception. Study 2 investigated several motives for employing AI-generated images and indicated that charities employing those images can benefit by making their ethical motives salient. Finally, Study 3 revealed that under extraordinary circumstances the use of AI images by charities is considered acceptable by consumers and is likely to lead to similar outcomes as the use of real images. Therefore, we recommend a cautious approach to the adoption of synthetic content.

Abstract:Rapid technological advancement is changing the way that political parties, voters, and media platforms engage with each other. This along with cultural change has led to an emerging era of disinformation and misinformation driven by both domestic and foreign actors. Political deepfakes, videos created through the use of artificial intelligence, allow individuals to rapidly create fake videos indistinguishable from true content. These videos have the capacity to undermine voter trust and could alter electoral outcomes. Regulating disinformation however raises significant free speech concerns, as well as questions about where liability should fall. In particular, holding large technology and media platforms accountable for content could lead to unintended chilling effects around freedom of expression, harming rather than protecting democratic institutions. Proposed regulations should therefore be carefully analysed through the framework of the implied freedom of political communication, ensuring that any new laws are proportionate and tailored to the threat they seek to prevent. This article analyses how current Australian law interacts with political deepfakes and proposes two targeted amendments to our federal electoral regulations to reduce the threat they pose to elections.

Abstract:<span>Traditionally, the production and distribution of advertising material has relied on human effort and analog tools. However, technological innovations have given the advertising industry digital and automatic tools that enable advertisers to automate many advertising processes and produce "synthetic ads," or ads comprising content based on the artificial and automatic production and modification of data. The emerging practice of synthetic advertising, to date the most sophisticated form of ad manipulation, relies on various artificial intelligence (AI) techniques, such as deepfakes and generative adversarial networks (GANs), to automatically create content that depicts an unreal, albeit convincing, artificial version of reality. In this article, a general framework is constructed to better understand how consumers respond to all forms of ad manipulation. It is anticipated that this article will help explain how consumers respond to the more sophisticated forms of synthetic ads—such as deepfakes—that are emerging at an accelerating rate. To guide research in this area, a research agenda is developed focusing on three manipulated advertising areas: ad falsity, consumer response, and originality. Furthermore, the implications for theory and industry are considered.</span>

Abstract:Artificial Intelligence (AI) now enables the mass creation of what have become known as “deepfakes”: synthetic videos that closely resemble real videos. Integrating theories about the power of visual communication and the role played by uncertainty in undermining trust in public discourse, we explain the likely contribution of deepfakes to online disinformation. Administering novel experimental treatments to a large representative sample of the United Kingdom population allowed us to compare people’s evaluations of deepfakes. We find that people are more likely to feel uncertain than to be misled by deepfakes, but this resulting uncertainty, in turn, reduces trust in news on social media. We conclude that deepfakes may contribute toward generalized indeterminacy and cynicism, further intensifying recent challenges to online civic culture in democratic societies.

Abstract:Machine learning and artificial intelligence in Journalism are aid and not a replacement or challenge to a journalist’s ability. Artificial intelligence-backed fake news characterized by misinformation and disinformation is the new emerging threat in our broken information ecosystem. Deepfakes erode trust in visual evidence, making it increasingly challenging to discern real from fake. Deepfakes are an increasing cause for concern since they can be used to propagate false information, fabricate news, or deceive people. While Artificial intelligence is used to create deepfakes, the same technology is also used to detect them. Digital Media literacy, along with technological deepfake detection tools, is an effective solution to the menace of deepfake. The paper reviews the creation and detection of deepfakes using machine learning and deep learning models. It also discusses the implications of cognitive biases and social identity theories in deepfake creation and strategies for establishing a trustworthy information ecosystem. The researchers have developed a prototype deepfake detection model, which can lay a foundation to expose deepfake videos. The prototype model correctly identified 35 out of 50 deepfake videos, achieving 70% accuracy. The researcher considers 65% and above as “fake” and 65% and below as “real”. 15 videos were incorrectly classified as real, potentially due to model limitations and the quality of the deepfakes. These deepfakes were highly convincing and flawless. Deepfakes have a high potential to damage reputations and are often obscene or vulgar. There is no specific law for deepfakes, but general laws require offensive/fake content to be taken down. Deepfakes are often used to spread misinformation or harm someone’s reputation. They are designed to harass, intimidate, or spread fear. A significant majority of deepfake videos are pornographic and target female celebrities
