Abstract:We draw upon a ‘small history’ of one family to throw light on lived experience of welfare in the past, and consider how it may provide some glimpses into what Britain’s current economy of welfare trajectory could mean, where the state welfare safety net has holes and an ad hoc charitable safety net is being constructed beneath them. Using archived case notes from the Charity Organisation Society across the interwar period to the comprehensive welfare state, we discuss one family’s negotiation of poverty and the fragmented economy of welfare involving nascent state provision and a safety net of myriad charitable bodies, and the need to be judged as respectable and worthy. While lived experience of inequalities of assessment criteria, provision and distribution provide some indication for the potential trajectory of contemporary welfare in Britain, towards fragmented localised settlements, the small history also reveals a muted story of alternatives and reliability.
Feeling devalued : the creative industries, motherhood, gender and class inequality

Abstract:There is a growing body of data that illustrates how work in the creative media industries is marked by bleak inequalities. Critical sociological accounts of the industry have explored the barriers to employment opportunities for workers from different ethnic, disabled, gendered and more recently socially classed backgrounds resulting in the awareness that the majority of those who control the means of production for creative and cultural commodities are male, white and middle class. With regards to women, the problem of gender inequality has commonly been linked to women’s childbearing capabilities citing the demands of childcare as a key reason for women’s withdrawal from and under-representation within the industry. Linking gender inequality in the creative workforce to motherhood creates a smokescreen, a framework which allows for concepts of ‘choice’ and ‘preference’ to mask deeply complicated processes of oppression and exclusion. Motherhood also places the issue of gender inequality into a singular axis, failing therefore to consider the multiple axes of exclusion that operate within the workforce. This thesis takes this issue of motherhood, gender inequality and work in the creative industries as its focus point to explore how motherhood has become synonymous with female withdrawal from the industry. It responds to literature on modes and practices of work in modern society drawing from those who have equated work in the creative sector as emblematic of a “brave new world of work” (Beck 2002 in Deuze 2007, p.21) and exposed a paradox between celebratory concepts of creative practice and the lived realities of the creative workforce. My own contribution has been drawn from a series of in-depth interviews with mothers who either work or have left work in the creative sector following the birth of a child/children. The research findings emerged inductively, following a grounded theoretical approach but one that was informed by a feminist epistemological framework to knowledge production. Thinking about motherhood as a fluid and constructed concept enables an exploration into the relationship between motherhood, gender and class-based inequalities and how they operate within the industry.

Abstract:We estimate a dynamic model of employment, human capital accumulation — including education, and savings for women in the UK, exploiting policy changes. We analyze both the incentive effects and the welfare implications of tax credits and income support programs and we account for their insurance value. We find important incentive effects on education choice and labor supply, with single mothers having the most elastic labor supply. Returns to experience increase with education, but experience only accumulates when in full-time employment. Finally, marginal increases in tax credits are preferred to equally costly income support or to tax cuts.

Abstract:European Journal of Cultural Studies, Ahead of Print. This article provides a critical overview of gender equality talk within the media, arts and cultural industries, focusing on a case study of Australian cultural policy discourse from the 1970s to 2020s. It aims to expand on existing understandings of postfeminism and popular feminism by exploring how these sensibilities have been taken up and expressed within arts and cultural policy discourse. How has the problem of the cultural gender gap previously been understood? And how has that changed in light of increased public attention to feminist concerns? While there are important differences across the decades there are also recurring notions of pragmatism, self-empowerment, resilience, vigilance and trickle-down logics – which cultivate a sense of movement without progress. By looking at policy discourses and gender equality talk through a longer lens, considering situations of feminist visibility and invisibility, acceptance and repudiation, and inequalities that are speakable and unspeakable, we see how inequalities in the creative and cultural industries come to be both enduring and endurable.

Abstract:Elizabeth Gaskell (1810-1865) was a Victorian writer who had to undergo various kinds of condescension for her writings. After bearing the stigma of being conformist, conventional, and meek as ascribed to her by the contemporary feminist critics, Gaskell’s writings are being revisited with a new feminist perspective in recent years. The present paper is also a humble attempt to rediscover the feminist dimension of her writings by exploring one of her novels, Cranford (1853), through a socialist feminist lens. Cranford presents such a social structure that is devoid of a Class system and constructed by women in a matrilineal society as against the capitalist patriarchal society of Drumble. This Matriarchal socialist social structure is based on the values of cooperation, humanity, and motherly care characteristic to the differently developed gendered subjectivity of women. The social change through the agency of woman foreshadows Gaskell’s far-sighted feminist views of the 1970s.

Abstract:A major aim of the Labour Government elected in May 1997 was to change British social policy away from passive income maintenance towards promoting employment, investment and opportunity. Many of its policy initiatives bear the clear imprint of a social development model. Investment in education and health are seen as paramount, community rebuilding through partnership‐based economic renewal and the promotion of social capital through neighbourhood renewal are all explicit priorities in the government's spending plans. Note: this approach to policy will continue in Britain now that Labour has been returned for a second term in the June 2001 general election.

Abstract:In many European welfare states in the last decades, the state provision of social care services has increased, in part even in spite of retrenchment policies in other areas of state welfare policies. Informal childcare has, however, survived everywhere in Europe, until today a substantial proportion of care is provided informally in the family. The degree to which informal care has been formalised, and the social rights and state provision in relation to formal and informal care, differ substantially in comparison of European societies. In comparative social policy analyses, the explanatory framework is often based on a kind of evolutionary approach. According to this argument, the degree of formalisation of informal care is determined by the degree to which welfare states support gender equality and the labour market integration of women. It is argued here that such explanatory framework is not sufficient. It is not taken into consideration that informal care has itself been modernised: and that the promotion of informal family care does not necessarily contradict ideas about gender equality. Within Western Europe, with respect to the role of informal care, at least two different development paths can be distinguished. Differences with respect to the underlying family values contribute considerably to the explanation of such differences. The quality of social rights in relation to informal care, on the other hand, varies according to the welfare regime and the underlying welfare values.

Abstract:DO ‘welfare states’ enhance or subvert economic enterprise, civic virtue, private moral character, the integrity of social life? Though these questions have a piquantly contemporary ring in modern British politics, they are nevertheless old quandaries in the history of social policy. Since the seventeenth century, if not earlier, practitioners, theorists and critics of public welfare schemes have argued for and against such schemes in contradictory and adversarial terms; claiming on the one hand that social welfare schemes would supply a humanitarian corrective to the rigours of a market economy; and on the other hand that they would support and streamline market forces by enhancing individual and collective efficiency. Similarly, for several hundred years models of civic morality which emphasize independence and self-sufficiency have jostled with alternative models which emphasize paternalism, altruism and organic solidarity. Few phases of social policy in Britain and elsewhere have not contained elements of more than one approach. Even the New Poor Law, notorious for its subordination to market pressures, nevertheless harboured certain residual anti-market principles and often lapsed into practices that were suspiciously communitarian; whilst Edwardian New Liberalism, famous for its philosophy of organic solidarism, in practice tempered social justice with the quest for ‘national efficiency’. These varying emphases have all been reflected in the fashions and phases of welfare state historiography—fashions and phases that appear to have been at least partly determined by the vagaries of prevailing political climate. Thus, in the aftermath of the Second World War, historians tended to portray the history of social policy as a series of governmental battles against private vested interests—battles in which the mantle of civic virtue was worn by an altruistic administrative elite, while civic vice was embodied in the motley crew of doctors, landlords, employers and insurance companies who viewed social welfare as a commodity in the market.

Abstract:Introduction Max Hartwell once suggested that among the major beneficial long-term consequences of ‘the Industrial Revolution’ was its positive contribution to ‘the emancipation of women’ (Hartwell 1961, 416). He has not elaborated on the point, but he would no doubt agree with Ivy Pinchbeck who saw in the mill girls of the mid-nineteenth century a shining pointer to the future. The single young women who now went out from the parental home to earn their living in the textile factories of Lancashire and Yorkshire had, she maintained, made ‘a distinct gain in social and economic independence … working the shortest hours and receiving the same rate of wages as men where they were employed in the same kinds of work’; the example of their ‘economic emancipation’ was ‘at once manifested in its influence on better class [sic] women and their demands for a wider sphere and the right to individual independence’ (Pinchbeck 1930, 313–16). Pinchbeck's optimistic views have not gone unchallenged. Perhaps the clearest statement of the pessimistic case has come from Eric Richards. Arguing that ‘before the Industrial Revolution (as conventionally dated) the utilization of women in the economy was close to a notional maximum’, he was struck by the way in which women's job opportunities actually contracted, so that ‘the female participation rate in the British economy seems to have reached its social [sic] nadir in the third quarter of the nineteenth century’.

Abstract:Family policies have been expanded in many OECD countries, whilst developments along other welfare state dimensions have been characterized by retrenchment. Although the contribution of gender analyses of the welfare state to a better understanding of family policies is widely acknowledged, the literature so far has largely failed to provide a comparative account explaining the recent expansions of employment-oriented family policies in countries that were previously categorized as pursuing policies in accordance with the strong male breadwinner model. This article aims to make a contribution to the comparative literature by investigating the socioeconomic conditions and politics of employment-oriented family policy expansions in Britain and Germany since the 1990s. We pay special attention to processes of post-industrialisation and especially changed skill compositions as well as the role of key policy actors, with a special focus on organized business.

Abstract:Abstract Drawing on interviews with welfare claimants living in Essex, UK, this article examines the material and symbolic effects of the UK government’s 2012 Welfare Reform Act, and it highlights the participants’ interpretations of and responses to that. In reaction to their sense of material and symbolic exclusion, participants made moral claims for their inclusion through a notion of social citizenship based on collective reciprocity and care. They claimed to have paid-in to the national purse in various material and moral ways until circumstances outside of their control meant they could no longer do so. They thus asserted a moral-economic right to social inclusion and an ensuing right to receive adequate, non-stigmatised, and non-punitive welfare. These moral-economic claims differ from other, more public, counter-narratives to welfare reform and government austerity, and they assert a clear but subtle opposition to the market-bound logic of the reform .

As the Two-Child Policy Beckons: Work–Family Conflicts, Gender Strategies and Self-Worth among Women from the First One-Child Generation in Contemporary China

Abstract:How do women from the one-child generation make fertility choices and negotiate work–family relationships under the two-child policy? I address this question by using 82 in-depth interviews with siblingless women from the first one-child cohort. This study unifies Gerson and Peiss’s and Kandiyoti’s conceptual frameworks on boundaries and gender strategies but adds a new dimension of self-worth. The data reveal three different fertility strategies: rejection, acceptance and procrastination, each representing different negotiations with patriarchal boundaries and assessment of self-worth. In particular, the findings highlight how the patriarchal tactics – within the state, the workplace and individual families – are coordinated and transformed into widely available discourse on fertility duties, meritocracy and productivity, thus maintaining rigid patriarchal boundaries across private and public spheres. Rather than being subservient to multifaceted patriarchal power, women strategise to evaluate and validate their competing work–family identities through the language of moral, financial and/or status worthiness.

Abstract:Authors John Clarke and Janet Newman present an original analysis of the creation of new state forms that critically examines the political forces that enabled "more and better management" to be presented as a solution to the problems of the welfare state in Britain. Examining the micro-politics of change within public services, the authors draw links among politics, policies, and organizational power to present an incisive and dynamic account of the restructuring of social welfare. Clarke and Newman expose the tensions and contradictions in the managerial state and trace the emergence of new dilemmas in the provision of public services. They show that these problems are connected to the recurring difficulties in defining the "the public" that receives these services. In particular they question whether the reinvention of the public as either a nation of consumers or a nation of communities can effectively address the implications of social diversity. A cogent critique of the social, political, and organizational conflicts and instabilities that are embedded in new state forms, The Managerial State will be essential reading for students and academics in social policy, public policy, and public management. It will also be of interest to academics in sociology, politics, and organization studies.
