Abstract:Fundamental constants are a cornerstone of the physical laws. Any constant varying in space and/or time would signal a violation of local position invariance and be associated with a violation of the universality of free fall, and hence of the weak equivalence principle. It will reflect the existence of new degrees of freedom that couple to standard matter. Thus, testing for the stability of fundamental constants is of utmost importance for our understanding of gravity and for characterizing the domain of validity of General Relativity. Besides, it opens an independent window on dark matter and dark energy. As a consequence, thanks to the active development of experiments and of their accuracy, fundamental constants have become a key player in our search for physics beyond the standard model of and beyond General Relativity. This review details the roles of the fundamental constants in the laws of physics and in the construction of the International System of units. Then, the relations between constants, tests of the local position invariance and of the universality of free fall are exposed, as well as the construction of field theories that account for "varying constants". Then, the main experimental and observational constraints are described. It details the basics of each system, its dependence with respect to the primary parameters the variation of which can be constrained from observations, the known systematics effects and the most recent constraints. It also describes how these primary parameters can be related to the fundamental constants and the model-dependencies. Both time and space variation are considered. Given the huge increase of data and constraints, a general scheme to present experimental and observational results and to construct a collaborative data base that will be more efficient for the community and allow for better traceability, is proposed.

Varying fundamental constants meet Hubble

Abstract:Fundamental physical constants need not be constant, neither spatially nor temporally. -- This seeming simple statement has profound implications for a wide range of physical processes and interactions, and can be probed through a number of observations. In this chapter, we highlight how CMB measurements can constrain variations of the fine-structure constant and the electron rest mass during the cosmological recombination era. The sensitivity of the CMB anisotropies to these constants arises because they directly affect the cosmic ionization history and Thomson scattering rate, with a number of subtle atomic physics effects coming together. Recent studies have revealed that variations of the electron rest mass can indeed alleviate the Hubble tension, as we explain here. Future opportunities through measurements of the cosmological recombination radiation are briefly mentioned, highlighting how these could provide an exciting avenue towards uncovering the physical origin of the Hubble tension experimentally.

Abstract:Fundamental constants are a cornerstone of our physical laws. Any constant varying in space and/or time would reflect the existence of an almost massless field that couples to matter. This will induce a violation of the universality of free fall. It is thus of utmost importance for our understanding of gravity and of the domain of validity of general relativity to test for their constancy. We thus detail the relations between the constants, the tests of the local position invariance and of the universality of free fall. We then review the main experimental and observational constraints that have been obtained from atomic clocks, the Oklo phenomenon, Solar system observations, meteorites dating, quasar absorption spectra, stellar physics, pulsar timing, the cosmic microwave background and big bang nucleosynthesis. At each step we describe the basics of each system, its dependence with respect to the constants, the known systematic effects and the most recent constraints that have been obtained. We then describe the main theoretical frameworks in which the low-energy constants may actually be varying and we focus on the unification mechanisms and the relations between the variation of different constants. To finish, we discuss the more speculative possibility of understanding their numerical values and the apparent fine-tuning that they confront us with.

Anthropic constraint on transient variations of fundamental constants

Abstract:The anthropic principle implies that life can emerge and be sustained only in a narrow range of values of fundamental constants. Here we show that anthropic arguments can set powerful constraints on {\em transient} variations of the fine-structure constant $\alpha$ over the past 4 billion years since the appearance of lifeforms on Earth. We argue that the passage through Earth of a macroscopic dark matter clump with a value of $\alpha$ inside differing substantially from its nominal value would make Earth uninhabitable. We demonstrate that in the regime of extreme variation of $\alpha$, the periodic table of elements is truncated, water fails to serve as a universal solvent, and protons become unstable. Thereby, the anthropic principle constrains the likelihood of such encounters on a 4-billion-year timescale. This enables us to improve existing astrophysical bounds on certain dark matter model couplings by several orders of magnitude.

Abstract:The possible time variation of dimensionless fundamental constants of nature, such as the fine-structure constant $\alpha$, is a legitimate subject of physical enquiry. By contrast, the time variation of dimensional constants, such as $\hbar$, $c$, $G$, $e$, $k$,... which are merely human constructs whose number and values differ from one choice of units to the next, has no operational meaning. To illustrate this, we refute a recent claim of Davies et al that black holes can discriminate between two contending theories of varying $\alpha$, one with varying $c$ and the other with varying $e$. In Appendix A we respond to criticisms by P. Davies and two Nature referees. In Appendix B we respond to remarks by Magueijo and by T. Davis. In Appendix C we critique recent claims by Copi, A. Davis and Krauss to have placed constraints on $\Delta G/G$.} In Appendix D we provide extracts of a lecture by Dirac, of which we have only recently become aware, which includes the comment "Talking about whether a thing is constant or not does not have any absolute meaning unless that quantity is dimensionless".

Abstract:Review of recent works devoted to the variation of the fundamental constants is presented including atomic clocks, quasar absorption spectra, and Oklo natural nuclear reactor data. Assuming linear variation with time we can compare different results. From the quasar absorption spectra: $\dot{\mu}/\mu=(1 \pm 3) \times 10^{-16}$ yr$^{-1}$. A combination of this result and the atomic clock results gives the best limt on variation of $\alpha$: $\dot{\alpha}/\alpha=(-0.8 \pm 0.8) \times 10^{-16}$ yr$^{-1}$. The Oklo natural reactor gives the best limit on the variation of $m_s/\Lambda_{QCD}$ where $m_s$ is the strange quark mass. Huge enhancement of the relative variation effects happens in transitions between close atomic, molecular and nuclear energy levels. We suggest several new cases where the levels are very narrow. Large enhancement of the variation effects is also possible in cold atomic and molecular collisions near Feshbach resonance. Massive bodies (stars or galaxies) can also affect physical constants. They have large scalar charge $S$ proportional to number of particles which produces a Coulomb-like scalar field $U=S/r$. This leads to a variation of the fundamental constants proportional to the gravitational potential, e.g. $\delta \alpha/ \alpha = k_\alpha \delta (GM/ r c^2)$. We compare different manifestations of this <a class="link-external link-http" href="http://effect.The" rel="external noopener nofollow">this http URL</a> strongest limit $k_\alpha +0.17 k_e= (-3.5\pm 6) \times 10^{-7}$.

Abstract: The possibility of variations of the values of fundamental constants is a phenomenon predicted by a number of scenarios beyond General Relativity. This can happen if ``our'' fundamental constants are not the actual constants of the fundamental theory and their value is instead determined, for example, by the background value of some new field or the size of extra dimensions. So far, most studies have been devoted to constrain possible temporal variations of the electromagnetic fine structure constant $\alpha$, the proton to electron mass ratio $\mu = m_p/m_e$, and the gravitational constant $G_{\rm N}$. Apart some claims of the detection of a temporal or spatial variation of $\alpha$ and $\mu$, so far there is no clear observational evidence of any variation of our fundamental constants.

Abstract:Review of recent works devoted to the temporal and spatial variation of the fundamental constants and dependence of the fundamental constants on the gravitational potential (violation of local position invariance) is presented. We discuss the variation of the fine structure constant $\alpha=e^2/\hbar c$, strong interaction and fundamental masses (Higgs vacuum), e.g. the electron-to-proton mass ratio $\mu=m_e/M_p$ or $X_e=m_e/\Lambda_{QCD}$ and $X_q=m_q/\Lambda_{QCD}$. We also present new results from Big Bang nucleosynthesis and Oklo natural nuclear reactor data and propose new measurements of enhanced effects in atoms, nuclei and molecules, both in quasar and laboratory spectra.

Abstract:Discussion of the constancy, or otherwise, of the various so-called universal constants which abound in physics has continued for many years. However, relatively recent observations, which appear to indicate a variation in the value of the fine structure constant, have reignited the subject. These observations relate to quasars and that in itself raises questions. Also, since many of the arguments utilise the Bekenstein-Hawking expression for the entropy of a black hole, further controversy is introduced into the discussion immediately. In what follows these two points will be examined and some less well-known theoretical considerations introduced which, hopefully, will instigate wider examination of this topic.

Abstract:The possibility that the vacuum energy density (VED), $\rho_{\rm vac}$, could be time dependent in the expanding Universe is intuitively more reasonable than just a rigid cosmological constant for the entire cosmic history. The dynamics of $\rho_{\rm vac}=\rho_{\rm vac}(H)$ as a function of the Hubble rate, $H(t)$, most likely contributes to alleviate cosmological problems and tensions, having also implications on the so-called fundamental `constants' of Nature, which should be slowly drifting with the cosmic expansion owing to the fluctuations of the quantum vacuum. This includes the gravitational `constant' $G$, but also the gauge and Yukawa couplings as well as the particle masses themselves (both of dark matter and baryonic matter). The subtle exchange of energy involved is the basis for the ``micro and macro connection''. Herein, I discuss not only this connection as a possibility but show that it is in fact a generic prediction of QFT in cosmological spacetime which is fully compatible with general covariance. This fact has not been pointed out until recently when an appropriate renormalization framework for the VED has been found which is free from the usual conundrums associated with the cosmological constant problem.

Simple unity among the fundamental equations of science

Abstract:The Price equation describes the change in populations. Change concerns some value, such as biological fitness, information or physical work. The Price equation reveals universal aspects for the nature of change, independently of the meaning ascribed to values. By understanding those universal aspects, we can see more clearly why fundamental mathematical results in different disciplines often share a common form. We can also interpret more clearly the meaning of key results within each discipline. For example, the mathematics of natural selection in biology has a form closely related to information theory and physical entropy. Does that mean that natural selection is about information or entropy? Or do natural selection, information and entropy arise as interpretations of a common underlying abstraction? The Price equation suggests the latter. The Price equation achieves its abstract generality by partitioning change into two terms. The first term naturally associates with the direct forces that cause change. The second term naturally associates with the changing frame of reference. In the Price equation's canonical form, total change remains zero because the conservation of total probability requires that all probabilities invariantly sum to one. Much of the shared common form for the mathematics of different disciplines may arise from that seemingly trivial invariance of total probability, which leads to the partitioning of total change into equal and opposite components of the direct forces and the changing frame of reference.

Viscosity and diffusion in life processes and tuning of fundamental constants

Abstract:Viewed as one of the grandest questions in modern science, understanding fundamental physical constants has been discussed in high-energy particle physics, astronomy and cosmology. Here, I review how condensed matter and liquid physics gives new insights into fundamental constants and their tuning. This is based on two observations: first, cellular life and the existence of observers depend on viscosity and diffusion. Second, the lower bound on viscosity and upper bound on diffusion are set by fundamental constants, and I briefly review this result and related recent developments in liquid physics. I will subsequently show that bounds on viscosity, diffusion and the newly introduced fundamental velocity gradient in a biochemical machine can all be varied while keeping the fine-structure constant and the proton-to-electron mass ratio intact. This implies that it is possible to produce heavy elements in stars but have a viscous planet where all liquids have very high viscosity (for example that of tar or higher) and where life may not exist. Knowing the range of bio-friendly viscosity and diffusion, we will be able to calculate the range of fundamental constants which favor cellular life and observers and compare this tuning with that discussed in high-energy physics previously. This invites an inter-disciplinary research between condensed matter physics and life sciences, and I formulate several questions that life science can address. I finish with a conjecture of multiple tuning and an evolutionary mechanism.

The arising incompleteness of theory manifests itself in terms of theoretically undefinable fundamental physical constants $\hbar$ and c. As an example we built up a parametric generalization of relativistic theory, where the Hubble Law and the dependence of light velocity on time are obtained.

Abstract:It is possible that fundamental constants may not be constant at all. There is a generally accepted view that one can only talk about variations of dimensionless quantities, such as the fine structure constant $\alpha_{\rm e}\equiv e^2/4\pi\epsilon_0\hbar c$. However, constraints on the strength of gravity tend to focus on G itself, which is problematic. We stress that G needs to be multiplied by the square of a mass, and hence, for example, one should be constraining $\alpha_{\rm g}\equiv G m_{\rm p}^2/\hbar c$, where $m_{\rm p}$ is the proton mass. Failure to focus on such dimensionless quantities makes it difficult to interpret the physical dependence of constraints on the variation of G in many published studies. A thought experiment involving talking to observers in another universe about the values of physical constants may be useful for distinguishing what is genuinely measurable from what is merely part of our particular system of units.

A cosmic microwave background search for fine-structure constant evolution

Abstract:In some extensions of the standard model of particle physics, the values of the fundamental coupling constants vary in space and time. Some observations of quasars hint at time and spatial variation of the fine structure constant $\alpha$. Here, the Bekenstein-Sandvik-Barrow-Magueijo (BSBM) model (which posits the existence of a scalar field driving evolution in the fundamental electric charge $e$) is tested against quasar and Planck satellite cosmic microwave background (CMB) data. In this model, variations in $e$ are coupled to the matter density through a factor $\zeta_{\rm m}/{\omega}$, which is related to electromagnetic contributions to nucleon masses, and {the energy} scale of new physics. Simulations conducted here do not support claims that the electrostatic contribution to $\zeta_{m}$ is completely shielded. Other common approximations used in BSBM field evolution are found to be adequate. Principal components of the CMB data with respect to variations in $\alpha$ are used to obtain constraints of $\zeta_{\rm m}/{\omega}\lesssim 9.3 \times 10^{-9}$ for a massless field. A forecast anticipating the promise of the Simons Observatory (SO) CMB experiment shows that SO will be sensitive to values of $\zeta_{\rm m}/{\omega}\geq 2.2 \times 10^{-9}$.

Abstract:We study the time variation of fundamental constants in the early Universe. Using data from primordial light nuclei abundances, CMB and the 2dFGRS power spectrum, we put constraints on the time variation of the fine structure constant $\alpha$, and the Higgs vacuum expectation value $<v>$ without assuming any theoretical framework. A variation in $<v>$ leads to a variation in the electron mass, among other effects. Along the same line, we study the variation of $\alpha$ and the electron mass $m_e$. In a purely phenomenological fashion, we derive a relationship between both variations.

Abstract:In 1900, Max Planck made an effort to articulate his ambitious idea for a universal, ultimately stable system of units. He envisioned restructuring the system of units (length, mass, time and temperature) using fundamental constants. In the recent past, through a groundbreaking decision, the world's scientific community has unanimously adopted the re-definition of the SI unit system based on defining constants without the need to rely on any artifacts. The seven SI base units are now collectively defined by fixing the numerical values of seven defining constants. These constants were selected as the best option, taking into account both scientific advancement and the prior formulation of the SI, which were based on seven base units. With this modification, fundamental constants are linked more directly to metrology. The article aims to explain the significance of the fundamental constants from history to the modern era and their possible future.

Abstract:The aim of this paper is to derive limits on various forms of "new physics" using atomic experimental data. Interactions with dark energy and dark matter fields can lead to space-time variations of fundamental constants, which can be detected through atomic spectroscopy. In this study, we examine the effects of a varying nuclear mass mN and nuclear radius rN on two transition ratios: the comparison of the two-photon transition in atomic hydrogen with the hyperfine transition in Cs133 based clocks, and the ratio of optical clock frequencies in Al+ and Hg+ . The sensitivity of these frequency ratios to changes in mN and rN enables us to derive new limits on the variations of the proton mass, quark mass, and the QCD parameter θ . Additionally, we consider the scalar field generated by the Yukawa-type interaction of feebly interacting hypothetical scalar particles with Standard Model particles in the presence of massive bodies such as the Sun and Moon. Using the data from the Al+/Hg+ , Yb+/Cs , and Yb+(E2)/Yb+(E3) transition frequency ratios, we place constraints on the interaction of the scalar field with photons, nucleons, and electrons for a range of scalar particle masses.
