Abstract:Fundamental constants are a cornerstone of our physical laws. Any constant varying in space and/or time would reflect the existence of an almost massless field that couples to matter. This will induce a violation of the universality of free fall. It is thus of utmost importance for our understanding of gravity and of the domain of validity of general relativity to test for their constancy. We thus detail the relations between the constants, the tests of the local position invariance and of the universality of free fall. We then review the main experimental and observational constraints that have been obtained from atomic clocks, the Oklo phenomenon, Solar system observations, meteorites dating, quasar absorption spectra, stellar physics, pulsar timing, the cosmic microwave background and big bang nucleosynthesis. At each step we describe the basics of each system, its dependence with respect to the constants, the known systematic effects and the most recent constraints that have been obtained. We then describe the main theoretical frameworks in which the low-energy constants may actually be varying and we focus on the unification mechanisms and the relations between the variation of different constants. To finish, we discuss the more speculative possibility of understanding their numerical values and the apparent fine-tuning that they confront us with.

Abstract:Review of recent works devoted to the temporal and spatial variation of the fundamental constants and dependence of the fundamental constants on the gravitational potential (violation of local position invariance) is presented. We discuss the variation of the fine structure constant $\alpha=e^2/\hbar c$, strong interaction and fundamental masses (Higgs vacuum), e.g. the electron-to-proton mass ratio $\mu=m_e/M_p$ or $X_e=m_e/\Lambda_{QCD}$ and $X_q=m_q/\Lambda_{QCD}$. We also present new results from Big Bang nucleosynthesis and Oklo natural nuclear reactor data and propose new measurements of enhanced effects in atoms, nuclei and molecules, both in quasar and laboratory spectra.

Abstract:The aim of this paper is to derive limits on various forms of ``new physics'' using atomic experimental data. Interactions with dark energy and dark matter fields can lead to space-time variations of fundamental constants, which can be detected through atomic spectroscopy. In this study, we examine the effects of a varying nuclear mass $m_{N}$ and nuclear radius $r_{N}$ on two transition ratios: the comparison of the two-photon transition in atomic hydrogen with the hyperfine transition in $^{133}$Cs based clocks, and the ratio of optical clock frequencies in in Al$^{+}$ and Hg$^{+}$. The sensitivity of these frequency ratios to changes in $m_{N}$ and $r_{N}$ enables us to derive new limits on the variations of the proton mass, quark mass, and the QCD parameter $\theta$. Additionally, we consider the scalar field generated by the Yukawa-type interaction of feebly interacting hypothetical scalar particles with Standard Model particles in the presence of massive bodies such as the Sun and Moon. Using the data from the Al$^{+}$/Hg$^{+}$, Yb$^{+}$/Cs and Yb$^{+}$(E2)/Yb$^{+}$(E3) transition frequency ratios, we place constraints on the interaction of the scalar field with photons, nucleons, and electrons for a range of scalar particle masses. We also investigate limits on the Einstein Equivalence Principle (EEP) violating term ($c_{00}$) in the Standard Model Extension (SME) Lagrangian and the dependence of fundamental constants on gravity.

Abstract:We compare the long-term fractional frequency variation of four hydrogen masers that are part of an ensemble of clocks comprising the National Institute of Standards and Technology,(NIST), Boulder, timescale with the fractional frequencies of primary frequency standards operated by leading metrology laboratories in the United States, France, Germany, Italy and the United Kingdom for a period extending more than 14 years. The measure of the assumed variation of non-gravitational interaction,(LPI parameter, $\beta$)---within the atoms of H and Cs---over time as the earth orbits the sun, has been constrained to $\beta=(2.2 \pm 2.5)\times 10^{-7}$, a factor of two improvement over previous estimates. Using our results together with the previous best estimates of $\beta$ based on Rb vs. Cs, and Rb vs. H comparisons, we impose the most stringent limits to date on the dimensionless coupling constants that relate the variation of fundamental constants such as the fine-structure constant and the scaled quark mass with strong(QCD) interaction to the variation in the local gravitational potential. Abstract:Fundamental constants are a cornerstone of the physical laws. Any constant varying in space and/or time would signal a violation of local position invariance and be associated with a violation of the universality of free fall, and hence of the weak equivalence principle. It will reflect the existence of new degrees of freedom that couple to standard matter. Thus, testing for the stability of fundamental constants is of utmost importance for our understanding of gravity and for characterizing the domain of validity of General Relativity. Besides, it opens an independent window on dark matter and dark energy. As a consequence, thanks to the active development of experiments and of their accuracy, fundamental constants have become a key player in our search for physics beyond the standard model of and beyond General Relativity. This review details the roles of the fundamental constants in the laws of physics and in the construction of the International System of units. Then, the relations between constants, tests of the local position invariance and of the universality of free fall are exposed, as well as the construction of field theories that account for "varying constants". Then, the main experimental and observational constraints are described. It details the basics of each system, its dependence with respect to the primary parameters the variation of which can be constrained from observations, the known systematics effects and the most recent constraints. It also describes how these primary parameters can be related to the fundamental constants and the model-dependencies. Both time and space variation are considered. Given the huge increase of data and constraints, a general scheme to present experimental and observational results and to construct a collaborative data base that will be more efficient for the community and allow for better traceability, is proposed.

Varying fundamental constants meet Hubble

Abstract:Fundamental physical constants need not be constant, neither spatially nor temporally. -- This seeming simple statement has profound implications for a wide range of physical processes and interactions, and can be probed through a number of observations. In this chapter, we highlight how CMB measurements can constrain variations of the fine-structure constant and the electron rest mass during the cosmological recombination era. The sensitivity of the CMB anisotropies to these constants arises because they directly affect the cosmic ionization history and Thomson scattering rate, with a number of subtle atomic physics effects coming together. Recent studies have revealed that variations of the electron rest mass can indeed alleviate the Hubble tension, as we explain here. Future opportunities through measurements of the cosmological recombination radiation are briefly mentioned, highlighting how these could provide an exciting avenue towards uncovering the physical origin of the Hubble tension experimentally.

Abstract: The possibility of variations of the values of fundamental constants is a phenomenon predicted by a number of scenarios beyond General Relativity. This can happen if ``our'' fundamental constants are not the actual constants of the fundamental theory and their value is instead determined, for example, by the background value of some new field or the size of extra dimensions. So far, most studies have been devoted to constrain possible temporal variations of the electromagnetic fine structure constant $\alpha$, the proton to electron mass ratio $\mu = m_p/m_e$, and the gravitational constant $G_{\rm N}$. Apart some claims of the detection of a temporal or spatial variation of $\alpha$ and $\mu$, so far there is no clear observational evidence of any variation of our fundamental constants.

Abstract:We review recent activity searching for variations in the fundamental constants of nature in quasar absorption spectra and in the laboratory. While research in this direction has been ongoing for many decades, the topic has recently been stimulated by astronomical evidence for spatial variation in the fine-structure constant, alpha. This result could be confirmed using different quasar data and atomic clock measurements, but there are significant challenges to obtain the required accuracy. We review existing measurements and discuss some of the most promising systems where any variations would be strongly enhanced.

Abstract:It is possible that fundamental constants may not be constant at all. There is a generally accepted view that one can only talk about variations of dimensionless quantities, such as the fine structure constant $\alpha_{\rm e}\equiv e^2/4\pi\epsilon_0\hbar c$. However, constraints on the strength of gravity tend to focus on G itself, which is problematic. We stress that G needs to be multiplied by the square of a mass, and hence, for example, one should be constraining $\alpha_{\rm g}\equiv G m_{\rm p}^2/\hbar c$, where $m_{\rm p}$ is the proton mass. Failure to focus on such dimensionless quantities makes it difficult to interpret the physical dependence of constraints on the variation of G in many published studies. A thought experiment involving talking to observers in another universe about the values of physical constants may be useful for distinguishing what is genuinely measurable from what is merely part of our particular system of units.

Abstract:The possible time variation of dimensionless fundamental constants of nature, such as the fine-structure constant $\alpha$, is a legitimate subject of physical enquiry. By contrast, the time variation of dimensional constants, such as $\hbar$, $c$, $G$, $e$, $k$,... which are merely human constructs whose number and values differ from one choice of units to the next, has no operational meaning. To illustrate this, we refute a recent claim of Davies et al that black holes can discriminate between two contending theories of varying $\alpha$, one with varying $c$ and the other with varying $e$. In Appendix A we respond to criticisms by P. Davies and two Nature referees. In Appendix B we respond to remarks by Magueijo and by T. Davis. In Appendix C we critique recent claims by Copi, A. Davis and Krauss to have placed constraints on $\Delta G/G$.} In Appendix D we provide extracts of a lecture by Dirac, of which we have only recently become aware, which includes the comment "Talking about whether a thing is constant or not does not have any absolute meaning unless that quantity is dimensionless".

Abstract:Review of recent works devoted to the variation of the fundamental constants is presented including atomic clocks, quasar absorption spectra, and Oklo natural nuclear reactor data. Assuming linear variation with time we can compare different results. From the quasar absorption spectra: $\dot{\mu}/\mu=(1 \pm 3) \times 10^{-16}$ yr$^{-1}$. A combination of this result and the atomic clock results gives the best limt on variation of $\alpha$: $\dot{\alpha}/\alpha=(-0.8 \pm 0.8) \times 10^{-16}$ yr$^{-1}$. The Oklo natural reactor gives the best limit on the variation of $m_s/\Lambda_{QCD}$ where $m_s$ is the strange quark mass. Huge enhancement of the relative variation effects happens in transitions between close atomic, molecular and nuclear energy levels. We suggest several new cases where the levels are very narrow. Large enhancement of the variation effects is also possible in cold atomic and molecular collisions near Feshbach resonance. Massive bodies (stars or galaxies) can also affect physical constants. They have large scalar charge $S$ proportional to number of particles which produces a Coulomb-like scalar field $U=S/r$. This leads to a variation of the fundamental constants proportional to the gravitational potential, e.g. $\delta \alpha/ \alpha = k_\alpha \delta (GM/ r c^2)$. We compare different manifestations of this <a class="link-external link-http" href="http://effect.The" rel="external noopener nofollow">this http URL</a> strongest limit $k_\alpha +0.17 k_e= (-3.5\pm 6) \times 10^{-7}$.

Abstract:A spacetime interval connecting two neighbouring points can be measured in different unit systems. For instance, it can be measured in atomic unit defined in terms of fundamental constants existing in quantum theories. It is also possible to use a gravitational unit which is defined by using of properties of macroscopic objects. These two unit systems are usually regarded as indistinguishable up to a constant conversion factor. Here we consider the possibility that these two units are related by an epoch-dependent conversion factor. This is a dynamical changes of units. Regarding a conformal transformation as a local unit transformation, we use a gravitational model in which the gravitational and the matter sectors are given in different conformal frames (or unit systems). It is relevant to the cosmological constant problem, namely the huge discrepancy between the estimated and the observational values of the cosmological constant in particle physics and cosmology, respectively. We argue that the problem arises when one ignores evolution of the conversion factor relating the two units during expansion of the Universe. Connection of the model with violation of equivalence principle and possible variation of fundamental constants are also discussed.

Abstract:The remarkable detection of a spatial variation in the fine-structure constant, alpha, from quasar absorption systems must be independently confirmed by complementary searches. In this letter, we discuss how terrestrial measurements of time-variation of the fundamental constants in the laboratory, meteorite data, and analysis of the Oklo nuclear reactor can be used to corroborate the spatial variation seen by astronomers. Furthermore, we show that spatial variation of the fundamental constants may be observable as spatial anisotropy in the cosmic microwave background, the accelerated expansion (dark energy), and large-scale structure of the Universe.

Varying Coupling Constants and Their Interdependence

Abstract:Since Dirac predicted in 1937 possible variation of gravitational constant and other coupling constants from his large number hypothesis, efforts continue to determine such variation without success. Such efforts focus on the variation of one constant while assuming all others pegged to their currently measured values. We show that the variations of the speed of light $c$, the gravitational constant $G$, the Planck constant $h$, and the Boltzmann constant $k$ are interrelated: $G\thicksim c^{3}\thicksim h^{3/2}\thicksim k^{3/2}$. Thus, constraining any one of the constants leads to inadvertently constraining all the others. It may not be possible to determine the variation of a constant without concurrently considering the variation of others. We discuss several astrophysical observations that have been explained recently with the concomitant variation of two or more constants. We also analyze the reported and unexplained 35 micro-gram decrease of 1 Kg Pt-Ir working standards over 22 years of measurements and show that the Kibble balance, that measures mass in units of Planck constant, cannot determine the variation of h when h and c variations are interrelated as determined in here.

Abstract:By measuring the fundamental constants in astrophysical objects one can test basic physical principles as space-time invariance of physical laws along with probing the applicability limits of the standard model of particle physics. The latest constraints on the fine structure constant alpha and the electron-to-proton mass ratio mu obtained from observations at high redshifts and in the Milky Way disk are reviewed. In optical range, the most accurate measurements have already reached the sensitivity limit of available instruments, and further improvements will be possible only with next generation of telescopes and receivers. New methods of the wavelength calibration should be realized to control systematic errors at the sub-pixel level. In radio sector, the main tasks are the search for galactic and extragalactic objects suitable for precise molecular spectroscopy as well as high resolution laboratory measurements of molecular lines to provide accurate frequency standards. The expected progress in the optical and radio astrophysical observations is quantified.

Abstract:In the presence of a cosmological constant, ordinary Poincare' special relativity is no longer valid and must be replaced by a de Sitter special relativity, in which Minkowski space is replaced by a de Sitter spacetime. In consequence, the ordinary notions of energy and momentum change, and will satisfy a different kinematic relation. Such a theory is a different kind of a doubly special relativity. Since the only difference between the Poincare' and the de Sitter groups is the replacement of translations by certain linear combinations of translations and proper conformal transformations, the net result of this change is ultimately the breakdown of ordinary translational invariance. From the experimental point of view, therefore, a de Sitter special relativity might be probed by looking for possible violations of translational invariance. If we assume the existence of a connection between the energy scale of an experiment and the local value of the cosmological constant, there would be changes in the kinematics of massive particles which could hopefully be detected in high-energy experiments. Furthermore, due to the presence of a horizon, the usual causal structure of spacetime would be significantly modified at the Planck scale.

Abstract:The principle which allows to construct new physical theories on the basis of classical mechanics by reduction of the number of its axiom without engaging new postulates is formulated. The arising incompleteness of theory manifests itself in terms of theoretically undefinable fundamental physical constants $\hbar$ and c. As an example we built up a parametric generalization of relativistic theory, where the Hubble Law and the dependence of light velocity on time are obtained.

Abstract:We study the time variation of fundamental constants in the early Universe. Using data from primordial light nuclei abundances, CMB and the 2dFGRS power spectrum, we put constraints on the time variation of the fine structure constant $\alpha$, and the Higgs vacuum expectation value $<v>$ without assuming any theoretical framework. A variation in $<v>$ leads to a variation in the electron mass, among other effects. Along the same line, we study the variation of $\alpha$ and the electron mass $m_e$. In a purely phenomenological fashion, we derive a relationship between both variations.
