Abstract:Trade liberalization could accelerate the process of quality upgrading through the competition effect. However, that the quality of Chinese exports exhibits an opposite performance pattern is puzzling. The present paper uses a framework based on multiproduct firms to analyse the mechanism of how the product quality of exports is affected by trade liberalization to explain this puzzle. The model includes two major mechanisms: the competition effect and the market effect. There is a huge gap in the influence on the product quality of exports between a decrease in tariff barriers and non-tariff barriers: firms' product quality increases (decreases) when non-tariff barriers (tariff barriers) fall. The data of Chinese firms from 2001 to 2011 supports this conclusion. Further research reveals that the influence of trade liberalization on the product quality of exports in China varies among different types of firms.

Abstract:In this paper, we consider the sources and prospects for economic growth in China with a focus on human capital. First, we provide an overview of the role that labor has played in China's economic success. We then describe China's hukou policy, which divides China's labor force into two distinct segments, one composed of rural workers and the other of urban workers. For the rural labor force, we focus on the challenges of raising human capital by both increasing basic educational attainment rates as well as the quality of education. For the urban labor force, we focus on the issues of further expanding enrollment in college education as well as improving the quality of college education. We use a regression model to show the typical relationship between human capital and output in economies around the world and demonstrate how that relationship has evolved since 1980. We show that China has made substantial strides both in the education level of its population and in the way that education is being rewarded in its labor markets. However, as we look ahead, our results imply that China may find it impossible to maintain what appears to be its desired growth rate of 7 percent in the next 20 years; a growth rate of 3 percent over the next two decades seems more plausible. Finally, we present policy recommendations, which are rooted in the belief that China continues to have substantial room to improve the human capital of its labor force.
Human Capital Quality and the Regional Economic Growth: Evidence from China

Abstract:China's economic development has advanced from a high-speed to a high-quality growth stage in recent years. The optimization and upgrading the economic structure require high-quality human capital to support an innovation-driven economy. In this paper, a general equilibrium model of human capital (Xiang and Yeaple, 2018) is applied to estimate the cognitive and non-cognitive productivities based on Chinese provincial-level macro-data and individual labor's micro-data from 2008 to 2017. The weighted power mean of cognitive and non-cognitive productivities helps calculate the provincial level human capital quality index (HCQI), which provides a realistic estimate of human capital quality. We find that the improvement of the HCQI leads to convergence in economic growth in China's provinces. HCQI can help explain the differences in economic growth levels in different regions of China. Our study provides a constructive step in understanding cognitive and non-cognitive abilities and HCQI in China, which could help guide education investment policy in China and its provinces.

Internet Use and Export Upgrading: Firm‐level Evidence from China

Abstract:This paper explores the impact of widespread Internet use on the product choices of exporters. Based on a highly disaggregated firm-product-level data matched from the Annual Survey of Industrial Firms and China Customs Transaction Database, our baseline empirical analysis suggests that (1) Internet use (i.e., having an official website or corporate email) affects both extensive margin and quality margin of exported products; (2) exporters using Internet propone to expand their product line of export by introducing new products (cost-reduction effect on extensive margin); (3) the average quality of exported products becomes lower after the Internet is adopted by exporters (competition effect on quality margin). Our heterogeneous analysis further shows that (1) exporters with high productivity are immune to the negative impact of Internet use on quality margin and maintain quality growth; (2) having an official website exerts larger impacts on both extensive margin and quality margin compared with only having a corporate email system. Our research sheds light on the existing literature on Internet use and firm export behaviors.
Exporters' Environmental Premium in a Developing Country: Firm‐level Evidence from China

Abstract:This article reveals the source of exporters' better environmental performance (exporters' environmental premium) for Chinese firms with a model based on heterogeneous firm theory and empirical analysis with a difference-in-differences method based on the Chinese export tax refund reduction in 2004 and comprehensive firm-level environmental survey data. The results show that exporting releases Chinese firms' financing constraints and enables them to upgrade production technologies quickly by applying advanced production technology (capital-embodied technological upgrading) rather than by upgrading abatement technologies, to drive down sulfur dioxide (SO2) intensity and energy intensity. Exporting also reduces a firm's average energy intensity and SO2 intensity by reallocating resources from energy-intensive and polluting production and firms to cleaner ones, that is, the resource reallocation effect. However, Chinese firms cannot expand their production much when trade costs decrease, which makes it difficult for the scale effect to work well.

Abstract:This paper constructs a unique dataset of Chinese firm-level bilateral cross-border e-commerce exports using the back-end online logistics database of a famous Chinese logistics platform to study the impact of destination country's institutional quality on Chinese cross-border e-commerce export. Our results show that the institutional quality of destination countries significantly boosts China's cross-border e-commerce exports. Institutional quality has a more significant effect on the extensive margin than the intensive margin. Mechanism analysis shows that institutional quality significantly stimulates export entry, export survival, and continuous exports. Furthermore, destination country's institutional quality has a greater impact on cross-border e-commerce export than on traditional export.

Abstract:This study investigates the effects of different technological progress paths on firms’ export product quality in China based on Fixed Effect and System GMM models. Using matched data from 2000 to 2010 from the Chinese Industrial Enterprise Database, the Chinese Customs Database and the list of overseas investment enterprises, we find that the four paths (OFDI, FDI, import of intermediate goods, and R&D) can all significantly improve firms’ export product quality; Among them, OFDI has the most significant effect, followed by import of intermediate goods, FDI, and R&D, in that order. The results remain robust after considering selectivity bias and sample endogeneity. The heterogeneity test shows that the path of technological progress is more significant in improving the quality of export products of private, eastern, labor-intensive and processing trade enterprises. The article suggests that Chinese enterprises should further expand OFDI levels, fully stimulate the innovation energy of private enterprises, and emphasize the key role of independent innovation in promoting the upgrading of export product quality.

Abstract:Exports are a crucial driving force of China’s economic growth; however, researchers have yet to verify whether they can effectively improve the high-quality economic development. Based on interprovincial panel data from 2000 to 2019, in this study, we constructed a high-quality economic development indicator system through the entropy weight method, and we adopted the linear regression model and dynamic panel threshold model to empirically test the export trade effect on the high-quality economic development as well as its mechanism. We also probed the impact of the heterogeneous absorptive capacity on the high-quality economic development. According to our research findings, China’s export trade has substantially promoted the high-quality economic development level by, from the viewpoint of the action path, positively influencing the economic, open, and coordination subsystems. The influence of the export trade on the high-quality economic development has a substantial single-threshold effect on the heterogeneous absorptive capacity; that is, when the threshold variables that represent the regional absorptive capacity (the economic level, R&D intensity, and technological gap) are all higher than the threshold value, the export trade has a substantial positive impact on the high-quality economic development level. The research conclusions of this paper provide new ideas for the development of high-quality economic systems as well as a useful reference for China in its formulation of more targeted foreign trade policies.

The Role of Human Capital in China's Economic Development: Review and New Evidence

Abstract:We carefully utilize empirical methods and measurement, and find that the effect of human capital on China's economic growth may be indirect through physical capital investment. This result is different than that found for OECD countries and has not been suggested by previous studies. In addition, in determining physical capital investment, workers with college education play a more significant role than those with primary and secondary education, suggesting the possibility of capital-skill complementarity. This finding has implications for China's future regional growth inequality: the inequality may increase rather than decrease, because physical capital investment continues to accumulate faster in the eastern area where the human capital stock is larger and thus leads to greater economic growth in the east. Abstract:Based on Chinese industrial firm information and international transaction data from 2003 to 2013, we construct a currency overvaluation index across 297 cities in China. Using the innovative index, we present that currency overvaluation significantly promotes the export product quality of Chinese manufacturing enterprises, which is conceivably due to increased import of intermediate goods. Heterogeneity analysis reveals that the impact is more pronounced for medium-sized firms, domestic invested firms, and firms in non-mega cities. By investigating the driving forces of export product quality improvement, we provide clear policy implications for government and firms pursuing long-term development.

Abstract:This study examines the status of human capital in China's higher education system by analyzing the quantity of higher education institutions as a metric. The results show a general enhancement in human capital in all regions, along with an optimized structure. This is demonstrated by a decline in the primary education demographic, a consistent growth in secondary education, and a rapid surge in the higher education demographic. The percentage of junior college students has remained steady, whereas the ratios of undergraduate and graduate students have been consistently increasing. The Malmquist index method is used to analyze changes in total factor productivity (TFP) among provinces and regions by breaking it down into technical level and efficiency changes. From 2005 to 2010, there was a general increase in total factor productivity (TFP) and technical proficiency, although technical efficiency showed only slight enhancement. TFP and technical level growth decelerated from 2011 to 2020, while technical efficiency stayed above 1. These findings indicate that China's total factor productivity (TFP) growth is mainly driven by technological advancements, with minimal improvements in technical efficiency.

Abstract:This paper shows that how firms export (directly or indirectly via intermediaries) matters. We develop and estimate a dynamic discrete choice model that allows learning-by-exporting on the cost and demand side as well as sunk/fixed costs to differ by export mode. We find that demand and productivity evolve more favorably under direct exporting, though the fixed/sunk costs of this option are higher. Our results suggest that had China not liberalized its direct trading rights when it joined the WTO, its exports and export participation would have been 26 and 33% lower respectively.

Abstract:The rapid-developed scale of China's trade in wood forest products has undergone a considerable uptick. Concomitant with the evolution of high-quality development paradigms, product quality within trade fraforest products. Specifically, Chimeworks has gained escalating scrutiny. Based on the statistical analysis of the export characteristics of China's wood forest products, this study leverages BACI data spanning from 1998 to 2017. Utilizing regression-based inverse methods, the study quantifies the quality attributes of these export products, dissects fluctuations in quality, and places particular emphasis on the markets within "Belt and Road Initiative" economies to elucidate dynamic trends and spatial distribution characteristics of export quality in this geoeconomic domain. Based on this, the fixed effect model, random effect model, and system GMM are used to empirically examine the influencing factors of China's wood forest product export quality. This study found that wood-based panel products have the highest quality, followed by paper products and wood furniture among the three major categories of wood forest products. Besides, the overall quality levels of the three products exported to countries participating in the Belt and Road initiative haven't significantly changed, while notable changes are evident across divergent export destination markets. In addition, an empirical study on the influencing factors of the export product quality of wood forest products is conducted, which indicates that total factor productivity, R&D investment, capital intensity, labor costs, and foreign direct investment are influencing factors. Finally, based on the research conclusions, suggestions are provided on how to improve the export quality of wood forest products.

Abstract:By using HS 6-digit trade data,this paper analyzes empirically the relative export sophistication of China compared with some developed coun-tries from three aspects: export overlapping index,export relative average unit val-ue and the value based on different level of product sophistication.Different from many current literatures,this paper finds: there is a gap between China’s export sophistication and that in developed countries,and this gap is even larger on the level of high-technology intensive product,and China is still making ef-forts to catch up with developed countries on the level of middle-technology in-tensive product.Accordingly,this paper argues that,for one thing,with the rapid development of intra-product specialization and differentiated products,internation-al specialization is becoming multicore.Under this background,there is no mani-festation that difference between "specializations" taken by China and devel-oped countries is becoming smaller and smaller.What’s more,China’s export sophistication still lags behind developed countries.So expansion of Chinese ex-port will not lead to so called wage inequality and trade terms deterioration in developed countries,for another,to improve China’ s export sophistication should consider the current comparative advantage and follow the trend of interna-tional specialization evolvement.

Abstract:In this article,we have probed both the relationship between export and the wage level and the functional mechanism thereof.The results of our study indicate that the wage level in enterprises for export is higher than that of enterprises without export.By a case study,we have improved that export can continually promote the rise of productivity,that it has a spillover effect on firms without export,that enterprises that have employed workers with relatively high skills are more likely to become enterprises engaged in export and then probably to absorb workers with relatively high skills,that there is no share of premium between firms for export and workers,that there a bidirectional relationship in cause and effect between China's export and the wage level,and that export strengthens the promotion of productivity of the human capital and vice versa.

Abstract:The impact of the international financial crisis on the industries of the developing transition countries lies in survival crisis which the traditional labor-intensive processing and manufacturing industries have to face.On one hand,international trade protectionism caused by the international financial crisis leads to great decrease in exports.On the other hand,more importantly,it is the traditional labor-intensive industries that determine those countries at a low status in the international industrial value chain.Through empirical test,this article finds that low human capital returns become the major constraint on China's industrial structure upgrading during the transition period.As a result,China should take advantage of the effects of the international financial crisis to push the competitors aside,increase national human capital returns,carry out self innovation plans,promote industrial structure upgrading,and strengthen our competitive power in advanced manufacturing industries.

Abstract:China, like other middle income countries, is facing the challenges of the next stage of development as its leaders seek to guide the nation into becoming a high income country. At this same point of development, however, other countries have faltered, raising the possibility of stagnation or collapse. The stagnation of growth after reaching a level of income high enough to be call “middle income” is a phenomenon which some observers call the Middle Income Trap. In this paper we explore one of the major challenges that nations, including China, must face in the transition from middle to high income: the management of inequality. In particular, we explore the possible roots of future inequality that is associated with a nation’s underinvestment in the human capital of broad segments of its population. To meet this goal we first look at several benchmarks of successful transitions from middle to high income (e.g., the case of South Korea) and not-so-successful transitions (Mexico). We then exam more systematically the characteristics of countries that have successfully transitioned (or graduated) from middle to high income (Graduates) and those that are attempting to do so now (Aspirees). With this background, we describe the challenges that China faces in the light of rising wage rates and highly unequal income distribution today. We also document the high levels of human capital inequality in China today, a harbinger of high future inequality. In discussing the sources of the human capital inequality, in addition to the structural and institutional barriers that are discouraging many students (and their parents) from staying in school to achieve the levels of learning that we believe are necessary for preparing individuals for employment in the coming decades, we also identify severe nutritional and health problems. We believe that these nutrition and health problems, unless addressed, are creating serious China’s human capital deficiencies in poor areas of rural China and locking in decades of hard-to-address inequality. The paper ends with a call for leaders in China (and countries at the same level of income of China) to launch immediately a war on poor education, health and nutrition as one step in helping such nations avoid the Middle Income Trap in the future.
China's Looming Human Capital Crisis: Upper Secondary Educational Attainment Rates and the Middle-income Trap

Abstract:Accumulation of human capital is indispensable to spur economic growth. If students fail to acquire needed skills, not only will they have a hard time finding high-wage employment in the future but the development of the economies in which they work may also stagnate owing to a shortage of human capital. The overall goal of this study is to try to understand if China is ready in terms of the education of its labour force to progress from middle-income to high-income country status. To achieve this goal, we seek to understand the share of the labour force that has attained at least some upper secondary schooling (upper secondary attainment) and to benchmark these educational attainment rates against the rates of the labour-forces in other countries (e.g. high-income/OECD countries; a subset of G20 middle-income/BRICS countries). Using the sixth population census data, we are able to show that China's human capital is shockingly poor. In 2010, only 24 per cent of China's entire labour force (individuals aged 25-64) had ever attended upper secondary school. This rate is less than one-third of the average upper secondary attainment rate in OECD countries. China's overall upper secondary attainment rate and the attainment rate of its youngest workers (aged 25-34) is also the lowest of all the BRICS countries (with the exception of India for which data were not available). Our analysis also demonstrates that the statistics on upper secondary education reported by the Ministry of Education (MoE) are overestimated. In the paper, we document when MoE and census-based statistics diverge, and raise three possible policy-based reasons why officials may have begun to have an incentive to misreport in the mid-2000s.
How Digitalization Shapes Export Product Quality: Evidence from China

Abstract:Digitalization has imposed new production and trade requirements on enterprises. Quality upgrading of export products, a requirement of international consumption upgrading, is also a product of enterprise industrial upgrading. We examine the impact of the digitalization of Chinese listed firms on the quality of their export products from 2011 to 2015 using the panel fixed effects model and chain mediating effects model. The results demonstrate that digitalization has an inverted U-shaped effect on the quality of export products. Further, digitalization can promote the quality upgrading of enterprises’ export products. However, the supporting capacity of digital infrastructure and the decreasing consumption upgrading of foreign customers limit this process. Empirical results show that digitalization can alleviate the financing constraints to improve the quality of export products. Because digitalization can improve human capital quality, this effect can improve the export product quality. A chain mediation effect also occurs. Digitalization alleviates financing constraints to improve human capital and enterprises’ export product quality. By clarifying digitalization⇒, alleviating financing constraints⇒, improving human capital quality⇒ improve export product quality relationships, executives can improve the competitiveness of enterprises in the international market.

Abstract:Since China joined the World Trade Organisation in 2001, the Chinese economy has grown rapidly, especially the tradable goods sector. However, the Chinese real exchange rate did not exhibit a persistent and stable appreciation until 2005. This is a puzzling fact that is inconsistent with theories. This paper documents several stylized facts during the economic transition and argues that two features of the Chinese economy may help explain the puzzling real exchange rate pattern for the Chinese economy: i) the faster total factor productivity (TFP) growth in the export sector compared with the import sector; and ii) excess supply of unskilled labor. We construct a small open economy model with an H-O trade structure. We show that, due to heterogeneous skilled labor intensity in export and import sectors, faster TFP growth in the export sector over that in the import sector will lead to the decline of return to capital and a rise of the skilled wage. Therefore, the decrease of return to capital and the persistent low unskilled wage, which is caused by the excess supply of unskilled labor, inhibit the rise in the relative price of non-tradable goods to tradable goods and the appreciation of the real exchange rate. Furthermore, we develop a dynamic small open economy model with multiple tradable goods sectors. We show that the model does fairly well in explaining the Chinese real exchange rate and other stylized facts in the economic transition. Finally, we demonstrate that our hypotheses are supported by cross-country evidence.
