Abstract:Cultivating university students' entrepreneurial skills has become a worldwide common interest. Taking Zhejiang Province, China as a case, this paper firstly analyses the push and the pull forces of cultivating innovative and entrepreneurial talents. Then the contents of Zhejiang's entrepreneurship policy for university students are systematically elaborated. This research makes a conclusion that though more and more university students have chosen an entrepreneurial career because of the impact of entrepreneurship policy, the fragmentation of policy and the lack of university students' experience have to a great extent hindered the realisation of entrepreneurial activities. Further efforts should be made to better disseminate the policy and effectively put the policies into effect.

Abstract:Under the great press of undergraduate employment,to encourage college students to enterprise has become a stable inspired public policy to solve the employment problem.But in the context of college student enterprising policy,there is the dilemma of high level evaluation and low level choice.The essential reason is that the policy of college student entrepreneurship is still not so democratic for undergraduate,and the policy doesn't grasp the special character of its target group.Higher education institutes and the government should examine the enterprising policy from the perspective of the whole system,and realize policy transformation from subsidizing all to encouraging the excellent to construct a more effective policy environment for undergraduate entrepreneurship.

Abstract:Scientists are increasingly required to demonstrate the real world tangible impacts arising from their research. Despite significant advances in scholarship dedicated to understanding and improving the relationships between science, policy and practice, much of the existing literature remains high level, theoretical, and not immediately accessible to early career researchers (ECRs) who work outside of the policy sciences. In this paper, we draw on the literature and our own experiences working in the environmental sciences to provide an accessible resource for ECRs seeking to achieve policy impact in their chosen field. First, we describe key concepts in public policy to provide sufficient background for the non-expert. Next, we articulate a number of practical steps and tools that can help ECRs to identify and enhance the policy relevance of their research, better understand the policy world in practice and identify a range of pathways to achieving impact. Finally, we draw on our personal experiences to highlight some of the key individual characteristics and values that are needed to operate more effectively at the interface of science, policy and practice. Our hope is that the information and tools provided here can help to empower ECRs to create their own pathways to impact that best suit their individual goals, circumstances, interests and strengths.

Abstract:This article takes the perspective of the street-level bureaucrat (SLB) as policy entrepreneur, asking when SLBs are more or less likely to engage in actions aimed at policy change. Drawing on an interdisciplinary approach that connects the public management and policy implementation literatures, this article explores the gap between intentions and behavior in street-level policy entrepreneurship. It investigates two individual and organizational variables (coupling self-efficacy and organizational climate for innovation) that mediate and moderate the relationships between attitudes toward policy entrepreneurship, intentions to engage in policy entrepreneurship, and actual entrepreneurial behavior among SLBs. We demonstrate how strengthening the individual and organizational variables discussed can help organizations improve their bottom-up policy making.

Abstract:Policy entrepreneurs interact with their wider social environment to create social and policy change. To understand entrepreneurial behavior in this context, adopting multi‐level approaches becomes increasingly important. They are crucial to explaining the interdependencies of individual entrepreneurs, immediate stakeholders (such as team members), and their wider context. Scholars focus on specific links, such as those between entrepreneurs and their local community. Very few papers have to date take a holistic approach, even though studying how entrepreneurs interact with multiple levels of stakeholders over time has the potential to better explain entrepreneurial processes. By following a qualitative research approach using two case studies of policy entrepreneurs in Bolivia and Germany, we show that policy entrepreneurs employ different modes of action over time when interacting with their immediate and wider contexts in attempting to foster policy change. Our results suggest that they co‐create with policymakers in order to shape their ecosystems and society at large.

Abstract:Background: This comment piece responds to points raised by Steve Johnson in ‘The policy impact of entrepreneurship research: challenging received wisdom’ ( Evidence & Policy , Early view, https://doi.org/10.1332/174426422X16596963542147 ). Aims and objectives: The practical purpose of this commentary is to illustrate and discuss the relationship between entrepreneurship research, implementation, and policy impact. Commentary: The commentary offers insights into how researchers can make a difference to policy learning through engaged scholarship. Three contributions to knowledge on entrepreneurship research and policy learning are presented. Findings: First, the commentary develops the connection between engaged scholarship, entrepreneurship research and policy learning by highlighting the dynamics that underpin and sustain engaged scholarship. Second, entrepreneurship research and policy impact are brought into contact with engaged scholarship to develop practical relevance. Third, I illuminate the paradox between the theory and practise of policy integration. Discussion and conclusions: Building on the ideas presented by Steve Johnson in his paper, ‘The policy impact of entrepreneurship research: challenging received wisdom’, I address the gap between conceptualisation of entrepreneurship and the dynamics of implementation and policy learning, which all too often remains implicit within extant studies in entrepreneurship research.

Abstract:Abstract Social innovation and social enterprise are often supposed as methodological solutions to address multifaceted socio-economic problems, due to the sharing of ideas and their involvement of stakeholders from different sectors. This cooperative treatise (Ziegler in Innov Eur J Soc Sci Res 30:388–405, 2017) is striking to legislators across the political gamut. This research is therefore positioned within the broader literature on social innovation and its policy relevance; even though social innovation is not a novel thought, the application of social innovation as a policy idea and its part in relation to the restructuring of the prevailing welfare establishment has gained momentum in recent years. Hence, in their paper the authors will examine how social enterprise as a concept can act as a positive catalyst for influencing policy (i.e. public and social) in the developing world. To meet the overall aim of this paper, the authors employed a case study of India and applied a three-step approach, namely: (1) a literature review process that explored a variety of policy methods that can influence on the accomplishment and measurement of social enterprises; (2) a policy survey, which entailed desk-based searches of national and state-level policies, followed by stakeholder consultation queries to complement online results; and (3) qualitative interviews with stakeholders from government agencies and departments at national and state levels, including the Ministry of Finance, representatives of private industry, chambers of commerce, social investors, social enterprise networks, and advocacy leads. The research findings that are presented in this paper were funded by Delhi School of Public Policy and Governance, Institute of Eminence at the University of Delhi.

Abstract:<span>Can policy entrepreneurship training affect policy entrepreneurship behavior among street-level bureaucrats? The current research aims to expand our understanding of how and when street-level bureaucrats might use entrepreneurial strategies to directly influence policy design. We suggest that managers and decision makers can increase street-level bureaucrats' willingness and ability to act as policy entrepreneurs through specific training. To test this argument, we conducted a randomized field experiment with 158 nurses in a community-based network of maternal and child healthcare clinics in Israel. Our findings suggest that policy entrepreneurship training has a significant positive effect on street-level policy entrepreneurship behavior. We also find that it reduces the need of street level bureaucrats to have policy entrepreneurship self-efficacy in order to engage in policy entrepreneurship behavior. We discuss our findings in detail, proposing new avenues in theory and practice.</span>

Abstract:How is policy change possible if policy entrepreneurs’ cognition, rationality and identity are conditioned by the very policy institutions they wish to change? To solve this paradox of embedded agency, we must avoid either voluntarism that inflates the role of actors to change policies as by existing policy entrepreneurship applications, or determinism whereby policy changes are decided by contextual forces. Instead, drawing on institutional theory, critical realism sees structures, institutions, and actions that constitute policy dynamics as existing in separate yet intertwined reality domains: structures (e.g., social relationships), and institutions (e.g., formal rules and norms such as institutional logics) in the Real domain, enable and constrain policy actors’ navigation of their social environments; the Actual domain represents the level at which events (actions) happen, as these actors constantly interpret varied institutions to adjust their structurally embedded actions when pursuing policy changes that can be observed in the Empirical domain. Put differently, structures and institutions are mechanisms in the Real domain that affect individual practices and events in the Actual domain, and only some of these events are realized in the Empirical domain as policy changes. We empirically illustrate this critical realist approach with a Chinese example on health care reform.

Abstract:The body of scientific knowledge accumulated by the scholarly disciplines such as Developmental Psychopathology can achieve meaningful public impact if wielded and used in policy decision-making. Scientific study of how policymakers use research evidence underscores the need for researchers' policy engagement; however, barriers in the academy create conditions in which there is a need for infrastructure that increases the feasibility of researchers' partnership with policymakers. This need led to the development of the Research-to-Policy Collaboration model, a systematic approach for developing "boundary spanning" infrastructure, which has been experimentally tested and shown to improve policymakers' use of research evidence and bolster researchers' policy skills and engagement. This paper presents original research regarding the optimization of the RPC model, which sought to better serve and engage scholars across the globe. Trial findings shed light on ways to improve conditions that make good use of researchers' time for policy engagement via a virtual platform and enhanced e-communications. Future directions, implications, and practical guidelines for how scientists can engage in the political process and improve the impact of a collective discipline are also discussed.

Strategies and Impacts of Policy Entrepreneurs: Ideology, Democracy, and the Quest for a Just Transition to Climate Neutrality

Abstract:The concept of policy entrepreneurs has gained increasing attention in studies of policy change, including climate policy and governance. It foregrounds the role of agency in understanding policy change. However, agency of policy entrepreneurs in the policy process is political and conceals the power that shapes how public problems and policies are framed and defined. Thus, policy entrepreneurs should be confronted with the challenge of generating legitimacy, accountability, and justice in their actions and the implementation of their targeted policy change. Drawing on political–philosophical theories of liberal and deliberative democracy as well as environmental and ecological democracy this paper outlines a conceptual framework for critical analytical as well as normative research on strategies and impacts of policy entrepreneurs on democratic governance, primarily in climate policy but also more generally. Empirical research on the strategies and impacts of policy entrepreneurs in recent policymaking on climate change mitigation in the EU and Sweden identifies several deficits related to the democratic principles of legitimacy, accountability, and justice. It is found that policy entrepreneurs from different social spheres use cultural–institutional entrepreneurship to influence beliefs and perceptions on problems and policies. In addition, it is found that public sector policy entrepreneurs use structural entrepreneurship on ideological grounds to change existing power relations in climate governance. In all, the paper brings ideology and politics into research on policy entrepreneurs. It is suggested that not only the strategies used, but also the ideologies of the actors that use them, are decisive for the impacts of policy entrepreneurs, and thus, whether their advocacy will adhere to democratic norms and facilitate or hamper a just transition to climate neutrality and sustainability. The paper ends with proposals on how policy entrepreneurs can act more democratically, how to deal with populist policy entrepreneurs wanting to erode democracy, and conditions for climate justice movements to take responsibility and act in a more entrepreneurial way.

Abstract:As the Kauffman Campus Initiative reaches its conclusion, we at the Foundation see an opportunity to take a first cut at distilling the lessons learned from the widespread, but variegated, adoption of entrepreneurship education. As part of this effort, we solicited the views of academics and administrators at sixteen institutions with notable entrepreneurship education programs — some of them "Kauffman Campuses," some not — to discuss common practices and challenges. (Participating people and institutions are listed in appendix I.) In addition to gathering written submissions, we spent a day in four sessions of directed conversation about what is going well and not so well in their worlds. The themes, questions, and choices they discussed, plus the judgments and analysis of Foundation staff and others who were consulted along the way, are distilled here.

Abstract:Recent national and regional innovation policies have both catalysed and compounded the entrepreneurial tendency in higher education, redefining the traditional roles of universities. While academic debate has for some time addressed the importance of universities to regional economic development, more recent literature has focused explicitly on how universities engage directly with (regional) economies. Such engagement is entirely contingent on the capacity of universities and, since not all universities are equal, this presents a considerable challenge for academic debate and policy makers alike. In other words, public policy and institutional design need to maximize the impact of the ‘Third Mission’ by understanding better the factors that underpin it, irrespective of context. This paper introduces entrepreneurial architecture (EA) as both a theoretical bridge and a practical approach that unites endogenous – and mutable – determinants of the entrepreneurial university. First, the paper presents a contextual overview of the academic literature and situates the contribution of EA in contemporary debates. This is followed by development of the conceptual foundations of EA; and the third section concludes with the academic and policy implications of the concept and outlines avenues for future research.

Abstract:A lower-level bureaucrat with limited political capital is unlikely to become a policy entrepreneur capable of integrating resources and seizing policy opportunities. This paper presents a case study of a group of officials who enabled collective policy entrepreneurship by combining social acuity, problem reframing, common interests, lack of resources, and complementary capabilities. Facing internal and external pressures, to further their shared goals, these policy actors adopted entrepreneurial strategies such as work innovation, resource integration, and issue promotion, to continuously influence change and innovation.

Abstract:Policy entrepreneurs and their role for policy change, policy integration and cross-cutting governance has been thoroughly investigated. Here, focus is on a previously neglected aspect of policy entrepreneurship: the tendency to employ public bureaucrats with formal positions to act as policy entrepreneurs for policy integration. Based on 34 interviews with these actors in the Swedish local and regional government, three versions of this formalized policy entrepreneurship are identified: Informal compensation for formal vertical flaws, Making others do things and Integration in the vertical formal organization. These versions of formalized policy entrepreneurship brings a deeper understanding to the development of governance for policy integration, and also to the policy entrepreneurial role in the political-administrative organization.

Abstract:The ANNALS of the American Academy of Political and Social Science, Volume 705, Issue 1, Page 232-248, January 2023. Preparing young people for citizenship requires significant change in our public schools, including a commitment to preparation of the education workforce for today's diverse learners and paying more attention to culture and identity in what is taught. Schools should be designed and organized in ways that help students understand the obligations that members of a society owe one another. Policy can be an important lever in promoting changes that foster civic reasoning and engagement: curriculum policies can support civic reasoning and discourse within and across subject areas, assessments can support civic reasoning through competency-based approaches, and well-designed graduation requirements can reinforce attention to civic learning. This article describes various frameworks to guide policy development, each with the potential to prepare young people more fully for citizenship.

Abstract:A policy entrepreneur is a distinct political actor aiming to affect change. The theoretical narrative regarding policy entrepreneurs is underpinned by their commitment to a policy solution, the multi-dimensional strategies they use to promote that solution, and a suite of attributes and skills facilitating their actions. Policy entrepreneurs reveal themselves through their attempts to transform policy ideas into policy innovations and, hence, disrupt status quo policy arrangements. Indeed, policy entrepreneurs share sensibilities with entrepreneurs in the market, whose conceptualisation serves as a heuristic for their counterparts in policy and politics. The emphasis on change borne out of innovative solutions distinguishes policy entrepreneurs from many other actors who aim to maintain current institutional settings and power relations. The growing scholarship on policy entrepreneurship assumes intentionality as inherent to the policy entrepreneur and their actions, foregrounding the image of the tenacious political actor set on steering their a priori pet policy to a suitable problem. This article draws from the market theory on entrepreneurship, contrasting proactive policy entrepreneurship (entrepreneurship by opportunity) and reactive policy entrepreneurship (entrepreneurship by necessity). We conduct a comparative social network analysis of three municipalities in southern Sweden focused on flood risk mitigation. We demonstrate two different logics of policy entrepreneurship (as a result of seizing opportunities versus as a reaction to vertical pressure), and we explore the consequences for enhancing our understanding of policy entrepreneurship.

Abstract:Abstract Governments deploy policies that strive to increase the participation rates of under-represented demographic groups (according to gender, ethnicity, sexuality and disability status) in innovative activities. A growing thrust of these policies focuses on accumulating non-financial resources, particularly social capital, as the strategy for improving inclusion. Such policies include mentoring and networking schemes, role model campaigns, competitions and prizes. In contrast to the policies' growing prevalence, only a handful of studies have empirically analysed them, and fewer still offered analytical conceptualizations. In this article, we contribute by applying insights from the extant scholarship on social capital, innovation and entrepreneurship to conceptualize the policies in bonding and bridging social capital terms. We find that bonding strategies foster in-group connections, with the primary aim of encouraging under-represented groups to want to participate, thus focusing on increasing the supply of labour. Bridging strategies, in contrast, strive to link under-represented groups with finance and other centres of power, and to update societal preferences, in order to increase the demand for labour from under-represented groups. Our novel conceptualization emphasizes that policies should be studied according to their bonding or bridging social capital aims, as even the same policy instrument (i.e., mentorship scheme or campaign) can differ significantly in how it is employed.
