Abstract:Under the development requirements of the 'dual carbon' goals and the new power system, renewable energy is rapidly expanding. However, challenges such as the uncertainty of renewable energy output, frequent extreme weather events, and the increasing peak load of current electricity demand pose significant obstacles to the secure and economical operation of the power system. Energy storage can effectively mitigate peak shaving and fill valleys over certain time scales, thereby smoothing the uncertainty of renewable energy. Evaluating the adequacy of energy storage and its flexibility in adjustment is crucial for optimizing its planning and rational deployment. This paper addresses uncertainties in both supply and demand, along with the seasonal variations in renewable energy availability.to establish a capacity adequacy assessment framework for new power systems across different time scales. This framework aims to provide references for determining the reasonable capacity requirements of the power system. Starting from marginal benefits and saturation effects, it investigates quantitative evaluation methods for the multi-time-scale, multi-type energy storage capacity value and flexible regulation capabilities, laying a foundation for fully assessing the various values of multi-type energy storage and leveraging their complementary advantages.
