Abstract:admirable that they don’t use the book’s pages as a teleological promotion of PB as the answer to society’s problems. In fact, the authors make a significant and transparent effort to hold themselves at arm’s length from their object of analysis. Participation is not necessarily evidence of democracy. What matters for democracy is what happens after the participation has occurred. It is fundamentally a pragmatist challenge to the literature (and one can sense the presence of John Dewey and others behind the writing): What appreciable difference does participation make in the lives (and actions) of participants, or of anyone else, for that matter? In some cases, the authors tell us, the answer is ‘‘not very much.’’ So, for those who care about democracy, there is still significant work to be done in research and in practice. This leads me to a minor disappointment with the book. In short, I wanted more details on how to connect participation to governance. What should we do? What should we be on the lookout for? How can we do it? This is a compliment, as I found myself convinced in the writing that the authors really know their stuff. Who better to muse on this (and at least spend a page or two more than they allotted in the conclusion) envisioning a real utopia or two? Perhaps this will be their next project. I certainly hope so. This is a unique and important piece of scholarship. The book certainly left me feeling invigorated and motivated to think differently about my own work on deliberation and democracy. I plan to use this book in my courses on Political Sociology and Democracy at the undergraduate level, and I will ask all of my graduate students working in this area to read it. It will become a ‘‘must-read’’ in the field. I imagine the book will be of interest to sociologists, political scientists, and communication scholars, as well as anyone who wants to understand how democracy works. Abstract:We live in a knowledge economy. The core assets of the modern business enterprise aren't its buildings, machinery, and real estate, but the intelligence, understanding, skills, and experience of its employees. Harnessing the capabilities and commitment of knowledge workers is arguably the central managerial challenge of our time. Unfortunately, it is a challenge that has not yet been met. Corporate ownership structures, governance systems, and incentive programs--despite the enlightened rhetoric of business leaders--remain firmly planted in the industrial age. In this article, the authors draw on history to lay out a model for a democratic business organization suited to the knowledge economy. Some 2,500 years ago, the city-state of ancient Athens rose to unprecedented political and economic power by giving its citizens a direct voice and an active role in civic governance. The city's uniquely participative system of democracy helped unleash the creativity of the Athenian people and channel it to produce the greatest good for society. The system succeeded in bringing individual initiative and common cause into harmony. And that is precisely the synthesis today's companies need to achieve if they're to realize the full power of their people and thrive in the knowledge economy. The Athenian model of organizational democracy is just that--a model. It does not provide a simple set of prescriptions for modern managers. What it offers is a window into how sizable groups of people can, in an atmosphere of dignity and trust, successfully govern themselves without resorting to a stifling bureaucracy.

Abstract:After the inequality turn of the late 1970s and mainly after the collapse of the Soviet Union deregulation, globalization, hyperconcentration of wealth and private power, oligopolies, monopolies and the dominant position of the financial capital are the consequences of paradigm change from the post 1945 Keynesian consensus to the neoliberal dismantling of the social contract. The end of the heavy industry era, the relocation of production to China and the digital revolution and industrialization 4.0 undermine the classical negotiation between capital and labor leading again to marginalization of social recognition and to oligarchy and transforms the classes dangereuses of the industrial era to classes irrelevantes. The erosion of Democracy and the rise of irrationalism as the systemic rationalization of inequality are the consequences in the declining Western world parallel to the aggressive authoritarian capitalism in China. It seems that the era of the social state between 1945 and the end of the 1970s and mainly after 1989/91 was only a historical intermezzo and that exorbitant inequality reappears as the constituent element of capitalism.

Abstract:The problem of citizenship has re-emerged as an issue which is central, not only to practical political questions concerning access to health-care systems, education institutions and the welfare state, but also to traditional theoretical debates in sociology over the conditions of social integration and social solidarity. Citizenship as an institution is thus constitutive of the societal community. These sociological debates typically start with an analysis of the conceptual framework of citizenship in the work of T.H. Marshall. This article reviews the standard objections to Marshall's concept of citizenship and the hyphenated society, and develops a critique of the unitary character of the concept of citizenship in the Marshallian tradition. There are in fact, as the etymological development of the concept itself demonstrates, several distinct forms of citizenship. In reply to a recent contribution by Michael Mann to the theory of citizenship, the article contrasts the history of citizenship in Germany, France, Holland, England and the United States; on the basis of this overview, we can identify two crucial variables. The first concerns the passive or active nature of citizenship, depending on whether citizenship is developed from above ( via the state) or from below (in terms of more local participatory institutions, such as trade unions). The second dimension is the relationship between the public and the private arenas within civil society. A conservative view of citizenship (as passive and private) contrasts with a more revolutionary idea of active and public citizenship. By combining these two dimensions, it is possible to produce a historically dynamic theory of four types of democratic polities as societal contexts for the realization of citizenship rights.
Can a human rights culture enable emancipation? Clearing some theoretical ground for the renewal of a critical sociology

Abstract:A critical sociology, a sociology which is alive rather than moribund, has only existed as a result of the imagining of an emancipatory project of one form or other. At least from the rationalist project of the Enlightenment which wished to liberate thought from religious dogma, to the critique of capitalism and the imagining of an alternative in the 19th century, to the critique of ‘actually existing socialism’ in May 1968, to the imagining of freedom and development in the Third World, to the struggle for equality between men and women, to the anti-apartheid struggle for a better world; in all these moments sociology was able to rise to a critical analysis of what exists and its structuring by power in order to clear the ground for an alternative. Today the absence of an emancipatory project is reflected in the inability of sociology in most of the world to transcend the descriptive and the given. In South Africa in particular, this is reflected in the mainstream intellectual praise-singing of state power. In order to move beyond this state of affairs, and to renew sociology as critical thought, we need simultaneously to re-imagine an emancipatory project and to re-think its intellectual conditions of existence. This article is concerned with some aspects of this process. In particular it is concerned to critically engage with what has become today the implicit framework for thinking social change and state formation in the interests of the majority: human rights discourse. It argues that this vision forms today part and parcel of the neo-liberal political hegemonic framework and that it can only be understood as enabling neo-liberal thought in all its dimensions. Through drawing a distinction between the complementary and contradictory sides of ‘subjecthood’ and ‘victimhood’ of a discourse of institutionalised ‘human rights’, the article shows that the effect of this discourse is to de-politicise popular politics, and to produce a passive citizenship dependent on power (states, empire, NGOs, etc.) for its existence. For an active citizenship — itself the main condition for the existence of an emancipatory project today — to be enabled, and for the genuine democratisation of the state, human rights discourse must be subjected to a thorough intellectual and practical critique. In this manner sociology can help to re-think political agency for its own renewal as well as for the imagining of a human alternative to the depredations of neo-liberalism. Politics begins when one decides not to represent victims […] but to be faithful to those events during which victims politically assert themselves (Badiou, 1985: 75, author's translation).
Can Human Rights Be Reconciled with Modern Citizenship? Reconsidering Marx’s Zur Judenfrage Today

Abstract:This essay critically re-examines Marx’s youthful analysis of the separation of church and state and his complex views about the function of rights in the modern state. I argue that Marx’s condemnation of Christian nationalism and endorsement of citizenship for Jews is consistent with his view that the modern, secular state cannot emancipate itself entirely from religiosity, as evidenced by the continuing legacy of nationalism and cultural identity politics today. Although Marx correctly follows Hegel in identifying modernity with a structural differentiation between civil society and state, I argue that he misunderstands the nature of this separation and, along with it, the relationship between private property rights, on one side, and civil, political, and social rights on the other. I conclude that Marx’s mistake resides in his failure to adhere to his own Rousseau-inspired social understanding of rights. In the final analysis, far from rejecting the deontological moral intuition underlying rights according to which individuals possess a human dignity (social nature) that merits protection, he rather upholds this idea against what he perceives to be its degradation in service to narrow sectarian self-interest, whose pursuit obstructs rather than promotes the full development of our humanity.

Abstract:wooden and dated, but there are many fascinating smaller vignettes of the lesserknown figures of the age. The chapters on France are also well developed and will be very informative to readers who need to comprehend the complicated events that led to the outbreak of the French Revolution in a wider context. Some, however, may be surprised to learn that although the American Bill of Rights was a retrogressive step in the language of political modernism, the French Declaration of Rights led us to a “new world of equality” (321). For many contemporaries, the increased awareness of individualism, the recognition of the rights of a citizen, and their increasing codification signified the dawn of a new epoch. This new constitutionalism would “spread like measles across Europe and the postcolonial states of Latin America from the 1820s onwards,” but if this new political language defines, the author suggests, the dawn of our modern age, he also reminds readers in his brief, but “starkly negative,” conclusions that the events of 1789 would unleash a darker side of human nature (397, 391). Another unfortunate lasting legacy would be the modern government’s awareness of how to control these impulses in increasingly ingenious and repressive ways. Not surprisingly, in 1789 Thomas Paine emerges as one of the prophets of the age and Edmund Burke once again is one of the antiheroes of the era. Readers would do well, however, to remember Burke’s warning that it is easy to make governments, write constitutions, and grant freedoms. To create a lasting government that both protects liberty and restrains government is a more difficult process. The failure by many emerging leaders of this generation to recognize this reflects upon their political naiveté, not their statesmanship.

Abstract:This article takes as its starting point the fact that we live in democratic and progressive societies, and all need to participate in social structures. Whether we like it or not, we are all part of a political and social organization, just as we are part of multiple social communities. As Alexis de Tocqueville observed, as individuals in a given society, our associative efforts should be our strongest means for action and self-fulfilment (See Alexis de Tocqueville, Democracy in America (1835). ). Social structures need to solve collective action problems, to facilitate collective action and safeguard the participants’ rights. Collective labour is a social structure, and one that needs to solve collective action problems. Based on Kelsen’s analytical framework, this article argues that freedom for the individual in the collective labour context is a form of political liberty: the employee is granted the right to vote and to define his or her collective representative will. The majority requirement and the need to pay union dues represent an inevitable compromise between the need to act collectively and the need to ensure individual freedom. It is argued that the demand to ensure total freedom for those taking part in collective bargaining is basically a call for its destruction.

Abstract:This article examines how citizenship can be deployed as a technology of conduct, and how it combines with the technique of empowerment in instituting the behavioural norms that constitute a neo-liberal social order. It conducts a detailed analysis of policy innovations in the Republic of Ireland, where children have recently been recognized as ‘active citizens’. This field of innovation is framed by the idea that children should be listened to and included in the decisions affecting their lives. The fact that this concerns children is important, because governing children is a way of acting upon the future. Moreover, governing the future is not a matter of reducing inequalities, but of ensuring the inclusion of all into Foucault’s neo-liberal ‘game between inequalities’. In cases of failure, the fault lies with the individual player, not with the game.

Abstract:Growing social inequalities represent a major concern associated with the Digital Revolution. The article tackles this issue by exploring how welfare regulations and redistribution policies can be rethought in the age of digital capitalism. It focuses on the history and enduring crisis of social citizenship rights in their connection with technological changes, in order to draw a comparison between the industrial and the digital scenario. The first section addresses the link between the Industrial Revolution and the genesis of social rights. It describes the latter as a legal 'machine' designed to offset the imbalances produced by the technological movement of industrialization. The second and third sections introduce the notion of 'industrial citizenship' to describe the architecture of social rights in mature industrial societies and to contend that European systems of welfare are still largely modeled on an industrial standard. The fourth part investigates the impact of the Digital Revolution on this model of social citizenship. It identifies debates on basic income as a major trajectory for redesigning welfare regulations in a post-industrial era, and the digital user as a crucial emerging subject of rights. The final part explores how digital users could be entitled to social rights as data suppliers. To this end, it introduces the idea of 'digital-social rights' resulting from the incorporation of welfare and redistribution principles into emerging digital rights. Hence, it proposes a legal-political framework for the redistribution of the revenues generated by data in the form of a 'digital basic income' for citizens of cyberspace.
