Abstract:The purpose of this chapter is to design and implement an online interactive learning program to improve migrant children's Internet skills. With the help of the Italian Association of Media Education, the authors designed an online program (http://yzj.edulife.eu/j/?lang=en) comprised of five interactive learning modules, including an array of practice activities to support students' development of retrieving, assessing, storing, producing, presenting, and exchanging information. During the 2011 spring semester, 143 fourth and fifth grade students from Minzhu Experimental School were invited to attend the program with the guidance of three ICT educators and two researchers. Pre- and post-tests and interviews examined the effectiveness of the program. Data analysis found that migrant children's Internet self-efficacy and Internet exploratory behavior were significantly improved by attending the program. Based on observed program limitations, suggestions for improvement are proposed in the last section of the chapter.
German Language Skills and Transnational Citizenship of Chinese First Generation Migrant(s) in Germany An empirical Study

Abstract:According to a report by the Federal Statistical Office, the largest group of Asian immigrants comes from China (cf. Statistisches Bundesamt, Statistisches Jahrbuch 2015: 40 ff.). Some overseas Chinese, according to the observation of the authors in the field research, have German citizenship, but they identify much more with Chinese culture and keep a distance to German culture. By contrast, many others still retain a Chinese passport, but show greater acceptance of German culture and prefer to see themselves as Germans. In this sense, the citizenship is not identical to person's nationality as shown in the passport, but rather represents a transnational dynamic construction process in a political-legal, socio-political, socioeconomic and cultural dimension in the form of a transnational citizenship. "What is transnational citizenship" What is the status quo of the transnational citizenship of Chinese first-generation migrants in Germany? What role does German language competence play to transnational citizenship? In this article we are trying to deal with these three questions. The empirical survey is based on biographical interviews and participant observation of Chinese migrants by the authors in the period from 2010 to 2015.

Abstract:Given the rapidly increasing presence of poor and low-income migrant children in Chinese metropolises, some non-governmental organizations (NGOs) have shifted their intervention strategies from material assistance (spreading kindness') to value and capacity building (building new citizens'). Drawing on ethnographic data from an ongoing, longitudinal study (2007-2016) of migrant children in Shanghai, this paper critically examines the citizenship education initiated by a domestic NGO, Changban Volunteer Center (a pseudonym), which seeks to instil such children a set of civic virtues to foster their educational advancement and upward social mobility. The theoretical framework of multidimensional citizenship is employed to tackle the identity challenges faced by migrant children in dealing with multifaceted identities attached to urban, rural and global settings. This paper contributes to the theoretical debate on interventions by educational NGOs, in particular how they perceive and implement citizenship education for disadvantaged internal migrants. It further considers the potential of this type of informal education to help cultivate citizenship-related attitudes and capacities and to address the educational exclusion of migrant children.

Abstract:The fact that the costs of citizenization of migrant workers exist is unquestionable.More important-ly,the benefits of urbanization and integration also exist.We can share the costs more reasonably and promote citi-zenization of migrant workers only after comparing the costs and benefits elaborately.Firstly,this article reviews and summarizes the existing literature in the respects of costs and benefits of citizenization of migrant workers,the relationship between costs and benefits and cost-sharing mechanism.Secondly,it summarizes two major contradic-tions in the relationship between costs and benefits of citizenization for the first time,and constructs a conflict-ori-ented cost-sharing mechanism of the citizenization of migrant workers.Lastly,based on the analysis of the prob-lems and disadvantages of the past research,this paper puts forward some ideas on the future research direction in order to promote the in depth study of citizenization of migrant workers.
The educational predicament of migrant children: Understanding it from the concept of citizenship

Abstract:In China, the restrictions on population mobility imposed by the hukou (‘household registration’) system are in contradiction with the demand for increased population mobility in the context of economic production. The phenomenon of migrant children arises out of this contradiction, as they move between the place of household registration and the place of residence, unable to enjoy full citizenship rights and facing multiple dilemmas. Therefore, using the concept of citizenship, this article attempts to explore the interaction between the awakening of citizenship, government laws and responses and citizenship rights in terms of the right to education, so as to provide a foundational perspective for the study of the educational dilemmas of migrant children. Citizenship in China is influenced by a combination of China’s historical background, Confucian culture and the socialist ideology of the Communist Party of China, and it is firmly linked to the hukou system, possessing differentiated characteristics. The special meaning of citizenship in Chinese society and the differentiated stratification caused by the urban–rural dichotomy are the root causes of the inequality in education for migrant children, and the differentiated stratification and the awakening of civic consciousness further promote population mobility.
Industrial Ecology and Local Citizenship of Migrant Children in Urban China

Abstract:The discrepancies in the implementation and enactment of policies on migrant children's education in China's largest city centers (i.e. Beijing, Shanghai, Guangzhou, and Shenzhen) have received increasing attention. Drawing upon data from a longitudinal ethnographic study conducted in Shanghai and policy documents issued by other city centers, we propose the concept of industrial ecology to explicate the divergent trajectories of municipal-level education policies and regulations on the systematic relocation of migrant children to local public schools. We maintain that the industrial ecology of host cities resembling either a pipeline-shaped network of companies or a root-like network of companies has a decisive impact on the inclusiveness of city-level policies. In addition, by 'voting with their feet' migrants relocate to other cities to acquire their fundamental citizenship rights. Therefore, China's largest city centers implement different policies to integrate migrant children into the public education system because of the interplay between the mechanism of competition between the host city and adjacent cities for retaining the workforce and the 'voting with their feet' mechanism of migrants.

Abstract:This book is an ethnographic account of education and migration from the perspective of three groups of South Koreans in contemporary China: migrant parents, children/students, and educational agents. The book reveals how these temporary migrants make choices, plan their trajectories and engage with the authorities, both in China and South Korea. Migrant subjectivities among these groups are driven by and respond to the education-migration regimes of both the sending and receiving countries. As ‘people in between’, they occupy flexible and multiple positionalities that are transnationally distributed. However, paradoxically, they experience a juxtaposition of privilege, integration and separation, which is indicative of the Chinese style of internationalisation. The book adds weight to the argument that China is a temporary destination for foreigners and not one for long-term settlement.

Abstract:This chapter builds a conceptual framework for understanding the relationship between educational mobility (with a focus on international student mobility) and citizenship based on an exploration of existing literature and applies this framework to examine empirical findings. Conceptually, citizenship is conceived on two varied levels: narrowly as a nationally based legal status and more broadly as an informal sense of belonging and agency in transnational contexts. It is argued that citizenship in the narrower definition intersects with student mobility mainly around the issues of skill formation and population strategies under the framework of the nation-state. In contrast, educational mobility relates to the broader notion of citizenship through the concept of “global citizenship,” which in turn comprises two different emphases – the cultural and the political. Having set out such a conceptual scheme, the chapter uses two recent empirical studies of student mobilities within Asia – a case of Chinese “foreign talent” students in Singapore and a case of Indian medical students in China – to provide insights into how individuals experience the complex and sometimes conflicting relationships between international educational mobility and citizenship. To date, intra-Asia educational mobility has received limited research attention, and thus potentially offers a unique perspective on citizenship and education.

Abstract:The establishment of the community schools for migrant children and the development of curriculum for migrant children in China’s migrant communities speak to the critical questions concerning whose knowledge counts and what is worthwhile for children from underserved communities. The spaces provided by the migrant children schools encouraged the formation of a sense of solidarity among migrant students, their families, and teachers, as well as active members outside the communities. The sense of solidarity was reflected by the blurred boundary between schools and familial spaces. Located inside migrant communities, migrant children schools contributed to the formation of a sense of collectivity among the students, their teachers, their families, and other members of the migrant communities. Many of the schools, regardless of size, number of teachers, with permits or without official recognition, organized various activities and opportunities to bring personal, family, and community experiences into school curriculum and extracurricular activities, or to encourage everyone to join community events. The collective understanding of living and working in the migrant communities was formed among teachers and parents, especially when they shared both roles in a community. Although excluded from the public realm for decades, migrant communities never stopped their mobilization towards providing education for their children and making their voices heard. In the spaces provided by migrant children schools, students and teachers used a variety of ways to tell their own stories. The vitalizing activities in the communities not only challenged the stereotypes of migrant children and their schools but also provided opportunities to mobilize people outside the communities and beyond the basic communal networks to further collaborate with and to support the work of migrant children’s schooling.

Abstract:EXTENDED ABSTRACT Child development is an important predictor of later life course achievements including academic and labour market success. It is well understood that 'risk' is cumulative over the early life course, and exposure to biological, environmental and psychosocial risks affects development through changes in brain structure and function and is also evident in behavioural changes in the present and others that become apparent overtime (Walker et al, 2007). Early deprivation can have long-lasting effects (e.g., malnutrition in early childhood can result in physical stunting and cognitive impairment), although changes (e.g., better nutrition, stimulating learning environment) can also mitigate some of the earlier negative influences (Liu, Sunb, Neiderhiser, Uchiyamad, & Okawad, 2001). In recent years increasing attention has focused on the relationship between child development and life course trajectories in low and middle-income countries with significant implications for economic and social development (Bornstein & Putnick, 2012; Grigorenko et al., 2007;; Walker et al, 2007). China is one such country, and the life course trajectory of Chinese youth population, a significant share of the world population, will have influences at local and global levels. The historically uneven development across China has contributed to relatively entrenched differentials between the urban and rural populations, and although significant progress has been made towards elevating the standard of living nationally, inequalities across different levels of analysis (e.g., core-periphery, urban-rural) remain and continue to grow. Temporary and circular labour migration is a common strategy observed in developing countries that can contribute to decreasing these inequalities as remittances from the labour migrant provide opportunities for improved nutrition, educational activities, and health care (Adams & Page, 2005). However, there remain debates about some of the trade-offs inherent in the labour migrant strategy that creates 'stretched' households across geographic distance within and across national borders (Jordan & Graham, 2012). Children of migrant parents in China, similar to many other places, often remain in origin residence-in the care of left-behind spouse, or other relatives such as grandparents or older siblings (Xiang, 2007). Changes in family structure may result in deficits in caregiving, and the quality and quantity of caregiving during early childhood also provides important support for the developmental trajectory. Exploring the Rationality of Chinese Migrant Education from the Perspective of Educational Equity

Abstract:The theory of educational equity has become a hot topic of discussion in the education industry since its inception. As a focus of current education theory research and practical discussions in China, this paper will discuss whether migrant students, as a special subject, have received their idealized urban education in the process of population migration from rural to urban areas. In summarizing the current research showing the difficulties faced by immigrant students, the literature review method will be the main research method of this paper. By reviewing relevant articles on Chinese migration education, it is found that there are still many problems in this field, including difficulties in dealing with entrance threshold, balancing household registration policies, neglecting the cultural confidence among migrant students, and conflicts with agricultural development. With the aim of integrating the issues of migration education mentioned in existing literature, this paper hoping to provide a better way to understand the improvement of migration education.

Abstract:Abstract The author applies a textual analysis and case study of two dramatic events in rural migrant children’s lives: following their parents to cities and returning to the countryside with volunteers. The author finds (1) early life experience holds special importance by differentiating migrant workers’ children into “one-and-a-half generation” migrants and second generation migrants; (2) “migrant workers’ children” is not an identity, but rather a status; (3) the status identity of migrant workers’ children is not solely determined by social structure, but rather driven by events over time, a social construction and unstable; and (4) status identity has both self-expressive and self-protective functions, which respectively constitute an aggressive identity and reactive identity; the conflict between these two identities is especially apparent in migrant workers’ children.

Abstract:Dominant social theories have rarely placed migration at the center of our understanding of society and social change. Classical theories in the Western tradition have been more preoccupied with the impact of economic and political revolutions on social change, stratification and class conflict, and have paid far less attention to other important aspects of society. Contemporary theories have expanded the theoretical gaze to include a much wider set of issues, from racial and gender divisions to warfare and the environment. In an era of globalization, we argue that such a marginalization of the migrant, and the failure to better integrate both internal and external migration into a more nuanced interpretation of social change, is a significant shortcoming. By examining some of the key elements linked to such human movement in Europe, North America and China -- in the light of five recent studies in this field -- we argue that migration is a vital factor in changing the world as we know it and consequently a central concern for social theory. Abstract:China's monumental volume of labor migration has led to a rise in the migrant children population in urban China. In this study, we examine school choices for migrant children (ages 6–12) using data from a nationally representative survey. We focus on two important decisions related to migrant children's education: whether parents enroll their children in public schools versus special migrant schools and if they pay fees for children's enrollment in local public schools. We find that the majority of migrant children are enrolled in local public schools but a non-negligible proportion of migrant children is enrolled in special migrant schools. Despite official government policy that prohibits public schools from charging enrollment fees, about 20% of migrant children's parents paid fees in 2012. We also reveal that migrant children whose parents possess more local social capital are able to navigate through the public school system. A significant regional difference emerges from our analysis: compared to other parts of China, migrant children in Eastern China are less likely to be enrolled in public schools and their parents are more likely to pay for children's education in public schools. These findings present new evidence that migrant children continue to face significant obstacles in access to public education, which is not consistent with Chinese government's plan to promote a people-centered urbanization.

Abstract:Based on surveys and field work conducted in District C of Beijing City, the author identifies migrant children’s social assimilation obstacles according to distinct school types: each school type offers different quality educational resources and is composed of migrant students at different socioeconomic levels. The survey data show that migrant children with relatively low cultural capital and social capital are more concentrated in private and self-run schools. Field work also shows migrant children in public schools encounter a major social assimilation barrier through school culture, which privileges urban culture and marginalizes rural culture; private school students experience both urban and rural hometown cultures; and self-run schools illuminate the stark contrast between policy rhetoric and the marginal status of migrant youths. In investigating the social assimilation of migrant workers and their children in Chinese cities, we should question the homogeneity of the “migrant children” group. Rather than modifying the U.S.-based social assimilation theory that is based on ethnic group differences, we should focus on the Chinese-specific, cultural, and systemic differences among migrant children subgroups.
The Citizenship of the Middle Class in China

Abstract:Despite the rapid growth and increasing importance of the middle class in Chinese society, prior studies have overlooked their roles as citizens. To fulfill this gap, this chapter investigates the citizenship of the middle class in China. Firstly, it reviews the development of citizenship awareness since 1949. Particularly, this section depicts the rise of the Chinese middle class as the society transforms from a flat society into a finely stratified one. Further, an analysis of political multi-facets of Chinese middle-class citizenship is presented. Three political facets are proposed, namely, a conservative attitude in political affairs; a leadership in public opinion; and an active role in collective action. Lastly, this chapter provides several implications and suggestions regarding the future development of middle-class citizenship in China.

Abstract:Since the era of reform and opening-up, policies concerning the education of children of migrants have continuously evolved and improved. However, several issues exist in the execution of these policies: additive implementation of policies, ambiguous positioning in policy execution, slow reform of the household registration system, and an imperfect policy supervision mechanism. This paper analyzes these issues from multiple dimensions through literature review and qualitative analysis, and delving into the underlying causes of the problems during policy implementation. Furthermore, based on these causes, a series of recommendations for improvement are proposed, which firstly need to adjust the distribution of interests and enhance the clarity of policy objectives and effectiveness tracking. It also requires the establishment of an efficient supervision system to promote the reform process of the household registration system. In addition, the feasibility of the policy can be increased by strengthening the publicity and promotion of the policy. These recommendations can ensure the effective implementation of education policies concerning children of the migrant population, thereby safeguarding the educational rights of children of migrants.

Abstract:At present, the urbanization and citizenization of China has already entered a new development stage and period. The household registration system is the most basic aspect of citizenization. There is a trend of value conversion and the process of hierarchy owing to the too many interest"embedded"in the present registration system and the rigorously administered of population migration. In recent years, some areas of the country has carried out all kinds of household registration reform patterns, such as strictly control type,limited open type and fully open type. Although all of above make"urban-rural duality"household registration system have the loose sign, there is also a trend of grade household registration difference in different cities, and thus seems to make the problem of migrant workers citizenization become a possible and impossible thing. Consequently, older generation of migrant workers has formed a special citizenization path spontaneously, namely, on the spot or citizenization nearby. However, the original path of on the spot or citizenization nearby is confronted with tremendous challenges with the rise of new generation migrant workers. Accordingly, more household registration system reform must be conducted in the future and make migrant workers have more chances and choices to achieve citizenization, transform the urbanization from"the increase in number"to"quality improvement".

Abstract:One paradoxical reality of today's China is that urban citizenship does not necessarily go to those who have already moved to the city. Rural migrants are now allowed to work in cities but are deprived of a wide range of entitlements. Taking Shanghai, the most populous city in the world's most populous country, as a case study, this article establishes significant empirical content to elucidate how the notion of urban citizenship is interpreted in China, what criteria are applied for granting the urban citizenship, to what extent the entitlements of migrants in cities are comparable to those of the bona fide urban residents, and whether the lack of urban citizenship influences migrants' integration into host cities. Empirical investigation shows that granting of the urban hukou (household registration) is based largely on migrants' contribution to, rather than simply on their presence in, the host city. In the context of reform-era China, urban citizenship is used by city government not only to exclude some members of society from accessing urban welfare but also to make the urban economy more competitive by grabbing capital and human resources possessed by migrants.
