Abstract:This article critically examines the origins and evolution of China’s unique land institutions and situates land policy in the larger context of China’s reforms and pursuit of economic growth. It argues that the Chinese Communist Party (CCP) has strengthened the institutions that permit land expropriation—namely, urban/rural dualism, decentralized land ownership, and hierarchical land management—in order to use land as a key instrument of macroeconomic regulation, helping the CCP respond to domestic and international economic trends and manage expansion and contraction. Key episodes of macroeconomic policymaking are analyzed, with the use of local and central documents, to show how the CCP relied on the manipulation and distribution of the national land supply either to stimulate economic growth or to rein in an overheating economy. China’s land institutions, therefore, share “complementarities” with fiscal and financial institutions and benefit powerful political actors while imposing costs on marginal ones.

Abstract:The purpose of this paper is to probe into the path for the reform of China's land property and its transfer policies.Method employed in this paper is to analyze the evolutional process of land property and its transfer policies in rural and urban areas of China since 1949 through the four-level-analysis framework of Williamson.The results indicate that the evolutions of China's land property and transfer policies are not only the issues of law,but also related to cultural,governance and economic behaviors,etc.Although the evolutions inside rural and urban sectors are separated in terms of time sequence,the common logic within their path-chosen progress could provide referential experiences both ways.

Abstract:Based on existing researches,this paper reflects on the historical significance of the land reform in China.Due to all kinds of reasons,the degree of land convergence and the rate of land tenancy before the land reform were both far below what was estimated by the leaders of CCP.So the importance of land reform to the improvement of productive relations and productivity tended to be exaggerated.As far as the CCP was concerned,what really counted was the reconstruction of the relationships between the state and the rural society as a result of the land reform,which contributed to the state’s efficient control and governance of the rural society.

Abstract:The institutional reform of land property rights is confronted with various challenges from all aspects of the economic and social lives in the current stage.The original property reform theory does not agree with the current practical requirement of land use and management.How to fully reflect the political,social,organizational and juristic nature of land property right in the newly-formed concepts of land property reform and its institutional innovation,and further provide a trajectory for future reforms in China,are the main purposes of our theoretical research.It needs to combine together the theories of economics and sociology to analyze related issues.The four-level-social-analysis framework proposed by Williamson provides a good logic to link property right with resource allocation,sociology with economics.Through such a logic,a comprehensive analysis on the nature and the assessment of Chinese land property can be achieved,which can further provide a theoretical basis for the trajectory choice of the current land property reform.The analysis offers scientific references for the new-round of land property reform in China.

Abstract:Taking a historical and comparative view, we explore the long debated cause of the spectacular economic successes of East Asia using land reforms in China and Japan during the 1940-50s. Examining the approach to land reform embodied by technocrats such as Liu Shaoqi in China and Wada Hiroo in Japan in addition to the implementation mechanisms of the policies they adopted, we show that the land reforms developed characteristics of dynamic factor endowment according to the Engerman-Sokoloff hypothesis. Fairly equal land redistribution led to political power equality and improved agricultural productivity and income equality, which is conducive to long-term economic development and the prevention of the Kuznets effect ex ante. Nevertheless, factors such as initial exogenous shocks, insufficient scale of family farming, persistent government support and consequential interest groups obstruct sustainable development of the agricultural sector as well as the generalization of East Asian experiences. Equality or inequality is essentially a policy choice in addition to being a long-term ex post evaluation of the reforms.

Abstract:Purpose In the process of reform, although every landmark theoretical breakthrough is marked by the speech of the highest leadership of the Communist Party of China (CPC) or the decision of the CPC National Congress, each breakthrough is attributable to the theoretical contribution made by the academia of political economy. Notably, these theoretical breakthroughs invariably embrace innovations in the discourse system of political economy. The paper aims to discuss this issue. Design/methodology/approach The innovations and breakthroughs thereof have led to the political economy of socialism with Chinese characteristics. Findings The success of China’s economy highlights the superiority of the socialist economic system and development path with Chinese characteristics. Originality/value These major breakthroughs are accompanied by breakthroughs in relevant theories, which constitute a synthesis of a series of major theoretical innovations in political economics.

An Institutional Analysis of China's State Power Structure and its Operation

Abstract:With the alternative perspective of ‘institutional paradigm’ derived from the work of Douglass North and inspired by institutional economics, this paper explores the PRC's political economy from its formative period to the Reform Era. The author tries to show why State power, with overall control of the economic resources in the planned economy, was not total due to inefficient property rights, in which the State was not able to attain authority and legitimacy, and crises of national security occurred naturally. Economic reform has almost totally reconstructed economic and administrative institutions, but the party-centered State power remains unchanged. This paper shows why and how the State protects State-owned enterprises, which belong to the most influential group as well as being part of the established pillar of power. It also shows that the State protects and inspires non-State enterprises because they can produce maximum production and provide more resources for State power. Thus, the economic transition is full of paradoxes due to these internal conflicts with high institutional costs.

Abstract:Since the late 1990s, land requisition has given rise to peasant protests in much of rural China. The literature is mostly focused on how local governments attempted to expropriate land for various purposes—at the expense of the peasants’ interests. This article goes beyond the exploitation/resistance binary and offers an in-depth analysis of the benefits and costs of land requisition to peasants through an examination of the requisition deals and peasants’ post-requisition lives. It argues that the extent to which peasants benefited or suffered from land requisition was determined by multiple factors which differed region by region, village by village, and household by household. These factors include the purposes of land requisition, the commercial potential of the land, the local government’s coffers and its land compensation package, the extent of the peasants’ reliance on farming to earn a living, their non-farming skills, social networks, and competitiveness in labor markets.

The Review of Economic Studies

Abstract:This article examines the impact of a property rights reform in rural China that allowed farmers to lease out their land. We find the reform led to increases in land rental activity in rural households. Our results indicate that the formalization of leasing rights resulted in a redistribution of land toward more-productive farmers. Consequently, output and aggregate productivity increased by 8$\%$ and 10$\%$, respectively. We also find that the reform increased the responsiveness of land allocation across crops to changes in crop prices.

Abstract:With the rapid expansion of China's cities since the 1978 economic reform, more and more villages have been swallowed up by urban sprawl. The retention of collective land ownership in chengzhongcun has, on the one hand, made low-rent housing affordable for migrants; on the other hand, however, it has exposed chengzhongcun to many social, economic and environmental problems. Based on a case study of chengzhongcun in Guangzhou, and using an analytical framework of property rights, this article has found that maintaining collective land ownership in chengzhongcun has been socially and economically costly, but a redevelopment strategy without a complementary affordable housing scheme may be problematic. In order to solve the problems of chengzhongcun, an institutional reform of collective land is required.
