Abstract:Based on existing researches,this paper reflects on the historical significance of the land reform in China.Due to all kinds of reasons,the degree of land convergence and the rate of land tenancy before the land reform were both far below what was estimated by the leaders of CCP.So the importance of land reform to the improvement of productive relations and productivity tended to be exaggerated.As far as the CCP was concerned,what really counted was the reconstruction of the relationships between the state and the rural society as a result of the land reform,which contributed to the state’s efficient control and governance of the rural society.

Abstract:The purpose of the paper is to give some advices to land management in China by reviewing the 100 years history of the development of "equalization of land ownership" thought.Methods of documentation and comparison were employed.The 100 years history shows that the "equalization of land ownership" thought has been well developed not only in China before liberation,but also in Taiwan and Mainland China.Besides,it is becoming more and more important.The following points should be emphasized on land management:(a) to establish a more definite guidance for land management;(b) to develop and improve the "equalization of land ownership" thought,including defining the public land right,reforming the land price system and taxation policy and so on.

Abstract:China's rural society had the new changes after the farming land reform. Class assimilation and class differentiation trends co-existed, newly shaped middle peasants and new rich peasants emerged as an important force. A spontaneous capitalist tendency, marked by land transactions, employment of workers, tenancy and money borrowing as well as a set of values which highly honor wealth reappeared. Meanwhile, the grassroots political elite began to resist the will of the state and revealed a centrifugal tendency of de-politicization. During the shift from land reform to collectivization, there were three correlated transformative mechanisms, namely the theory of stages, the theory of conditions, and the theory of substitution. These changes in rurual society after the land reform provided a driving force and validity for this shift.

Abstract:This paper summarized the present situation of China's rural land ownership change and analyzed the existing problems.The study results suggested that the causes of the problems were varied,i.e.,the subject of agricultural land ownership not clear,the contract period of agricultural land not stable,the relevant laws and regulations imperfect.The countermeasures and suggestions were given from the perspective of protecting the rights and interests of farmers.

Abstract:I use "procedure," rather than "resulting," files in local archives to re-interpret the politics of China's Land Reform. I demonstrate that, at the time, China's rural population was not divided into landlords, rich peasants, middle peasants, poor peasants, and tenant peasants. Instead, the "rich tenant peasant" was an essential group to understand the land ownership and relations among the different groups. Furthermore, the existence of "one field with two owners" indicates that the land ownership in rural China was much more complicated than the dichotomous framework advocated by the Chinese Communist state. I discuss the methodological implications of my findings.

Abstract:Guangdong's reform on"three-old lands"is an innovative practice of land classification,which can both save land and ease the tension between land supply and its demand.Its essence lies in the land circulation utilization,consolidation and secondary development.The aim of the research on the adjustment of land property rights,house demolition and other crucial interests reallocation brought about by "three-old"reform is to clarify that the legitimacy and rationality of the relevant policy mechanisms has been a guarantee for the smooth enforcement of the land reform policies.In the aspect of interest relationship adjustment,it is necessary to take the law barriers and confusion in the rural collective economic development,enforcement subject and its authority,as well as illegal building disposal into consideration with doctrines as urban renewal and cyclic utilization of land.In the end,it proposes the principles of harmoniously promoting the three-old lands reform and analyzes key factors of relative security mechanism.

Abstract:The purpose of this paper is to probe into the path for the reform of China's land property and its transfer policies.Method employed in this paper is to analyze the evolutional process of land property and its transfer policies in rural and urban areas of China since 1949 through the four-level-analysis framework of Williamson.The results indicate that the evolutions of China's land property and transfer policies are not only the issues of law,but also related to cultural,governance and economic behaviors,etc.Although the evolutions inside rural and urban sectors are separated in terms of time sequence,the common logic within their path-chosen progress could provide referential experiences both ways.

Abstract:The institutional reform of land property rights is confronted with various challenges from all aspects of the economic and social lives in the current stage.The original property reform theory does not agree with the current practical requirement of land use and management.How to fully reflect the political,social,organizational and juristic nature of land property right in the newly-formed concepts of land property reform and its institutional innovation,and further provide a trajectory for future reforms in China,are the main purposes of our theoretical research.It needs to combine together the theories of economics and sociology to analyze related issues.The four-level-social-analysis framework proposed by Williamson provides a good logic to link property right with resource allocation,sociology with economics.Through such a logic,a comprehensive analysis on the nature and the assessment of Chinese land property can be achieved,which can further provide a theoretical basis for the trajectory choice of the current land property reform.The analysis offers scientific references for the new-round of land property reform in China.

Abstract:The key problem in China is related to farmers and its nature is about land.The reform of the land system in the countryside of China should take the actual situation into consideration with short-,middle and long-term goals in order to reduce the reform costs and stabilize the society.In the long run,the existing land-contract responsibility system should not remain unchanged as a basic system.Facing the new situation of industrialization in the countryside,there should be some breakthrough in the existing system,that is,the gradual transfer from the confirmation of the farmer's right to land-use to the ownership of land.

Abstract:Illegal land use has increased rapidly in recently years in China. The loss of the local government is one of the important reasons. While there are numerous studies analyzing the reform of land management system and performance system of officials, less attention has been paid to the study of public participation, which has been proved a good way to restrict the governmental loss. This thesis first discussed the main exhibitions about the loss of local government in land management; then based on these, further analyzed the significance and difficulties that public participates in land management of the local government in China. In the end, the author tried to put forward some suggestions and solutions to the new mechanism, of the local government in land management from public participation's perspective.

Abstract:Land consolidation (LC) is considered an effective instrument to respond to public demands in rural areas of China due to its evolution from a purely technical policy into a more comprehensive social project. As one of the most important steps in LC, land adjustment has a major impact on its success. Despite the broad heterogeneity of local contexts, land adjustment-related collective action has emerged nationwide as a public good. However, the generalized patterns explaining how and why such examples of local collective action occur remain poorly investigated. This study analyses configurations of the factors that generate land adjustment-related collective action in LC by drawing upon the archetype approach and using a social-ecological systems (SES) framework to conceptually decompose the many details of cases. Based on 34 systematically selected cases from eastern, central, and western China, the results show that there is a set of 23 configurations of factors that bear a causal relationship with collective action in land adjustment. These can be clustered into six archetypes. Some collective action conditions that are well known in the existing literature, such as group size, reciprocity, and trust, are reconfirmed in this analysis. Furthermore, several distinctive implications are drawn from the archetype analysis: 1) Local leadership combined with self-governance convention and institutionalized self-organization or powerful local leadership allied with goal congruence create favorable conditions for the local collective action of self-organized LCPs. 2) Leadership also plays a significant role in facilitating local collective action for land adjustment under government-led and enterprise-led modes as government and enterprises rely on local leadership to avoid the need to contact numerous scattered farmers and to save on transaction costs. 3) While excessive intervention by the government is restrained under self-organized and enterprise-led modes, the archetypes highlight that government participation facilitate local cooperation. 4) The government and enterprises likely engage in rural collective action through divergent mechanisms motivated by their political or economic goals. In general, these findings provide new insights into land-related local collective action and may benefit China and other regions for transition processes towards rural sustainability.

Abstract:It's one of the hottest issues and the most controversial things in China about land policy in recent years. There are numerous studies analyzing land policy in China, while the practical effects of it were always dissatisfactory when facing more and more complex developmental environments and multiple conflicts of interests related to land. The paper firstly discusses the dilemmas and obstacles of land policy in China, and then explores breakthrough path to land policy dilemmas in China. It points out that evaluation and experimental supports have long been ignored on the process of land policy formulation so that the experimental method may be one of the realistic choices that can break through the dilemma of land policy in China. The paper also tries to discuss the connotation, basic characters and types of land policy experiment.

Abstract:This paper aims to analyze the institutional logic of policy evolution in the land consolidation system, which is characterized with land fiscal revenue redistribution in the process of urbanization under the organizational structure of central and local governments. By reviewing the polices for the land consolidation system under time sequence and practical cases in Zhejiang Province, the research adopts the qualitative research method of content analysis and interviews at different stages due to the different characteristics of the system. The study found that the evolution process of the land consolidation system is affected by the institutional environment and the technical environment from the central policy-making to the local policy-implementation, which is operated under the legitimacy mechanism. The institutional environment not only shapes the initial framework of the system but also makes the system change when the legitimacy is changed by institutional environmental changes. In addition, the system faces the efficiency pressure of the technical environment, which leads to the legitimacy crisis of policy-makers and finally makes the system change. The research results provide theoretical and practical inspirations for promoting the strategy of high-quality development, the rural revitalization and the development of eco-civilization in China.

Abstract:This paper traces the evolution of land tenure changes in contemporary China since 1949. The transfer of land from peasant households to family farms and commercial sized units is on a vast scale and forms one of the greatest land reforms we have ever seen. The agrarian question forms both the policy and academic context in which this legislative account of land transfer is assessed and raises the question of whether land assembly in China resembles previous agricultural transformation policy and processes in industrialized countries or to what extent it has special characteristics of its own. The security of land holding in rural China, established with the household responsibility system, is seen to mature slowly over three to four periods of adjustment, always protecting the rights of peasants while improving conditions for increasing land productivity, resulting in an extension of the two rights of peasant holdings to three rights in the new millennium. The introduction of a third right, a land management right which is transferable from peasants to outsiders, has enabled a huge land assembly movement affecting millions of small holdings. This process of land tenure restructuring raises such questions as the consequences of the capitalization of agriculture, peasant land dispossession, proletarianization, and the prospect of a future land market in rural China, all topics for further research.

Abstract:In the early modern period,the northern Huai River region was a traditional society characterized by scattered settlements of small peasants.In many areas,land ownership was highly concentrated,and there was a wide gap between the rich and the poor.The chief of a stockade,usually a large land-owner,took upon himself all economic,military,judicial,administrative and religious power and was the actual ruler of the area.He exercised absolute power over the tenant farmers,while they owed him serf-like duties such as jus primae noctis,corvée labor,military service and even the sacrifice of their lives.More and more beneficiaries of the system became powerful social groups and grew to challenge the regime that had represented their own interests.This meant that society was in constant turmoil.

Abstract:Land system reform (LSR) helps to protect farmers' rights and interests and national food security. China is a country dominated by agriculture but insufficient arable land resources. The contradiction between man and land is prominent. To alleviate the man-land contradiction, the Chinese government has carried out a series of LSRs, especially in the past half century. Extensive and in-depth studies have been done on the process and stage characteristics of China's LSRs, but the systematic analysis on the necessity, problems and key measures to deepen the land system reform is still insufficient. Based on a systematic review of the history of the evolution of China's LSRs, this study firstly analyzed the key issues and new challenges existing in or arising from China's land system, then put forward the necessity of deepening the reform of land system, and discussed specific measures taken to deepen the reform of land system in China at present and finally pointed out the future LSR's direction. The results show that China's rural LSR has gone through five stages in general since 1949. The key problems existing or arising from the current land system in China include unclear subject of land property right, serious inefficient utilization of land resources, rapid farmland conversion and conflict between farmers' interests and land system. The dual land system in urban and rural areas has severely restricted the integration of social and economic development in this country. The Chinese government is actively promoting the reforms of rural agricultural land, collective operating construction land and homestead to further remove the dual institutional barriers that hinder the establishment of an integrated land trading market. The vision is good, but there is still a long way to go for China's LSR. The direction of China's rural LSR is to make the property rights relationship clearer, the farmland rights more complete, the transfer transactions more market-oriented and the property rights' protection more equal. Deepening the rural LSRs is helpful to improve the efficiency of land resource utilization, safeguard the rights and interests of farmers, promote the coordination of human-land relationship, and inject new vitality and momentum into rural revitalization. Cooperative promotion of land resource capitalization reform and household registration system reform is the key area of land system reform in China in the future.
