Abstract:Successful urban renewal requires a multifaceted strategic approach incorporating both local and regional regulations, developed through multi-stakeholder partnerships. Previous studies have isolated the factors of urban renewal for analysis, ignoring the unity of individuality and wholeness. The development of urban renewal concerns multiple stakeholders and involves the coordination of different interest appeals among different organizations. There are complex social network relations among stakeholders, which influence and restrict each other. However, the problems haven’t been mentioned in the literature, such as the transfer of property rights, the restruction of social network and the redistribution of interests. Hence, this research assumed that different stakeholders have different demands of power and interest at each stage in urban renewal, and their power-interest show dynamic changes with the development of projects. Only by understanding interest appeals of stakeholders dynamically, and innovating new ways to solve conflicts from different perspectives, can urban renewal be carried out effectively. This study applied social network analysis (SNA) to recognize and investigate the underlying network of stakeholder-associated factors in urban renewal projects within Taiyuan City, China. The 12 stakeholders involved in the project have been sorted out, including government departments, construction departments, residents, design departments, scientific research institutes, intermediary structures and so on. The 42 key factors that play an important role in the entire urban renewal social network have been determined. A three-dimensional (3d) matrix of major stakeholders' power-interest has also been established. Data were collected from literature reviews, regulatory documents, 978 valid questionnaires, and two weeks' interviews. By identifying conflicts of interest among stakeholders, and innovating dynamic governance measures in different construction period, transaction costs can be effectively reduced. According to the research, the key which roughly divided into social factors, technical factors, economic factors and management factors were found to solve conflict of stakeholders in different project phase combined with the network and the 3d matrix, and significant factors were retained. This study proposed to the major conflicts of interest in the process of urban renewal and dynamic governance had been carried out. For example, it is suggested that the government should establish a multi-subject compound governance model to attract different types of social capital for financing. The construction department should focus on program design, management innovation and information platform construction. And residents should set up self-governing organizations to coordinate assignment of property rights and supervise the sustainable development of urban renewal. This study not only provides an effective method to analyze stakeholder networks and evaluate the effect of these scenery-making factors from a network perspective, but also proposes the multi-perspective urban renewal governance strategy with the core of dynamics, coordination and integrity in China.
