Abstract:This issue marks the beginning of the IEEE Transactions on Neural Networks and Learning Systems (TNNLS). By adding "Learning Systems" to the title, we now state explicitly the scope of the Transactions to include neural networks as well as related learning systems. This issue marks a new era in the history of our Transactions. The Transactions is now ready to face the challenges of the next 10-20 years. With the evolution of the fields of neural networks in particular and computational intelligence in general, the IEEE Transactions on Neural Networks and Learning Systems will continue to grow and to succeed in this ever-changing world. Also included are a few comments about the review process of TNN manuscripts and the introduction of 14 new TNNLS Associate Editors. Short biographies are included for the new Associate Editors.

Abstract:Despite significant achievements and current interest in machine learning and artificial intelligence, the quest for a theory of intelligence, allowing general and efficient problem solving, has done little progress. This work tries to contribute in this direction by proposing a novel framework of intelligence based on three principles. First, the generative and mirroring nature of learned representations of inputs. Second, a grounded, intrinsically motivated and iterative process for learning, problem solving and imagination. Third, an ad hoc tuning of the reasoning mechanism over causal compositional representations using inhibition rules. Together, those principles create a systems approach offering interpretability, continuous learning, common sense and more. This framework is being developed from the following perspectives: as a general problem solving method, as a human oriented tool and finally, as model of information processing in the brain.

Abstract:The standard nature of computing is currently being challenged by a range of problems that start to hinder technological progress. One of the strategies being proposed to address some of these problems is to develop novel brain-inspired processing methods and technologies, and apply them to a wide range of application scenarios. This is an extremely challenging endeavor that requires researchers in multiple disciplines to combine their efforts and co-design at the same time the processing methods, the supporting computing architectures, and their underlying technologies. The journal ``Neuromorphic Computing and Engineering'' (NCE) has been launched to support this new community in this effort and provide a forum and repository for presenting and discussing its latest advances. Through close collaboration with our colleagues on the editorial team, the scope and characteristics of NCE have been designed to ensure it serves a growing transdisciplinary and dynamic community across academia and industry.

Abstract:Biological plastic neural networks are systems of extraordinary computational capabilities shaped by evolution, development, and lifetime learning. The interplay of these elements leads to the emergence of adaptive behavior and intelligence. Inspired by such intricate natural phenomena, Evolved Plastic Artificial Neural Networks (EPANNs) use simulated evolution in-silico to breed plastic neural networks with a large variety of dynamics, architectures, and plasticity rules: these artificial systems are composed of inputs, outputs, and plastic components that change in response to experiences in an environment. These systems may autonomously discover novel adaptive algorithms, and lead to hypotheses on the emergence of biological adaptation. EPANNs have seen considerable progress over the last two decades. Current scientific and technological advances in artificial neural networks are now setting the conditions for radically new approaches and results. In particular, the limitations of hand-designed networks could be overcome by more flexible and innovative solutions. This paper brings together a variety of inspiring ideas that define the field of EPANNs. The main methods and results are reviewed. Finally, new opportunities and developments are presented.

Abstract:This special issue will encompass state-of-the-art research on emerging topics related to development and learning in natural and artificial systems. The primary focus of this special issue is to explore the facets of development and learning from a multidisciplinary perspective by convening researchers from the fields of computer science, robotics, psychology, and developmental studies. We invited researchers to share knowledge and research on how humans and animals develop sensing, reasoning, and actions, and how to exploit robots as research tools to test models of development and learning. We expected the submitted contributions to emphasize the interaction with social and physical environments and how cognitive and developmental capabilities can be transferred to computing systems and robotics. This approach is in harmony with the dual objectives of comprehending human and animal development while leveraging this understanding to enhance future intelligent technologies, particularly for robots that will engage in close interactions with humans.

Abstract:This perspective piece came about through the Generative Adversarial Collaboration (GAC) series of workshops organized by the Computational Cognitive Neuroscience (CCN) conference in 2020. We brought together a number of experts from the field of theoretical neuroscience to debate emerging issues in our understanding of how learning is implemented in biological recurrent neural networks. Here, we will give a brief review of the common assumptions about biological learning and the corresponding findings from experimental neuroscience and contrast them with the efficiency of gradient-based learning in recurrent neural networks commonly used in artificial intelligence. We will then outline the key issues discussed in the workshop: synaptic plasticity, neural circuits, theory-experiment divide, and objective functions. Finally, we conclude with recommendations for both theoretical and experimental neuroscientists when designing new studies that could help to bring clarity to these issues.

Abstract:Neuroengineering is faced with unique challenges in repairing or replacing complex neural systems that are composed of many interacting parts. These interactions form intricate patterns over large spatiotemporal scales and produce emergent behaviors that are difficult to predict from individual elements. Network science provides a particularly appropriate framework in which to study and intervene in such systems by treating neural elements (cells, volumes) as nodes in a graph and neural interactions (synapses, white matter tracts) as edges in that graph. Here, we review the emerging discipline of network neuroscience, which uses and develops tools from graph theory to better understand and manipulate neural systems from micro- to macroscales. We present examples of how human brain imaging data are being modeled with network analysis and underscore potential pitfalls. We then highlight current computational and theoretical frontiers and emphasize their utility in informing diagnosis and monitoring, brain–machine interfaces, and brain stimulation. A flexible and rapidly evolving enterprise, network neuroscience provides a set of powerful approaches and fundamental insights that are critical for the neuroengineer's tool kit.

Abstract:Two major initiatives to accelerate research in the brain sciences have focused attention on developing a new generation of scientific instruments for neuroscience. These instruments will be used to record static (structural) and dynamic (behavioral) information at unprecedented spatial and temporal resolution and report out that information in a form suitable for computational analysis. We distinguish between recording - taking measurements of individual cells and the extracellular matrix - and reporting - transcoding, packaging and transmitting the resulting information for subsequent analysis - as these represent very different challenges as we scale the relevant technologies to support simultaneously tracking the many neurons that comprise neural circuits of interest. We investigate a diverse set of technologies with the purpose of anticipating their development over the span of the next 10 years and categorizing their impact in terms of short-term [1-2 years], medium-term [2-5 years] and longer-term [5-10 years] deliverables.

Abstract:Papers from the 2006 flagship meeting on neural computation, with contributions from physicists, neuroscientists, mathematicians, statisticians, and computer scientists. The annual Neural Information Processing Systems (NIPS) conference is the flagship meeting on neural computation and machine learning. It draws a diverse group of attendees—physicists, neuroscientists, mathematicians, statisticians, and computer scientists—interested in theoretical and applied aspects of modeling, simulating, and building neural-like or intelligent systems. The presentations are interdisciplinary, with contributions in algorithms, learning theory, cognitive science, neuroscience, brain imaging, vision, speech and signal processing, reinforcement learning, and applications. Only twenty-five percent of the papers submitted are accepted for presentation at NIPS, so the quality is exceptionally high.
