Abstract:Britain was an imperial power in the quarter-century before the outbreak of World War. Leaders expressed a sense of moral responsibility for ensuring competent and just rule for the nations of the Empire. At the same time, the fulfillment of this duty was a justification for the exercise of power itself, understood in ethical terms, and involved the preparation of a citizen of the Empire, both educated and shaped by universally accessible school education. The teaching of history, linked to the formation of the identity of the model citizen, has been subordinated to this preparation. The current article is an attempt at indicating the presence and purpose of historical threads in materials intended for the initial learning of reading.

Abstract:The French Revolution ignited the biggest debate on politics and society in Britain since the Civil War 150 years earlier. The public controversy lasted from the initial, positive reaction to French events in 1789 to the outlawing of the radical societies in 1799. This Cambridge Companion highlights the energy, variety and inventiveness of the literature written in response to events in France and the political reaction at home. It contains thirteen specially commissioned essays by an international team of historians and literary scholars, a chronology of events and publications, and an extensive guide to further reading. Abstract:In this chapter, we engage with the concept of imperialism through the eyes of major political thinkers—Immanuel Kant, Karl Marx, Georg Wilhelm Friedrich Hegel, John Stuart Mill and Alexis de Tocqueville—to extract lessons for the present. These thinkers not only offer influential visions of modern domestic politics, but also of international politics. Mill and Tocqueville are typical liberal thinkers, while Marx has given rise to the ideology of Marxism, still influential particularly on the left. Kant and Hegel are more difficult to categorise. Hegel has left his mark both on state-centric and realist thought, whereas Kant influences today’s liberalism as well as cosmopolitanism. None of them puts imperialism at the center of their otherwise complicated political thinking, but all of them treat imperialistic undertakings as an important problem in their theorisation. However, if we take all these thinkers together, despite areas of consensus and of critical differences, they can help us develop insights and visions about a good world order today.

Abstract:written about the influential publications of men such as James Burgh, John Cartwright, and Richard Price. Cash’s work is also marred by quite a number of mistaken claims and errors that ought to have been picked up. Historians have long since abandoned the view that George III spent twenty years seeking to establish “personal government.” The Great Reform Act of 1832 did not produce equal representation; universal manhood suffrage was not achieved in Britain in 1884; and British women did not first gain the vote in 1928. Edmund Burke was never “de facto” leader of the Rockingham Whigs. The responsibilities of the two British Secretaries of State were not divided into Foreign and Home Affairs until 1782. The Jacobite clans in the 1745 rebellion were not all Catholics by any means. Thomas Paine’s famous American pamphlet of 1776 was Common Sense, not Rights of Man, and John Almon published the Parliamentary Register, not the Political Register. There are also mistakes in the names of several major figures and in the titles of famous published works.

Abstract:wooden and dated, but there are many fascinating smaller vignettes of the lesserknown figures of the age. The chapters on France are also well developed and will be very informative to readers who need to comprehend the complicated events that led to the outbreak of the French Revolution in a wider context. Some, however, may be surprised to learn that although the American Bill of Rights was a retrogressive step in the language of political modernism, the French Declaration of Rights led us to a “new world of equality” (321). For many contemporaries, the increased awareness of individualism, the recognition of the rights of a citizen, and their increasing codification signified the dawn of a new epoch. This new constitutionalism would “spread like measles across Europe and the postcolonial states of Latin America from the 1820s onwards,” but if this new political language defines, the author suggests, the dawn of our modern age, he also reminds readers in his brief, but “starkly negative,” conclusions that the events of 1789 would unleash a darker side of human nature (397, 391). Another unfortunate lasting legacy would be the modern government’s awareness of how to control these impulses in increasingly ingenious and repressive ways. Not surprisingly, in 1789 Thomas Paine emerges as one of the prophets of the age and Edmund Burke once again is one of the antiheroes of the era. Readers would do well, however, to remember Burke’s warning that it is easy to make governments, write constitutions, and grant freedoms. To create a lasting government that both protects liberty and restrains government is a more difficult process. The failure by many emerging leaders of this generation to recognize this reflects upon their political naiveté, not their statesmanship.

Abstract:As main figures in British liberal tradition, Edmund Burke and John A. Hobson shared interests in labour and colonial issues. Their discussions helped to shape the anti-imperialist narratives in British liberalism.However, this paper argues that the liberal anti-imperialist narrative is fundamentally a new development of an imperialist world order. It replaces direct colonial rule with economic dominance and political trusteeship. The idea that “backward” nations should be placed under the trusteeship of an “advanced” civilisation is deeply rooted in the racist world view. By the mid-19th century, racism as an elitist raison d’etre for the British Empire had found its way into the understanding of the social inequality in the English society. Working class politics also took in the highly hierarchical language of racism in responding to the global movement of “free labour” promoted by the liberal imperialists.

Abstract:Part II of the book (Chapters 5–8) examines the British Empire, with Chapter 5 focusing on liquor and imperialism within the British Isles, where temperance movement first took hold in the periphery of Scotland and Ireland. The chapter explores the colonizer’s alcohol narrative in Ireland, used to justify the domination of Britain’s “first colony.” In the 1840s, Fr. Theobald Mathew’s wildly popular Irish temperance movement quickly fused with the cause of Irish nationalism, thanks to Daniel O’Connell. With the advent of “Maine Law” prohibitionism, everyone from John Stuart Mill to Karl Marx contributed to debates over alcohol control and prohibition. Intertwined with Irish Home Rule, British prohibitionism crested in 1895 and then gave way to Gothenburg alcohol control and pub reform, especially with World War I. Similar imperial dynamics of alco-colonization are noted in Britain’s other white settler colonies: Canada, Australia, and New Zealand.

Abstract:It is well known that the leading New Liberals L. T. Hobhouse and J. A. Hobson were critics of the British Empire, and their sympathy with China has been understood as an expression of their anti-imperialism. However, this article argues that this reading is at best one-sided. By examining Hobhouse's and Hobson's ethical and sociological thought, it demonstrates that their Sinophile position drew on a broader concern about the turn-of-the-century moral crisis. Informed by Idealist philosophy, positivism, and evolutionary biology, their quest for a post-Christian ethics led to an appreciation of the harmonic order of Chinese society and its secularism. The leading New Liberals' earnest study of China on the one hand represented a departure from the Eurocentric position of British Liberals who had seen "stationary" China as a negative object lesson, and on the other anticipated a generation of Liberal/progressive thinkers who were attracted to Chinese culture.

Originally published in 1916, it explains how colonialism and World War I were inherent features of the global development of the capitalist economy. The introduction to this edition contrasts Lenin's approach with that adopted by contemporary theories of globalization. It argues that, while much has changed since Lenin wrote, his theoretical framework remains the best method for understanding recent global developments.

Abstract:Adam Ferguson’s imperial thought casts new light on the age-old republican dilemma of the tension between empire and liberty. Generations of republican writers had been haunted by this issue as the decline of Rome proved that imperial expansion would eventually ruin the liberty of a state. Many eighteenth-century Scottish thinkers regarded this as an insoluble conundrum and thus became critics of empire. Ferguson shared their basic views but, paradoxically, was still able to defend the British Empire in the debates over the American Revolution. His argument effectively offered a viable solution to the republican dilemma, which distinguished him from his contemporaries. In light of this, I argue that political representation was the pivotal conception for Ferguson to make empire and liberty compatible. It was on this ground that he could advocate the union with Ireland, which he believed would lead to a lasting balance of power in Europe.

Abstract:This article documents the procolonial rhetoric among romantic socialists in France during the July Monarchy (1830–48), demonstrating its pervasiveness. It argues that these years must be highlighted as key to the transition from eighteenth-century universalist ideas of humanity toward taxonomies of national, racial, and sexual difference that underpinned the rationale of empire in the second half of the nineteenth century. It explores the views on colonialism espoused by socialists such as Etienne Cabet, Pierre Leroux, Constantin Pecqueur, and Jean Reynaud; situates them in the broad socialist consensus on empire; and demonstrates the relationship between these men's socialism and their colonialism. Further, it contextualizes their advocacy for colonialism in relation to contemporary debates about the abolition of slavery and free trade. Finally, it demonstrates the coexistence of universalist and particularist language in romantic socialist discourse on colonial expansion and its importance to the developing logic of the mission civilisatrice. Cet article décrit la rhétorique procoloniale parmi les socialistes romantiques durant la Monarchie de Juillet en France, démontrant à quel point elle était omniprésente. Il soutient que cette époque doit être considérée comme primordiale pour la transition des idées universalistes de l'humanité aux taxonomies des différences entre nations, races et sexes qui étaient à la base des justifications de l'empire pendant la deuxième moitié du dixneuvième siècle. Abstract:This paper explores how, at the turn of this century, the newly‐established Royal Scottish Geographical Society based in Edinburgh provided a forum for a range of debates within medicine, biology, ecology and politics. The empire supplied a common geographical focus at a time when the unity and efficient functioning of Britain's greatly enlarged territorial domain preoccupied the official mind. The paper examines three themes in particular; scientific studies linking climate with European survival overseas; synoptic analyses of world regions defined by environmental and cultural differences; ecological studies designed to enhance the quality of civic life. It is argued that implicit in these debates were intellectual visions of the ‘ideal’ relations between society and the physical environment which offered a commentary not only on conditions overseas but also within Britain. In these assessments, Britain's scientific and cultural superiority did not go unquestioned. The RSGS and its publication The Scottish Geographical Magazine provided an outlet for the public expression of both imperial pride and national self‐criticism.
The Utopian Law and Literature of Systematic Colonisation

Abstract:Edward Gibbon Wakefield is usually remembered as the English political economist whose theorisation of "systematic colonisation" provided the blueprint for the establishment of British colonies in Australia and New Zealand. This paper re-reads Wakefield's writings on systematic colonisation as works of utopian literature, which not only represented a social fantasy that was deeply capitalist, but worked to realise the settler-colonial projects through the literary projection of this fantasy. Through the re-reading, the paper focuses on two main points. One, the force of Wakefield's work was the force of literature. It was not Wakefield's scholarly contributions to political-economic thought that made his work such a force of history; it was the literary form of his writings on colonisation that enabled his work to capture and incite the social imagination, as works of fiction in a utopian tradition going back to Thomas More's Utopia and Francis Bacon's The New Atlantis . And two, the force of Wakefield's literary work was the force of law. Not only did Wakefield's utopian literature crystallise a social fantasy in a way that made it available, and seductively so, to legislators, but Wakefield's literature gave meaning and effect to the resulting legislation of the colonies.

Abstract:Nationalism is among the most influential ideas that has shaped the 'Metamorphoses of the Political' in the long twentieth century. This book focuses on exclusivist Indian nationalism and identifies its distinction from inclusivist nationalism. It highlights shifts in 'another Indian nationalism' over the last two centuries as the geopolitical context has transitioned from the Pax Britannica to the Pax Americana and its war on terror. The books braids the following three strands together: first, a majoritarian nationalist ideology called Hindutva; second, the making of popular history as a precolonial epic is highlighted, depicting the defeat of the last Hindu Emperor by a conquering Muslim Sultan purportedly leading to eight centuries of Hindu enslavement and third, the 'reconversion' of a community by the Visva Hindu Parishad with consequences for Lived Hinduism and Indic civilisation with its complex identities.

Abstract:It was the publication in 1776 of Adam Smith’s Inquiry into the Nature and Causes of the Wealth of Nations that marked the beginning of the ideological revolution explored in this article. Political economy had been much debated in the previous hundred years, but Smith’s formulation set the terms of discussion and over the next fifty years displaced a centuries-old rhetoric of economic values that had celebrated moderation, restraint, stewardship, and charity over greed, lust, and self-interest. During the American revolutionary era, when restless colonial elites began crafting explanations for their independence project, the publication of Smith’s treatise on political economy put into play a new framework for considering the wealth of nations. This new framework resonated as a scientific discourse alongside the equally important new “science of politics” made famous by the revolutionary Whigs. It resonated as well with the new sciences of nature that lately had been exposing immutable “laws” by which human beings now explained their physical world. In each realm—economy, politics, and the natural world—scientific reasoning promised to disable the tyranny of ancient prerogatives, superstitions, illegitimate customs, and fantastical explanations. These new scientific perspectives sometimes intersected directly and sometimes influenced each other only by induction.

Abstract:The 18th century is often treated by scholars as a period of juristic consensus. This article argues, in contrast, that the late 18th century saw the emergence of rival 'Patriot' and 'Tory' legal traditions. Through a detailed study of the jurisprudence of Lords Camden and Mansfield-who were both pillars of the law, as well as political and juristic rivals-we show that they differed systematically in their understanding of the common law, and that those differences had a partisan cast: although they were not crude attempts to instrumentalise law to political ends, their political and jurisprudential commitments influenced each other and emerged from the same intellectual roots. We place these differences in the context of the fragmentation of 18th-century Whig politics, and argue that they have important implications for how we understand and make use of the common law tradition in present-day scholarship.
