Abstract:Coastal communities are increasingly vulnerable due to sea level rise and population growth. Managed retreat is commonly recognized as a strategy that yields multifaced benefits in community adaptation. However, limited studies have explored the cumulative effects of sea level rise, population migration, and managed retreat on the community resilience. This study presents a parcel-level land use change model to analysis land-based flood mitigation strategies in Galveston County, Texas. The developed model integrates a Gradient Boosting Decision Tree with a flood risk model and diverse datasets. Our model results reveal the spatial patterns of urban development in Galveston under different relocation policies and the compounding impacts of sea level rise and population growth. Our findings illustrate that elevating the first floors of buildings can significantly mitigate flood risks and associated relocation costs. The private adaptation measure, together with government-led buyout policies, could foster a shift toward more resilient urban development and yield a more affordable relocation strategy. Our findings emphasize the need for a multidisciplinary approach in building resilient coastal communities, particularly in the face of escalating climate risks in local communities.

Abstract:Coastal Louisiana is experiencing climate-related impacts at rates substantially higher than other areas worldwide. Unique coastal communities face imminent impacts requiring adaptation and possible relocation. As such, Louisiana's strategies for ecosystem-scale flood management and ecological restoration are relevant globally. In this paper, we trace the idea of managed retreat as a nonstructural adaptation mechanism through the analysis of Louisiana's Coastal Master Plan and LA SAFE documents, and interviews with residents and planning professionals. Although Louisiana's plans and policies increasingly recognise increasing risk, and relocation as a necessary adaptation strategy, planning goals for relocation have weakened over time. Our analysis found two reasons for this. First, professionals and residents view risk and relocation differently. Low- and moderate-income residents had varied claims and constraints that influenced the adoption of relocation programmes and highlighted the need for community-driven initiatives. Second, no social infrastructure was implemented with the technical capacity or financial resources to work with communities to develop and implement relocation initiatives. As climate impacts increase, policies facilitating managed retreat will also need to expand. This work provides insights into the evolution of large-scale relocation planning, and a better understanding of the challenges facing states and communities as these efforts are expanded.

Community choices for building resilience and mitigating risks: Retreat versus retrofit

Abstract:Hazard mitigation encompasses a wide range of strategies, including building protective structures, retrofitting existing buildings, regulating land use, and relocating from high-risk areas. Among these, relocation or retreat stands out as markedly different from the other mitigation measures. In this paper, we present a comparative analysis of retreat and retrofit as two distinct mitigation options, using a longitudinal dataset of mitigation projects funded by two federal programs, the Hazard Mitigation Grant Program (HMGP) and Flood Mitigation Assistance (FMA) between 2000 and 2019. We find that most communities receiving federal grants choose either buyouts (a form of retreat) or retrofits, with very few pursuing both. Our analysis explores the factors influencing a community's implementation of general mitigation, retreat or retrofit projects at the zip code level. We show that disaster damage generally increases HMGP-funded mitigation projects, with more severely affected localities performing more buyouts than retrofits. For both programs, we find that localities with less levee protection tend to implement more buyouts, and buyouts are more common in localities with lower housing prices, while more retrofits occur in higher-priced areas. Notably, our results indicate that communities with more Black or Hispanic populations undertake fewer projects under both programs, suggesting a potentially inequitable distribution of mitigation resources across U.S. communities.

Abstract:Abstract In the United States, most floodplain relocation (or buyout) programs focus on moving homeowners, then deal separately with what happens with the land afterward. These programs typically divide processes for relocation planning, engagement, funding, and implementation from those related to post-buyout land management and restoration. The structural and operational conditions that lead to this separation of roles and responsibilities miss out on opportunities to create more synergistic socio-ecological strategies that may produce healthier outcomes for both people and the environment. In other domains, research shows that healthy people and healthy environments can co-create each other through more virtuous cycles. In this perspective essay, we argue that we can better create such virtuous cycles in floodplain relocation programs by integrally considering social and ecological components. Such efforts can encourage more people to decide to relocate, thereby creating more contiguous places to restore. They can also empower more residents to help steward these sites, an action that in turn helps heal and strengthen flood-affected communities. These arguments, while particular to the United States, have resonance for floodplain management and land use planning worldwide.

Abstract:Managed retreat, a key strategy in climate change adaptation for areas with high hazard exposure, raises concerns due to its disruptive nature, vulnerability issues and overall risk in the new location. On-site upgrading or near-site resettlement is seen as more appropriate and effective compared to a relocation far from the former place of living. However, these conclusions often refer to only a very limited set of empirical case studies or do not sufficiently consider different context conditions and phases in resettlement. Against this background, this paper examines the conditions and factors contributing to community resilience of different resettlement projects in Metro Manila. In this urban agglomeration reside an estimated 500 000 informal households, with more than 100 000 occupying high-risk areas. In light of the already realized and anticipated climate change effects, this precarious living situation exposes families, already socio-economically vulnerable, to an increased risk of flooding. The response of the Philippine government to the vexing problem of informal dwellers has been large-scale resettlement from coasts, rivers and creeks to state-owned sites at urban fringes. However, only very few resettlement projects could be realized as in-city projects close to the original living space. The study employs a sequential mixed-method approach, integrating a large-scale quantitative household survey and focus group discussions (FGDs) for a robust comparison of resettlement types. Further, it reveals community-defined enabling factors for managed retreat as climate change adaptation strategy.

Abstract:Global climate change presents both acute and long-term risks to humanity. Managed retreat has emerged in the literature as one method by which to manage some acute and slow-onset events caused by climate change, but it requires substantial additional research and examination. It is now clear that humanity must scrutinize how and where we live and the wisdom of policies that support continued rebuilding and reinvestment after climate-related disasters. Despite its emergence as a potential policy response to risk, the phrase “managed retreat” is documented as a barrier in itself to successful adaptation actions, largely because the term is currently almost exclusively considered to mean physical movement of infrastructure or people out of harm’s way—that is, retreat. There is a need to document and consider case studies where managed retreat is being utilized more broadly and to consider these case studies as a climate governance approach to managing risk. The case studies presented of local policy responses to climate-induced disaster events demonstrate examples of the permanent changes that are already occurring to the existing and historical governance of climate-related risks. These case studies can serve to broaden the climate adaptation discussion and framework beyond “managed retreat” and may lead to more successful implementation of adaptation measures that reduce climate risks. We adopt the term “transformative adaptation measures,” rather than “managed retreat,” and provide case study illustrations of climate governance strategies that communities faced with a changing climate risk profile may consider, rather than focusing on “retreat.”

Abstract:How have property buyouts and disaster recovery assistance programs been implemented in Canadian communities? This paper compares contrasting policies and programs in two Canadian jurisdictions, Pointe Gatineau, Quebec and Constance Bay, Ontario—both of which experienced major flooding from the Ottawa River in 2017 and 2019. The floods highlighted the need for government interventions, including disaster recovery compensation and property buyouts, to support homeowners through the recovery process. This research adopts the Protect, Accommodate, Retreat and Avoid (PARA) framework to characterize and evaluate the different policy responses to the flood events in the two provinces in the broader context of climate change adaptation and disaster risk reduction. Through qualitative research methods, the study assessed the strengths and weakness of the provincial policy responses, explained why different policies were created in Ontario and Quebec (despite sharing a common river and flood risks), described how the policy deployment strategies evolved and examined how the programs prompted homeowners to make the decision to either retreat or rebuild. Both case studies involved reviewing flood timelines and recovery efforts, examining the disaster recovery policies implemented and assessing the application of property buyouts in flooded communities. The case studies were then compared to draw out cross-case insights. The paper concludes with lessons for designing effective property buyout programs. This study is intended to assist policymakers to make informed, evidence-based decisions that can protect communities from inundations risks and build long-term resilience against flood hazards.

Abstract:The study of "managed retreat" as a response to climate change impacts has emerged in recent years as an important field of inquiry that is in need of substantial further research and improved understanding—particularly in the United States (Dundon and Abkowitz, 2021; Plastrik and Cleveland, 2019; Hino, et al., 2017; Dachary-Bernard, et al., 2019). However, the critical participant stakeholders in managed retreat discussions—often city/county planning officials and community members in vulnerable areas—often do not have adequate access to meaningful planning information or other tools to support decision making. With some notable exceptions, important research in this field that could assist communities is often relegated to academic journals that are not often visited by city or county planners faced with the very decisions this research could inform. Although the realities of research careers often require a focus on publication in prestigious academic journals, more attention is now needed to get actionable research knowledge in the hands of the practitioner. The need to develop user-friendly tools that direct research information into the hands of stakeholders most likely to benefit from such work is even more urgent than ever: climate change presents current, continuing, and substantial challenges for humanity in nearly every sector of the economy. Many extreme weather events have already increased (in frequency and/or severity) because of our changing climate, including flooding, heavy precipitation, extreme heat, and other climate-induced events (U.S. EPA, n.d.).

Preparing for sea-level rise through adaptive managed retreat of a New Zealand stormwater and wastewater network

Abstract:Sea-level rise increasingly affects low-lying and exposed coastal communities due to climate change. These communities rely upon the delivery of stormwater and wastewater services which are often co-located underground in coastal areas. Due to sea-level rise and associated compounding climate-related hazards, managing these networks will progressively challenge local governments as climate change advances. Thus, responsible agencies must reconcile maintaining Levels of Service as the impacts of climate change worsen over the coming decades and beyond. A critical question is whether such networks can continue to be adapted/protected over time to retain Levels of Service, or whether eventual retreat may be the only viable adaptation option? If so, at what performance threshold? In this paper, we explore these questions for stormwater and wastewater, using a dynamic adaptive pathway planning (DAPP) approach designed to address thresholds and increasing risk over time. Involving key local stakeholders, we here use DAPP to identify thresholds for stormwater and wastewater services and retreat options, and for developing a comprehensive and area-specific retreat strategy comprising pathway portfolios, retreat phases, potential land use changes, and for exploring pathway conflicts and synergies. The result is a prototype for an area near Wellington, New Zealand, where a managed retreat of water infrastructure is being considered at some future juncture. Dynamic adaptive strategies for managed retreats can help to reduce future disruption from coastal flooding, signal land use changes early, inform maintenance, and allow for gradual budget adjustments by the agencies that can manage expenditure over time. We present this stepwise process in a pathway form that can be communicated spatially and visually, thereby making a retreat a more manageable, sequenced, adaptation option for water agencies, and the communities they serve.

Abstract:Abstract Flood risks are rising across the United States, putting the economic and social values of growing numbers of homes at risk. In response, the federal government is funding the purchase and demolition of housing in areas of greatest jeopardy, tacitly promoting residential resettlement as a strategy of climate adaptation, especially in cities. Despite these developments little is known about where people move when they engage in such resettlement or how answers to that question vary by the racial and economic status of their flood-prone neighborhoods. The present study begins to fill that gap. We introduce a new typology for classifying environmental resettlement along two socio-spatial dimensions of community attachment: (a) distance moved from one’s flood-prone home; and (b) average distance resettled from similarly relocated neighbors. Next, we analyze data from 1,572 homeowners who accepted government-funded buyouts across 39 neighborhood areas in Harris County, Texas – Houston’s urban core. Results indicate that homeowners from more privileged neighborhoods resettle closer to their flood-prone homes and to one another, thus helping to preserve the social and economic value of their homes; homeowners from less privileged areas end up farther away from both. Implications for understanding social inequities in government-funded urban climate adaptation are discussed.

How Flood Experience and Risk Perception Influences Protective Actions and Behaviours among Canadian Homeowners

Abstract:Canada is a country in the midst of a flood management policy transition that is shifting part of the flood damage burden from the state to homeowners. This transition-as well as the large financial losses resulting from flooding-have created a window of opportunity for Canada to implement strategies that increase property owners' capacity to avoid and absorb the financial and physical risks associated with flooding. This work presents foundational research into the extent to which Canadians' flood experience, perceptions of flood risks and socio-demographics shape their intentions and adoption of property level flood protection (PLFP). A bilingual, national survey was deployed in Spring 2016 and was completed by 2300 respondents across all 10 Canadian provinces. The survey was developed using assumptions in existing literature on flood risk behaviours and the determinants of flood risk management in similar jurisdictions. The paper argues that property owners are not willing to accept greater responsibility for flood risk as envisioned by recent policy changes. This finding is consistent with other OECD jurisdictions, where flood risk engagement strategies have been developed that could be replicated in Canada to encourage risk-sharing behaviour.
Understanding the effects of past flood events and perceived and estimated flood risks on individuals' voluntary flood insurance purchase behavior

Abstract:Over the past several decades, the economic damage from flooding in the coastal areas has greatly increased due to rapid coastal development coupled with possible climate change impacts. One effective way to mitigate excessive economic losses from flooding is to purchase flood insurance. Only a minority of coastal residents however have taken this preventive measure. Using original survey data for all coastal counties of the United States Gulf Coast merged with contextual data, this study examines the effects of external influences and perceptions of flood-related risks on individuals' voluntary behaviors to purchase flood insurance. It is found that the estimated flood hazard conveyed through the U.S. Federal Emergency Management Agency's (FEMA's) flood maps, the intensities and consequences of past storms and flooding events, and perceived flood-related risks significantly affect individual's voluntary purchase of flood insurance. This behavior is also influenced by home ownership, trust in local government, education, and income. These findings have several important policy implications. First, FEMA's flood maps have been effective in conveying local flood risks to coastal residents, and correspondingly influencing their decisions to voluntarily seek flood insurance in the U.S. Gulf Coast. Flood maps therefore should be updated frequently to reflect timely and accurate information about flood hazards. Second, policy makers should design strategies to increase homeowners' trust in the local government, to better communicate flood risks with residents, to address the affordability issue for the low-income, and better inform less educated homeowners through various educational programs. Future studies should examine the voluntary flood insurance behavior across countries that are vulnerable to flooding.
Voluntary uptake of flood insurance in post-fire landscapes: Insights from household surveys after two wildfires in northern Arizona

Abstract:Wildfires can rapidly generate post-fire flood risk for downslope communities, complicating recovery and necessitating accelerated cross-boundary responses on both public and private lands. Flood insurance is one of a suite of efforts to minimize the social and financial impacts associated with post-fire flood events, but little is known about who purchases coverage after wildfires or their experiences with that policy. We provide an opportunistic contribution to this research gap by comparing data gathered via three mixed-mode household surveys conducted in areas with modeled flood risk after two wildfires in the greater Flagstaff, Arizona area. Two surveys were administered – one in 2011 and one in 2020 – after the 2010 Schultz Fire, which resulted in significant flooding, providing a longitudinal insight into insurance experiences. A third survey was administered in 2022 following flooding adjacent to the 2019 Museum Fire. Together, these surveys resulted in a total of 1,351 usable responses. We find that several groups are significantly less likely to purchase flood insurance, including residents who moved to their property after the studied fire event and renters. The reported cost of flood insurance among households affected by the Schultz Fire doubled over a 10-year period; those who no longer maintained coverage typically reported that they stopped renewing between 2-5 years after the fire. Second homeowners were more likely to report damages that were not covered by insurance. We provide recommendations for engaging residents in uptake, renewal, and use of flood insurance and conclude that there is an urgent need to better understand decision-making surrounding post-fire flood insurance to support more equitable recovery.

Abstract:Demographics and possession of flood insurance are among the factors influencing flood response and recovery actions adopted by individuals, such as deciding to either move out of their homes or stay. It is essential to consider residents' attitudes to help policies prepare for the social and economic impacts of flooding. In some urban areas situated in floodplains, climate change has caused an increase in the severity of flooding. This research project focused on residents living within riverine floodplain areas delimited by FEMA and their attitudes regarding relocation under flood varied threats. A household survey in the United States was conducted in Corvallis, Oregon, which presented participants with different flood threat scenarios involving varying water depths and frequencies. After selecting predictors by applying a collinearity constraint, logistic regression was used to find significant predictors of individuals' attitudes toward moving out of their homes or staying at home and buying or upgrading flood insurance under varied flood threats. The results showed that some low or unknown-magnitude flood scenarios produced statistically significant models to predict mobility, but high-magnitude flooding did not yield statistically significant models. For example, flood insurance possession was the only significant predictor for staying after flooding in various scenarios. A more robust understanding of these interdependencies should increase the effectiveness of growing awareness of environmental threats and participation in risk-reducing behaviors.

Spatially interactive modeling of land change identifies location-specific adaptations most likely to lower future flood risk

Abstract:Impacts of sea level rise will last for centuries; therefore, flood risk modeling must transition from identifying risky locations to assessing how populations can best cope. We present the first spatially interactive (i.e., what happens at one location affects another) land change model (FUTURES 3.0) that can probabilistically predict urban growth while simulating human migration and other responses to flooding, essentially depicting the geography of impact and response. Accounting for human migration reduced total amounts of projected developed land exposed to flooding by 2050 by 5%-24%, depending on flood hazard zone (50%-0.2% annual probability). We simulated various "what-if" scenarios and found managed retreat to be the only intervention with predicted exposure below baseline conditions. In the business-as-usual scenario, existing and future development must be either protected or abandoned to cope with future flooding. Our open framework can be applied to different regions and advances local to regional-scale efforts to evaluate potential risks and tradeoffs.
Reshaping Louisiana’s Coastal Frontier: Managed Retreat as Colonial Decontextualization

Abstract:This article describes social encounters produced through climate adaptation policy experimentation focused on managed retreat—a framework increasingly used by academics and planning professionals to describe various kinds of planned relocations from areas exposed to environmental hazards. Building on scholarship that examines the political ecology of resettlement and adaptation (Shearer, 2012; Maldonado, 2014; Marino 2015; Whyte et al. 2019), I draw on five years of ethnographic work conducted alongside Isle de Jean Charles Biloxi-Chitimacha-Choctaw Tribal leaders as their longstanding Tribal resettlement planning was transformed by government investment. I found that Louisiana’s Office of Community Development relied on Tribal-led planning to garner federal funds, used those funds to transform the resettlement, and used planning process and documentation to erase the rationales behind and aims of Indigenous-led planning—a process I liken to Dina Gilio-Whitaker (2019)’s notion of decontextualization as a colonial strategy of erasure. I contend that state decontextualization of the resettlement from a struggle for cultural survival to managed retreat policy experimentation reproduced a frontier dynamic whereby colonial and capitalist coastal futures are rested upon the erasure of Indigenous peoples and their lifeways, institutions, and self-determination. Constructions of risk and community and timelines published in planning documentation were particularly important state tools used for decontextualization. Ethnographic accounts of such processes can inform future resistance to eco-colonial schemes within climate adaptation.

Abstract:Changing flood risks threaten the value of billions of dollars worth of coastal real estate as well as the viability of coastal communities. This paper presents an agent-based model to capture some of the main features of the housing market that emerges from interactions between autonomous buyers and sellers. We use this model to investigate the adaptive responses of real estate markets to changing patterns of flooding and alternative flood insurance policies. The model includes interactions among households and government through land use regulations, property tax collection and dissemination of flooding risk information. We use detailed data from a flood-prone coastal community in New Jersey, USA to calibrate our model.
On the horns of a dilemma: Experts as communicators for property‐level flood risk adaptation measures

Abstract:This paper investigates the role of flood risk experts in supporting homeowners to implement property‐level flood risk adaption (PLFRA). Homeowners can reduce their flood risks by implementing PLFRA. However, oftentimes they need advice on what sort of and how to implement PLFRA. This means that tailored experts advice is necessary to inform homeowners on such measures. But experience shows that mere information is often insufficient to motivate homeowners to realise measures. This contribution explores the reasons for the ineffectiveness of expert advice by investigating how expert advice responds to homeowners' rationalities. Based on a case study from Flanders, Belgium, this paper reveals how the relation between experts and homeowners differs related to different rationalities of homeowners. The paper uses Cultural Theory to discuss strategies on how experts, providing advice on property‐level risk adaption, could move beyond engineering skills by also using risk communication skills in order to involve homeowners in flood risk governance.

Abstract:Policy makers worldwide face tough choices over how to prioritize public funding for adaptation to climate change. One particularly difficult choice is whether to opt for policies that promote relocation away from flood risks or infrastructure investments that protect against flooding. Local communities commonly prefer protective infrastructure, but it is less obvious that the general public will support this approach due to the growing costs. We study public opinion on these adaptation approaches using a choice experiment with nationally representative samples in the United States and Germany (n = 2,400 each). We asked participants to prioritize federal funding between two hypothetical, equally sized communities differing in their adaptation strategy, flood frequency, lives and economic assets at risk, economic vitality, geographic distance, and political orientation. In both countries, we find surprisingly strong support for protective infrastructure over relocation policies among the general public, even under conditions where relocation could be an attractive alternative for addressing the growing costs of protective infrastructure and rebuilding efforts.
