Abstract:The great recession brought an increased need for public revenues and generated distributive concerns across many countries. This has led to a new generation of green tax reforms characterized by the use of markedly heterogeneous proposals that, overall, share a more flexible use of tax receipts adapted to the new economic environment. This article explores the possibilities of implementing this new generation of green tax reforms in Spain. It analyzes the impact of such reforms on energy demand, emissions, public revenues and income distribution from taxing various energy-related environmental damages and by considering two alternative uses for the tax receipts: fiscal consolidation and funding the costs of renewable-energy support schemes.

Abstract:Abstract Climate crisis is becoming higher on the agenda of the decision makers of the world. A huge amount of resources have been dedicated to green projects, however far less emphasis has been put on tax policy opportunities. Carbon pricing can increase the burden of CO 2 producers, but this does not appear to be enough. We need a Green Tax Reform which focuses on the Pigouvian approach and can correct the distortions of different climate hurting activities. Through tax policy tools, the price structure should be drastically changed and serious incentives should be provided to change the behaviours of the consumers and producers to achieve green policy goals.

Abstract:Governments usually impose environmental taxes to control pollution. This research theoretically investigates the welfare effect of privatization when a public firm and a private firm buy an abatement technology from a foreign eco-technology innovator in response to an environmental tax levied by the domestic government. Our results show if the environmental tax rate is sufficiently low (high), then privatization can lead to a lower (higher) eco-technology price, and thus privatization is desirable (undesirable) for social welfare. Moreover, while privatization clearly increases profits for both firms, it reduces consumer surplus and environmental tax revenue. Before privatization, higher environmental tax rates do not necessarily reduce total emissions. After privatization, higher environmental tax rates always reduce total emissions. We also find that privatization decreases total industry emissions when the harmfulness of emissions is low. However, when the harmfulness of emissions is high, the relationship between changes in total industry emissions after privatization and the environmental tax rate is not monotonic.

Abstract:The increasing attention to environmental damage and the problem of climate changes have led many studies to concentrate on environmental taxation as an incentive-based instrument of environmental policy. Focusing on the relationship among environmental, labour market policies and institutional sectors, this paper aims to investigate the economic effects of a fiscal reform designed with the intent of reducing the Greenhouse Gas (GHG) emissions, according to Kyoto Protocol. For this purpose, a Computable General Equilibrium (CGE) model is used with imperfection market for labour factor and a green tax on commodity output depending on the level of CO2 emission is introduced. Tax revenues are than completely distributed to the economy in order to reduce the income tax or to cut the regional tax on commodity value added. In this way a revenue-neutral environmental policy is tested and the double dividend and any other effect on national economy are assessed. The application will be done on a Social Accounting Matrix (SAM) for Italy for the 2003 year.

Abstract:ETR implementation in Europe goes back to the early 1990s,but the years since 2001 saw a decline in the momentum of it.However,a combination of increasingly stringent carbon reduction targets and the need for a number of European governments to increase revenues from taxation to cut public deficits has led to a resurgence of interest in carbon/energy taxation and ETR.The main arguments in this article are as follows: ETR is a policy for green growth in Europe and elsewhere,and the ETR should be an essential part of the policy mix that will be required to achieve steep cuts in GHG emissions,though it is surely up to the politicians and policy makers to find a way of addressing the political challenges of ETR in order to realize its benefits on behalf of the EU as a whole.

Abstract:This paper empirically examines how governments actually use environmental taxes, by looking to what extent their resort to this type of taxation is consistent with three alternative interpretations of environmental taxes proposed by the welfare economics theoretical literature: the strict and the broad Pigouvian and the double dividend hypotheses. We also extend our analysis to an alternative vision of politics, the Leviathan model, to verify how governments that are imperfectly accountable use environmental taxes. Each theory leads to alternative testable hypotheses, which we verify on a sample that minimizes the analysts' discretionary evaluations, the EU-28 countries that committed themselves to reducing the greenhouse gas emissions by 2020. The estimates lend support to the strict Pigouvian hypothesis and, to a lesser extent, to a version of the double dividend hypothesis, where personal income taxes are 'recycled' by environmental ones. The other interpretations do not appear consistent with the data.

Abstract:Economists have made a strong case for the relative efficiency of market-based mechanisms for environmental regulation such as cap and trade and “green taxes,” yet the spread of these forms has been limited, and traditional “command and control” regulation still predominates. The authors explain geographical and temporal variation in green tax burdens by considering their domestic and international determinants, modeling international influences using spatial lags. Hypotheses are tested using panel data on Organisation for Economic Co-operation and Development member states from 1995 to 2004. At the domestic level, the authors show that green tax burdens are influenced by the left–right and environmental positions of legislative medians and the power of the energy-producing sector, among other factors. The authors also show that ideas about policy diffuse through international networks generated by trade and environmental intergovernmental organizations, but they do not find compelling evidence for international tax competition.

Abstract:The fight against weather change requires a great reduction in greenhouse gas emissions. Environmental taxes are a potential tool for encouraging businesses and households to adopt more sustainable behaviour. This study explores the impact of environmental tax on the decarbonization of economies. It focuses on OECD countries and analyses changes in CO 2 output in the industry and transport sectors following the introduction of environmental tax. Econometric approach alongside machine learning are used to estimate the causal and heterogeneous influence of environmental tax on CO 2 output. The outcomes of the research indicate that environmental tax have a positive and significant effect on reducing CO 2 output. Moreover, it reveals that the effect is more pronounced in energy-intensive sectors such as manufacturing and transport. The achievements of the study support the idea that ecotax can serve as an efficacious mechanism for encouraging the decarbonization of economies. It also highlights the importance of designing well-calibrated environmental taxes and combining them with other incentive policies. This study provides empirical evidence that ecotax can play an important role in transitioning to a low-carbon economy. This article encourages governments to adopt ambitious environmental taxation policies to encourage the transition to a more carbon-free economy.

Abstract:The subject of the study is the tax policy of the EU countries in relation to the green economy. The aim of the work is to identify ways to combat global warming and environmental pollution through tax policy instruments until 2030. The article establishes the structure of environmental taxes and fees, based on EU regulatory documents in the field of environmental policy. The strategy of the EU environmental policy called the "European Green Course" is considered as one of the directions of ensuring the sustainability of the economies of Western countries, which provides for the formation of a mechanism for taxation of carbon fuel consumers to compensate for climate damage caused by carbon dioxide emissions into the atmosphere. The analysis of the dynamics of the total volume of tax revenues in the EU for the period 2002-2020, including revenues from environmental and energy taxes to reduce greenhouse gas emissions by at least 55% by 2030 and the achievement by European countries of climate neutrality by 2050, i.e. a balance when greenhouse gas emissions, such as carbon dioxide or methane, correspond to their absorption from the atmosphere. The article establishes a connection between the minimum tax rates on fuel and its energy intensity or greenhouse gas emissions. Conclusions are drawn about the trends in the development of the EU green economy, as well as the tools for their implementation.

Abstract:The purpose of the article is to investigate the potential of environmental taxation in the regulation of ecological responsibility and ensuring the pro-environmental behaviour of economic entities. To study the theoretical basis of environmental taxation and environmentally responsible behaviour, a bibliometric analysis of key words in scientific articles published on this topic was conducted. The results of the bibliometric analysis show that aspects of environmentally responsible behaviour are presented in the list of keywords that mediate the study of environmental taxation. Thus, pro-environmental behaviour is defined by the necessity of health risks avoiding, clean energy technology providing, waste generating reducing etc. The impact of environmental taxes on various aspects of environmentally responsible behaviour was modelled on the sample of six European countries (Belgium, France, Austria; Finland and Denmark) for 1994-2019. The results of the calculations show that environmental taxes have limited effectiveness in regulating various aspects of environmental liability. So, the average growth of environmental taxes revenue by 1 USD million provides a decrease in the Eco-Innovation Index by 0.001 point; the slow rise in CO2 emissions (less than 0.000 %) and the growth in tobacco use (about 0.000 %). On the other hand, environmental taxes do not influence the country’s environmental performance, as well as on the total alcohol consumption and renewable electricity consumption and output. Thus, an approach to the establishment of tax benefits for enterprises was proposed, considering the results of changes in the environmentally harmful effects they produce.

Abstract:Global climate change measures are difficult to implement. In this context, local air pollution measures may play an important role in the political agenda since their effects are felt more immediately by citizens. Distributional implications are one of the main barriers for implementing environmental policies. This paper explores the distributional implications of air pollution taxes and compares them to climate change taxes. For the comparison, both tax schemes were set to yield the same revenue. Methodologically, the study uses a top–down approach linking a macro model to a micro model. We find that taxes on local air pollutants are more regressive than those levied on CO2. This is because the goods implicitly taxed have a greater weight in the consumer basket of low-income groups, even if the tax revenues are recycled. Furthermore, the revenue-neutral recycle scheme increases both taxes efficiency, but, at the same time, can increase regressivity.

Abstract:Climate change has made the decarbonization of the different domestic economies a widely accepted and urgent priority. Yet, this is a very challenging task in a largely uncharted territory. In this context, in this paper, we address the issue of energy taxation reform with an environmental focus in Portugal. We do so using a multi-sector and multi-household dynamic computable general equilibrium model of the Portuguese economy. We analyze the environmental, macroeconomic, and distributional effects of different policies replacing current energy taxation with carbon taxation and, then, extend the carbon taxation to the levels necessary to achieve the IPCC 2018 emissions reduction targets. Our analysis indicates a clear path in the quest for decarbonization. First, replace energy taxes with a carbon tax; second, adopt the levels of carbon taxation necessary to achieve the emissions goals; third, use extra tax revenues from the carbon tax to reverse any potential adverse macroeconomic and distributional effects of carbon taxation. In the process, this would be a way around the pervasive problem of perverse fossil fuel subsidies, which would effectively disappear and, as such, would improve the efficiency of the tax system.

Abstract:Within an R&D-driven growth model, this paper studies how an environmental tax and its cost both for firms and consumers affect individuals' incentives for human capital accumulation, income inequality, and the per capita growth rate. The results show that when a low share of the environmental tax on consumption is levied, a tighter environmental tax results in an increase in individuals' human capital accumulation and income inequality between both unskilled and skilled workers and among skilled workers and spurs the per capita growth rate. A numerical simulation for the U.S. economy illustrates the results and shows that the increase in income inequality is very modest compared to the large increase in the per capita output growth rate. Moreover, it can be seen that a no-carbon-pricing green policy with command and control instruments, for example, has a negative effect on both the incentive for human capital accumulation and the per capita growth rate.

Abstract:Tax revenue is one of the essential means through which the government controls the macro-economy and plays a vital role in promoting environmental protection and sustainable development. This study takes Chinese panel data from 2004 to 2020 as sample observations, uses the SBM-GML index method to measure industrial green total factor productivity, and then uses econometric methods such as the two-way fixed effects model and instrumental variable method to analyze the impact of an environmental tax on industrial green transformation. It is found that the generalized environmental tax represented by vehicle and vessel tax, resource tax, and urban land use tax has a significant positive effect on industrial green transformation. After a series of robustness tests and the exclusion of endogeneity, this conclusion remains valid. The research shows that credit governance, the agglomeration of producer service, and their co-agglomeration with manufacturing are important adjustment mechanisms. Among them, credit management is special and compulsory, greatly restricting the environmental pollution behavior of industrial enterprises, and encourages enterprises to make green investments and to actively improve production processes.

Abstract:The promotion of inclusive green growth is one of the most debated topics in international forums and is considered a major concern by all countries in the world. Although the existing literature has examined several determinants of inclusive green growth, the impact of environmental taxation on inclusive green growth is relatively little explored. This study is therefore the first attempt to examine the impact of the environmental tax on inclusive green growth for developing countries from 2000 to 2021. To do this, we apply the system generalised method of moments (GMM) that controls unobserved heterogeneity, heteroskedasticity, simultaneity, reverse causality and endogeneity. The empirical results show that environmental tax promotes inclusive green growth. In addition, our results indicate that the control of corruption, government efficiency, the quality of regulation and the rule of law interact with the environmental tax to promote inclusive green growth. Furthermore, this study reveals interestingly that the environmental tax has a positive impact on the two components of inclusive growth and green growth, but the institutional factors that accentuate the impact of the environmental tax are somewhat nuanced. The results of the study have important policy implications for decision-makers in developing countries in promoting inclusive and environmentally friendly growth.

Abstract:The EU taxonomy on sustainable activities is expected to pave the way for steering capital towards sustainable investments. However, the economic effects are problematic. Promoting "green" capital will lead to income losses due to productivity differences, while greenhouse gas emissions do not change at a given EU emission allowance cap. Worldwide emissions may even increase as carbon intensive production moves outside the EU. While green finance may be used to bind future governments, committing to future climate goals directly is a superior policy since efficiency losses can be avoided.
Spatio-temporal investigation of economic growth and environmental quality nexus in EU countries: New guidelines regarding green goods and eco-tax

Abstract:The issue of environmental degradation has become pertinent and the call for carbon neutrality has intensified in recent years. Achieving this target will require countries to meet the conditions of the sustainable development goals. To do this, the study applied spatiotemporal modelling and the generalized method of moments (GMM) to examine the nexus between economic growth (EG) and the load capacity factor (LCF) through environmental goods (ENG) and environmental tax (ENT) among European Union (EU) nations from 1995 to 2018. The findings demonstrate that spatial dependence leads to a change in EG and LCF that impacts the EG and LCF of the neighbouring countries. The study also found that there is a significant positive and bidirectional relationship between economic growth and load capacity factor. Moreover, the study revealed that a positive effect of ENG, ENT, REN and Human Capital Index (HCI) on EG, with a reducing effect from natural resource rents (NRR). Finally, HCI improves environmental quality, while ENG, ENT, REN and NRR degrade the environment. Our findings justify the need for EU countries and other developed nations to implement policies that will help achieve a green economic transformation.
