Abstract:ETR implementation in Europe goes back to the early 1990s,but the years since 2001 saw a decline in the momentum of it.However,a combination of increasingly stringent carbon reduction targets and the need for a number of European governments to increase revenues from taxation to cut public deficits has led to a resurgence of interest in carbon/energy taxation and ETR.The main arguments in this article are as follows: ETR is a policy for green growth in Europe and elsewhere,and the ETR should be an essential part of the policy mix that will be required to achieve steep cuts in GHG emissions,though it is surely up to the politicians and policy makers to find a way of addressing the political challenges of ETR in order to realize its benefits on behalf of the EU as a whole.

Abstract:The document, Recommendations on China’s 12th National Economic and Social Development Master Plan (the 12Five Year Plan: 12FYP) has been issued on 27 October 2010. It proposes the overall goal and ten strategic tasks during the 12 FYP. Following that the 11th National People’s Congress approved the 12 FYP in March 2011. Generally speaking, the development trend in the 12 FYP is more emphasized on the inclusive growth which is a development modality focused on the equality of opportunity in terms of access to markets, resources, and unbiased regulatory environment for businesses and individuals. This development modality attaches great importance to green growth and sustainable development in terms of energy efficiency and emission reduction, environmental protection and resource conservation. Furthermore, green growth and low carbon economy are two terms that are getting more and more attention from public. Both the government and academy circles have frequently emphasized the application of these two strategies in solving environmental issues and sustaining economic growth in the context of global economic crisis since 2008.
1 A Separate Environmental Tax for China : A Scheme Design and Its Implement

Abstract:Construction of Chinese environmental taxation system could greatly promote establishment of an intensive style economic development mode and a sustainable consumption manner, and could provide policy guarantee for an eco-civilization and environmentally friendly society. China has already had the foundation to reform the current tax system to construct a separate environmental tax (SET) which is parallel to other taxes such as resources tax. Based on rich experiences in OECD countries, the challenges of environmental protection and socioeconomic conditions of China, a SET for China was designed, mainly including the systematic framework, function setting, four tax items, tax bases and rates, pollution charge reform, tax collecting model, potential tax income and influences of SET. Under the SET four tax items and bases are designed as emission tax item, polluting product tax item, ecological conservation tax item and carbon tax item It is expected that the revenue of SET amount to 233 billion RMB yuan and is about 6% of national fiscal income and 1.1% of GDP based on the tax base in 2006. The key affected industries will be that with high energy consumption intensities, such as electricity, material and transportation.

Abstract:In a potentially big step towards achieving its target of sustainable growth by 2020, China's government is developing a green measure of gross domestic product (GDP). We suggest that the country's upcoming audit of its natural-resource assets would provide an ideal opportunity to launch this 'green GDP', which factors the environmental costs of economic growth into the conventional GDP. The government is recognizing that economic growth comes at too high a price. The cost of China's pollution damage roughly quadrupled from 2004–13, and has accounted for up to 3% of annual GDP over the past decade. Each year, there are 350,000 to 500,000 premature deaths from particulates in cities (Z. Chen et al. Lancet 382, 1959–1960; 2013). Indeed, the health cost of air pollution amounts to one-third of total environmental costs. Although China's original green GDP programme of 2006 was shelved within a year, studies on a green GDP index have never stopped. In the push for green development, faster economic growth is no longer the priority. And under China's latest Five-Year Plan (see Nature 531, 425–426; 2016), local governments are now accountable for environmental quality and ecological conservation.

Abstract:Within an R&D-driven growth model, this paper studies how an environmental tax and its cost both for firms and consumers affect individuals' incentives for human capital accumulation, income inequality, and the per capita growth rate. The results show that when a low share of the environmental tax on consumption is levied, a tighter environmental tax results in an increase in individuals' human capital accumulation and income inequality between both unskilled and skilled workers and among skilled workers and spurs the per capita growth rate. A numerical simulation for the U.S. economy illustrates the results and shows that the increase in income inequality is very modest compared to the large increase in the per capita output growth rate. Moreover, it can be seen that a no-carbon-pricing green policy with command and control instruments, for example, has a negative effect on both the incentive for human capital accumulation and the per capita growth rate.

Abstract:Abstract Climate crisis is becoming higher on the agenda of the decision makers of the world. A huge amount of resources have been dedicated to green projects, however far less emphasis has been put on tax policy opportunities. Carbon pricing can increase the burden of CO 2 producers, but this does not appear to be enough. We need a Green Tax Reform which focuses on the Pigouvian approach and can correct the distortions of different climate hurting activities. Through tax policy tools, the price structure should be drastically changed and serious incentives should be provided to change the behaviours of the consumers and producers to achieve green policy goals.

Has environmental protection tax reform promoted green transformation of enterprises? Evidence from China

Abstract:Facing the increasingly stringent constraints of resources and the environment, the green transformation of enterprises is imperative. This study selects A-share listed companies in Shanghai and Shenzhen from 2014 to 2021 as samples, using the difference-in-differences method to examine the impact of the environmental protection tax reform (EPTR) on the green transformation of enterprises. The results indicate that the EPTR can promote the green transformation of enterprises, achieving this through three channels: raising the cost of pollution, strengthening the rigidity of law enforcement, and breaking the collusion between the government and enterprises. Notably, this promotional effect is more significant in non-state-owned enterprises, companies in the eastern and western regions, firms with low financing constraints, and those with high media attention. Further analysis shows that the EPTR has a positive impact on the green total factor productivity (GTFP) of enterprises, which implies that enterprises are not only proactively pushing for a green transformation at the strategic level but also taking practical actions. This study responds to the problem of the greening of tax system to promote the green development of enterprises from two aspects of enterprise strategic implementation and productivity and explores the impact mechanism from the perspective of institutional logic. It enriches the research on the effectiveness of the EPTR at the micro-level and broadens the research perspective on the impact mechanisms of environmental regulation. The findings of this study provide references for further optimising relevant policies and regulations and also offer insights for other countries and regions seeking sustainable development.

Abstract:Environmental regulations can effectively mitigate environmental degradation, yet their impact on energy efficiency remains unclear. This study contributes to the existing literature by examining how the Environmental Protection Tax Law (EPTL) drives energy efficiency and demonstrating its environmental and economic dividends. Empirical evidence from a dataset of 271 Chinese prefecture-level cities from 2011 to 2020 reveals that EPTL significantly enhances energy efficiency by 3.8%, and it has a positive spatial spillover effect. The underlying mechanisms are improvements in environmental governance and economic development. Heterogeneity analysis highlights a particularly prominent positive impact in the eastern and western regions. Our study confirms the effectiveness of EPTL in promoting energy efficiency and supports the double dividend hypothesis, providing policymakers with insights for formulating differentiated policies.

Abstract:AbstractChina is entering a new period characterized by reaching peak and carbon neutralization, and environmental taxes are increasingly crucial for breaking the “carbon curse” of resource-based cities. Accordingly, using the implementation of China’s Environmental Protection Tax Law (EPT Law) as a quasi-natural experiment, this study utilizes the DID model to assess this environmental tax reform’s effect in terms of reducing carbon emissions. The research results are as follows: (1) The environmental tax reform (ETR) reduced the intensity of carbon emissions; it additionally promoted reducing total carbon emissions from resource-based cities. (2) The carbon abatement effect can also be achieved by upgrading industrial structures and improving innovation in the area of green technology. (3) The ETR has impacted carbon abatement in resource-based cities more significantly in China’s eastern region than in the central or western regions. In contrast, it had less effect on resource-based cities in the regenerative stage than on cities in other stages. (4) The spatial spillover effect of the ETR was significantly positive, aggravating the level of carbon emissions in neighboring cities. Thus, the “pollution haven hypothesis” was tested. Overall, this study deepens the knowledge of ETR and carbon emissions and provides theoretical support and policy suggestions for supporting resource-based cities in a green transformation.

Abstract:As one of China's important environmental and economic policies, the environmental protection tax (EPT) is important in promoting economic and social green transformation. In this study, the green total factor productivity (GTFP) of 283 prefecture-level cities in China from 2013 to 2022 was calculated using a Super Slack-Based Model (Super-SBM) and the Malmquist-Luenberger (ML) index, which includes undesirable outputs. Moreover, the implementation effect of environmental tax on promoting urban green transformation is identified through the difference-in-differences (DID) model. This study revealed that (1) an EPT can significantly increase the GTFP of a city and promote its green transformation. (2) Industrial structure optimization and technological innovation are important mechanisms through which EPT drives urban green transformation. (3) The implementation effect of EPT in promoting urban green transformation presents significant policy differences across geographic locations, whether cities are key environmental protection cities or types of resource-based cities. EPT can significantly promote the green transformation of local cities, which in turn can positively affect the green transformation of neighboring cities. Based on this study's conclusions, suggestions are put forward to improve the EPT system to promote urban green transformation.

Abstract:Environmental pollution (EP) and global warming (GW), which emerged with industrialization, have become an increasing global problem in recent years. Greenhouse gases (GHGs) resulting from EP forced countries to introduce carbon tax (CT). This study aims to examine the effect of environmental taxes (ETs), renewable energy consumption (REC), and economic growth (EG) on environmental quality (EQ) in 12 countries with the highest carbon emissions (CEs) over the period 1998-2019. The long-term AMG estimation results showed that ETs and REC reduced EP while EG deteriorates EQ in the countries included in the analysis. Nonetheless, Dumitrescu and Hurlin's (D-H) causality test results indicated that a bilateral causality existed between REC and EG and CEs, whereas a unilateral causality existed from ETs to CEs. Therefore, it is important to implement more effective policies to increase ETs and REC in terms of a sustainable environment in the relevant countries.

Abstract:Implementing green fiscal and tax policies for reducing emissions and pollution without negatively impacting economic growth remains a challenge. We aimed to determine whether environmental protection and economic growth can both be attained under a green fiscal and tax policy. Specifically, we created a dynamic stochastic general equilibrium (DSGE) model to explore the environmental, economic, and welfare impacts of green fiscal and tax policies. Additionally, a welfare analysis based on an environmental DSGE (E-DSGE) model was performed. We found that (1) raising the environmental or energy tax rate was beneficial for reducing emissions and environmental pollution. However, this approach inhibited economic growth, an outcome not conducive to improving welfare. (2) Increasing the subsidy rate for emission reduction not only incentivized businesses to reduce emissions but also improved economic growth and welfare. (3) The emission reduction mechanisms of environmental tax policies, energy tax policies, and subsidy policies are different. Among them, the environmental tax policy and the energy tax policy both reduce pollution by forcing businesses to increase their emission reduction efforts, but the former is a tax on pollution emissions, while the latter is a tax on energy consumption. However, emission reduction subsidy policies incentivize companies to increase their emission reduction efforts and reduce pollution emissions by alleviating their financial burden. (4) Increasing government spending on environmental remediation could promote economic growth. However, considering that this does not motivate companies to reduce emissions, increasing their share will lead to a reduction in emission reduction subsidies, ultimately negatively impacting social welfare. (5) An environmental tax would cause greater losses in welfare than an energy tax. These findings will enable policymakers to optimize expenditures and tax systems.

Abstract:The environmental protection tax (EPT) reform is a major strategic measure to further implement green development and is the most important environmental economic policy in China. Using data from 3339 companies listed on the A-shares in China's Shanghai and Shenzhen from 2006 to 2021, this paper evaluates the policy impact of the EPT on corporate carbon emissions and its internal mechanism from the perspective of green innovation by the DID method. The results show that EPT reform effectively promotes corporate carbon emission reduction, and the conclusion remains valid after robustness tests such as the DDD and DML method. The EPT reform mainly promotes carbon emission reduction in companies with high executive compensation levels and high environmental information disclosure, and mature companies. Furthermore, the EPT reform promotes enterprises to reduce carbon emissions by forcing them to adopt strategic and endpoint green innovation, and this "forcing" effect is mainly reflected in internal incentives and external pressure.

Abstract:The issue of environmental degradation has become pertinent and the call for carbon neutrality has intensified in recent years. Achieving this target will require countries to meet the conditions of the sustainable development goals. To do this, the study applied spatiotemporal modelling and the generalized method of moments (GMM) to examine the nexus between economic growth (EG) and the load capacity factor (LCF) through environmental goods (ENG) and environmental tax (ENT) among European Union (EU) nations from 1995 to 2018. The findings demonstrate that spatial dependence leads to a change in EG and LCF that impacts the EG and LCF of the neighbouring countries. The study also found that there is a significant positive and bidirectional relationship between economic growth and load capacity factor. Moreover, the study revealed that a positive effect of ENG, ENT, REN and Human Capital Index (HCI) on EG, with a reducing effect from natural resource rents (NRR). Finally, HCI improves environmental quality, while ENG, ENT, REN and NRR degrade the environment. Our findings justify the need for EU countries and other developed nations to implement policies that will help achieve a green economic transformation.

Abstract:A comprehensive evaluation of the impact of green taxes on enterprises contributes to expediting the economic transition towards environmental sustainability. This study explores the effect of environmental protection tax (EPT) on corporate diversification by leveraging the quasi-natural experiment of EPT law implementation in China. Empirical evidence reveals that, compared to non-heavily polluting enterprises, EPT increases the level of diversification of heavily polluting enterprises by affecting corporate profitability, debt capacity, and risk. Moreover, this facilitative influence is notably pronounced among non-state-owned enterprises (non-SOEs) and enterprises operating within intensely competitive environments. Further analysis shows that diversification helps heavily polluting enterprises shift to green. This transition has benefits for companies in terms of environmental penalties and operational flexibility, which improves firm viability. From the perspective of corporate diversification, this research enhances our understanding of the influence of green taxes, thus providing empirical evidence for evaluating the effectiveness of EPT.
