Abstract:<span>The digital platform has deeply changed the electoral campaigns, producing a consequent evolution of political consulting. Social networks have become the mainstream media so that the digital strategist and the big data analysts have achieved a special place in the "war room," next to the campaign director and the pollster. In 2012, Obama's election has marked the entrance in the "Fast Politics": resulting, on one hand, in 24 hours news, a large amount of auto-generated contents produced by the voters through digital media, fragmentation, instantaneous transmission of messages and, on the other hand, a reduction of the attention threshold. Once again, similarly to the past, the evolution of the media (2.0) ends up changing the nature of election campaigns and political consulting request. What happens in Europe? The objective is to carry out a comparative analysis on the professionalization of candidates' electoral staff. We wanted to verify if the American model has been imported in Europe with special focus on the techniques and the style of election campaigns management. In particular, within a comparative approach among the European states, the study analyzed the usage of political consulting and the degree of "digitalization" during last general elections: an ancillary practice or, on the contrary, a new tool for consensus? The comparative analysis among European states exploited the data provided by Comparative Candidates Survey (CCS 2013) and constructed synthetic indexes on the professionalization and digitization campaigns, conducting a quantitative and qualitative analysis.</span>

Fostering Democratic Participation at Community Colleges: Understanding the Relationship Between Voting and Student, Institutional, and Environmental Factors

Abstract:Objective: The purpose of this study is to understand the relationship between organizational characteristics, state political climate, and student civic engagement at community colleges, operationalized in this article as student voting. Method: Utilizing a unique cross-sectional dataset compiled by the Institute for Democracy & Higher Education for the 2012 and 2016 presidential elections that merges student voting data, enrollment records from the National Student Clearinghouse, and institutional data from the Integrated Postsecondary Education Data System, we employed multi-level binary logistic regression to account for individual and organizational influences. Results: The relationship between voting and student characteristics aligns with national voting trends, in that students who are female, older, and White had higher odds of voting. However, there was one notable exception in 2012 where Black students had higher odds of voting than their White peers. We also found that students enrolled full-time and those enrolled at colleges in electoral battleground states were more likely to vote in 2012 and 2016. Weak or mixed relationships emerged between voting and environmental factors such as campaign spending, ballot initiatives, get-out-the-vote programs, restrictive voter laws, and compositional diversity of the student body. Conclusion: This study provides insight for community college leaders on potential ways to engage students in an effort to promote voter turnout in a presidential election year on their campuses. Specifically, we posit that institutions could highlight the salience of public policy issues for students, lobby for less restrictive voting laws, and implement evaluation programs of their civic engagement initiatives.
A Study on the Election Factors of an ACM Fellow Based on the Co-Authorship Relations

Abstract:Prior research on successful groups of scientists has predominantly focused on recipients of top international awards, while investigations into the Association for Computing Machinery (ACM) Fellow award - an esteemed academic honor in the field of Computing Machinery - have been relatively scarce. This article seeks to address this gap by examining the relationship between the success of ACM Fellows and their co-authorship characteristics with previous Fellows. Using a sample of ACM Advanced Member Grades from 2015 to 2020 in four sub-domains, relevant indicators were selected to measure the cooperative relationship between candidates and previous Fellows. The relationship between successful elected ACM Fellows and their co-authorship with previous Fellows was analyzed using correlation analysis and binary logistic regression methods. The results indicate that a cooperative relationship with previous Fellows is indeed beneficial for the candidate's selection as a potential ACM Fellow. Several significant factors impact the probability of becoming a Fellow, including (a) the contribution ratio of previous Fellows to Fellow candidates, (b) the number of cooperative previous Fellows towards the Fellow candidate, (c) the degree of cooperation with previous Fellows, and (d) the propensity to cooperate with "growing together type" Fellows. Additionally, the impact of the nature of the collaboration on the campaign varies across different sub-fields. The findings not only suggest a potential closing on the Fellowship circle, but also serve as a safeguard against biases and opportunistic tendencies that may undermine the recognition of deserving Fellows.
Swapping Insults, Neglecting Policy: How U.S. Presidential Candidates Communicate About Mental Health

Abstract:Candidates for high office in the United States play an important role in determining the political agenda and shaping public and mass media understanding of which issues should receive attention. Critics contend politicians rarely address mental health, despite the importance of the federal government in ensuring Americans access to quality care. Two studies sought to understand how candidates for the presidency communicated about mental health using formal (mental, depress, anxiety) and informal (crazy, insane) terminology in social media posts and debates. Two coders examined 1,807 tweets from 41 politicians who competed in the 2016 and 2020 races, plus transcripts from 47 debates during the primaries and General Elections. Politicians often stigmatized mental illness, using mental health-related slang to insult opponents. They afforded less attention to policy and calls for action. The authors offer recommendations for mental health professionals and advocates to encourage politicians to address mental health policy while avoiding stigmatizing language.
Strategic Vote Timing in Online Elections With Public Tallies

Abstract:We study the effect of public tallies on online elections, in a setting where voting is costly and voters are allowed to strategically time their votes. The strategic importance of choosing \emph{when} to vote arises when votes are public, such as in online event scheduling polls (e.g., Doodle), or in blockchain governance mechanisms. In particular, there is a tension between voting early to influence future votes and waiting to observe interim results and avoid voting costs if the outcome has already been decided.

Abstract:The 2024 U.S. election will shape the future of global health policy, with crucial implications for continuing U.S. leadership in global health. The United States has long played a critical role in global health governance, through multilateral institutions under the United Nations (UN) and bilateral assistance to advance U.S. priorities. However, political shifts have challenged U.S. engagement in global health, with the politicization of global health policy threatening global governance under the World Health Organization (WHO) and dividing global health support across political parties. This political polarization in global health proved catastrophic in the COVID-19 pandemic response and influential in the 2020 Presidential Elections. With the United States again seeking to advance global health policy, the 2024 Elections present a clear contrast in global health visions across U.S. political parties - with sweeping impacts on global governance, health funding, sexual and reproductive health, corporate regulations, tax equity, humanitarian challenges, and climate change. The future of U.S. leadership in global health hangs in the balance of this election, raising an imperative for candidates to highlight their global health positions and for voters to consider the global health implications.

Abstract:The vote itself forms the foundation of our political discourse, and how we vote may be the single most important decision in a representative democracy. In the pursuit of more fair and representative elections, we explore common electoral pathologies like vote-splitting, Favorite Betrayal, and the center-squeeze Spoiler Effect, and discuss criteria and methodology for evaluating voting method quality. We introduce STAR Voting for consideration in place of Plurality and Instant Runoff Voting for governmental elections, and compare it to other leading voting method proposals. To evaluate voting method accuracy and strategy resilience, we present the metrics Voter Satisfaction Efficiency (VSE) and Pivotal Voter Strategic Incentive (PVSI). We find that compared to Plurality Voting, all methods tested substantially reduce the need for voters to consider candidate electability but that STAR Voting, Smith/Minimax, the Condorcet method included, and Approval Top Two go further to ensure an equally weighted vote. We conclude that STAR Voting in particular offers a viable, competitive, and compelling proposal for more representative elections.

Generative AI Voting: Fair Collective Choice is Resilient to LLM Biases and Inconsistencies

Abstract:Scaling up deliberative and voting participation is a longstanding endeavor -- a cornerstone for direct democracy and legitimate collective choice. Recent breakthroughs in generative artificial intelligence (AI) and large language models (LLMs) unravel new capabilities for AI personal assistants to overcome cognitive bandwidth limitations of humans, providing decision support or even direct representation of human voters at large scale. However, the quality of this representation and what underlying biases manifest when delegating collective decision-making to LLMs is an alarming and timely challenge to tackle. By rigorously emulating with high realism more than >50K LLM voting personas in 81 real-world voting elections, we disentangle the nature of different biases in LLMS (GPT 3, GPT 3.5, and Llama2). Complex preferential ballot formats exhibit significant inconsistencies compared to simpler majoritarian elections that show higher consistency. Strikingly though, by demonstrating for the first time in real-world a proportional representation of voters in direct democracy, we are also able to show that fair ballot aggregation methods, such as equal shares, prove to be a win-win: fairer voting outcomes for humans with fairer AI representation. This novel underlying relationship proves paramount for democratic resilience in progressives scenarios with low voters turnout and voter fatigue supported by AI representatives: abstained voters are mitigated by recovering highly representative voting outcomes that are fairer. These interdisciplinary insights provide remarkable foundations for science, policymakers, and citizens to develop safeguards and resilience for AI risks in democratic innovations.

A Mathematical Analysis of the 2022 Alaska Special Election for US House

Abstract:The August 2022 Alaska Special Election for US House contained many interesting features from the perspective of social choice theory. This election used instant runoff voting (often referred to as ranked choice voting) to elect a winner, and many of the weaknesses of this voting method were on display in this election. For example, the Condorcet winner is different from the instant runoff winner, and the election demonstrated a monotonicity paradox. The election also demonstrated a no show paradox; as far as we are aware, this election represents the first document American ranked choice election to demonstrate this paradox.

Abstract:The recent wave of attention to partisan gerrymandering has come with a push to refine or replace the laws that govern political redistricting around the country. A common element in several states' reform efforts has been the inclusion of competitiveness metrics , or scores that evaluate a districting plan based on the extent to which district-level outcomes are in play or are likely to be closely contested. In this article, we examine several classes of competitiveness metrics motivated by recent reform proposals and then evaluate their potential outcomes across large ensembles of districting plans at the Congressional and state Senate levels. This is part of a growing literature using MCMC techniques from applied statistics to situate plans and criteria in the context of valid redistricting alternatives. Our empirical analysis focuses on five states—Utah, Georgia, Wisconsin, Virginia, and Massachusetts—chosen to represent a range of partisan attributes. We highlight situation-specific difficulties in creating good competitiveness metrics and show that optimizing competitiveness can produce unintended consequences on other partisan metrics. These results demonstrate the importance of (1) avoiding writing detailed metric constraints into long-lasting constitutional reform and (2) carrying out careful mathematical modeling on real geo-electoral data in each redistricting cycle.

Abstract:A Democratic candidate for governor of Pennsylvania trounces an opponent who played a central role in attempts to overturn the state's 2020 presidential election results. All the election deniers running for secretary of state in key battleground states are sent packing. The Republicans wrest control of the House, but, reversing the near-universal tendency for the president's party to lose more than 25 House Seats and 4 Senate seats, the Democrats lose just a handful of seats in the House and pick up a seat in the Senate. Abortion plays an outsized role in the election, contributing to the unexpected victory of many Congressional candidates.
LLM Voting: Human Choices and AI Collective Decision Making

Abstract:This paper investigates the voting behaviors of Large Language Models (LLMs), specifically GPT-4 and LLaMA-2, their biases, and how they align with human voting patterns. Our methodology involved using a dataset from a human voting experiment to establish a baseline for human preferences and conducting a corresponding experiment with LLM agents. We observed that the choice of voting methods and the presentation order influenced LLM voting outcomes. We found that varying the persona can reduce some of these biases and enhance alignment with human choices. While the Chain-of-Thought approach did not improve prediction accuracy, it has potential for AI explainability in the voting process. We also identified a trade-off between preference diversity and alignment accuracy in LLMs, influenced by different temperature settings. Our findings indicate that LLMs may lead to less diverse collective outcomes and biased assumptions when used in voting scenarios, emphasizing the need for cautious integration of LLMs into democratic processes.

The Complexity of Manipulating $k$-Approval Elections

Abstract:An important problem in computational social choice theory is the complexity of undesirable behavior among agents, such as control, manipulation, and bribery in election systems. These kinds of voting strategies are often tempting at the individual level but disastrous for the agents as a whole. Creating election systems where the determination of such strategies is difficult is thus an important goal. An interesting set of elections is that of scoring protocols. Previous work in this area has demonstrated the complexity of misuse in cases involving a fixed number of candidates, and of specific election systems on unbounded number of candidates such as Borda. In contrast, we take the first step in generalizing the results of computational complexity of election misuse to cases of infinitely many scoring protocols on an unbounded number of candidates. Interesting families of systems include $k$-approval and $k$-veto elections, in which voters distinguish $k$ candidates from the candidate set. Our main result is to partition the problems of these families based on their complexity. We do so by showing they are polynomial-time computable, NP-hard, or polynomial-time equivalent to another problem of interest. We also demonstrate a surprising connection between manipulation in election systems and some graph theory problems.

Abstract:Welcome to the proceedings of the 43rd ACM Technical Symposium on Computer Science Education, or SIGCSE 2012, where you will find the archival record of over one hundred papers as well as multiple other session formats that document the latest in computer science education: research, tool building, teaching, curriculum and philosophy. Reflecting our location in North Carolina's renowned Research Triangle, this year's conference features the three themes of "Teaching, Learning, and Collaborating" throughout the sessions. Teaching, learning, and collaborating occur inside and outside of the classroom, and among various combinations of students, academics, industry professionals, and others. We are pleased to announce the winners of the two annual SIGCSE awards. Professor Harold (Hal) Abelson of Massachusetts Institute of Technology will receive the SIGCSE award for Outstanding Contribution to Computer Science Education, and will provide Friday's keynote address. Jane Prey of Microsoft Research will accept the SIGCSE Award for Lifetime Service to the Computer Science Education Community and speak at our First Timer's Lunch. In addition, we've invited speakers to deliver two more keynote presentations. Frederick P. Robust Electoral Competition: Rethinking Electoral Systems to Encourage Representative Outcomes

Abstract:American democracy is struggling. Political polarization has exacerbated division within the electorate, while gerrymandering and hyper-polarization mean only a handful of elections are truly competitive. Voters feel increasingly disenchanted with the major parties and starved for choice. Hungry for solutions, states have turned to a particular form of Ranked Choice Voting called Instant Runoff Voting, now adopted in two states and on the ballot on more this fall. Its promise of greater choice holds intuitive appeal to those interested in improving American democratic institutions.This article sounds the alarm that the rush to reform by adopting Instant Runoff Voting may prove misguided. Well-intentioned advocates have backed a system that treats symptoms, not the root causes of democratic disfunction. We reframe the discussion in terms of robust electoral competition, evaluating voting systems on their incentive structures shaping the political positioning of candidates’ platforms and the extent to which those platforms are responsive to the will of the voters. On those metrics, we argue, the form of Ranked Choice Voting spreading across the country comes up short in much the same ways that our current plurality system fails.We provide a two-part corrective. On a theoretical level, we offer a framework that ties the representativeness of an electoral system to the degree to which it promotes political competition. We show how alternative voting systems can create stronger competitive pressures resulting in more representative election outcomes. On a practical level, we show an alternative Ranked Choice system called Condorcet voting could restore lost incentives within existing constraints. Unlike our current plurality system or Instant Runoff Voting, Condorcet voting ensures that a candidate preferred by a majority over others must win, thereby creating strong competitive pressures resulting in more representative outcomes. We map a feasible path toward revived democratic responsiveness.

Campaigning in an unprecedented election: issue competition in the French 2017 presidential election

Abstract:The 2017 French presidential elections featured an eventful campaign, produced astonishing results, and presented important signs of party system change. This paper analyses the main lines of divide of the demand and the supply side of electoral competition. It analyses the structure of citizens' preferences, as well as the candidates' strategic issue opportunities, relying on issue yield theory. To that end, it combines data from an original individual-level survey with information about the candidates' Twitter messages. It is found that the traditional model of two-dimensional political space, characterised by an economic (left–right) and socio-cultural (integration–demarcation) dimension is largely challenged. On the supply-side, the analysis offers additional evidence for the central role played by the integration–demarcation divide, while showing that the traditional left–right conflict has not fully disappeared.

Abstract:Abstract The 2024 Taiwanese Presidential Election is not just a critical geopolitical event, it also engages with themes of alternative candidacy, foreign policy, and affective polarization. At one point, a four-candidate race had emerged in a traditionally bipartisan election, with alternative candidates disrupting the dichotomy of Chinese vs. Taiwanese identity. Leveraging 911,510 posts and 101,600,047 engagements on social media, we analyze user discourse and engagement. First, we find traditional candidates derive more engagement on foreign policy and geopolitical issues, alternative candidates on domestic issues. Additionally, virality is generated by affective reasons, although in-group references generate more engagement than out-group references. Lastly, a puzzle is revealed where alternative candidates draw more homogeneous attention from national identity groups. Results suggest alternative candidacy can be generated by both positive and negative comparisons rooted in national identity.
