Abstract:The inappropriate fundraising by some charities has undoubtedly shaken public confidence (Dillion, and Fanning, 2011). Research on youth charity accountability is one of the most pervasive and critical themes inside third sector research. This study will contribute additional knowledge to the third sector using the Social Exchange Theory (SET) and Weber’s theory of formal and substantive rationality. This theory would be best suited in clarifying resident attitudes toward accountability in the charity sector, due to its economic factor and non-economic (social) factor influencing rationality. The aim is to access the process of social exchange regarding building youth charity accountability. This study sought to expand the literature on resident attitudes toward youth charity accountability by addressing four specific gaps. An additional theory which bolsters and reinforce SET as a clarification of why youth charity accountability may support or resist sustainable charity development (Markovsky, and Cook, 1989). The lack of empirical measures of youth charity accountability within the context of sustainable charity. Several studies led in this area have approached the concept theoretically (Deans, and Ware, 1986). Utilising Churchill's (1979) proposals for scale advancement, this study will be based on the firm theoretical establishment by creating and approving an empirical measure of accountability on partnership, innovation and policy. The incorporation of multidimensional and multi-item measures of accountability that existed to support youth charity. Research has yet to be used as an antecedent within a resident attitude model (McDonnell, 2017; Servalli, 2013; Fowles, 1993) that developed and validated a multidimensional and multi-item scale to address this gap. There is limited research on accountability in charity (Yang, Northcott, and Sinclair, 2018). This has been recognised by several scholars (Dunn, 2012; Paul, 1991; Valentinov, 2011; Dhanani, and Connolly, 2012) calling for in-depth research across the third sector rather than solely looking at the private sector. The researcher will use a mixed-method approach in stages. Stage 1: Archival research and six case study in the form of exploratory interviews, then three validating interview sharing findings. Stage 2: six Pilot tests to asked how they would interpret the questions and six pre-tests of the survey to test the result from the pilot test in England and Scotland. Stage 3: 500 Quantitative survey using five Likert scales. Using conceptual constructs of policy accountability, innovation accountability, partnership accountability; and developing them into a reliable and valid measurement scales. These scales will be tried in a Confirmatory Factor Analysis and Structural Equation Model analysis to test all dimensions to see the relationships with charity accountability positive and negative impacts. Social exchange theory (SET) is one of the most influential conceptual paradigms in organisational behaviour. Despite its usefulness, theoretical ambiguities within SET remain. This study will be clarifying about why charity accountability may support or resist sustainable development. It will help to improve performance, accountability and enhance youth Charity by creating and approving an empirical measure of accountability on policy, partnership and innovation. It will also create an understanding of non-economic (social) factor influencing benefit and cost relationship.
