Fiscal Accountability and Performance Evaluation Reform in Dutch Central Government Agencies

Abstract:In this paper we will try to assess the responsibility for results actually embedded in the accrual accounting system applied to the agencies within the Dutch central government. Empirical investigations which set out to study improvements in efficiency accomplished by the introduction of this accounting system in the agencies have been inconclusive. The heterogeneity of the agencies may explain that accrual accounting has been beneficial in some cases but not in others. Uniformity in the application of the accounting system imposed on all the agencies may, for some of them, prevent the realization of efficiency improvements, while in other agencies supplementary controls may adapt the accounting system to the intended accountability requirements. From an analysis of responsibility accounting in the agencies (the assessment of their financial performance) we hope to learn some unequivocal lessons from the Dutch agency accounting reform.
