Abstract:Since the end of World War II, the US military has continuously deployed troops to South Korea. The alliance works as an asymmetrical alliance, where the US is a patron and South Korea is a protégé. While it is argued that this deployment has significant political, economic, and military effects on South Korea and the region, few studies have examined how the presence of US forces there enhances US military and economic power as well as national security interests. In this paper, we examine the costs and benefits of the US–South Korea alliance, specifically focusing on US troop deployment on the Korean Peninsula. In particular, we argue that the US military alliance with South Korea has significant benefits to both partners, but particularly for the sake of US national security interests. In this sense, the protégé state provides significant benefits to the patron state. We discuss the strategic importance of South Korea in US foreign policy in the region and emphasize the benefits of the US–South Korea alliance at the various levels.

Abstract:The May 2003 summit between the presidents of South Korea and the United States was a clear diplomatic success, but the two governments remain on somewhat different wavelengths, especially over North Korea. And beneath the leadership, public attitudes have been shifting. That is especially so among younger South Koreans for whom the war with the North is distant history and North Korea itself, while near, is not perceived as a menacing threat. The bilateral alliance remains crucial but for different reasons than during the Cold War, and it will have to be reshaped if it is to remain a cornerstone of security in Asia. The militaries of the two countries also have been moving in different directions. The United States has announced the intention of repositioning its forces in Korea southward, moving bases out of the demilitarized zone (DMZ) and Seoul, and out of range of North Korean artillery and missiles. The rebalancing of the Korean military is only just beginning, as it remains dominated by static ground forces designed to meet a massive North Korean artillery and ground attack. In the longer term, the task is to rebalance the strategic and operational connections between the United States and South Korea. That means establishing, at the strategic and operational level, a set of shared objectives for dealing with Northeast Asian security that might have a cautionary impact on North Korea; and budgeting and programming for the beginning of a real transformation of the ROK military.

Abstract:The article presents a study of the South Korea-United States Free Trade Agreement (KORUS FTA) and is divided into two parts. In the first part, the author briefly addresses the background of the agreement and explores in detail the current state of the KORUS FTA after its modification in 2018. The author examines key modifications made in the agreement and their influence on the Republic of Korea (ROK), the United States, and the ROK-US alliance. The first part also analyzes why President Trump, instead of delaying the KORUS issue, pushed its revision in 2017, when the situation on the Korean Peninsula was quite explosive, and the motives of the Trump administration in resuming Section 232 investigation, particularly into imports of semiconductors. In the second part, the author addresses future prospects of the agreement in general and briefly analyzes its impact on the ROK-US alliance. The author does not attempt to evaluate the quality of the alliance by measuring the state of the KORUS FTA. Nevertheless, while the trade agreement does not reflect all the strengths or weaknesses of the alliance, it is one of the criteria of the alliance development. Statistical data is employed throughout the article to illustrate the trade imbalance between South Korea and the US, import and export volume, and opinion survey results. In conclusion, the author sums up the results obtained and highlights the importance of the KORUS FTA for the ROK-US alliance. The relevance of the article lies in the fact that the work is based primarily on foreign sources and literature, which allows expanding the knowledge base of domestic Korean studies. This article is also a part of a more comprehensive study in this area and can serve as a supplementary modern literature for Russian researchers who major in Korean studies and deal with issues related to the South Korea-US relations. The methodological basis of the study consists of the principle of historicism and approaches such as structural-functional and systematic. The article employs general scientific, general historical and political science research methods. Among the general scientific methods, the author used methods of analysis and synthesis; time comparison method and complex method. Among the general historical methods, the historical-comparative method and the historical-genetic method are applied for demonstrating the causal relationship between political events, and the historical-systematic method for singling out a certain period in the historical process in which the problem is investigated. Finally, among the political science methods, content analysis and event analysis are employed for a better assessment of political events.

Abstract:How can the United States and South Korea best co-operate to address new security challenges? Can the US-ROK alliance serve to advance South Korea's interests and at the same time help the US to more effectively pursue its own global and regional security objectives? In the context of these questions, the authors explore the possibilities for enhanced co-operation in both traditional and non-traditional spheres. The chapters, all organised around a common set of questions, address issues ranging from counter-terrorism, military affairs, and nuclear non-proliferation, to the environment, pandemics, and biological threats, to peace building, development assistance, and humanitarian aid. In each chapter, the authors consider the capacities and potential for co-operation on both sides, assess the corresponding challenges, and propose new forms of collaboration.

The United States-Republic of Korea Military Alliance: Impacts on US-ROK Relations and South Korean Political Development, 1960-69

Abstract:The overall objective of this project is to investigate the US-ROK military alliance’s influence on the political development of South Korea and the course of bilateral relations during the 1960s. This decade is of special interest due to its turbulent nature. The forceful changes of Korean governments in 1960 and 1961 ushered in a period of deep political uncertainty. Despite the ease of the May 16th, 1961 coup led by Major General Park Chung Hee, his military government experienced multiple shocks early on that threatened its existence. It was not until 1965 that Park could rule with relative confidence, which also initiated a honeymoon period of US-ROK relations under the Lyndon B. Johnson administration. The US, even before the military coup, sought to reevaluate its policy towards the ROK under the newly elected John F. Kennedy administration. The new administration pushed for increased self-reliance of its allies, which for the ROK, translated into potential cuts in military and economic assistance. Following the coup, both the Kennedy and Johnson administrations also contended with the rising nationalistic tendencies of the military regime. It was in this confluence of new leaders, new priorities, and new threats that the US and the ROK relied on the military alliance as the bedrock of stability.

Abstract:The advancement and promoting by the United States of its concept of Free and Open Indo-Pacific (FOIP) has shaped many of political discussions in Asian countries in recent years. The Republic of Korea is no exception. From this perspective, the article reviews the basic aspects of the evolution of South Korea’s foreign policy course as well as new priorities in that area which have been forged with the advent of President Moon Jae-in administration. The paper shows that the complex fluctuations of the South Korea’s external policy have been defined by the need to maintain the focus on the United States, on one side, and desire to nurture strategic partnership with China, on the other side. However, finding the right balance in that political equation has been significantly complicated due to the growing confrontation between the two global powers. Special attention is given to the role and place of South Korea in the U. S. Free and Open Indo-Pacific Strategy. The article examines the main directions, some of the outcomes and the prospects of cooperation between Washington and Seoul aimed at harmonizing their regional strategies in view of the factors facilitating those interactions as well as those hampering them. President Trump highlighted that the United States – the Republic of Korea alliance remains a linchpin for security, stability and prosperity in the Indo-Pacific. However, the dialogue between the two partners has not revealed the willingness of South Korea to collaborate with the United States on that theme beyond a narrow framework of purely economic coordination. Particularly, South Korea has consistently rejected the attempts of its ally to involve the country into the activities of Quad for fear of a possible adverse effect for the Korea–China relationships. All of those questions are examined in the article in linkage with a number of bilateral problems prevailing in the ROK–USA alliance which have complicated the collaboration between the two countries on regional issues in recent times.

Abstract:Framing history/social studies textbooks as a social construction designed to create a public memory of a national history and history of the Other, we investigated how U.S. history is represented in South Korea's social studies textbooks and what images and ideas of the United States are encouraged for South Korean students to take. To answer this question, we conducted a content analysis of the presentation of U.S. history in middle school social studies textbooks used in South Korean schools. Our findings show that (1) South Korea's textbook accounts of U.S. history predominantly portray the United States as a world leader in democracy and peace building; (2) the textbook accounts of U.S. history generally miss the events and figures that have historical significance for U.S. domestic contexts; and (3) the history of controversial U.S.–Korea relations as well as learning opportunities for historical thinking are also missing in the textbook accounts.

However, such a pro-American inclination is highly likely to create many diplomatic challenges caused by heightened tensions on the Korean peninsula and in its relations with China in the years to come. South Korea, as a middle power, should play a more proactive role in world affairs commensurate with its economic and cultural prowess in cooperation with like-minded countries in the Indo-Pacific region.

Abstract:South Korea has traditionally maintained close ties with the United States, especially for external security, while more recently it has become closer to China, mainly for economic reasons. In this article we examine whether growing economic ties between South Korea and China promote their cooperation and common policy preferences and simultaneously weaken Korea–US relations. We examine the voting congruence of South Korea and China in the United Nations General Assembly between 1991 and 2012 and find no clear evidence that economic integration promotes congruence. Rather, South Korea's policy preferences are usually determined by independent consideration of issues.

Abstract:South Korea's strategic thought toward the United States has been evolving from a blood alliance during the Cold War era, to a transitional alliance during the post-Cold War era, and to a strategic alliance after September 11. Despite some trials and errors, South Korea has successfully adjusted itself to new strategic challenges by transforming and reinventing its alliance with the United States. As part of a soft-balancing strategy, this endeavor has been conducted in parallel with South Korea's improved relations with other major powers than the United States and its support for multilateral security cooperation so that the United States may not impose its own strategic preferences on South Korea. In these attempts, we can discover strategic elements that are realist (utilizing the U.S. as a strategic balancer between China and Japan), liberal (going beyond the military alliance), and constructivist (joining the regional community-building).

Abstract:The recent announcement that the US will resume talks with North Korea represents another chapter in the roller-coaster ride of the first two years of the Bush administration. After a bumpy initial summit with President Kim Dae-jung, the completion of the US policy review last June brought a sigh of relief, in part because the summit had drastically lowered expectations that the new administration would even continue a policy of engaging Pyongyang. The outcome was certainly not as bad as some experts expected but pointed to a difficult road ahead. While the administration professed to be willing to meet anywhere, anytime, the president's Axis of Evil speech in January once again heightened fears about America's intentions. So did the administration's refusal to certify that the North Koreans were complying with the 1994 US-DPRK Agreed Framework. But now with the agreement to resume talks, US-North Korean relations may be entering a new phase. Whether these talks show a bottoming out of the relationship or a “dead cat bounce” remains unclear. The resumption of these talks at the same time as the two Koreas seem posed to resume contacts makes for a complicated situation. While the recent visit of President Bush to Seoul did much to ease the troubled bilateral relationship, the potential for problems remains, both during the remainder of President Kim Dae-jung's term in office and beyond, as the two allies once again try to reengage Pyongyang. That potential will be acute if North Korea seeks rapid progress in its relationship with Seoul, but the chances of that seem minimal.

Abstract:This study investigates public perceptions of South Korea in Europe empirically through a survey. Using expert assessments in 19 countries, the results show that Europeans perceive the economic and technological development of South Korea positively, but opinions are more mixed regarding its standing in politics, culture, and education. Furthermore, we find evidence of undervaluation, as South Korea is often regarded as a developing country without well-functioning institutions despite its actual position as a high-income, democratic country. Nonetheless, our study highlights areas of South Korea's recent development that are viewed positively – such as information technology, the Korean Wave, and successful Covid-19 management. Additionally, our results disentangle regional differences inside Europe: more positive public perceptions in Eastern Europe and English-speaking countries, mixed in Southern and Latin Europe, and negative in Central and Northern Europe. Our findings underscore the importance of communicating with foreign publics as part of public diplomacy.

Abstract:This article outlines the general framework of bilateral relations between China and the United States, and identifies their central strategic interests that are embodied in their respective policies toward the Korea Peninsula. Based on this elaboration, the authors further explore the divergences and convergences of the Chinese and American security strategies and foreign policies on issues related to Korea, with a focus on the effects of North Korea's latest nuclear test in February 2013 on their respective interests and attitudes. In conclusion, the authors offer some practical approaches that might be jointly implemented by China and the United States in their handling of Korea-related issues. The authors argue that, despite the complexities of China-U.S. bilateral relations and some potential sources of hostility between them, China and the United States can still manage to establish a mechanism to stabilize the Korea Peninsula through joint efforts.

Abstract:To balance the rise of China and maintain its dominant position in the Asia–Pacific region, the United States has consistently urged its allies to bear a more significant share of strategic costs and alliance obligations. This has put substantial pressure on its ally, South Korea, and has become a central issue in South Korea’s alliance strategy. From the perspective of alliance management, this paper studies the evolution of South Korea’s strategy in response to US pressure and the factors that have led to these changes. The study found that the alliance management strategy of South Korea has shifted from seeking autonomy to reinforcing its alliance with the US. There are several key factors influencing this situation, including South Korea’s concerns about possible decoupling from the United States, South Koreans’ growing unfavourable view of China, and the impasse in South Korea’s policy towards North Korea. As a result of this adjustment, the positioning of the US–ROK alliance has been clarified, and cooperation has been further reinforced.

Abstract:<p>Exogenous shocks such as pandemics have a profound influence on how citizens think about their country. We explore how the successful handling of COVID-19 shaped South Korean citizens' perception of their country. Empirically, we compare data from surveys conducted in August 2019 and April 2020. Using regression on matched samples, we find a significant increase in general national pride. More importantly, we find an increase in positive assessments of their country in domains directly related to the COVID-19 response (civic awareness and international leadership) but not in domains less directly related to the pandemic. We also find that while Koreans take pride in their collective response to the crisis, their disenchantment with the political class has grown. The implication is that citizens offer a remarkably nuanced understanding of how the COVID-19 response reflected the strengths of the Korean society, as opposed to the Korean political system.</p>

Abstract:China is challenging the hegemony of the United States through its economic power, creating the so-called New Cold War. The consequent conflict between the US and China can cause selective coercion in South Korea. South Korea is highly dependent on the United States militarily and on China economically. In a conflict, if Korea is asked for selective support, there will be a dilemma in policymaking. Accordingly, I studied the geopolitical dilemma in South Korea resulting from the US–China competition and six security issues . I was able to identify six conflict factors related to Korean security: the North Korean nuclear problem, the role of US forces in South Korea, friction due to protectionism, the battle for the semiconductor market, the formation of the Pacific Coast Council, and the discharge of contaminated water from nuclear power plants in Japan. I examined the flexible survival strategies that Korea could choose for each security issue. I expected policy utility by dividing it into military, economic, and diplomatic fields.

Abstract:South Korea has so far maintained a “double hedging” strategy—that is, the United States for security, China for economy—in managing its relations with the United States and China. Both Washington and Beijing are recently increasing their pressures on Seoul to join their side, respectively. South Korea needs to re-evaluate its current strategy and adopt a more practical strategy based upon rational calculation of national interests rather than upon political leaders’ ideological beliefs or domestic political considerations.
