Abstract:Since 2001, the United Nations has designated 20 June as World Refugee Day. It seeks to raise awareness of refugees—currently estimated to be more than 114 million persons internally displaced, exiled, or on the move—and the often-harsh conditions they confront around the world. Among them are scientists, giving the scientific community a special responsibility to protect and support these colleagues. It is not just scientists and their families whose lives are disrupted, but science as an enterprise as well.

Abstract:Conflicts and natural disasters affect entire populations of the countries involved and, in addition to the thousands of lives destroyed, have a substantial negative impact on the scientific advances these countries provide. The unprovoked invasion of Ukraine by Russia, the devastating earthquake in Turkey and Syria, and the ongoing conflicts in the Middle East are just a few examples. Millions of people have been killed or displaced, their futures uncertain. These events have resulted in extensive infrastructure collapse, with loss of electricity, transportation, and access to services. Schools, universities, and research centers have been destroyed along with decades' worth of data, samples, and findings. Scholars in disaster areas face short- and long-term problems in terms of what they can accomplish now for obtaining grants and for employment in the long run. In our interconnected world, conflicts and disasters are no longer a local problem but have wide-ranging impacts on the entire world, both now and in the future. Here, we focus on the current and ongoing impact of war on the scientific community within Ukraine and from this draw lessons that can be applied to all affected countries where scientists at risk are facing hardship. We present and classify examples of effective and feasible mechanisms used to support researchers in countries facing hardship and discuss how these can be implemented with help from the international scientific community and what more is desperately needed. Reaching out, providing accessible training opportunities, and developing collaborations should increase inclusion and connectivity, support scientific advancements within affected communities, and expedite postwar and disaster recovery.

Abstract:A conference held at the European Humanities University (Vilnius, Lithuania) in late September 2023 brought together scholars and practitioners from countries directly implicated by Russia's full-scale invasion of Ukraine. The conference's rationale was to re-examine the social structures and content of knowledge production and dissemination in countries that used to be categorized as "the post-Soviet region" at a time when the former metropole weaponizes the humanities for justifying the war and re-colonizing newly occupied territories. With reference to the agenda formulated by such decolonial scholars as Ngũgĩ wa Thiong'o, Madina Tlostanova, and Walter Mignolo – to "decolonize the mind" and to delink from hegemonic narratives and structures of power-knowledge imposed from the imperial centre – the participants discussed possibilities for future cooperation in a de-centred, horizontal manner, and they attempted to outline new epistemologies that derive from re-discovering themselves and communicating their emergent identities outwards. Standing as a decolonizing gesture itself, the conference created a multilingual space where participants communicated in their mother tongues to express perspectives embedded in their local experiences. The conference was co-sponsored by the Ukrainian Catholic University (Lviv) and Charles University (Prague) with the financial support of the Carnegie Corporation of New York, administered by the American Council of Learned Societies. Une conférence organisée à l'Université européenne des sciences humaines (Vilnius, Lituanie) à la fin du mois de septembre 2023 a rassemblé des universitaires et des praticiens de pays concernés par l'invasion à grande échelle de l'Ukraine par la Russie. L'objectif de la conférence était de réexaminer les conditions de production et de diffusion des connaissances dans les pays dits « post-soviétiques » à un moment où l'ancienne métropole utilise les sciences humaines comme arme pour justifier la guerre et recoloniser les territoires nouvellement occupés. En s'inspirant des propositions des chercheurs tels que Ngũgĩ wa Thiong'o, Madina Tlostanova et Walter Mignolo pour « décoloniser l'esprit » et se détacher des structures de pouvoir et de connaissance imposées par le centre impérial, les participants ont discuté des possibilités de coopération décentrée et horizontale, et ils ont esquissé de nouvelles épistémologies qui dérivent de l'expression de leurs identités émergentes. La conférence a créé un espace où les participants ont communiqué dans leur langue maternelle afin d'exprimer des points de vue ancrés dans leurs expériences locales. La conférence était coparrainée par l'Université catholique ukrainienne (Lviv) et l'Université Charles (Prague) avec le soutien financier de la Carnegie Corporation de New York, administrée par l'American Council of Learned Societies.

Abstract:The twenty-first century has brought an upsurge in intellectual exile due to protracted crises: important migrant flows from Afghanistan, Syria, Ukraine and Venezuela, to name a few, include professionals with huge integration challenges due to collective trauma, language and recertification barriers. Based on original research with intellectual exiles in Canada, underemployment provokes emotional and physical damage that can be avoided through a more encompassing approach to the Responsibility to Protect (R2P). I propose a model to redefine R2P in terms of hospitality and protection of people displaced by crises, including recognising their past credentials. Our model contributes to previous literature on skilled migration, bridging the fields of conflict resolution and the ethnography of forced displacement. I propose that credential recognition should be an integral part of R2P.

Abstract:Previous research has conceptualized and investigated internationalization of higher education in relatively stable and peaceful environments. Studies on internationalization in the context of war are largely absent. Using interviews and survey responses from Ukrainian professors and administrators affected by the Russian invasion of 2014–2022, this paper re-examines the premises of internationalization, and outlines key dilemmas facing universities in times of existential crisis. The study reveals that the transformative powers of crisis-driven internationalization redefine ontological and axiological foundations of universities. University stakeholders readjust their responsibilities to reduce human vulnerability, while international solidarity helps them mitigate fragility in the war-affected academia.

Abstract:The Russian invasion of Ukraine has caused large scale destruction, significant loss of life, and the displacement of millions of people. Besides those fleeing direct conflict in Ukraine, many individuals in Russia are also thought to have moved to third countries. In particular the exodus of skilled human capital, sometimes called brain drain, out of Russia may have a significant effect on the course of the war and the Russian economy in the long run. Yet quantifying brain drain, especially during crisis situations is generally difficult. This hinders our ability to understand its drivers and to anticipate its consequences. To address this gap, I draw on and extend a large scale dataset of the locations of highly active software developers collected in February 2021, one year before the invasion. Revisiting those developers that had been located in Russia in 2021, I confirm an ongoing exodus of developers from Russia in snapshots taken in June and November 2022. By November 11.1% of Russian developers list a new country, compared with 2.8% of developers from comparable countries in the region but not directly involved in the conflict. 13.2% of Russian developers have obscured their location (vs. 2.4% in the comparison set). Developers leaving Russia were significantly more active and central in the collaboration network than those who remain. This suggests that many of the most important developers have already left Russia. In some receiving countries the number of arrivals is significant: I estimate an increase in the number of local software developers of 42% in Armenia, 60% in Cyprus and 94% in Georgia.

Problems and Perspectives in Management

Abstract:This study aims to generalize and systematize the experience of Kherson State University (Ukraine) in times of war under temporary russian occupation of Kherson city and the university displacement. All these factors have designed new practices of management and strategic development. The key issues of stability and resistance to the challenges of war of the university’s community are rethinking the university strategy and the solidarity of national and international academic institutions, local city and state government, civil society, and businesses. The study shows that the primary mechanism of university functioning in occupation and displacement is total digitization of all processes and enhanced social communication of the university community (e.g., transition from partial to total digital document turnover and active use of social media and internet communications in the strategy of crisis communication and university’s community support). Speed-up of digital transformations and distance educational technologies of teaching in synchronous and asynchronous formats (in conditions of unstable internet connection and energy supply) ensured the high quality of the educational process.The personal values of university students and staff (resistance to the invaders (occupants), rejection of collaboration, and volunteer activities) and results of the enrolment campaign in 2022 (1037 entrants) demonstrate the benefits of perennial university activities in the context of national identity development. These also highlight perspectives of the university to form the human capital of Kherson region in general and intellectual elite in particular. Abstract:In just two months following the Russian invasion of Ukraine, over 4.9 million people fled their country in what has become the fastest exodus globally since World War II (UNHCR, 2022a ). In numbers alone, this refugee crisis dwarfs the almost 2.5 million refugees, mainly from Syria, Iraq and Afghanistan, who entered Europe in 2015–2016 during the so-called 'European refugee crisis' (Eurostat, 2017 ). Those fleeing the devastation of their homeland join the world's estimated 84 million forcibly displaced people (UNHCR, 2022b ) who leave behind everything to face an 'unknowable future' (Dryden-Peterson, 2017 ). Lives which just a few months earlier had seemed so ordinary and predictable are now held in suspension for an unknown length of time as refugees face the uncertainty of a future which could include an eventual return to their home country or a life in exile in one or more countries. Much of their decision-making will be guided by where they have friends or families, the linguistic, cultural and financial resources they can draw upon and the warmth of the welcome provided by the strangers on whom they now depend.

Abstract:This study focuses on understanding the intentions and perspectives of the youth in Ukraine regarding their return to their native cities post-de-occupation. In the context of sustainable regional development, the research aims to grasp the complexities of the youth's mindset, which is crucial for effective policy-making and strategic planning in the post-occupation period. The study utilized a mixed-methods approach, combining quantitative surveys and qualitative focus group discussions. The quantitative phase involved a survey, targeting youth aged 14–35 and its district, to gather data on their willingness to return to de-occupied territories, trust in local institutions, and views on reconstruction efforts. This was followed by qualitative research through structured focus groups, segmented into participants with varying attitudes towards returning. The study highlights the importance of stability, economic growth, and the rebuilding of trust from the youth's viewpoint. It emphasizes the critical role of young people as key stakeholders in the reconstruction and planning processes.

Abstract:Reverse migration has mitigated the brain drain for many Asian countries. But can developing countries actually bring back their best overseas talent? How can this studymeasure the quality of that talent? And, if the best are not returning, why not? Is the 'institutional culture' within the scientific and academic institutions the cause? The authors address these questions by comparing full-time and part-time returnees in three national programs, using each scholar's h-Index, the impact factor of the journals in which they publish, and the annual number of publications by each researcher. The findings show that, circa 2012–13, the strongest researchers returned only part-time. Second, returnees to the Chinese Academy of Sciences were weaker than returnees under national programs at universities. And third, universities whose presidents reformed the institutional culture at the school attracted better overseas talent than other universities. The findings, then, show that resistance to institutional change can undermine a state's effort to promote its research and development while domestic reform can promote that endeavour.
