Abstract:From a global perspective,although the protection of freedom of expression will still be a problem in many countries,the new challenge of freedom of expression in the age of Internet is that people with ability and freedom to communicate freely tend to communicate only with people they agree with.This kind of ineffective communication leads to not only some negative consequences as "debates and communication cannot help people get close to the truth," but also to some serious negative ramifications as political division and social contradiction.In 2004,Ronald Dworkin delivered his concern in his writings on political division in American democracy.He also put forward his theoretical solution —"return to the common background." However,Dworkin's solution is more like an ideal one lack of practical strategy and workable operation.This article proposes a principle of "New Public Forum" and expects to solve the problem on a systematic,strategic and operational level.The principle of traditional public forum considers its main goal as solving the dilemma between the valuable role of mass media and the right of individuals to express freely and effectively.Today we have to deal with another dilemma because whereas the internet improves people's capability of sending and receiving information and expressing their opinions,the effectiveness of communication itself is still being threatened.Cyberkans,a phenomenon of worldwide network Balkanization,is the linchpin in this dilemma.Cyberkans results from complex factors such as political and legal policies,business strategies of Internet product manufacturers and a more crucial one that ordinary people as consumers tend to choose the internet product to help them filter for favorable information and opinions.In the Internet era,people not only rely on information filtration,but also prefer and actively choose filtering tools.They are fond of "personalized" products,which inevitably lead to information "cocoon" and "Daily Me." That is why people with different values,different preferences and different interests are easily separated and divided into different groups.Furthermore,opinions and beliefs in divided groups tend to become extreme in the process of "Group Polarization," which intensifies social contradictions and affects social stability because of the lack of effective debate and communication.Malfunction of the marketplace of opinions,group polarization and tagging tendency all manifest certain kind of ineffective communication resulting from Cyberkans. There are at least two solutions for these problems.The first one is to remove all separation institutes and integrate all information into one platform.This proposal fundamentally denies the network users' choices and overthrows market mechanism in the Network Economy,that's why it can only be applied to some web sites of government and other public service departments.The second solution is to establish a new kind of "Public Forum" for effective communication meanwhile keeping commodity market of internet working by itself.This new Public Forum Doctrine includes the test of extensity,compatibility and,the most important,efficiency.Extensity Test requires the forum to reach as many opinion groups as possible.Compatibility Test requires the forum to contain as many different opinions as possible.Efficiency Test requires political debaters to follow certain kind of regulations to make sure debates are reasonable and yield reasonable results.Considering the actual situation in China,the traditional mainstream media has the responsibility and capability to become the platform of the new public forum.

Abstract:The cybersphere constitutes a global disagreement space where the contested, ongoing ties that link states and the internet come into being. In this paper, a critique of sovereignty and political economy is offered to evaluate contemporary controversies concerning authority, independence, regulation, and access to communications as matters of relationality, materiality, and disagreement. We review China's promotion of cyber sovereignty as a complicating episode that reflects the development stresses of the sphere. China wishes to establish guardrails for the practices of multipolar global digital capitalism; yet, it has ushered in a variety of internet-related global issues, including in security, privacy, material well-being, developmental justice, and planetary futures. These complex aims invite and expand the dialectical spaces animating the cybersphere.

Abstract:Although ICT have created hope for a shared pluralistic world, democratic principles are far from being respected in the public digital environment, and require a detailed knowledge of the laws by which they are governed. Von Foerster's conjecture is one of the early theoretical results that could help to understand these laws. Although neglected since a long time, the advent of the overlying layer of recommendation and ranking mechanisms which is progressively occupying the Web has given empirical evidences of this conjecture, which predicts the consequences of increasing inter-individual influences on social dynamics and the susceptibility of these latter to manipulation. With both von Foerster's conjecture and the Snowden revelations in the background, we analyse the impact of ICT on human societies and their governance, in view of the fact that they have a massive impact on the way in which people influence each other in their tastes and actions.

Abstract:As envisioned in a recent future-casting workshop, warfare will continue to be transformed by advances in information technologies. In fact, information itself will become the decisive domain of warfare. Four developments will significantly change the nature of the battle. The first of these will be a proliferation of intelligent systems; the second, augmented humans; the third, the decisive battle for the information domain; and the fourth, the introduction of new, networked approaches to command and control. Each of these new capabilities possesses the same critical vulnerability - attacks on the information, communications and computers that will enable human-robot teams to make sense of the battlefield and act decisively. Hence, the largely unseen battle for information, communications and computer security will determine the extent to which adversaries will be able to function and succeed on the battlefield of 2050.

Abstract:Between 70% and 97% of all cyber breaches can be attributed directly or indirectly to human errors (Ponemon Institute 2018) [1]. In this opinion piece, we explore the archeology of cyber-security embedded in 20th century legacy belief and its artifacts. During the “formative period” of the computer in the last quarter of the 20th century, computers became generally available to a few societies that existed at the time. Archaic documents, such as early advertisements and bills of sale, confirm the spread of these early tools from places of work to domestic spaces. From histories we know that such computers were primarily standalone devices. If connected, modem-mediated access to the early Internet was conducted through telephone lines, which provided a mechanism for sending emails to immediate kin, friends or workgroup members.

Abstract:In an ever more connected world, awareness has grown towards the hazards and vulnerabilities that the networking on sensitive digitized information pose for all parties involved. This vulnerability rests in a number of factors, both human and technical.From an ethical perspective, this means people seeking to maximise their own gain, and accomplish their goals through exploiting information existing in cyber space at the expense of other individuals and parties. One matter that is yet to be fully explored is the eventuality of not only financial information and other sensitive material being globally connected on the information highways, but also the people themselves as physical beings. Humans are natural born cyborgs who have integrated technology into their being throughout history. Issues of cyber security are extended to cybernetic security, which not only has severe ethical implications for how we, policy makers, academics, scientists, designers etc., define ethics in relation to humanity and human rights, but also the security and safety of merged organic and artificial systems and ecosystems.

Abstract:It is widely believed that cyberspace is offense dominant because of technical characteristics that undermine deterrence and defense. This argument mistakes the ease of deception on the Internet for a categorical ease of attack. As intelligence agencies have long known, deception is a double-edged sword. Covert attackers must exercise restraint against complex targets in order to avoid compromises resulting in mission failure or retaliation. More importantly, defenders can also employ deceptive concealment and ruses to confuse or ensnare aggressors. Indeed, deception can reinvigorate traditional strategies of deterrence and defense against cyber threats, as computer security practitioners have already discovered. The strategy of deception has other important implications: as deterrence became foundational in the nuclear era, deception should rise in prominence in a world that increasingly depends on technology to mediate interaction.

Abstract:The printing press, steam engine, Winchester repeating rifle, automobile, and cable television are all technological advancements which commentators claimed would revolutionize society and dramatically alter the direction of civilization. The most recent technological development which has received similar adulation is known by a variety of labels including ‘Cyberspace,’ ‘the Information Superhighway, or simply ‘the Net.’ Increasingly, one hears that this latest innovation, heralded as the ‘Great Equalizer,’ will be the remedy for the world's social ills; especially those associated with the need for universal access to information and educational opportunities. However, like its predecessors, information technology is neither magic dust nor some kinetic elixir. Information technology is merely a tool, like so many others, that can be used at society's pleasure, in any number of ways, with no assurance that the outcome will be positive. In the 1990s, we are yet again confronted with what United States President Dwight D. Eisenhower referred to as ‘the recurring temptation’ to assume that ‘some spectacular and costly action will become the miraculous solution to all current social and economic difficulties.’

Abstract:Research in cybersecurity may seem reactive, specific, ephemeral, and indeed ineffective. Despite decades of innovation in defense, even the most critical software systems turn out to be vulnerable to attacks. Time and again. Offense and defense forever on repeat. Even provable security, meant to provide an indubitable guarantee of security, does not stop attackers from finding security flaws. As we reflect on our achievements, we are left wondering: Can security be solved once and for all? In this paper, we take a philosophical perspective and develop the first theory of cybersecurity that explains what precisely and *fundamentally* prevents us from making reliable statements about the security of a software system. We substantiate each argument by demonstrating how the corresponding challenge is routinely exploited to attack a system despite credible assurances about the absence of security flaws. To make meaningful progress in the presence of these challenges, we introduce a philosophy of cybersecurity.

Abstract:Technology is increasingly shaping our social structures and is becoming a driving force in altering human biology. Besides, human activities already proved to have a significant impact on the Earth system which in turn generates complex feedback loops between social and ecological systems. Furthermore, since our species evolved relatively fast from small groups of hunter-gatherers to large and technology-intensive urban agglomerations, it is not a surprise that the major institutions of human society are no longer fit to cope with the present complexity. In this note we draw foundational parallelisms between neurophysiological systems and ICT-enabled social systems, discussing how frameworks rooted in biology and physics could provide heuristic value in the design of evolutionary systems relevant to politics and economics. In this regard we highlight how the governance of emerging technology (i.e. nanotechnology, biotechnology, information technology, and cognitive science), and the one of climate change both presently confront us with a number of connected challenges. In particular: historically high level of inequality; the co-existence of growing multipolar cultural systems in an unprecedentedly connected world; the unlikely reaching of the institutional agreements required to deviate abnormal trajectories of development. We argue that wise general solutions to such interrelated issues should embed the deep understanding of how to elicit mutual incentives in the socio-economic subsystems of Earth system in order to jointly concur to a global utility function (e.g. avoiding the reach of planetary boundaries and widespread social unrest). We leave some open questions on how techno-social systems can effectively learn and adapt with respect to our understanding of geopolitical complexity.

Other Worlds: Using AI to Revisit Cybersyn and Rethink Economic Futures

Abstract:Neoliberalism has become orthodoxy in the present, erasing competing paradigms and alternative imaginings. Chile's radical Cybersyn project from 1971 to 1973 offers a departure point for an alternative path, albeit one that was abruptly and violently extinguished. We revisit this moment by fine-tuning AI language models on the words and writing of Salvador Allende, the Chilean President, and Stafford Beer, the cyberneticist who helped to design the project. We conduct interviews with these simulated personas, focusing on how their revolutionary ideas might be taken up in the present. We then use an AI model to generate five-year-plans from 1973 to the present, simulating an alternate history guided by Cybersyn and a progressive agenda. We frame these interventions as socialist infrastructuring that cultivates a more expansive socialist imagining. This work is not about the viability of planned economies, but about the 'inspirability' of exploring other value-systems in the present, allowing us to break out of our future-on-rails to envision alternative ways of organizing economy and society.

Abstract:Turnkey technology has emerged as a game-changing tool in cyber warfare, offering state and non-state actors unprecedented access to advanced cyber capabilities. The advantages of turnkey technology include rapid deployment and adaptability, lower costs and resource requirements, the democratization of cyber warfare capabilities, and enhanced offensive and defensive strategies. However, turnkey technology also introduces significant risks, such as the proliferation of cyber weapons, ethical considerations, potential collateral damage, escalation of conflicts, and legal ramifications. This paper provides a unique perspective on the implications of turnkey technology in cyber warfare, highlighting its advantages, risks, and challenges, as well as the potential strategies for mitigating these concerns. The research's novelty lies in examining real-world examples and proposing a multifaceted approach to address the challenges associated with turnkey technology in cyber warfare. This approach focuses on developing effective cybersecurity measures, establishing international norms and regulations, promoting responsible use and development of turnkey technology, and enhancing global cooperation on cyber warfare issues. By adopting this accountable and balanced approach, governments, organizations, and the international community can work together to create a more secure and stable digital environment, leveraging the benefits of turnkey technology while minimizing the associated risks and challenges.

Abstract:Democracy is in retreat around the globe. Many commentators have blamed the Internet for this development, whereas others have celebrated the Internet as a tool for liberation, with each opinion being buttressed by supporting evidence. We try to resolve this paradox by reviewing some of the pressure points that arise between human cognition and the online information architecture, and their fallout for the well-being of democracy. We focus on the role of the attention economy, which has monetised dwell time on platforms, and the role of algorithms that satisfy users' presumed preferences. We further note the inherent asymmetry in power between platforms and users that arises from these pressure points, and we conclude by sketching out the principles of a new Internet with democratic credentials.
Outer Space Cyberattacks: Generating Novel Scenarios to Avoid Surprise

Abstract:Though general awareness around it may be low, space cyberattacks are an increasingly urgent problem given the vital role that space systems play in the modern world. Open-source or public discussions about it typically revolve around only a couple generic scenarios, namely satellite hacking and signals jamming or spoofing. But there are so many more possibilities. The report offers a scenario-prompt generator -- a taxonomy of sorts, called the ICARUS matrix -- that can create more than 4 million unique scenario-prompts. We will offer a starting set of 42 scenarios, briefly describing each one, to begin priming the imagination-pump so that many more researchers can bring their diverse expertise and perspectives to bear on the problem. A failure to imagine novel scenarios is a major risk in being taken by surprise and severely harmed by threat actors who are constantly devising new ways, inventive and resourceful ways, to breach the digital systems that control our wired world. To stay vigilant, defenders likewise need to be imaginative to keep up in this adversarial dance between hunter and prey in cybersecurity. More than offering novel scenarios, we will also explore the drivers of the space cybersecurity problem, which include at least seven factors we have identified. For instance, the shared threat of space debris would seem to push rational states and actors to avoid kinetic conflicts in orbit, which weighs in favor of cyberoperations as the dominant form of space conflicts. Outer space is the next frontier for cybersecurity. To guard against space cyberattacks, we need to understand and anticipate them, and imagination is at the very heart of both cybersecurity and frontiers.

Abstract:Cybernetics saturates the humanities. Norbert Wiener’s movement gave vocabulary and hardware to developments all across the early digital era, and still does so today to those who seek to interpret it. Even while the Macy Conferences were still taking place in the early 1950s, talk of feedback and information and pattern had spread to popular culture – and to Europe. The new science created a shared language and culture for surpassing political and intellectual ideas that could be relegated to a pre-computing tradition, and it refracted or channelled currents developing in fields from manufacturing to human physiology. It produced conceptions of the political world, as well as new forms of historical consciousness. It offered frameworks for structuralist thought, but also for policies regarding manufacturing and technology, international relations, and governmental decision-making. But the rising sense of the breadth, importance, and even shock of cybernetics long remained understudied, even as its intellectual assemblages continued to, well, relay. In devices and the so-called ‘digital humanities’, a refracted legacy of cybernetics is also visible. From mainframes to category-frameworks, cybernetics is everywhere in our material and intellectual worlds, even as the name and its meaning have faded. To the extent that cybernetics permeates the human sciences and our culture at large, it remains opaque – an only partially visible legacy often deemed too complex to form a simple object of historical narrative. This special issue on cybernetics in the human sciences outlines the history and stakes of cybernetics, as well as the possibilities of returning to it today.
