Abstract:Given a nonempty set of voters and a nonempty set of candidates, we provide a characterization of preference domains over which the plurality rule is Condorcet consistent; these are preference domains over which it is possible to design a social choice function that always chooses a plurality winner and also respects the Condorcet criterion. We take into account the possibility that some voters abstain and that some candidates withdraw freely from the competition, just as in real elections. In the general case with at least five potential voters and at least three potential candidates, we show that being defined on a quasi-cyclic permutation domain is a necessary and sufficient condition for the plurality rule to be Condorcet consistent. As points of discussion, we also investigate on the probability that a Condorcet winner exists in an admissible profile over a cyclic permutation domain as well as the existence of an ideal preference domain on which all scoring rules are Condorcet consistent. On this latter issue, it turns out that only essentially top-trivial domains are left.

Abstract:We show that, for any lexicographic preference profile, the sets of Borda and Condorcet winners coincide. Moreover, the sets of Borda and Condorcet losers also coincide. However the binary relations induced by the Borda Count and the majority pairwise comparisons are not the same.

Condorcet-Consistent Choice Among Three Candidates

Abstract:A voting rule is a Condorcet extension if it returns a candidate that beats every other candidate in pairwise majority comparisons whenever one exists. Condorcet extensions have faced criticism due to their susceptibility to variable-electorate paradoxes, especially the reinforcement paradox (Young and Levenglick, 1978) and the no-show paradox (Moulin, 1988). In this paper, we investigate the susceptibility of Condorcet extensions to these paradoxes for the case of exactly three candidates. For the reinforcement paradox, we establish that it must occur for every Condorcet extension when there are at least eight voters and demonstrate that certain refinements of maximin, a voting rule originally proposed by Condorcet (1785), are immune to this paradox when there are at most seven voters. For the no-show paradox, we prove that the only homogeneous Condorcet extensions immune to it are refinements of maximin. We also provide axiomatic characterizations of maximin and two of its refinements, Nanson's rule and leximin, highlighting their suitability for three-candidate elections.

Semi-Random Impossibilities of Condorcet Criterion

Abstract:The Condorcet criterion (CC) is a classical and well-accepted criterion for voting. Unfortunately, it is incompatible with many other desiderata including participation (Par), half-way monotonicity (HM), Maskin monotonicity (MM), and strategy-proofness (SP). Such incompatibilities are often known as impossibility theorems, and are proved by worst-case analysis. Previous work has investigated the likelihood for these impossibilities to occur under certain models, which are often criticized of being unrealistic. We strengthen previous work by proving the first set of semi-random impossibilities for voting rules to satisfy CC and the more general, group versions of the four desiderata: for any sufficiently large number of voters $n$, any size of the group $1\le B\le \sqrt n$, any voting rule $r$, and under a large class of {\em semi-random} models that include Impartial Culture, the likelihood for $r$ to satisfy CC and Par, CC and HM, CC and MM, or CC and SP is $1-\Omega(\frac{B}{\sqrt n})$. This matches existing lower bounds for CC and Par ($B=1$) and CC and SP ($B\le \sqrt n$), showing that many commonly-studied voting rules are already asymptotically optimal in such cases.

Condorcet's Jury Theorem with Abstention

Abstract:The well-known Condorcet's Jury theorem posits that the majority rule selects the best alternative among two available options with probability one, as the population size increases to infinity. We study this result under an asymmetric two-candidate setup, where supporters of both candidates may have different participation costs. When the decision to abstain is fully rational i.e., when the vote pivotality is the probability of a tie, the only equilibrium outcome is a trivial equilibrium where all voters except those with zero voting cost, abstain. We propose and analyze a more practical, boundedly rational model where voters overestimate their pivotality, and show that under this model, non-trivial equilibria emerge where the winning probability of both candidates is bounded away from one. We show that when the pivotality estimate strongly depends on the margin of victory, victory is not assured to any candidate in any non-trivial equilibrium, regardless of population size and in contrast to Condorcet's assertion. Whereas, under a weak dependence on margin, Condorcet's Jury theorem is restored.

Towards a Dichotomy for the Possible Winner Problem in Elections Based on Scoring Rules

Abstract:To make a joint decision, agents (or voters) are often required to provide their preferences as linear orders. To determine a winner, the given linear orders can be aggregated according to a voting protocol. However, in realistic settings, the voters may often only provide partial orders. This directly leads to the Possible Winner problem that asks, given a set of partial votes, whether a distinguished candidate can still become a winner. In this work, we consider the computational complexity of Possible Winner for the broad class of voting protocols defined by scoring rules. A scoring rule provides a score value for every position which a candidate can have in a linear order. Prominent examples include plurality, k-approval, and Borda. Generalizing previous NP-hardness results for some special cases, we settle the computational complexity for all but one scoring rule. More precisely, for an unbounded number of candidates and unweighted voters, we show that Possible Winner is NP-complete for all pure scoring rules except plurality, veto, and the scoring rule defined by the scoring vector (2,1,...,1,0), while it is solvable in polynomial time for plurality and veto.

Six Candidates Suffice to Win a Voter Majority

Abstract:A cornerstone of social choice theory is Condorcet's paradox which says that in an election where $n$ voters rank $m$ candidates it is possible that, no matter which candidate is declared the winner, a majority of voters would have preferred an alternative candidate. Instead, can we always choose a small committee of winning candidates that is preferred to any alternative candidate by a majority of voters? Elkind, Lang, and Saffidine raised this question and called such a committee a Condorcet winning set. They showed that winning sets of size $2$ may not exist, but sets of size logarithmic in the number of candidates always do. In this work, we show that Condorcet winning sets of size $6$ always exist, regardless of the number of candidates or the number of voters. More generally, we show that if $\frac{\alpha}{1 - \ln \alpha} \geq \frac{2}{k + 1}$, then there always exists a committee of size $k$ such that less than an $\alpha$ fraction of the voters prefer an alternate candidate. These are the first nontrivial positive results that apply for all $k \geq 2$. Our proof uses the probabilistic method and the minimax theorem, inspired by recent work on approximately stable committee selection. We construct a distribution over committees that performs sufficiently well (when compared against any candidate on any small subset of the voters) so that this distribution must contain a committee with the desired property in its support.

Abstract:Designing private voting rules is an important and pressing problem for trustworthy democracy. In this paper, under the framework of differential privacy, we propose a novel famliy of randomized voting rules based on the well-known Condorcet method, and focus on three classes of voting rules in this family: Laplacian Condorcet method (CMLAP), exponential Condorcet method (CMEXP), and randomized response Condorcet method (CMRR), where λ represents the level of noise. We prove that all of our rules satisfy absolute monotonicity, lexi-participation, probabilistic Pareto efficiency, approximate probabilistic Condorcet criterion, and approximate SD-strategyproofness. In addition, CMRR satisfies (non-approximate) probabilistic Condorcet criterion, while CMLAP and CMEXP satisfy strong lexi-participation. Finally, we regard differential privacy as a voting axiom, and discuss its relations to other axioms.

A new social welfare function with a number of desirable properties

Abstract:By relaxing the dominating set in three ways (e.g., from "each member beats every non-member" to "each member beats or ties every non-member, with an additional requirement that at least one member beat every non-member"), we propose a new social welfare function, which satisfies a number of desirable properties including Condorcet winner principle, Condorcet loser principle, strong Gehrlein-stability (hence Smith set principle), anonymity, neutrality, weak Pareto, strong Pareto, non-dictatorship, and [independence of irrelevant alternatives (IIA) when the pairwise majority relation is an ordering on the alternative set]. If the pairwise majority relation is complete and transitive, the proposed method yields a collective preference relation that coincides with the input majority relation. It thus shares the same collective preference function on the dichotomous domain with the approval voting and the majority voting. It runs in polynomial time and thus possesses a competitive advantage over a number of computationally intractable voting rules such as the Dodgson's rule, the Kemeny's rule, the Slater's rule, the Banks rule, and the Schwartz's tournament equilibrium set (TEQ) rule. When it is used in tournaments, its winner belongs to the uncovered set, the top cycle set, the Smith set, and the Schwartz set. In addition, in a tournament where the number of alternatives is not more than 4, its winner set is a subset, sometimes proper, of the Copeland winner set. Whether this attractive argument is still valid in four-more-alternative tournaments remains an open question.

Abstract:A Condorcet winning set is a set of candidates such that no other candidate is preferred by at least half the voters over all members of the set. The Condorcet dimension, which is the minimum cardinality of a Condorcet winning set, is known to be at most logarithmic in the number of candidates. We study the case of elections where voters and candidates are located in a $2$-dimensional space with preferences based upon proximity voting. Our main result is that the Condorcet dimension is at most $3$, under both the Manhattan norm and the infinity norm, natural measures in electoral systems.

Abstract:In social choice theory with ordinal preferences, a voting method satisfies the axiom of positive involvement if adding to a preference profile a voter who ranks an alternative uniquely first cannot cause that alternative to go from winning to losing. In this note, we prove a new impossibility theorem concerning this axiom: there is no ordinal voting method satisfying positive involvement that also satisfies the Condorcet winner and loser criteria, resolvability, and a common invariance property for Condorcet methods, namely that the choice of winners depends only on the ordering of majority margins by size.

Abstract:In this work, we consider a public facility allocation problem decided through a voting process under the majority rule. A location of the public facility is a majority rule winner if there is no other location in the network where more than half of the voters would have been closer to than the majority rule winner. We develop fast algorithms for interesting cases with nice combinatorial structures. We show that the computing problem and the decision problem in the general case, where the number of public facilities is more than one and is considered part of the input size, are all NP-hard. Finally, we discuss majority rule decision making for related models.

Abstract:The classical Condorcet Jury Theorem considers a voting scenario in which there exists a candidate whose election would be ideal for each voter; each voter, though, has only a limited understanding of the world and is thus unable to determine exactly who this candidate is. The main question in this scenario is whether the voters, acting individually, can cast their ballots so that the unknown optimal candidate wins the election, and the welfare of the group of voters is maximized.In this setting, each candidate is represented by a known probability distribution over signals about the world that the voters can perceive, that is, over bits. One of these candidates is chosen (secretively, by an adversary) to be the ideal candidate. Afterwards, each voter samples this unknown candidate's distribution once and casts a ballot with the hope that the unknown ideal candidate wins the election.In this paper, we consider the famous Condorcet voting system, as well as some of its variants. First, we give a positive answer to an open question of Chierichetti and Kleinberg [8] , and show that, with Condorcet voting, there exists a uniform voting strategy that makes the group of voters succeed with probability 1−δ provided that Θ(εtv−2⋅ln⁡δ−1) voters take part in the election — here, εtv is the minimum total variation distance between the distributions of two candidates.We also give a uniform voting strategy for the Copeland voting system (a variant of Condorcet) that makes the group succeed with probability 1−δ with Θ(εH−2⋅ln⁡δ−1) voters, where εH is the minimum Hellinger distance between the distributions. Our uniform Copeland strategy, then, is an instance-optimal hypothesis testing algorithm: constants aside, the strategy is as efficient as the optimal omniscient algorithm which determines the unknown candidate after having directly observed each of the signals perceived by the voters. Then, we "derandomize" our uniform Copeland strategy, and obtain a Condorcet strategy that achieves instance-optimality at the cost of losing uniformity; finally, we prove that this loss of uniformity is necessary: no uniform Condorcet strategy can achieve instance-optimality, in general.Thus, the right voting strategies let these classical combinatorial voting systems attain the same efficiency of centralized, optimal, hypothesis testers.

Abstract:May's classical theorem states that in a single-winner choose-one voting system with just two candidates, majority rule is the only social choice function satisfying anonimity, neutrality and positive responsiveness axiom. Anonimity and neutrality are usually regarded as very natural constraints on the social choice function. Positive responsiveness, on the other hand, is sometimes deemed too strong of an axiom, which stimulates further search for less stringent conditions. One viable substitute is Gerhard J. Woeginger's "reducibility to subsocieties". We demonstrate that the condition generalizes to more than two candidates and, consequently, characterizes majority rule for elections with multiple candidates.

Generalized Veto Core and a Practical Voting Rule with Optimal Metric Distortion

Abstract:We revisit the recent breakthrough result of Gkatzelis et al. on (single-winner) metric voting, which showed that the optimal distortion of 3 can be achieved by a mechanism called Plurality Matching. The rule picks an arbitrary candidate for whom a certain candidate-specific bipartite graph contains a perfect matching, and thus, it is not neutral (i.e, symmetric with respect to candidates). Subsequently, a much simpler rule called Plurality Veto was shown to achieve distortion 3 as well. This rule only constructs such a matching implicitly but the winner depends on the order that voters are processed, and thus, it is not anonymous (i.e., symmetric with respect to voters). We provide an intuitive interpretation of this matching by generalizing the classical notion of the (proportional) veto core in social choice theory. This interpretation opens up a number of immediate consequences. Previous methods for electing a candidate from the veto core can be interpreted simply as matching algorithms. Different election methods realize different matchings, in turn leading to different sets of candidates as winners. For a broad generalization of the veto core, we show that the generalized veto core is equal to the set of candidates who can emerge as winners under a natural class of matching algorithms reminiscent of Serial Dictatorship. Extending these matching algorithms into continuous time, we obtain a highly practical voting rule with optimal distortion 3, which is also intuitive and easy to explain: Each candidate starts off with public support equal to his plurality score. From time 0 to 1, every voter continuously brings down, at rate 1, the support of her bottom choice among not-yet-eliminated candidates. A candidate is eliminated if he is opposed by a voter after his support reaches 0. On top of being anonymous and neutral, this rule satisfies many other axioms desirable in practice.

Abductive and Contrastive Explanations for Scoring Rules in Voting

Abstract:We view voting rules as classifiers that assign a winner (a class) to a profile of voters' preferences (an instance). We propose to apply techniques from formal explainability, most notably abductive and contrastive explanations, to identify minimal subsets of a preference profile that either imply the current winner or explain why a different candidate was not elected. Formal explanations turn out to have strong connections with classical problems studied in computational social choice such as bribery, possible and necessary winner identification, and preference learning. We design algorithms for computing abductive and contrastive explanations for scoring rules. For the Borda rule, we find a lower bound on the size of the smallest abductive explanations, and we conduct simulations to identify correlations between properties of preference profiles and the size of their smallest abductive explanations.

Abstract:Condorcet voting is widely regarded as one of the most important voting systems in social choice theory. However, it has seen little adoption in practice, due to complex tallying and the need to break ties when there is a Condorcet cycle. Several online Condorcet voting systems have been developed to perform digital tallying and tie-breaking procedures, but they require voters to completely trust the server. Additionally, many end-to-end (E2E) verifiable e-voting systems require trustworthy authorities to perform complex decryption and tallying operations. We propose VERICONDOR, the first E2E verifiable Condorcet e-voting system without tallying authorities. VERICONDOR allows a voter to fully verify the tallying integrity by themselves while providing strong protection of ballot secrecy. We present novel zero-knowledge proof techniques to prove the well-formedness of an encrypted ballot with exceptional efficiency. VERICONDOR supports ranking candidates with strict preference, as well as indifference. The computational cost is exceptionally efficient for strict preferences at $\mathcal{O}(n^{2})$ per ballot for $n$ candidates, whilst remaining practical for indifferences at $\mathcal{O}(n^{3})$ . In the case of ties, we show how to apply known Condorcet methods to break them in a publicly verifiable manner. Finally, we present a proof of concept implementation and evaluate its performance.
Nonconvergent Electoral Equilibria under Scoring Rules: Beyond Plurality

Abstract:We use Hotelling's spatial model of competition to investigate the position‐taking behavior of political candidates under a class of electoral systems known as scoring rules, though the model also has a natural interpretation in the firm location context. Candidates choose ideological positions so as to maximize their support in society. Convergent Nash equilibria in which all candidates adopt the same policy were characterized by Cox (1987). Here, we investigate nonconvergent equilibria, where candidates adopt divergent policies. We identify a number of classes of scoring rules exhibiting a range of different equilibrium properties. For some of these, nonconvergent equilibria do not exist. For others, nonconvergent equilibria in which candidates cluster at positions spread across the issue space are observed. In particular, we prove that the class of convex rules does not have Nash equilibria (convergent or nonconvergent) with the exception of some derivatives of Borda rule. We also look at “two‐party” equilibria. Implications for the firm location model are discussed.
