Abstract:Abstract The world economic situation is unpredictable, and uncertain factors accompany each other. Economic policy uncertainty (EPU) has become the main factor affecting sustainable economic development and the stability of enterprises embedded in the global value chain (GVC). This paper uses the duration of embeddedness in the GVC to measure the stability of the embedded GVC and explores the impact of domestic and foreign EPU on the stability of Chinese enterprises embedded in the GVC. The results show that the stability of Chinese enterprises embedded in the GVC is low; domestic and international EPU reduces the stability of Chinese enterprises embedded in the GVC; and international EPU significantly reduces the stability of private enterprises, foreign invested enterprises and enterprises involved in import and export of intermediate goods embedded in the GVC, while domestic EPU significantly reduces the stability of state-owned enterprises, private enterprises, large, medium and small enterprises and enterprises involved in import and export of intermediate goods embedded in the GVC. In the influence mechanism, domestic EPU inhibits the innovation ability of enterprises and then affects the stability of enterprises embedded in the GVC. Abstract:China's trade, once a predictable engine of global growth, now moves to a complex beat amid financial crises, trade conflicts, and shifting geopolitical sands. This study reveals the intricate choreography shaping China's trade trajectory, introducing the "trini graph displays noticeable fluctuations between the "Realized" ty of uncertainty"—exchange rates, trade policy anxieties (domestic and American), and geopolitical shadows. We reveal the nuanced time-varying impact of these forces using a dynamic framework informed by the "growth-at-risk" model and the insightful concept of relative entropy. Like a graceful waltz partner, the real effective exchange rate has a long-term influence. In contrast, trade policy uncertainty in the USA delivers a potent jive, particularly through short-run shocks. Geopolitical risks, a constant tango partner, cast a gloomy shadow over all time horizons. Nonetheless, China's trade growth is remarkable, weathering shocks with adaptable grace; despite a more favorable future with greater upside potential, downside risks persist, urging caution in this delicate dance. This research provides policymakers and business leaders with the knowledge and tools to navigate the turbulent waters ahead, paving the way for informed decisions, resilient strategies, and a more stable global trade environment.

Abstract:This paper studies how economic policy uncertainty influences corporate investment for Chinese listed companies. We show that when the degree of economic policy uncertainty is higher, firms stand to lower their investment and vice versa. However, firms that have higher return on invested capital, use more internal finance and are not state-owned mitigate the negative effect of policy uncertainty on corporate investment. Moreover, firms in regions with higher degree of marketization are more sensitive to the economic policy uncertainty. The evidence illustrates that keeping the transparency and stability of the implementation of economic policies can improve corporate investment efficiency.

Abstract:This paper examines the influence of economic policy uncertainty (EPU) on foreign direct investment (FDI). By utilizing a comprehensive dataset spanning 264 Chinese cities from 2005 to 2014, we uncover a negative relationship between EPU and FDI inflows. In addition, through heterogeneity tests, we demonstrate that this effect is more pronounced in cities characterized by a higher degree of marketization, stronger financial development, and a larger proportion of industrial production. Moreover, we observe that FDI exhibits greater sensitivity to EPU fluctuations following the 2008 Global Financial Crisis. To provide an explanation for these findings, we propose an open-economy model incorporating uncertainty.

Abstract:This paper examines the international effects of Chinese policy uncertainty shock. Using the factor-augmented vector autoregression (FAVAR) model which can accommodate several economic variables from multiple countries, we model Chinese policy uncertainty jointly with three latent factors extracted from industrial production index, import value and export value. The results reveal that the change of one standard deviation of Chinese economic policy uncertainty (EPU) has a negative interference effect on global trade markets and industrial production, and so does the fiscal policy uncertainty (FPU). However, the impact of Chinese trade policy and monetary policy on three latent factors is not statistically significant. A country-level analysis shows that due to the heterogeneity of the economic structure and trade structure of each economy, countries have different responses to the uncertainty of Chinese economic policy. In particular, the extent to which imports and exports of each economy are affected is asymmetric.

Abstract:Problem definition: The uncertainty around trade and foreign economic policy contributes to supply chain risk. Academic/practical relevance: Whether such policy uncertainty will bring some production back to the United States or only redistribute the global supply chains among foreign sources is theoretically ambiguous and warrants an empirical analysis. In this paper, we study the relationship between trade and foreign economic policy uncertainty and the supply chain networks of American firms. Methodology: We use firm-level global supply chain data, transaction-level shipping container data, and policy uncertainty indexes constructed from leading media outlets to study how policy uncertainty correlates with changes in supply chain networks. Results: When U.S. trade policy uncertainty rises, firms with majority domestic sales decrease their supplier base abroad, whereas firms with majority foreign sales increase the number of foreign suppliers. Firms also substitute among foreign countries in response to their respective economic policy uncertainty—shifting suppliers from countries with higher uncertainty to ones with lower uncertainty. Firms requiring more specific inputs, producing more differentiated products, having higher market shares, and more central to the production network are more sensitive to policy uncertainty. Managerial implications: Supply chain restructuring following higher policy uncertainty puts the market value at risk. Managers should consider customers’ locations when making global supply chain restructuring decisions.

Abstract:The impact of policy uncertainty on China’s economic activity has received considerable attention. To appraise the role of economic policy uncertainty (EPU) in China’s economic downturns, we estimate the predictive distribution of China’s GDP growth as a function of EPU from 1996Q1 to 2020Q2, using quantile regression and fitted skew-t distribution. We find that the entire predicted distribution of GDP growth conditional on the EPU index evolves over time beyond the central tendency. The EPU index alters the predicted distribution’s higher moments, amplifies the growth tail risk, and improves the model’s forecast performance; this could serve as a basis for preemptive action. Our results are robust across other alternative output and EPU variables.

Abstract:We estimate how a rise in uncertainty about future tariff rates impacts firm decisions to enter into and exit from export markets. Using Chinese customs transactions between 2000 and 2009, we exploit time-variation in product-level trade policy and find that Chinese firms are less likely to enter new foreign markets and more likely to exit from established foreign markets when their products are subject to increased trade policy uncertainty. Our analysis is based on the phenomenon of “tariff echoing” – after a tariff hike in one country, another country is likely to raise its tariff on the same product. Overall, we find that if there had been no trade policy uncertainty created by the use of contingent tariffs, Chinese entry into foreign markets would have been roughly 2% higher per year. We use our model to counterfactually estimate how much entry by Chinese firms over 2001–2009 was due to future trade policy certainty provided by membership in the WTO.

Abstract:In the COVID-19 pandemic, the bidirectional policy adopted by the governments to stimulate domestic economy and reinforce foreign trade control is making the trade environment abnormally complex. China is facing a new challenge in export trade growth. Based on the continuous monthly data from January 2002 to April 2021, this paper uses the time-varying TVP-SV-VAR model to study the impulse response of China's export trade to economic policy uncertainty (EPU). It is found that (1) on the whole, the shock of global EPU and China's EPU on China's export to the OBOR/RCEP member countries is time-varying, different, and structurally significant; (2) during the pandemic, EPU has a significant short-term negative shock on China's gross exports and export to OBOR/RCEP members, and this shock is especially big in the case of global EPU. In the post-pandemic era, China should strengthen pandemic control and economic risk monitoring, continue with execution of multilateral FTAs and create a sustainably stable export trade environment.

The Impact of Relative Economic Policy Uncertainty on China's FDI Inflows

Abstract:This paper examines the influence of relative economic policy uncertainty (EPU) on China's foreign direct investment (FDI) inflows. By analyzing the EPU levels in China, home country, and the global context, the study employs a panel fixed-effect model using monthly panel data collected from seven countries spanning from January 2007 to October 2019. The findings are as follows: Firstly, economic policy uncertainty in home country promotes China's FDI inflows. The EPU in these countries increases political risks and negatively affects market expectations, causing domestic capital to seek opportunities in the global market and flow to other nations. Secondly, China's own economic policy uncertainty (CNEPU) has both positive and negative effects on FDI within the mainland. To investigate this, the study calculates the volatility of CNEPU relative to global economic policy uncertainty (GEPU) using the semi-variance method and examines its impact on FDI. When fluctuations in China's economic policy uncertainty are driven by policy changes beneficial to foreign investors, higher CNEPU volatility compared to GEPU stimulates China's FDI inflows. Conversely, when fluctuations arise from policy changes detrimental to foreign investors, lower CNEPU volatility relative to GEPU still encourages China's FDI inflows. Lastly, global economic policy uncertainty (GEPU) positively influences China's foreign direct investment. During times of global economic ambiguity, China becomes a safe haven for international capital, positioning itself as a relatively attractive investment choice for foreign investors.

Abstract:Economic policy uncertainty has had an important impact on trade and sustainable economic development. Especially in some specific industries, uncertainty has increased dramatically. The extant related literature mainly analyzes the nexus between uncertainty and trade across different industries and focuses less on a specific industry. Using Chinese customs data on HS 8-digit products over the period of 2000–2013, this paper first investigates the impact of both foreign economic policy uncertainty (EPU) and domestic intra-industry trade on China’s mechanical and electrical product exports to 23 trading partners and applies pooled OLS regressions to conduct an empirical study. This paper finds that EPU has a significant inhibition effect on mechanical and electrical product exports; conversely, intra-industry trade can both significantly promote exports and alleviate the inhibition effect of EPU. In addition, the export impact of EPU varied with different trade patterns. It can significantly inhibit processing exports, while it has no effect on ordinary exports. The results of this paper indicate that in the context of increasing uncertainty, our findings could have far-reaching policy implications for China to build a new development pattern of domestic and international dual circulation.

Abstract:In the new era of international trade, escalating uncertainty and the swift development of the digital economy stand out as two pivotal transformations. These phenomena individually exert significant influences on enterprises' exports; however, their combined effects on export resilience remain underexplored. Hence, drawing on existing theories, this paper analyzes the weakening effect of economic policy uncertainty on export resilience and explores the influence of regional digital economic development on this attenuation effect. Furthermore, empirical tests are conducted using micro-level data from China. The study findings reveal: (1) Economic policy uncertainty weakens firms' export resilience by increasing transaction costs; (2) Digital economic development mitigates this weakening effect by reducing transaction costs, with a more pronounced effect observed among highly efficient firms. The findings suggest that amid escalating uncertainty, vigorously promoting digital economic development holds profound policy significance for the high-quality development of international trade.

Abstract:This research examines the impact of economic policy uncertainty (EPU) on green innovation by using the panel fixed effects model from 2000 to 2017 for the samples of 31 provinces in China. The general conclusion is that there exists a positive link from EPU to green innovation, and that the impact of EPU varies significantly among different provinces that have diverse levels of marketization and trade openness. Specifically, provinces with higher marketization and degrees of trade openness have witnessed stronger positive effects from EPU on green innovation, whereas the correlation is rather weak in regions with low levels of those two factors. Our findings serve as a research reference for how governments may boost green innovation in the face of increasing EPU.

Abstract:With the increase of economic environment uncertainty, it is of great importance to study the linkage and spillover effects of economic policy uncertainty among countries. Especially, this article selects eight countries along the Belt and Road as the core countries (China, Korea, Croatia, India, Russia, Greece, Pakistan, and Singapore) and four countries (Germany, France, Japan, and UK) as the peripheral countries, and then copula technique and mixed-frequency global vector autoregressive model are employed to analyze the correlation and the spillover effect of the economic policy uncertainty (EPU) for the twelve selected countries, respectively. The proposed empirical findings show clearly that the EPU correlation among the eight core Belt and Road countries is stronger and the spillover effect of the core countries to the peripheral countries is statistically significant. As a result, for harmonious and win-win development, the Belt and Road countries should pay a close attention to the EPU, because the stability of the EPU promotes greatly the economy development.

Abstract:Macroeconomic policies profoundly affect companies’ behavior. Data on China’s Economic Policy Uncertainty (EPU) Index and A-share listed companies from 2007 to 2019 were selected to investigate the impact of EPU on corporate green innovation (GI). We find that (i) EPU promotes both substantive green innovation (SUGI) and strategic green innovation (STGI). (ii) Property rights, government subsidies (GSs), industry competition, and industry type have significant moderating effects on the promotion of GI. (iii) EPU promotes GI by forcing companies to increase R&D investment and R&D personnel. (iv) The impact of EPU on GI has a threshold effect of cash flow volatility (CFV). Our findings provide a reference for further guiding enterprises to GI during frequent economic policy changes.

Abstract:Based on the data of Chinese cross-border mergers and acquisitions in 29 countries from 2008 to 2017, we adopt the index of world economic policy uncertainty constructed by Baker et al. (2016) to empirically test the impact of economic policy uncertainty triggered by financial crisis on the scale and performance of M&A behavior. The main conclusions are as follows: (1) Economic policy uncertainty in host country can significantly reduce the scale of cross-border M&A of Chinese enterprises. (2) The negative impact of economic policy uncertainty is more evident in non-state-owned enterprises. (3) Economic policy uncertainty in the host country has a U-shaped influence on short-term M&A performance of enterprises; (4) Economic policy uncertainty in host country has a negative impact on mid-term M&A performance of enterprises. Our results can provide reference for enterprise investment and home country policy.

Abstract:This paper investigates the connectedness between China's economic policy uncertainty (EPU) and the geopolitical risk (GPR) of the countries in the Association of Southeast Asian Nations (ASEAN) using quantile time‐varying parameter vector autoregression. The empirical results indicate that China's EPU becomes a net risk transmitter at the median quantile, demonstrating that ASEAN countries' GPR is vulnerable to China's economic shocks. Furthermore, extreme events such as COVID‐19 amplify the connection between EPU and GPR, leading to a higher total connectedness index value. Moreover, the pairwise spillover effect analysis reflects that the risk launcher effect of China's EPU is longer and more prominent for Thailand and the Philippines than for Malaysia and Indonesia, which enriches the hypothesis. The contributions are as follows. This paper selects emerging China as the research object and first discusses its economic influence on neighbouring countries. In addition, fully analysing the heterogeneous spillover effects of EPU on the GPR of different countries makes our suggestions diversified and practical. Therefore, improving recognisable ability and institutional quality will promote ASEAN countries to mitigate their vulnerability to China's EPU shocks. Meanwhile, China's government should quickly respond to external uncertainties, prudently adjust economic policies, and avoid large swings of EPU volatility.

Abstract:Purpose - This study empirically investigated the effect of Economic Policy Uncertainty (EPU) on the OFDI of Chinese firms. It also explores other factors influencing OFDI, such as market potential, economic openness, firm size, profitability, and the importance of control variables in the analysis. Design/Methodology/Approach - The panel data was established from 2004 to 2020, and a fixed-effects model was adopted for empirical analysis. EPU data was used as the main explanatory variable, and country-level variables such as overseas market potential, per capita GDP, and degree of economic openness, and firm-level variables such as firm size, capital structure, and return on total assets were applied as control variables. Findings - The results of regression using a fixed-effects model suggest that rising policy uncertainty in both Chinese and foreign economies reduces Chinese OFDI. OFDI’s decisions were also found to be influenced by a firm’s characteristics. This negative relationship is influenced by capital flow restrictions, financing constraints, and a focus on the home market. Additionally, foreign economic policy uncertainty (FEPU) in target countries also has a negative impact on Chinese firm OFDI, influenced by currency risk, policy restrictions, and risk assessment, making firms more cautious of cross-border investments. Research Implications - To promote Chinese firm Outward Foreign Direct Investment (OFDI), the Chinese government needs to provide a stable and predictable policy environment, as economic policy uncertainty negatively affects OFDI. Additionally, the analysis highlights the importance of understanding and mastering foreign market conditions, including financial policies, legal systems, infrastructure, and business environments, before making OFDI decisions.
