Abstract:Under the bill of quantities pricing model, the price of the contract is determined in advance, making the focus of enterprise project cost management be to control the expenditure of construction costs on the premise of established revenue, reduce the risks brought about by the bill of quantities pricing model, strengthen cost control, give play to the advantages of strategic cost management, and ultimately minimize project risks to maximize the benefits obtained by the enterprise. This paper mainly analyzes the problems existing in the cost control and cost management process of construction enterprises under the bill of quantities pricing mode, and proposes corresponding solutions based on the existing problems, hoping to increase the profits of enterprises from cost control and improve their market competitiveness.

Under the current accounting system, the logistics cost obtained by the traditional accounting method is also inaccurate and not comparable, which is not helpful for cost control. Activity ‐ based costing, a new way, effectively makes up for the shortage of traditional cost and provides a new way of thinking for cost control. Abstract:This paper put forward the concept of economic house of quality (EHOQ), constructing EHOQ model based on quality economic analysis. The proposed method expands the 10-steps model of traditional house to a new 13-steps model via introducing three new steps which are growth rate of customer cognitive price, annual increment of quality comprehensive cost and enterprise expected revenue to carrying out the economic analysis on HOQ. The new method breaks the limitations of traditional quality function deployment (QFD) construction without revenue analysis.
