Abstract:A Review of: Houk, K. & Neilson, J. (2023). Inclusive hiring in academic libraries: A qualitative analysis of attitudes and reflections of search committee members. College and Research Libraries, 84(4), 568-588. https://doi.org/10.5860/crl.84.4.568 Objective – To understand how academic librarian search committee members’ perceptions and attitudes affect the equitability and inclusiveness of the on-campus interview process. Design – Thematic text analysis of open-ended responses to short-answer questions from an online survey. Setting – Online survey conducted between February and March of 2021. Subjects – 166 academic librarians who had served on hiring committees for academic librarians in North America between 2016 and 2020. Methods – Participants for the 33-question survey were recruited through several academic library listservs and social media postings on Facebook, LinkedIn, and Twitter. The researchers first individually reviewed and coded all responses for short answer survey questions, then reviewed the codes together. Finally, a thematic map was developed after the researchers reached a consensus on their shared approach to coding and generating clusters of meanings. Main Results – Six major clusters were identified through thematic coding of participants’ text responses concerning their experiences of on-campus interview practices as hiring committee members. These themes represented challenges to the inclusiveness of academic librarian searches, and included search committees’ treatment of the interview process as either intentional or situational tests (1), reliance on the ambiguously defined selection criteria of fit (2), experience with varying levels of commitment to diversity, equity, inclusion, antiracism, and accessibility (DEIAA) values (3), frustration with prevalence of institutional bureaucracy throughout the hiring process (4), and uneven adoptions of inclusive hiring (5) or reflective practices (6). The researchers also noted a common respondent mistake of misinterpreting equal (i.e., identical) treatment of candidates as evidence of equitable interview practices. Conclusion – Findings from this study highlighted the importance of academic institutions and hiring committees adopting reflective practices to critically and intentionally incorporate DEIAA-informed practices in planning and conducting academic librarian searches. The authors also stressed the need to reduce possible biases in hiring practices favoring candidates who conforms to White, ableist, and heteronormative culture and values. Examples of these efforts included considering the necessity of each interview element for assessing candidate performances, proactively ensuring full accessibility of the interview itinerary, and operationalizing the definition of “fit” in assessing candidates’ abilities.

Abstract:Employers are adopting algorithmic hiring technology throughout the recruitment pipeline. Algorithmic fairness is especially applicable in this domain due to its high stakes and structural inequalities. Unfortunately, most work in this space provides partial treatment, often constrained by two competing narratives, optimistically focused on replacing biased recruiter decisions or pessimistically pointing to the automation of discrimination. Whether, and more importantly what types of, algorithmic hiring can be less biased and more beneficial to society than low-tech alternatives currently remains unanswered, to the detriment of trustworthiness. This multidisciplinary survey caters to practitioners and researchers with a balanced and integrated coverage of systems, biases, measures, mitigation strategies, datasets, and legal aspects of algorithmic hiring and fairness. Our work supports a contextualized understanding and governance of this technology by highlighting current opportunities and limitations, providing recommendations for future work to ensure shared benefits for all stakeholders.

Abstract:Abstract Recent times have seen the growth in the number and scope of interacting professional reform movements in science, centered on themes such as open research, research integrity, responsible research assessment, and responsible metrics. The responsible metrics movement identifies the growing influence of quantitative performance indicators as a major problem and seeks to steer and improve practices around their use. It is a multi-actor, multi-disciplinary reform movement premised upon engendering a sense of responsibility among academic evaluators to approach metrics with caution and avoid certain poor practices. In this article we identify how academic evaluators engage with the responsible metrics agenda, via semi-structured interview and open-text survey responses on professorial hiring, tenure and promotion assessments among senior academics in the United States—a country that has so far been less visibly engaged with the responsible metrics reform agenda. We explore how notions of ‘responsibility’ are experienced and practiced among the very types of professionals international reform initiatives such as the San Francisco Declaration on Research Assessment (DORA) are hoping to mobilize into their cause. In doing so, we draw on concepts from science studies, including from literatures on Responsible Research and Innovation and ‘folk theories’ of citation. We argue that literature on citation folk theories should extend its scope beyond simply asking researchers how they view the role and validity of these tools as performance measures, by asking them also what they consider are their professional obligations to handle bibliometrics appropriately.

Diversifying faculty recruitment in biomedical sciences

Abstract:A wealth of data has consistently demonstrated that a diverse faculty maximizes productivity and innovation in the research enterprise and increases the persistence and success of groups that are underrepresented in STEM. While the diversity of students in graduate programs has steadily increased, faculty diversity, particularly in the biomedical sciences, continues to remain relatively flat. Several issues contribute to this mismatch between the pipeline and the professoriate including biases in search and hiring practices, lack of equity and equal opportunities for individuals from underrepresented backgrounds, and unwelcoming campus climates that lead to marginalization and isolation in academic life. A comprehensive approach that addresses these challenges is necessary for institutions of higher education to achieve their faculty diversity goals and create a climate where individuals from all groups feel welcomed and succeed. This article focuses on the first step in this approach-diversifying faculty recruitment through adopting search practices that generate an applicant pool that matches national availability, ensures equity in evaluation and hiring practices, and promotes inclusion and belonging in the hiring experience. These strategies have been recently used at the University of California, Irvine's School of Biological Sciences and while the long-term impact remains unknown, short-term outcomes in recruitment and hiring have demonstrated significant improvement over previous years.

Abstract:Hiring decisions are some of the most important choices PIs make for their research groups. Whether it is undergraduates, graduate students, postdoctoral researchers, or other research assistants, trainees are pivotal for the success of a research group. Choosing an effective team can lead to synergy amongst researchers, high creativity, and groundbreaking science. Choosing an ineffective team can lead to infighting, toxicity, low morale, and scientific stagnation. These same hiring decisions are critical in creating an equitable and inclusive lab environment. Importantly, the challenges for creating productive and inclusive lab groups align: both can be achieved by (i) advertising broadly to ensure a high number of qualified potential researchers apply and (ii) removing unconscious selection bias in the hiring process such that these highly qualified researchers are hired. Intentionally and deliberately incorporating these two steps into the recruiting and selection processes aid in the recruitment of a more effective and inclusive research team. Here, we describe practical advice for intentional and inclusive recruiting for academic research labs. We focus on three areas: advertising your research positions, assessing candidates for research positions, and assessing your hiring practices. In each, we give guiding principles and practical tips for designing an equitable and inclusive hiring process for academic labs.

Abstract:Reform is a common theme in American public administration. During the twentieth century at least 12 major administrative reforms have taken place at the federal level and countless others in state and local governments. Frequently, these reforms have addressed the operation of public personnel management systems. Recent efforts associated with the reinventing government movement, for example, have proposed numerous alterations to civil service rules and procedures, and many jurisdictions have implemented significant changes in their personnel practices. This article examines the extent to which these kinds of personnel reforms have been implemented by state governments. A reform index is developed to document the considerable variation among the states in their approach to personnel practices. Several state characteristics are associated with scores on this index, including legislative professionalism, which bears a positive relationship to reform, and the level of unemployment within a state and the proportion of state employees associated with public employee unions, which are both negatively associated with reform.

Abstract:Widespread developments in automation have reduced the need for human input. However, despite the increased power of machine learning, in many contexts these programs make decisions that are problematic. Biases within data and opaque models have amplified human prejudices, giving rise to such tools as Amazon's (now defunct) experimental hiring algorithm, which was found to consistently downgrade resumes when the word "women's" was added before an activity. This article critically surveys the existing legal and technological landscape surrounding algorithmic hiring. We argue that the negative impact of hiring algorithms can be mitigated by greater transparency from the employers to the public, which would enable civil advocate groups to hold employers accountable, as well as allow the U.S. Department of Justice to litigate. Our main contribution is a framework for automated hiring transparency, algorithmic transparency reports, which employers using automated hiring software would be required to publish by law. We also explain how existing regulations in employment and trade secret law can be extended by the Equal Employment Opportunity Commission and Congress to accommodate these reports.

Abstract:Business psychologists study and assess relevant individual differences, such as intelligence and personality, in the context of work. Such studies have informed the development of artificial intelligence systems (AI) designed to measure individual differences. This has been capitalized on by companies who have developed AI-driven recruitment solutions that include aggregation of appropriate candidates (Hiretual), interviewing through a chatbot (Paradox), video interview assessment (MyInterview), and CV-analysis (Textio), as well as estimation of psychometric characteristics through image-(Traitify) and game-based assessments (HireVue) and video interviews (Cammio). However, driven by concern that such high-impact technology must be used responsibly due to the potential for unfair hiring to result from the algorithms used by these tools, there is an active effort towards proving mechanisms of governance for such automation. In this article, we apply a systematic algorithm audit framework in the context of the ethically critical industry of algorithmic recruitment systems, exploring how audit assessments on AI-driven systems can be used to assure that such systems are being responsibly deployed in a fair and well-governed manner. We outline sources of risk for the use of algorithmic hiring tools, suggest the most appropriate opportunities for audits to take place, recommend ways to measure bias in algorithms, and discuss the transparency of algorithms.

Abstract:The recruitment process is crucial to an organization's ability to position itself for success, from finding qualified and well-fitting job candidates to impacting its output and culture. Therefore, over the past century, human resources experts and industrial-organizational psychologists have established hiring practices such as attracting candidates with job ads, gauging a candidate's skills with assessments, and using interview questions to assess organizational fit. However, the advent of big data and machine learning has led to a rapid transformation in the traditional recruitment process as many organizations have moved to using artificial intelligence (AI). Given the prevalence of AI-based recruitment, there is growing concern that human biases may carry over to decisions made by these systems, which can amplify the effect through systematic application. Empirical studies have identified prevalent biases in candidate ranking software and chatbot interactions, catalyzing a growing body of research dedicated to AI fairness over the last decade. This paper provides a comprehensive overview of this emerging field by discussing the types of biases encountered in AI-driven recruitment, exploring various fairness metrics and mitigation methods, and examining tools for auditing these systems. We highlight current challenges and outline future directions for developing fair AI recruitment applications, ensuring equitable candidate treatment and enhancing organizational outcomes.

Affirmative Action Policies for Top-k Candidates Selection, With an Application to the Design of Policies for University Admissions

Abstract:We consider the problem of designing affirmative action policies for selecting the top-k candidates from a pool of applicants. We assume that for each candidate we have socio-demographic attributes and a series of variables that serve as indicators of future performance (e.g., results on standardized tests). We further assume that we have access to historical data including the actual performance of previously selected candidates. Critically, performance information is only available for candidates who were selected under some previous selection policy. In this work we assume that due to legal requirements or voluntary commitments, an organization wants to increase the presence of people from disadvantaged socio-demographic groups among the selected candidates. Hence, we seek to design an affirmative action or positive action policy. This policy has two concurrent objectives: (i) to select candidates who, given what can be learnt from historical data, are more likely to perform well, and (ii) to select candidates in a way that increases the representation of disadvantaged socio-demographic groups. Our motivating application is the design of university admission policies to bachelor's degrees. We use a causal model as a framework to describe several families of policies (changing component weights, giving bonuses, and enacting quotas), and compare them both theoretically and through extensive experimentation on a large real-world dataset containing thousands of university applicants. Our paper is the first to place the problem of affirmative-action policy design within the framework of algorithmic fairness. Our empirical results indicate that simple policies could favor the admission of disadvantaged groups without significantly compromising on the quality of accepted candidates.

Abstract:Despite the passage of the U.S. Civil Rights Act in 1964, cries can still be heard for a more diverse workforce. Among the difficulties are retaining often sought-after women and minorities. In this 2-year demonstration, change agents—the provost, deans, and heads of departments/schools of a large public university—were helped to deliberately and directly change the milieu of their departments and schools so as to encourage faculty to remain. Uniquely suited to organizational change, the behavioral approach identifies constructive actions for change agents and, most importantly, provides proven strategies for motivating them. Fostering a supportive climate was defined in terms of change agents’ behaviors. The Building Behaviorally Based Climate Survey was developed and validated. Recognition and feedback were provided in what is typically a feedback desert. This reinforcement model can be used to create and sustain inviting atmospheres, hence enticing all faculty, including women and minority faculty, to stay, hence enabling a diverse workforce.

Abstract:Recommender systems (RSs) have become an integral part of the hiring process, be it via job advertisement ranking systems (job recommenders) for the potential employee or candidate ranking systems (candidate recommenders) for the employer. As seen in other domains, RSs are prone to harmful biases, unfair algorithmic behavior, and even discrimination in a legal sense. Some cases, such as salary equity in regards to gender (gender pay gap), stereotypical job perceptions along gendered lines, or biases toward other subgroups sharing specific characteristics in candidate recommenders, can have profound ethical and legal implications. In this survey, we discuss the current state of fairness research considering the fairness definitions (e.g., demographic parity and equal opportunity) used in recruitment-related RSs (RRSs). We investigate from a technical perspective the approaches to improve fairness, like synthetic data generation, adversarial training, protected subgroup distributional constraints, and post-hoc re-ranking. Thereafter, from a legal perspective, we contrast the fairness definitions and the effects of the aforementioned approaches with existing EU and US law requirements for employment and occupation, and second, we ascertain whether and to what extent EU and US law permits such approaches to improve fairness. We finally discuss the advances that RSs have made in terms of fairness in the recruitment domain, compare them with those made in other domains, and outline existing open challenges.

Abstract:Academics are not immune to the biases contributing to persistent inequalities in society. We face an urgent need to overhaul and dismantle current evaluation practices that uphold inequities at multiple points along the academic pipeline. Graduate admissions and faculty advancement are two arenas of gatekeeping in which a reimagining and redistribution of weighting of commonly used evaluation metrics are warranted. We define and promote the use of dynamic, flexible holistic evaluation models that can be implemented by first recognizing and acknowledging the biases that contribute to racial and ethnic disparities in academia. Leaders of academic institutions must step up to drive adoption of these revised evaluation metrics.

Abstract:Various processes in academic organizations include the decision points where selecting people through their assessment and ranking is performed, and the impact of wrong or right choices can be very high. How do we simultaneously ensure that these selection decisions are well balanced, fair, and unbiased by satisfying the key stakeholders' wishes? How much and what kinds of evidence must be used to make them? How can both the evidence and the procedures be made transparent and unambitious for everyone? In this paper, we suggest a set of so-called deep evidence-based analytics, which is applied on top of the collective awareness platform (portal for managing higher education processes). The deep evidence, in addition to the facts about the individual academic achievements of personnel, includes the evidence about individual rewards. However, what is more important is that such evidence also includes explicit individual value systems (formalized personal preferences in the self-assessment of both achievements and the rewards). We provide formalized procedures that can be used to drive the academic assessment and selection processes within universities based on advanced (deep) evidence and with different balances of decision power between administrations and personnel. We also show how this analytics enables computational evidence for some abstract properties of an academic organization related to its organizational culture, such as organizational democracy, justice, and work passion. We present the analytics together with examples of its actual use within Ukrainian higher education at the Trust portal.

Hiring as Exploration

Abstract:This paper views hiring as a contextual bandit problem: to find the best workers over time, firms must balance exploitation (selecting from groups with proven track records) with exploration (selecting from under-represented groups to learn about quality). Yet modern hiring algorithms, based on supervised learning approaches, are designed solely for exploitation. Instead, we build a resume screening algorithm that values exploration by evaluating candidates according to their statistical upside potential. Using data from professional services recruiting within a Fortune 500 firm, we show that this approach improves the quality (as measured by eventual hiring rates) of candidates selected for an interview, while also increasing demographic diversity, relative to the firm's existing practices. The same is not true for traditional supervised learning based algorithms, which improve hiring rates but select far fewer Black and Hispanic applicants. Together, our results highlight the importance of incorporating exploration in developing decision-making algorithms that are potentially both more efficient and equitable.

Abstract:Abstract Institutions of higher education (IHE) throughout the United States have a long history of acting out various levels of commitment to diversity advancement, equity, and inclusion (DEI). Despite decades of DEI “efforts,” the academy is fraught with legacies of racism that uphold white supremacy and prevent marginalized populations from full participation. Furthermore, politicians have not only weaponized education but passed legislation to actively ban DEI programs and censor general education curricula ( https://tinyurl.com/antiDEI ). Ironically, systems of oppression are particularly apparent in the fields of Ecology, Evolution, and Conservation Biology (EECB), which recognize biological diversity as essential for ecological integrity and resilience. Yet, among EECB faculty, people who do not identify as cis‐heterosexual, nondisabled, affluent white males are poorly represented. Furthermore, IHE lacks metrics to quantify DEI as a priority. Here we show that only 30.3% of United States faculty positions advertised in EECB from Jan 2019 to May 2020 required a diversity statement; diversity statement requirements did not correspond with state‐level diversity metrics. Though many announcements “encourage women and minorities to apply,” empirical evidence demonstrates that hiring committees at most institutions did not prioritize an applicant's DEI advancement potential. We suggest a model for change and call on administrators and faculty to implement SMART (i.e., Specific, Measurable, Achievable, Realistic, and Timely) strategies for DEI advancement across IHE throughout the United States. We anticipate our quantification of diversity statement requirements relative to other application materials will motivate institutional change in both policy and practice when evaluating a candidate's potential “fit.” IHE must embrace a leadership role to not only shift the academic culture to one that upholds DEI but to educate and include people who represent the full diversity of our society. In the current context of political censure of education including book banning and backlash aimed at Critical Race Theory, which further reinforce systemic white supremacy, academic integrity and justice are more critical than ever.
The Changing Roles and Contributions of Campus Diversity Offices and Their Influence on Campus Culture

Abstract:Higher education has struggled to include and support students, faculty, and staff from underrepresented and marginalized groups. In recent years, universities have decided to address these struggles explicitly using a variety of different approaches to better support these groups from mandatory trainings to optional events, from external audits to internal campus climate surveys. One promising approach to providing support to marginalized groups has been to employ campus diversity officers and offices. These offices operate at the executive level and take on campus-wide leadership responsibilities, incorporating inclusive excellence and an equity perspective throughout campus policies, functions and culture. In this article programmatic and policy efforts at two public universities are detailed, spotlighting systemic-proactive and individual-reactive policies and programs needed to advance access, diversity, equity, and inclusion across institutions of higher education. Although the approaches each university takes are site and context specific, they both use the role of chief diversity officer to marshal policy and programmatic change to improve the educational experiences for all who work at and learn at these institutions.

Abstract:The COVID-19 pandemic has heightened the visibility of economic inequality and the inadequacy of current minimum wage laws in the United States. Changes in the minimum wage, a living wage, or just employment practices may be compelled by law or voluntarily enacted by employers. A literature search failed to yield a concise and practical tool to comprehensively assess existing just employment policies or practices in higher education institutions. This article describes the development of a concise and practical assessment based on the Model Just Employment Policy from the Kalmanovitz Initiative for Labor and the Working Poor at Georgetown University. The resulting Just Employment Policy Assessment is used to evaluate the publicly available policies of four disparate higher education institutions in the United States. The article concludes with a discussion of implications for future research and administrative practice.

Abstract:There has been rapidly growing interest in the use of algorithms in hiring, especially as a means to address or mitigate bias. Yet, to date, little is known about how these methods are used in practice. How are algorithmic assessments built, validated, and examined for bias? In this work, we document and analyze the claims and practices of companies offering algorithms for employment assessment. In particular, we identify vendors of algorithmic pre-employment assessments (i.e., algorithms to screen candidates), document what they have disclosed about their development and validation procedures, and evaluate their practices, focusing particularly on efforts to detect and mitigate bias. Our analysis considers both technical and legal perspectives. Technically, we consider the various choices vendors make regarding data collection and prediction targets, and explore the risks and trade-offs that these choices pose. We also discuss how algorithmic de-biasing techniques interface with, and create challenges for, antidiscrimination law.

How "Well" are We DEI-ing? Applying Technical and Professional Communication Theory and Disability Justice to Challenge Intersectional Ableism in Job Advertisements Through Coalitional Recruitment

Abstract:Purpose: This article integrates an ableism studies framework with disability justice principles to interrogate how medical insurance job advertisements may circulate ableist assumptions that impede corporate diversity, equity, and inclusion (DEI) goals and social justice efforts. Method: I use critical discourse analysis and thematic coding to analyze how normative ableist assumptions present in job advertisements and DEI documents may exclude prospective employees with disabilities as well as multiply marginalized identities such as Black women. Results: Through my analysis, I demonstrate how normalizing assumptions related to productivity, rationality, independence, and corporate assimilation may contribute to the exclusion of multiply marginalized employees. Conclusion: I ultimately provide data-driven insights regarding what I refer to as coalitional recruitment to help practitioners construct more equitable job advertisements attuned to disability justice.
