Abstract:It has been argued that British science was in decline during the 1970s and the first half of the 1980s. However, a computer count of the percentage of contributions with a UK address among the sources of the Science Citation Index gives a different picture: British scientific output was relatively stable over the 1970s, then showed a remarkable increase from 1981 onwards. The discrepancies between these figures and those of earlier publications can be explained in terms of the databases which were used.

Abstract:A debate has occurred recently over the issue whether it is possible to account for differences in results when using various versions of theScience Citation Index for the measurement of national performance in terms of numbers of scientific publications. This article provides an overview of the various arguments which have been made, and reports that recent reorganization in the on-line installations (SciSearch) should make it possible to circumvene one of the major sources of error.

Abstract:With respect to the issue of whether the scientometric measurement of “the decline of British science” is an artifact of the specific database and underlying assumptions in methods, I argue that there are fewer analytical objections against measurement by usingSciSearch Online than against other methods (based on the “fixed journal set” and “fractional counting”). The measurement of “international co-authorship”, i.e. a network indicator, should not be confounded with measurement of performance of a single nation. The time series for the different subsets of UK-publications, which have been proposed, are given. None of the indicators can be shown to exhibit a trend (in contrast to a drift). The hypothesis of a decline has therefore to be rejected.

Abstract:Introduction Governments around the globe now seek to judge the performance of their public services. This has given rise to the introduction of a range of complex and sophisticated regimes to provide information to politicians, managers and the public on organizational success or failures. Examples include an index of measures of performance of Chinese cities (China Daily 2004), the Comprehensive Performance Assessment in English local government (Audit Commission 2002), the Government Performance Results Act 1992 in the US, the Service Improvement Initiative in Canada, the Putting Service First scheme in Australia, Strategic Results Area Networks in New Zealand, Management by Results in Sweden, and Regulation of Performance Management and Policy Evaluation in the Netherlands (Pollitt and Bouckaert 2004). Researchers have increasingly turned their attention to public service performance (e.g., see the Symposium edition of Journal of Public Administration Research and Theory 2005 (Boyne and Walker 2005), on the determinants of performance in public organizations). Despite such progress, a persistent problem for public management researchers and practitioners has been the conceptualisation and measurement of performance. Previous research has shown that organizational performance is multifaceted (Boyne 2003; Carter et al . 1992; Quinn and Rohrbaugh 1983; Venkatraman and Ramanujuam 1986). This is because public organizations are required to address a range of goals, some of which may be in conflict. Consequently, public organizations are obliged to focus attention on multiple dimensions of performance. Boyne's (2002) review of these dimensions isolated five conceptual categories – outputs, efficiency, effectiveness, responsiveness and democratic outcomes.

Abstract:The academic research performance of the world over the decade from 2000 to 2010 is assessed using indicators of various orders based on quality values assigned to percentile ranking classes. Quality proxies are derived from citation data and quantity proxies from publication data from the Web of Science. Percentile ranking classification is based on the protocol adopted by the National Science Board of the United States for their Science and Engineering Indicators 2012. The percentile ranking normalization scheme is combined with the understanding in terms of higher order performance indicators like quasity and exergy to assess the progress of academic research performance of the world. Both first-order and second-order indicators show a decline of the US and Japan and an increase in impact of China and Asia-8. The EU can be considered as marginally increasing its impact at the aggregated level of all fields.

Abstract:With the development of scientific research,effective evaluation of institutes' achievements becomes one of the great challenges that decision makers face.Based on the analysis of SCImago Institutions Rankings World Report 2010 in health sciences,life sciences,physical sciences and social sciences humanities,the status of Chinese institutes in the world are discussed by analyzing various indicators like output,international collaboration,high quality publications,normalized impact and the correlations between them.Chinese institutes perform quiet well in output but still not catch up that of the America.In terms of international collaboration,they are much less active than the European countries,which attach great importance to global cooperation.In addition,there are still great difference between China and leading countries in other two indicators of high quality publications and normalized impact.Therefore with keeping the high quantity of papers,Chinese institutes should also aim to improve their quality by making stronger international links and encouraging scientific researchers to submit their papers to high quality academic journals,so as to strengthen the communication with prominent author group.
Benchmarking medical laboratory performance on a global scale

Abstract:Background and aims: Laboratory performance as a relative concept needs repetitive benchmarking for continuous improvement of laboratory procedures and medical processes. Benchmarking as such establishes reference levels as a basis for improvements efforts for healthcare institutions along the diagnosis cycle, with the patient at its center. But while this concept seems to be generally acknowledged in laboratory medicine, a lack of practical implementation hinders progress at a global level. The aim of this study was to examine the utility of a specific combination of indicators and survey-based data collection approach, and to establish a global benchmarking dataset of laboratory performance for decision makers in healthcare institutions. Methods: The survey consisted of 44 items relating to laboratory operations in general and three subscales identified in previous studies. A global sample of laboratories was approached by trained professionals. Results were analyzed with standard descriptive statistics and exploratory factor analysis. Dimensional reduction of specific items was performed using confirmatory factor analysis, resulting in individual laboratory scores for the three subscales of "Operational performance," "Integrated clinical care performance," and "Financial sustainability" for the high-level concept of laboratory performance. Results and conclusions: In total, 920 laboratories from 55 countries across the globe participated in the survey, of which 401 were government hospital laboratories, 296 private hospital laboratories, and 223 commercial laboratories. Relevant results include the need for digitalization and automation along the diagnosis cycle. Formal quality management systems (ISO 9001, ISO 15189 etc.) need to be adapted more broadly to increase patient safety. Monitoring of key performance indicators (KPIs) relating to healthcare performance was generally low (in the range of 10-30% of laboratories overall), and as a particularly salient result, only 19% of laboratories monitored KPIs relating to speeding up diagnosis and treatment. Altogether, this benchmark elucidates current practice and has the potential to guide improvement efforts and standardization in quality & safety for patients and employees alike as well as sustainability of healthcare systems around the globe.

Abstract:The performance of lecturers' scientific publications is an obligation that every lecturer must carry out because it will support careers and university social stratification. The purpose of this study is to disclose how the performance of lecturers' scientific publications is analyzed from the perspective of workplace spirituality and job satisfaction. This study uses a quantitative-descriptive approach, proportional random sampling is used to determine as many of 157 lecturers with a Likert scale of gradation 1-4. The data were then analyzed using Smart-PLS 3.3. The results show that workplace spirituality has a positive and significant effect on the performance of scientific publications, and job satisfaction mediates the influence of spirituality at work on the performance of scientific publications on permanent lecturers at private universities in Garut Regency, Indonesia. The findings indicate that higher level of workplace spirituality will increase job satisfaction and scientific publication performance. Abstract:How effectively can 'emerging' science-based technologies be coupled to national R&D systems? Dutch and Canadian priority programs in biotechnology and advanced materials are analyzed in terms of differential increases in scientific output by using scientometric indicators and mappings. Methodological issues about using scientometric methods for science policy evaluations in the case of interdisciplinary and rapidly changing areas of 'techno-science' are discussed. The major finding of the paper is that Canadian researchers seem to have used the priority programs as an alternative source of funding, while their Dutch colleagues were able to use these programs to help their specialties grow above the national average, and in accordance with selected priorities. Thus, the results suggest that the national dimension has been more important for explaining differences in performance than the substantive specificity of the two priority areas.

Abstract:Currently, the need for R&D performance measurements that are both practically useful and theoretically sound seems to be generally acknowledged; indeed, the rising cost of R&D, greater emphasis on value management and a trend towards decentralization are escalating the need for ways of evaluating the contribution of R&D to corporate performance. However, although recent research and writing on the subject shows that the challenge of developing such sound measurements has been taken up by many academics and organizations, it is also clear that there is no generally applicable approach. In this review, we consider various approaches for measuring the performance in industrial R&D and identify their key characteristics. We also include a brief summary of the ‘history’ of performance measurement in R&D, which shows that although there are some new ways of looking at the issue there are many examples from the past that can contribute to our current thinking. The approaches found in the literature and practice are very varied in their application, some being more suitable for the project level, others for the R&D department, and some for the development process or for the organization as a whole. Furthermore, the uses of the approaches tend to be different. For example, some approaches are intended to justify the continuation of investment in R&D to upper management, whilst others are more suited to support learning and self‐correction by empowered R&D teams. In this paper these uses, or ‘functions’, of performance measurement and a taxonomy of typical subjects of measurement in R&D environments are explored. Finally, we conclude the review with a discussion of some limitations of the growing literature on R&D performance measurement.

Abstract:Abstract Growth of science is a prevalent issue in science of science studies. In recent years, two new bibliographic databases have been introduced, which can be used to study growth processes in science from centuries back: Dimensions from Digital Science and Microsoft Academic. In this study, we used publication data from these new databases and added publication data from two established databases (Web of Science from Clarivate Analytics and Scopus from Elsevier) to investigate scientific growth processes from the beginning of the modern science system until today. We estimated regression models that included simultaneously the publication counts from the four databases. The results of the unrestricted growth of science calculations show that the overall growth rate amounts to 4.10% with a doubling time of 17.3 years. As the comparison of various segmented regression models in the current study revealed, models with four or five segments fit the publication data best. We demonstrated that these segments with different growth rates can be interpreted very well, since they are related to either phases of economic (e.g., industrialization) and/or political developments (e.g., Second World War). In this study, we additionally analyzed scientific growth in two broad fields (Physical and Technical Sciences as well as Life Sciences) and the relationship of scientific and economic growth in UK. The comparison between the two fields revealed only slight differences. The comparison of the British economic and scientific growth rates showed that the economic growth rate is slightly lower than the scientific growth rate.

Abstract:Purpose One measure of any nation's long‐term commitment to culture, reading and learning is surely its investment in the provision of library and information services to children. The aim of this article is to describe the approach to charting the UK's performance and to identify some issues of global relevance. Design/methodology/approach Separate questionnaires were circulated to all public library authorities and schools library services in the UK. The distribution of questionnaires is carried out electronically. Potential respondents are contacted by e‐mail and the questionnaire is included as an attachment. Up to 2000‐2001, questionnaires were distributed on paper by post. Findings A ten‐year review of data allows one to draw the conclusion that little is changing dramatically. The last ten years have seen a remarkable change in the nature and magnitude of information media. The computer has transformed the way in which children interact with one another and the wider world and books can be bought with the groceries at the supermarket. In this scenario, the children's library is necessarily evolving. The question is: is it doing it fast enough? Research limitations/implications It is difficult to maintain complete comparability in a series of this kind because one is dealing with a range of dynamic factors. For example, in the case of new authorities and rearranged boundaries. As a result, in many cases questionnaires relating to the 1995‐1996 period were sent to the relevant new authorities for retrospective completion. This may have resulted in a higher level of missing and/or incomplete data for that period. Originality/value Provides useful information, not only to academic institutions and libraries, but also to parents.
Absolute and specific measures of research group excellence

Abstract:A desirable goal of scientific management is to introduce, if it exists, a simple and reliable way to measure the scientific excellence of publicly-funded research institutions and universities to serve as a basis for their ranking and financing. While citation-based indicators and metrics are easily accessible, they are far from being universally accepted as way to automate or inform evaluation processes or to replace evaluations based on peer review. Here we consider absolute measurements of research excellence at an amalgamated, institutional level and specific measures of research excellence as performance per head. Using biology research institutions in the UK as a test case, we examine the correlations between peer-review-based and citation-based measures of research excellence on these two scales. We find that citation-based indicators are very highly correlated with peer-evaluated measures of group strength but are poorly correlated with group quality. Thus, and almost paradoxically, our analysis indicates that citation counts could possibly form a basis for deciding on how to fund research institutions but they should not be used as a basis for ranking them in terms of quality.

Performance Analysis and Comprehensive Science Mapping on Financial Literacy and Financial Market Participation Using Bibliometric Technique

Abstract:Purpose – The key objective of this research paper is to conduct a performance analysis to highlight the most productive and impactful research in the domain of financial literacy and financial market participation and to conduct comprehensive science mapping to visualise the data and identify the links between different fields of research. Research Methodology- A total of 398 documents published between the time span of 1981 to 2022 were extracted from the Scopus database. Bibliometrix, a free and open-source software, is used to perform both descriptive as well as network analysis. Findings- A rising trend was witnessed in research associated with financial Literacy and financial market involvement, with an annual growth rate of 16.48% in annual scientific production on the topic. Sustainability Journal was found to be the most dominant source for literature in this field of research. America, China, and India are the top countries working in this area. Among academics, the concept of financial literacy continues to garner a growing amount of interest, since 1997. As a corollary, the evolution analysis shows an upsurge in investigating how market involvement is related to a person's level of financial literacy.Keywords like portfolio choice, Investment decision, financial planning, financial well-being, household portfolio, and market volatility, risk assessment, electronic trading, financial crisis were discovered, which have not been explored much. Factor Analysis focuses on two key factors as financial literacy and stock market. Limitations & recommendations for future research- Data was solely extracted from Scopus database. In future, researchers can access other databases too. Novelty- Previous researchers have conducted bibliometrics analysis on financial literacy, financial literacy and retirement planning, financial literacy, and its influence on financial behaviour, but so far, no work has been done related to science mapping on financial literacy and financial market participation. Significance-This study will assist researchers in finding the prominent work on financial literacy and active participation in financial market and to uncover the emerging trends in this domain.
