Abstract:Aiming at the inefficiency of traditional manual charging method,automatic toll collection system for highway based on radio frequency technology is provided.This paper gives a briefing on the analysis and description of the hardware design and software,and focuses on the design of communication protocol and implementation of charging software in the host computer.Practical test shows that the system is reliable and stable in data communication,can efficiently complete the function of automatic toll collection and is useful for highway information construction.

Abstract:Nowadays traffic jam becomes a serious problem and also one of the major bottlenecks that restrict the city's development. ITS (Intelligent Transportation System) is proposed to deal with this problem, which generally combines computer science, information system, communication and control technologies. However, many cities in the world have become so crowded in the peak time that most available route planning methods based on static city maps could not work well. In this paper, we design and implement a kind of intelligent traffic guidance system based on pricing model and dynamic toll collection policy, which includes vehicle-mounted terminal, application software and developed pricing algorithm in the server side.

Abstract:"Highway free during the holidays" policies implemented by our government caused serious congestion problems. How to further improve the efficiency of the highway so that it can be scientifically used whatever free or not becomes a typical problem in effective supply of public goods. Firstly, public goods attribute of highway under different scenarios were discussed to explain the principles of highway toll, and the root causes of highway extension fees, charges exorbitant issues were analyzed. Use economics to analyze severe congestion reasons caused by highway free meanwhile referring advanced experience of developed countries and regions in supplying the highway and put forward suggestions to achieve effective supply of highway in our country.

Abstract:The highway - net model, toll revenue settlement data check and data security are discussed in the paper, which are the fundamentals in the toll collection of highway - net. Based on the general research of these key problems, an algorithm of allocation for highway - net toll collection is obtained to have the total solution using the linking and regulation matrices to describe the highway - net structure. Then, the implementation of the algorithm can be achieved in the computer systems with flexibility and quick calculation.

Abstract:With the fast development of highway,task and difficulty of highway maintenance is increasing day by day.Therefore,the Safety Work Rules for Highway Maintenance(JTG H30-2004) could not coordinate and accommodate with highway maintenance anymore.In this paper,Wenzhou is taken as an example.According to problems existing in the process of practical operation of Safety Work Rules for Highway Maintenance(JTG H30-2004),some suggestions are brought forward.Such as,scheme of speed limit,layout of traffic control zone located at shoulder or different sections of the same direction in the different lanes,and measures to limit speed compulsory.

Abstract:An important operational aspect in the management of tolled highways is how the collected tolls should be allocated over the different highway segments, either operated by different operators or by different units of one operator. This paper analyzes this toll allocation problem both from an axiomatic and a game theoretic perspective. Based on different toll charging systems, specifically the distance-based toll system and the fixed toll system, we propose three allocation or sharing methods: the Segments Equal Sharing method, the Exits Equal Sharing method, and the Entrances Equal Sharing method. After direct and game theoretic characterizations of these methods, we apply them to several real-life highways.

Abstract:A unit of weight processor and barrier controller in the portable and extendable tolling system is presented in this paper.Three alternative working modes are easily to handle and switch.Single tolling units in a tolling house can be extended to four;toll can be expanded after power up;normal toll state can be resumed after power off.This unit alleviates the traffic jam pressure at thruway toll-gate,and at the same time realizes the wireless transmission for the encrypted weight information.With the 802.11b wireless net covered the overall toll area,mixed tolling work for both car and truck and the barrier/carriageway management can be controlled By selecting portable POS or toll lane controller to process the tolling and controlling the barrier of hybrid vehicle sequence,which enormously improve the passing speed for vehicles at tolling house,and meanwhile enhance the personal security and working efficiency for toll staff.

Abstract:This study presents a methodology to design the traffic organization program in an expressway reconstruction project. Based on the analysis of current traffic volume and traffic direction flow, an integrated traffic organization program combining on-site traffic organization and multi-media traffic organization was put forward. The first phase of Xiangtan to Leiyang Expressway project in Hunan. China was taken as a case study. Results revealed that the proposed method was effective and valid in maintaining the traffic diversion smoothly, orderly and safely.

Abstract:This paper studies a road tolling problem in which a road user travels from A to B either via road 1 by paying or via road 2 without charge. The route choice also obeys the user-equilibrium principle. However, the travel time is formulated as a strictly increasing function of the density through the velocity-density relationship or fundamental diagram, which significantly improves the formulation in the classical traffic assignment problem. Accordingly, the influence of toll rate on the road users, the administration department and the road runner is analyzed in detail, by assuming that the user demand is rigid and maximizing the total traffic flow and the runner's benefits from the collection of toll fees.

Abstract:Tolling has been one of the most effective countermeasures against traffic congestion in metropolitan areas. Prior to the implementation of a tolling strategy, it was necessary to systematically evaluate the toll impacts on the transportation network. Microscopic simulation has been widely utilized as an evaluation tool in many traffic operation studies and practice. Most simulation tools on today's market, however, do not carry the functionality needed for customized toll-strategy assessment with the built-in modules. With the booming adoption of congestion pricing nationwide, it is highly desirable to enable simulation-based evaluation of various tolling strategies through external module development for widely-used simulation tools. This paper presents an innovative method for developing highly customized tolling strategy simulation through external routing modules compatible with a widely-used simulation tool. Using a publicly-available module, customized tolling schemes and routing algorithms can be implemented in the simulation tool. The method is demonstrated using the SR-520 toll bridge in Puget Sound as a test. The simulation results indicate that the developed module can effectively assess the impact of a variety of tolling schemes by determining travelers' routing decisions in real-time. The network-wide tolling impacts on link volume, travel speed, and emissions are evaluated in this study. The proposed method facilitates the understanding of key factors that would affect travelers' route choice and has great potential in tolling-strategy evaluation for transportation networks. Abstract:With the continual going deeply into reform and opening, the development of economy and the advance of people living standard, the amount of mobile vehicles increasing, it results in deterioration of the traffic. In order to reconcile urban transportation, this paper presents a design and realization of an advanced urban traffic surveillance and management system. It is an urban traffic surveillance command platform integrated by transportation information collecting, information processing, information syncretizing, information releasing, traffic controlling and managing. Aiming at the characteristic of domestic mingled transportation, the system provides the urban traffic surveillance command system of LCHA to the traffic management department. With this system, we can take good and efficient use of various traffic resources to construct the urban harmonic transportation.

Abstract:This paper addressed the traffic design methods of urban interchanges taking the interchange of Wanbao arterial and the 2nd ring urban expressway in Changsha as an example. Interchange was firstly designed by adjusting the functions of lanes and channelizing internal space of the intersection. Then, through overlapping phases and adjusting phase sequences, an optimal signal design was made to the interchange. At last, the design was evaluated and analyzed based on comparisons of capacity, saturation and delay indexes. The results showed that capacity of the interchange increased by 21.68%, saturation reduced by 27.5% and average delay reduced by 40.68%. In addition, the interweave between ramps flow and street flow was almost eliminated. The operational efficiency was obviously improved.

Abstract:Expressway is a rare public resource with scale effect. China's expressways have been criticized for the exorbitant cost of their tolls in recent years. The paper addressed the problem of China's expressways toll policy, based on analysis of expressways' function and current situation. Compared with toll policy of other countries' highways, the toll policy objective of China's expressways was concluded. To set up new framework of expressways toll policy, five factors were considered. They are properties and purposes of tolling, toll rate, toll period, operation and supervision of expressway investment, and, coordination and development of road network. Four toll policies were studied and compared in terms of toll rate reduction, road network development consideration, investment risk control, complexity of operation, and implementation feasibility. Finally, toll policy fit for China's expressway was recommended, and some suggestions about future expressway development were supplied.

Abstract:This paper proposed a macroscopic system optimum model under speed limits,which aimed to minimize traffic social cost.The optimal traffic flow pattern could be induced by road pricing strategy.Given that the specific charging scheme is associated with decision'preference,this paper designed two kinds of optimal charging schemes:MTR (Minimize Total Revenue) and NR (Neutral Revenue) separately.A numerical example was presented at the end as a demonstration of the proposed model and pricing schemes.The results indicated that the imposed speed limits change original traffic network optimum and this research improves traditional traffic assignment model.In addition,our proposed charging schemes can drive traffic network performance to achieve optimum.
