Abstract:Meeting all kinds of needs of citizens is the critical and highest target of service-oriented government,which not only requires the government strengthening its social management function and public service function but also needs to innovate the mechanisms of public services supply.The latter is one of the universal issues that all levels of government and all sections of service department need to settle.Given the compound and complex nature of public services,this paper presents a compound model of public services supply which contains twice divisions between diverse participants.The initial division in public service supply separates the service planners (providers) and service producers and then shows several possibilities of typical supply mechanisms.When producers can not produce services by themselves directly,they could organize production through integrating other service resources,which results in the second division.In this model,fragmental,non-scale and heterogeneous demands for public services could be met by effective activation and combination of administrative mechanisms,market mechanisms and social mechanisms.
