Development In The Service Sector Of China: A Government Responsibility Perspective

Abstract:Stagnation and low level of service sector in China is a long standing issue. We find it is directly affected by the absence of Chinese government public responsibility and economic growth pattern in transition. To prove this we analyze the services sector in three dimensions: First, GDP-oriented growth plan forces government to allocate resource to growth-related areas, hence public services are in short supply. Second, households have to smooth their consumption to avoid the future uncertainty which is the result of undersupply of public services. Losing the support of the market, consumer service sector cannot grow well. Third, less consumption results in less domestic demand. Surplus of production due to increasing savings can only be digested by exports, thus the development of producer service sector is counterbalanced partly by the development of the outsourcing and process trade.
