Abstract:Winning government purchase orders enables enterprises a stable cash flow. It also eases their credit constraints and reduces financing costs through collateralized cash flow or unsecured loans. Based on Chinese government procurement data published online and data of listed companies, this paper empirically examines the relationship between firms winning government procurement contracts and bank credit growth. The results show that the allocation of purchase orders plays an important role in alleviating the financing constraints of firm participants. On average, companies that participated in government procurement received 17.5 percent larger bank loans quarterly than companies that did not. In terms of loan structure, the value of non-mortgage loans increases by about 4.7% per time of winning a procurement order, while the proportion of non-mortgage loans in the total amount of loans increases by 0.37%. This improvement in financing constraints is more pronounced among small and medium companies. The mechanism analysis points out that government procurement improves firms’ bank credit in two ways. First, firms can obtain more stable operating cash flow and reduce operating risk.Second, government procurement financing platform can reduce the information asymmetry between banks and firms. The heterogeneity analysis shows that the effect of procurement is more evident in high-frequency, localized purchase orders and young enterprises. The conclusion of this paper emphasizes that government procurement as a fiscal policy tool can effectively cooperate with financial support policies to serve the procured enterprises. We should attach importance to the development of relevant financial infrastructure to lay a solid foundation for highquality development of the real economy and effective response to external risks.
