Abstract:Since 1990s the macro-control by government has been promoting the fast,continuous and stable growth of Chinese economy.Meanwhile there is another noticeable phenomenon that,along with the continuously expanding of income difference,the biased structure of income distribution has come into being.Through various index this paper describes the characteristics of the structure of income distribution and its changes,expounds its restraints on the growth of economy and the mechanism it plays.We point out that the measures to improve and harmonize the structure of income distribution will be,in short-term,conducive to enhance the effect of macro-control,and in the long run,will stimulate the accumulation of human capital and improvement of capital structure in the whole society, and thereafter the engine of economic growth will be polished.

Abstract:Since the beginning of the new century,economic growth was pro-poor areas rather than pro-poor.Implementation of rural anti-poverty policies has improved the opportunities and capacity of the household in poor areas to share the benefits of growth.Households with labor can achieve very significant income growth if they got assistance from poverty alleviation projects.The implementation of rural anti-poverty policies has promoted the process of poverty reduction in rural China and reduced the negative impact of income distribution on poverty reduction.However,inaccurate targeting is one of the reason for the result of pro-poor area rather than pro-poor.Increasing poverty reduction funds and improving the targeting accuracy are necessary in the future.

Abstract:The eleventh five-year plan on national economy and social development that is passed by the Fourth Session of the Tenth National People's Congress put forward building a new socialist rural areas. For realizing the objectives, increasing farmers' income will be the main task on the agriculture and rural work, and step to well-off society for farmers will be accelerated. The paper explains the present situation of increasing farmers' income from five aspects including multi-resources of increasing farmers' income, policy failure of increasing farmers' income and so on. And combining with the facts of unsuitable agricultural structure and hard transfer employment for surplus-labor, the paper analyzes the main reason why increasing farmers' income becomes slow. Then the paper gives some policy suggestions such as making agricultural strategic adjustment and accelerating rural urbanization through constructing small town to increase the farmers' income.

Abstract:Education,health and labor capability of the disabled people are legged behind.And their average income is remarkable lower than national average;many of them are still in poverty.Families who have to burden medical care and rehabilitation costs for disabled family members see much slower income increasing pace.The disable people and their families are the main helping groups to fulfill doubling per capita income in the next 10 years.There are three priorities to improve their living conditions: firstly,basic living for 1.8 million disabled people in urban and rural China;secondly,improving social security and service systems for the disabled and promote undertakings for the disabled,in order to implement requirements of the 18th National Congress of the CPC;thirdly,enhancing their self-developing ability,promoting employment and social participation to improve their living conditions and fulfill comprehensive development.In details,more efforts should be done in improve social security,employment and poverty reduction,etc.

Abstract:Until the summer of the year 2000, the insufficiency of effectivedemand in China has lasted for thirty months. Our government has taken four policies to end this, which are monetary policy, financial policy, consumption policy, and income policy. But these measures are not so efficient as expected. This paper makes a deep anatomy and points out that the deep reason is t he lagging and unfair distribution which cause the insufficiency of effective demand. It also puts forward that redistributing by means of the redistribution system and enhancing household's average propensity consumption should be a long -term economic policy.

Abstract:This article examines recent trends in inequality and poverty and the effects of distributional policies in China. After a discussion of data and measurement issues, we present evidence on national, as well as rural and urban, inequality and poverty. We critically examine a selection of policies pursued during the Hu-Wen decade that had explicit distributional objectives: the individual income tax, the elimination of agricultural taxes and fees, minimum wage policies, the relaxation of restrictions on rural-urban migration, the minimum living standard guarantee programme, the "open up the west" development strategy, and the development-oriented rural poverty reduction programme. Despite these policies, income inequality in China increased substantially from the mid-1990s through to 2008. Although inequality stabilized after 2008, the level of inequality remained moderately high by international standards. The ongoing urban-rural income gap and rapid growth in income from private assets and wealth have contributed to these trends in inequality. Policies relaxing restrictions on rural-urban migration have moderated inequality. Our review of selected distributional policies suggests that not all policy measures have been equally effective in ameliorating inequality and poverty.

Abstract:After the founding of P.R.China,the rural areas of China have witnessed five stages in its poverty alleviation.In 2009 the poverty line for the rural areas of China was raised to net income 1196 yuan per person,as a result of this,the number of people who can enjoy relief has increased considerably.The poverty alleviation has entered a new stage in which great changes have taken place in its strategy;starting point;and tasks.In order to meet the new challenges and the new requirements in poverty alleviation,we must do a good job in its target selection and the management of the input of its fund.And we should also work out a way to improve the scope and terms in poverty alleviation.

Abstract:To deepen the reform of China's income distribution system,we need to achieve three transformations: 1) the transformation from the makeshift policy of "Let some citizens prosper first," launched at the beginning of reform and opening up,towards a more populist approach of "Let the majority of the people prosper together;" 2) the transformation from "low incomes,low commodity prices" towards a greater dependence on technological and management innovation whereby to raise workers' incomes and the prices of some farm produce and resource-type products step by step and in a differentiated way;and 3) the transformation from income redistribution to first-time income distribution and wealth redistribution.The current focus of reform should be on resolving the problem of some citizens' unfairly excessive possession of wealth.

Abstract:This paper provides an overview of the evolution of income inequality and poverty in China from 1987 to 2002, documenting significant increases of inequality within China's urban and rural populations. In rural areas, increased inequality is primarily related to the disequalizing role of non-agricultural self-employment income and the slow growth in agricultural income from the mid-1990s onward. Poverty persists, and tied in part to slow growth in agricultural commodity prices. In urban areas, the declining role of subsidies and entitlements, the increase in wage inequality, and the layoffs during restructuring have fueled the growth in inequality within urban areas. Poverty levels, however, are very low. China should give more emphasis on education, training, and other human development efforts in its poverty reduction strategy since return to education increased rapidly and became a major source of inequality. A nationwide "social safety net" and an effective redistributive taxation system should be adopted and implemented to ensure that the poor can benefit from the fruits of rapid economic growth.

Abstract:The improvement of the quantity and quality of the middle-income group is an important indicator of achieving common prosperity. By surveying the Individual Reduction data released by the National Bureau of Statistics（NBS） and the middle-income standard adjusted by the regional purchasing power parity index,the present paper finds that the middle-income group in China features“increasing quantity, relatively low quality and unbalanced spatial distribution”, that is, this group has been expanding with a significant increase in proportion from 2002 to 2020, but its per capita income is in a medium-lower level, with large income gaps among the members and a high risk of sliding downward; and its members are mostly from the developed eastern region. Improving the quantity and quality of this group during the 14th Five-Year Plan period is facing challenges such as economic slowdown, demographic adjustment, accelerated technological iteration,and risk resistance decline. Therefore, the present paper proposes to achieve this goal by promoting high-quality economic development, implementing the regional coordination strategy and“quantity and quality improvement”strategy, strengthening the digital economy governance, and improving the social security system.

Abstract:Common prosperity is the essential requirement of the socialist system, and one of the important goals of China’s modernization. Common prosperity is a long-term goal, and its realization is a long-term development course. This paper expounds on the connotations and fundamental requirements of common prosperity, discusses the challenges anticipated in realizing common prosperity in China from the perspectives of income gap, property distribution gap and public services, and expatiates common prosperity as a long-term and complex course involving many difficulties. Next, this paper proposes a detailed plan for the realization of common prosperity by reforming the income distribution system and promoting the equalization of basic public services, with the view of improving the capacity of all the people to develop in a comprehensive manner.

Abstract:Abstract Wealth inequality, which has caused repeated economic crises and led to regime change throughout history, continues to harm people around the world. The solution is to share prosperity, and this has become a political goal pursued by many governments. To find an effective way to achieve shared prosperity, we must recognize the causes of inequality between the rich and the poor so we can apply the right corrective measures. In the present study, we used the most recent available data for China to examine income inequality from three perspectives (the urban-rural gap, industrial gap, and regional disparities) to identify the underlying structural factors influencing economic inequality in China. We found that urbanization was a decisive factor in reducing the urban–rural income gap, but that it widened the industrial and regional income gaps. Transfer payments, social security, and agricultural mechanization all reduced income inequality, whereas basic and higher education had different effects for the three income gaps, and fiscal decentralization reduced the regional gap but widened the urban-rural and industrial gaps. In our study of regional differences, we found that structural factors in western China were the most responsive to income inequality. Thus, achieving urban-rural integration, improving agricultural mechanization, enhancing social security coverage, providing financial transfers to low-income enterprises, promoting regional equity in education, and improving local government assessment indicators will be the key to achieving shared prosperity. China's decision-making on the road to achieving shared prosperity will provide lessons for other developing countries.

Abstract:In the past three decades, income inequality in China has increased rapidly relative to both China's own past and other countries at similar levels of economic development. Using recent longitudinal data from the China Family Panel Studies (CFPS), this article examines changes in income inequality and poverty prevalence between 2010 and 2012. Surprisingly, we find a modest decline in income inequality as measured by the Gini coefficients in the CFPS data. The urban-rural gap narrowed, with rural families enjoying faster income growth than urban families enjoyed. Income growth was greater for middle-income families than for families with either high or low incomes in 2010. By all measures, poverty was greatly reduced between 2010 and 2012. Two-thirds of families that had been poor in 2010 escaped poverty by 2012.

Abstract:It has been more than three decades since China started to transform its economy institutionally and structurally. The economic transformation has stimulated rapid economic growth in both GDP and personal incomes. From 1978 to 2007 annual growth of GDP averaged close to 10 percent and of household per capita income more than 7 percent. The rate of economic growth was even more impressive in later years, including the period under study in this chapter. From 2002 to 2007 annual growth in GDP was 11.6 percent, and in rural and urban household income per capita 6.8 and 9.6 percent, respectively. 1

Abstract:The discussion of common prosperity in this paper revolves around the following two aspects. First, the promotion of common prosperity requires a solid material foundation; solving poverty as measured by the absolute income standard serves as the basic requirement of becoming rich; the future rural relative poverty is a common problem and challenge that most of China’s provinces are facing; and increasing farmers’ income is a problem that must be solved within the framework of integrated urban-rural development. Second, narrowing the income gap is one of the essential requirements of common prosperity; narrowing the income gap to a certain level and achieving the unity of the development and sharing and the harmony of efficiency and fairness constitute the essential component of “common”; and the current urban-rural absolute income gap in China remains large, which violates the concept of shared development, is not conducive to sharing the achievements of economic development by the people as a whole, inhibits economic growth, and hinders the construction of a new development paradigm. Therefore, firmly grasping the mainline of integrated urban-rural development, strengthening overall planning and top-level design, and compensating for the institutional disadvantages of the dual division of urban and rural areas should be the main strategic focuses for promoting common prosperity in China.

Abstract:China's gross domestic product (GDP) more than quadrupled between 1978 and 1996 under economic reforms. Per capita disposable incomes more than tripled in the cities and almost quadrupled in the rural areas. However, rapid economic growth brought about large income inequality which slowed down poverty reduction. In 1995, there were still 70–170 million people living in poverty. This article aims to assess the relationship between economic growth, income inequality and poverty using both secondary and household survey data. The main findings are (1) urban/rural divide and spatial inequality are two major factors accounting for overall income inequality; (2) non‐wage and non‐farm incomes are more unequally distributed than wage and farm incomes; and (3) the incidence of poverty is very sensitive to the changes in per capita income and inequality.
