Abstract:A high proportion of variable renewable energy(VRE)is one of the most significant characteristics of China's future power system under the"dual carbon"target[1,2].However,wind and solar power units are more uncontrollable and less supportive for power system stability than traditional thermal power units,due to their susceptibility to the weather and the grid connection of power electronics[3].Therefore,as the capacity and generation of VRE grow rapidly and even dominate the power structure[4],the power system's ability to deal with disturbances will continue to decrease[5].Strong fluctuations and high uncertainty from the source side will bring new challenges to maintaining the balance between power supply and demand[6,7],along with the risks of load loss and power curtailment[8].These challenges and risks will further hinder the consumption of renewable energy and will profoundly affect the safe and stable operation of the power sys-tem[9].To address this issue,it is vital to enhance the flexibility of the power system in an efficient and economical way to support the construction of the new power system and the energy transi-tion[10,11].In this context,a great deal of existing research has focused on defining[12]and assessing[13]the flexibility of the power system,as well as analyzing[14],planning[15],and con-trolling[16]flexible resources.
