Abstract:Liquid-liquid solvent extraction is one of the most commonly used means in experiment and engineering for reprocessing of spent nuclear fuel and effective separation of high level radioactive waste.Research advances of effective separation of minor actinides and rare earths from high level liquid waste(HLLW) in recent 20 years have been reviewed.Based on the soft-and hard-ligands,several solvent extraction processes such as TRUEX,DIAMEX,TRPO,DIDPA,SANEX,TALSPEAK and so on have been evaluated.Some new technologies and new methods such as liquid membrane extraction,ion exchange,and extraction chromatography etc.have been discussed.Since extraction chromatography has the advantages of both solvent extraction and ion exchange,a variety of novel extraction chromatographic adsorption/separation materials have become the interesting research targets for effective separation of minor actinides and the others from HLLW.

Abstract:This paper reviews the progress of extractant studies in the effective partitioning of minor actinides and lanthanides from high-level radioactive liquid waste(HLW) since 1950s.Our review is focused on the extraction performance for all kinds of organic extractants including oxygen-containing ligands such as CMP,CMPO and malonamide,a sulfur-containing ligand Cyanex-301 and its derivatives,nitrogen-containing ligands such as TPTZ,BTP,BTBP,TPEN and their derivatives,etc.The advantages and disadvantages of these extractants are compared,and their applicationsinhighlyactiveacidicliquidwasteareevaluated.

Abstract:Reprocessing of used nuclear fuel and treatment of nuclear waste are important issues for the sustainable development of nuclear energy. It is necessary to develop novel nuclear waste treatment technologies to meet the goal of minimizing the secondary liquid waste. Supercritical fluids are considered green solvents in chemical engineering process. It gains growing interest to treat nuclear waste using supercritical fluid extraction recently, because it can greatly decrease the secondary liquid waste with high radioactivity. During the past two decades, extraction of actinides and lanthanides by supercritical fluid has been intensively studied in some countries, and many important progresses have been made. However, the prospect of industrial application of supercritical fluid extraction technology in reprocessing of used nuclear fuel and treatment of nuclear waste is still unclear. In this paper, extraction of actinides and lanthanides from various matrixes or from their oxides by supercritical fluid including the experimental results, extraction mechanism and kinetic process was reviewed. The engineering demonstration projects were introduced. The trend of industrial application of supercritical fluid extraction technology in nuclear waste management was also discussed.

Abstract:Through an advanced vacuum sucking technique, two macroporous silica-based N,N,N′,N′-tetraoctyl-3-oxapentane-1,5-diamide (TODGA) and octyl(phenyl)-N,N-diisobutylcarbamoyl-methylphoshine oxide (CMPO) polymeric composites, TODGA/SiO2-P and CMPO/SiO2-P, were synthesized by impregnating and immobilizing the chelating agents into the pores of the SiO2-P particles. To partition long-lived minor actinides (MA(III)), such as Am(III) and Cm(III) from highly active liquid waste (HLW), the loading and elution of 15 typically simulated fission and non-fission products from a 3.0M HNO3 were performed. In the first column packed with TODGA/SiO2-P, the simulated elements were effectively separated into following groups: (1) non-adsorption group, (2) MA–lRE–FPs group, (3) hRE group, and (4) micro quantity of Zr(IV). MA(III) was predicted to flow into the second group along with Nd(III) due to their close adsorption and elution onto TODGA/SiO2-P. In the second column packed with CMPO/SiO2-P, after conditioning the acidity in MA–lRE–FPs containing 0.05M DTPA to 3.0M HNO3, it was separated into (1) Sr(II) and Pd(II), (2) MA–mRE, (3) lRE, and (4) Zr(IV). MA(III) was believed to flow into MA–mRE effluent along with Gd(III) because of the similar adsorption towards CMPO/SiO2-P. In terms of the position of MA(III) appeared, an improved MAREC process for long-lived MA(III) partitioning from HLW was proposed.
Progress and Discussion on Chemical Separation Technologies for Nuclear Fuel Reprocessing Developed Abroad

Abstract:Reprocessing technologies can be divided into wet process using aqueous solution and dry process. The wet process includes solvent extraction ( liquid-liquid extraction), ion exchange, precipitation, etc. The PUREX process which uses TBP as extractant and can recover about 99. 5% of the U and Pu from spent fuel is the only successfully commercialized reprocessing technology nowadays. However, the PUREX process still has some significant drawbacks such as complicated extraction procedures, generation of a great amount of waste and utilization of large scale equipment. In addition, it can not effectively recover the long-lived nuclides such as minor actinides (Np, Am, Cm) and Tc, which will result in a long term radiological effect on the environment. In recent years, many efforts have been devoted to the improvement of the PUREX process and the study of advanced wet reprocessing technologies. Dry process utilizing electro-refining in molten salt, reductive extraction in liquid metal or volatilization of fluorides is attracting wide attention, because it has the advantages of compact equipment, high radiation resistance and critical safety. But relatively low separation factor and corrosion of materials at high temperature are the main problems of the dry process. This article reviews the progress in the chemical separation technologies for nuclear fuel reprocessing abroad. Furthermore, some chemical problems in separation processes are analyzed and discussed.

Abstract:In order to minimize the environmental impact of nuclear spent fuel discharged from nuclear power reactors, researches of partitioning/transmutation and advanced nuclear fuel cycle are expanded in several nations. Separation of minor acitinides and long-lived fission products is the key process for such purpose. Compared to the current method for spent nuclear fuel treatment and disposal, the integrated process of reprocessing and high-level waste partitioning has distinct advantages, such as simplifying processing, reducing the secondary waste and improving economics. The integrated process is much more suitable for advanced nuclear fuel cycle. In this paper the recent advancement and progress on the integrated process of reprocessing and high-level waste partitioning are described.

Abstract:To develop an advanced technology which uses compacted equipment and generates less radioactive waste for reprocessing spent nuclear fuels, a new aqueous reprocessing system based on ion exchange separation has been studied. This process consists of (1) Pd removal by selective adsorption; (2) electrolytic reduction for the valence adjustment of U and some fission products such as Tc and Ru; (3) recovery of U, Pu and Np by anion exchange; and (4) separation of the long-lived minor actinides (Am, Cm) by extraction chromatography. For this process, we have prepared several novel anion exchangers and some chelating extraction-resins which are immobilized in porous silica particles. In this article, studies on the adsorption characteristics of various oxidation states of typical elements (nuclides) in spent nuclear from nitric acid solution with the anion exchangers are reviewed. Separation behavior of the nuclides in practical spent fuel solutions is demonstrated using the anion exchange columns. The results indicate that the proposed U and Pu recovery process is essentially feasible, although further works such as scale-up testing are needed.

Abstract:The research work of Chinese scientists in the radiation chemistry of extractants used in nuclear fuel reprocessing in 30 years has been reviewed in this paper, particularly the progress in radiation chemistry of tri-n-butyl phosphate (TBP) has been reported mainly. Moreover, current studies on the radiation stability of other novel extractants have been discussed. Finally, some challenges and prospects in this field are suggested.

Abstract:Safe treatment and disposal of radioactive waste, especially high level waste, are attracting much attention from governments of many countries and the public and becoming one of key factors affecting the sustainable development of nuclear energy. High level liquid waste (HLLW) is the raffinate from Purex process and contains more than 95% radioactivity of spent fuel. HLLW must be vitrified and disposed in the geological repository which should be isolated from biosphere for more than 100 000 years because of the a activity. "Partitioning-transmutation" method for the treatment of HLLW can effectively reduce the isolation period of geological repository from biosphere. TRPO with good physico-chemical properties and irradiation stability has excellent extraction selectivity to tri-, tetra- and hexa-valent actinides. TRPO process for actinides removal from HLLW has been invented in China. Several times hot tests and the pilot test demonstrated that the HLLW could be conditioned into non-a waste after treatment by TRPO process. TRPO with self-owned intellectual property rights has a bright future in the treatment of defense HLLW and civil HLLW.

Abstract:In the last decades, the separation of actinides was widely and continuously studied in China. A few kinds of salt-free reductants to adjust Pu and Np valences have been investigated N, N-dimethylhydroxylamine is a good reductant with high reduction rate constants for the co-reduction of Pu(IV) and Np(VI), and monomethylhydrazine is a simple compound for the individual reduction of Np(VI). Advanced PUREX based on Organic Reductants (APOR) was proposed. Trialkylphosphine oxide (TRPO) with a single functional group was found to possess strong affinity to tri-, tetra- and hexa-valent actinides. TRPO process has been first explored in China for actinides partitioning from high level waste and the good partitioning performance was demonstrated by the hot test. High extraction selectivity for trivalent actinides over lanthanides by dialkyldithiophosphinic acids was originally found in China. A separation process based on purified Cyanex 301 for the separation of Am from lanthanides was presented and successfully tested in a battery of miniature centrifugal contactors.

Abstract:Advances are being made in the design of the annular centrifugal extractor for nuclear fuel reprocessing extraction process studies. The extractors have been built and tested. Twelve stages of this extractor and 50 stages are used to implement the TRPO process for the cleanup of commercial and defense nuclear waste liquids, respectively. Following advances are available: (1) simple way of assembly and disassembly between rotor part and housing part of extractor, ease of manipulator operation; (2) automatic sampling from housing of extractor in hot cell; (3) compact multi-stage housing system; (4) easy interstage link; (5) computer data acquisition and monitoring system of speed.

Abstract:Ion exchange resins are employed extensively in the nuclear industry to remove the radioactive contaminants such as neutron activation products and fission products which may have leaked from fuel elements. The spent radioactive ion exchange resins have been produced during the operation of the nuclear facilities in the nuclear industry. The resins loaded with radioactive nuclides could not be regenerated and reused. These waste resins should be properly treated and disposed in order to minimize their potential hazard to the environments. In this paper, different technologies used for the treatment and disposal of spent radioactive resins were summarized and compared, including immobilization (such as cementation, bituminization and plastic solidification), advanced oxidation processes (such as incineration, pyrolysis, acid boiling degradation, the Fenton or Fenton-like reaction, supercritical water oxidation and plasma technology) and super compaction. Some supplementary methods, such as acid stripping, microbial conversion treatment and high integrity container were also mentioned. The principle of treatment methods, their characteristics and applications were briefly introduced, the future research directions were discussed.

Abstract:High-level liquid waste (HLLW) produced from the reprocessing of the spent nuclear fuel still contains moderate amounts of uranium, transuranium (TRU) actinides, and fission products, and thus constitutes a permanent hazard to the environment. The partitioning and transmutation (P&T) strategy has increasingly attracted interest for the safe treatment and disposal of HLLW, in which the partitioning of HLLW is one of the critical technical issues. Two improved trialkylphosphine oxide (TRPO) processes for the removal of actinides have been developed to treat Chinese HLLW, based on the original TRPO process. In one improved process N,N-diethylhydroxylamine as a reducing agent was used for reducing Np(V) and Np(VI) to Np(IV) in order to improve the extraction efficiency of Np. In the other improved process, ammonium vanadate as an oxidizing agent was used for oxidizing Np(V) and Np(IV) to Np(VI) in order to improve the extraction efficiency of Np. Radioactive tracer tests of two improved TRPO processes were carried out using 30-stage 10-mm-diam annular centrifugal contactors and simulated HLLW containing U, Np, Pu, and Am. The test results showed that the decontamination factor of total alpha activity was >1 x 10(5). During the test, 30-stage 10-mm-diam annular centrifugal contactors worked in a stable manner continuously, with no stage failing or any interruption of the operation.

Abstract:High level waste (HLW) produced from reprocessing of the spent nuclear fuel still contains actinides, 90Sr, 137Cs, etc., which presents a significant hazard to the environment. Two simplified TRPO processes for the partitioning of HLW were developed with N, N'-dimethyl-3-oxa-glutaramic acid (DMOGA) as the stripping agent at the Institute of Nuclear and New Energy Technology (INET), Tsinghua University, China. The cold pilot plant tests of two simplified TRPO processes were carried out with the simulated HLW respectively, where 70-mm-dia centrifugal contactors were used in the stripping sections of two simplified TRPO processes for the removal of actinides in the loaded 30% TRPO-kerosene. The test results showed that 99.9% of the Nd and 99.9% of the Zr were stripped respectively, and the organic phase was recycled after being stripped and scrubbed. During the pilot plant tests, all of the 70-mm-dia centrifugal contactors were stable, working continuously with no stage failure or interruption in operation. All of the results demonstrate that these centrifugal contactors are promising for the stripping sections of two simplified TRPO processes.

Abstract:The hydrometallurgical separation concepts for the heterogeneous recycling of irradiated nuclear fuel developed in Europe are presented and discussed. Most of these concepts were developed within European collaborative projects and involve solvent extraction processes separating trivalent minor actinides (with a focus on americium) from the raffinate solution from processes such as PUREX (Plutonium Uranium Reduction Extraction) or an evolution of PUREX. Depending on the process chemistry applied, process schemes each consisting of one, two or three solvent extraction cycles are required to obtain a pure americium product. The various solvent extraction processes are briefly introduced. The most suitable choices are selected, and the process schemes are compared to one another.

Abstract:The long-term radiotoxicity of high level liquid waste (HLLW) generated in spent nuclear fuel reprocessing is governed by the content of several long-lived minor actinides (MA) and some specific fission product nuclides. To efficiently separate MA (Am, Cm) and some FPs such as Cs and Sr from the HLLW, we have been studying an advanced aqueous partitioning process, which uses selective adsorption as separation method. In this work, we prepared different types of porous silica-based organic/inorganic adsorbents with fast diffusion kinetics, improved chemical stability and low pressure drop in a packed column. So they are advantageously applicable to efficient separation of the MA and specific FP elements from HLLW. Adsorption and separation behaviors of the MA and some FP elements such as Cs and Sr were studied. Small scale separation tests using simulated and genuine nuclear waste solutions were carried out and the obtained results indicate that the proposed separation method based on selective adsorption is essentially feasible.
Application Of Centrifugal Contactors In Partitioning Of High Level Waste In China

Abstract:High level waste (HLW) produced from reprocessing of the spent nuclear fuel still contains actinides, (90)Sr, (137)CS, (99)Tc, (129)I, etc., which engender permanent hazard to environment. The safe treatment and disposal of HLW are crucial to sustainable development of nuclear energy. The partitioning and transmutation (P&T) strategy for converting long-life nuclides from HLW into short-life radioactive or stable species has increasingly attracted interest. In recent years, a total partitioning process, including removal of actinides by the TRPO process, removal of Sr by the crown ether strontium extraction (CESE) process, removal of Cs by ion exchange using potassium titanium hexacyanoferrate (II) or by solvent extraction with 25,27-Bis(2-propyloxy) calix[4]-26,28-crown-6 (iPr-C[4]C-6), and separation of lanthanides and actinides with Cyanex 301, has been developed to treat Chinese HLW at Institute of Nuclear and New Energy Technology (INET), Tsinghua University, China. A series of cold and hot tests of both the separate processes and the total partitioning process were carried out with centrifugal contactors, and satisfactory results were obtained from these tests. In particular, a hot laboratory-scale test of the total partitioning process was carried out with the genuine HLW at INET in 1996. In this test, 50 stages phi 10 mm centrifugal contactors were applied successfully for removal of actinides and Sr. The test results showed that the decontamination factors (DFs) for total alpha activity, (99)Tc, (90)Sr and (137)Cs were 588, 125, >2500, and >200 respectively. In addition, a cold pilot-scale test of the total partitioning process was carried out with the simulated HLW at INET in 2005. In this test, 24 stages phi 70 mm centrifugal contactors were applied successfully in the stripping section of the TRPO process for removal of actinides. The test results showed that 99.9% of Nd, Zr and U was stripped respectively. In order to perform successfully these tests, a series of new centrifugal contactors have been developed at INET. In this paper, developments of centrifugal contactors for partitioning of HLW are introduced, and applications of centrifugal contactors in tests for partitioning of HLW in China are reviewed in detail.

Abstract:We have studied a new aqueous reprocessing system that consists of anion exchange as the main separation method, electrolytic reduction for reducing U(VI) to U(IV), and extraction chromatography for minor actinide partitioning. In this work, hot tests were carried out on the main flow sheet (U and Pu recovery) using a nitric acid solution of a spent commercial boiling water reactor fuel with burnup of 55000 MWd/tHM. First, a separation experiment was conducted using a column packed with AR-01 anion exchanger, and the separation behavior of about 20 elements was examined. Then electrolytic reduction was performed for the U(VI) eluate from the first column using a flow-type electrolysis cell. Subsequently, the reduced U solution was applied to the second AR-01 column to separate the U(IV) from contaminated fission products. Most amounts of Pu(IV)-Np(IV), were successfully separated and recovered in the first column. In the electrolysis, U(VI), Np(V,VI), and a trace amount of Pu(VI) were reduced to U(IV), Np(IV), and Pu(IV), respectively. In the second column, the U(IV) with small amounts of Np(IV) and Pu(IV) was completely separated from the fission products. These results demonstrated that the proposed U and Pu recovery process is essentially feasible, though more effective elution methods for Pd and Tc need to be investigated further.

Abstract:Electrorefining of the high-burnup spent nuclear fuels is critical to the closed fuel cycle in fast reactors for the sustainable development of nuclear energy. However, a remaining challenge in the electrorefining process is the separation of radioactive rare earth fission products to reduce the geological waste volume. In this work, the extraction of a major radionuclide Nd from the molten waste salt into durable waste forms was investigated through a two-step approach consisting of electrolytic reduction and oxidative extraction. Liquid Bi was found to be effective in the electrolytic extraction of Nd, leading to an extraction efficiency of up to 98.6% and a current efficiency of 93.5%. The Nd target in the resulting Nd - Bi cathode alloy was then selectively extracted using specific oxidizers in a glass melting step. High loadings of Nd 2 O 3 in the converted zinc-in-titania glass ceramic and aluminoborosilicate glass waste forms were achieved, demonstrating the prospect of the proposed method in terms of minimizing radioactive waste generation and recycling of the electrorefining waste salt.
