Abstract:This paper reviewed the international and China’ s pilot program progress of VEAs, analyzed experiences, driving forces and barriers in the process of advancing VEAs in the past six years in China. The results showed: VEAs have become one of the most efficient policy tools in environmental management in most of the OECD member states. However, in China, which are still at an initial stage though developed rapidly in some regions and industrial sectors. With the analysis of the current and future developmental trends of the environmental pressure China faces, this paper pointed out that China should introduce the VEAs tools as early as possible. And at last, the paper proposed the policy design and implementation principle, policy implementation schemes of VEAs, also, key fields of VEAs in the nearer future and the roadmap to advance VEAs in China were suggested. The paper posed that VEAs could become a very useful policy tools in environmental protection, if China goverment prompt the policy with great efforts.
Towards More Practical Automation of Vulnerability Assessment

Abstract:It is increasingly suggested to identify emerging software vulner-abilities (SVs) through relevant development activities (e.g., issue reports) to allow early warnings to open source software (OSS) users. However, the support for the following assessment of the de-tected SVs has not yet been explored. SV assessment characterizes the detected SVs to prioritize limited remediation resources on the critical ones. To fill this gap, we aim to enable early vulnerability assessment based on SV-related issue reports (SIR). Besides, we observe the following concerns of the existing assessment techniques: 1) the assessment output lacks rationale and practical value; 2) the associations between Common Vulnerability Scoring System (CVSS) metrics have been ignored; 3) insufficient evaluation sce-narios and metrics. We address these concerns to enhance the prac-ticality of our proposed early vulnerability assessment approach (namely proEVA). Specifically, based on the observation of strong associations between CVSS metrics, we propose a prompt-based model to exploit such relations for CVSS metrics prediction. More-over, we design a curriculum-learning (CL) schedule to guide the model better learn such hidden associations during training. Aside from the standard classification metrics adopted in existing works, we propose two severity-aware metrics to provide a more compre-hensive evaluation regarding the prioritization of the high-severe SVs. Experimental results show that proEVA significantly outper-forms the baselines in both types of metrics. We further discuss the transferability of the prediction model regarding the upgrade of the assessment system, an important yet overlooked evaluation scenario in existing works. The results verify that proEVA is more efficient and flexible in migrating to different assessment systems.

Abstract:After the introduction of EVA into China, SASAC found that EVA is very effective in the evaluation of enterprise financial performance, so it began to implement the EVA financial performance evaluation method to domestic enterprises. Among the enterprises adopting EVA for financial performance evaluation, central enterprises account for a relatively large proportion, while most other enterprises still use traditional financial indicators for financial performance evaluation. As the traditional method no longer meets the requirements of social development, the problems of adopting the traditional financial performance evaluation method gradually appear, so enterprises need to change the financial performance evaluation method. The use of EVA can effectively evaluate the financial performance of enterprises, and lay a good foundation for improving the financial performance of enterprises. The home appliance industry is closely related to people's lives, Supor as a small home appliance in the leader, the use of traditional financial analysis has certain limitations, a large number of use of simple financial data and excessive reliance on the evaluation indicators, the analysis process is too simple to meet the needs of the decision-making process, so the introduction of the EVA method of financial performance evaluation is particularly important. This paper takes Supor as the research object, analyses Supor's financial performance according to traditional financial indicators, and finds that the results obtained from traditional financial performance evaluation are not accurate enough, so it calculates the value of each index of EVA, and compares and analyses the EVA and traditional financial indicators, and discovers the problems of Supor and puts forward suggestions for improvement.

Abstract:The current status of commercial software, which realizes data preprocessing in enterprise is presented first, and two kinds of data preprocessing arithmetic, are put forth. Faced with a steam turbine factory, we expound the actual problems, difficulties and adopted corresponding measures during handling with millions of data accumulated in the past 30 years in this factory. At last, the advantages and disadvantages of two kinds of arithmetic are analyzed, whose running and application in the corresponding computer systems are illustrated.

Abstract:China’s capital economy developed relatively late. In 2010, The State-owned Assets Supervision and Administration Commission (SASAC) officially stipulated that state-owned enterprises (SOES) should adopt EVA evaluation index. First introduced the traditional financial index system and measure of EVA index, and then by state-owned joint-stock enterprise group as an example, through the study of the application of EVA index in Gree, comparing to traditional financial index, analysis of the advantages of EVA index in performance evaluation of state-owned enterprises in China, and on the basis of the application of EVA index in our country state-owned enterprise puts forward some Suggestions to improve and perfect.

Abstract:Weighted average cost of capital (WACC) is a method of calculating a company's cost of capital by weighting the weight of each type of capital to the total source of capital.Economic Value Added (EVA) is the net operating profit after tax of an enterprise minus the opportunity cost of all invested capital including equity and debt. Given the "one-size-fits-all effect" of WACC in the evaluation of central enterprises' performance, this paper uses PetroChina as an example to verify whether there is an "inflated" or "overestimated" EVA in the evaluation of central enterprises' performance through the valuation of WACC. The results show that the relatively small WACC in EVA performance evaluation directly leads to the EVA overstatement of PetroChina. National industries are classified according to the competitiveness of industries in terms of economic value added creation and contribution. Replacing the current EVA evaluation criteria with EVA rate evaluation criteria or Delta EVA evaluation criteria is a more practical idea to solve the problem of "overstated" or "overestimated" national EVA.

Abstract:In order to improve the company's comprehensive budget execution performance and the effect of corporate strategy formulation, this paper integrates the EVA unsupervised learning model to evaluate the company's comprehensive budget execution performance. Moreover, this paper improves the algorithm model by comparing the budgeting process of the company under the traditional budget and the budgeting process of the company under the guidance of EVA. Aiming at the company's massive data, this paper uses combined with the big data audit algorithm to process data and builds a company's comprehensive budget execution performance evaluation system based on the EVA unsupervised learning model. In addition, this paper combines cluster analysis to verify the effect of the system in this paper. The research shows that the company's comprehensive budget execution performance evaluation system based on EVA unsupervised learning model can effectively improve the effect of the corporate financial budget.

Abstract:In the current era of new economy, the competition between enterprises is becoming increasingly fierce. In many performance evaluation tools, EVA’s balance sheet scorecard has gradually become a more convenient management tool for organizations to implement strategies. The introduction of a balanced scorecard (if used properly) in the company’s performance evaluation will greatly improve the management efficiency of the organization and play a better role in promoting the enterprise to achieve the best resource allocation. This article aims to analyze the status quo of the EVA balanced scorecard in the performance appraisal system and its implementation in the enterprise through an overview of the relevant concepts and basic theories such as the balanced scorecard, combined with the theory of enterprise performance evaluation, such as the balanced scorecard. And strategic performance evaluation theory and other related theories established a series of effective management methods that match the EVA balanced scorecard. Use performance management system model calculation and performance evaluation system design to study the role of EVA-based balanced scorecard in building the performance evaluation system. Exploring the EVA balanced scorecard through experimental research can not only really improve the shortcomings and problems of the single performance appraisal system used by enterprises but also make it more in line with the company’s strategic development requirements and promote the realization of the strategy. The goal of the company: the experimental results of this paper show that 80% of the company’s operating conditions in the EVA-based balanced points performance evaluation have increased year by year and also confirmed that the EVA performance management system is a future-oriented performance management system.

Abstract:The performance evaluation method based on data envelopment analysis (DEA) is one of the important tools to measure the competitiveness and productivity of enterprises. However, the input and output of enterprises may contain negative data and the essence of DEA is an iterative optimization model, resulting in a low applicability of the DEA-based performance evaluation method in the real word, especially for the dilemma of evaluating enterprise performance within a limited time for new enterprises. Therefore, this study firstly develops a DEA model that can handle negative data for enterprise performance evaluation, and then further establishes a new method base on the extended belief rule-base (EBRB) model for enterprise performance online evaluation. A case study about 35 Chinese state-owned enterprises are conducted to verify the effectiveness of the proposed enterprise performance online evaluation method. Experimental results showed that the proposed method has capable of evaluating enterprise performance with accurate efficiency values better than some existing performance evaluation methods, and its computation time is significantly less than the DEA-based performance evaluation method, which guarantee that the proposed enterprise performance online evaluation method can serve as a reference for the promotion of enterprise productivity and sustainable economic development.

Abstract:Service Oriented Enterprise (SOE) has brought up requirement for performance measurement in its dynamic and flexible business environment. To solve the problem, an operation architecture of SOE is proposed firstly. The Service Oriented Economic Value Added (SO-EVA) performance measurement model is then presented. The SO-EVA model is based on the Economic Value Added (EVA) method, extends EVA into multiple levels and introduces Independent Performance Factors (IPF), to focus on value creation and attain comprehensive performance measurement of SOE. A case study is given at last, indicating that the presented model not only better reflects the performance of business operation compared to traditional models, but also supports the business mode of SOE more effectively.

Abstract:This study tests whether economic value added (EVA) as a performance evaluation metric incentivizes public administrators to increase the performance of public organizations. It utilizes data from Wind Info Database (WIND) and finds that the adoption of EVA as a performance evaluation metric incentivizes public administrators to increase the overall efficiency of the public organizations under study. The study suggests that public administrators make prudent investment and operating decisions after the adoption of EVA as their performance evaluation metric, thereby increasing the overall organizational performance. Using 2274 firm-year observations for the period from 2009 to 2010 in China, this paper uses first-difference change analysis methodology that takes care of firm-level unobservable heterogeneities and addresses endogeneity concerns, thereby producing robust results. The change analysis setting has been used in prior studies to find the effect of certain treatment (e.g., Lyons et al. <a href="/article/10.1007/s11115-020-00493-2#ref-CR29">2001</a>; Kerr et al. <a href="/article/10.1007/s11115-020-00493-2#ref-CR27">2006</a>; Pal and Pohit <a href="/article/10.1007/s11115-020-00493-2#ref-CR34">2014</a>). Lyons et al. (<a href="/article/10.1007/s11115-020-00493-2#ref-CR29">2001</a>) argue that the change analysis focuses on studying differences before and after services (i.e., the presence and absence of treatment) that are received. In our research design, the treatment is adoption of EVA by the SASAC, which occurred in year 2010.
