Abstract:On the whole,the fundamental institutional frame of rural social security has not been established completely in China yet.And some important social security projects are still in the probe phase.In the progress of building a socialist harmonious society,to perfect rural social security system is very important.Therefore we have to enforce great strength from the point of system perfection, government supporting and farmers' conceptual change,and then manage strictly to perfect the rural social security of China for the integrative process of the rural and urban social security.

Abstract:Along with China's reform and opening-up since 1978,a great many peasants have migrated from the countryside to the urban areas.The problem of peasant-workers is increasingly attractive to the scholars.In terms of social stability,social security should cover the peasant-workers.Numerous papers have sprung up in this field since 2005 but we don't know if the social security of peasant-workers will influence the competitive ability of business enterprises in China.We don't have an explicit answer and the peasant-workers haven't got social security.There are many things missing in these studies.(1) Although there have been so many studies in this field,there is still a lack of a social security system for the peasant-workers,let alone a social relief and social security system.There are more papers on social insurance than papers on the social relief system and the social welfare system.Papers on factors that affect social insurance of peasant-workers and peasant-workers as personal factors overwhelm those on business enterprises.The research on social security of peasant-workers based on competition capacity should be reinforced.(2) The study of the social security of peasant-workers does not suit the practice of the social security of peasant-workers.(3) The study on this issue is too simple.We hope to benefit from other fields.At the end of this survey,further possible directions are pointed out for the studies aiming at a whole system for the peasant-workers.The author proposed some research areas that should be strengthened in the near futures.One is enriching the contents of researches on the social security of peasant-workers.The other is the research on social security of peasant-workers based on competition capacity.System innovation of social security of peasant-workers is very important.

Abstract:Social Justice is a moral standard of the construction of social institution,and the principle of social justice is essential for social security system construction.Through the analysis of efficiency and failure,this paper analyses the concept of social justice,and brings forward the complete development including efficiency and social justice.This paper evaluates the social justice of the development of social security system in China,and an eventual analysis conclusion is there is a lack of social justice in the construction of social security in China.According to the analysis conclusion,this paper brings forward the basic principles and basic structure for the new system of social security in China.

Abstract:From the perspective of farmland system innovation in rural China,this paper introduces the logic relationships between farmland system and the social security system,and expounds "Dividend" Theory of economic growth,which is based on several factors,such as farmland,labor,social security and environment.Afterwards,the paper gives an in-depth analysis on the pros and cons of the farmland system on social security and stability.The author believes that the reform on farmland system is a sufficient condition for social security problems in rural China,while a necessary condition for non-agricultural industries is the development and transfer of rural labor force.

Abstract:It is important to study the development of China's social security system from the perspective of social structural change.Based on an examination of China's social changes,this essay scrutinizes the changing social context and factors facing the social security system in China.Then it summarizes major achievements in this regard: firstly,with the development of the social security system,the disadvantageous status of industrial workers has been reversed;secondly,the grassroots Chinese have been protected with relevant welfare programs;thirdly,the basic rights of migrant workers from rural areas have been secured.Nevertheless,these successes do not necessarily imply that resource allotment between different social strata can already be regarded as equal and fair.Drawing on this argument,this essay proposes principal goals for the social security system's future development and relevant policy options.

Abstract:In the establishment of western welfare states,the concepts of citizenship and citizen social right have been a dominant theme of social policies of major developed countries after World War II.The author emphasize that implementation of social right is the most important way to maintain social justice in market economy.While establishment of the minimum livelihood guarantee system,enforcement of free compulsory education,and increasing coverage of social insurance beneficiaries imply an expansion of social right of Chinese people,it is not based on citizenship,but on factors like status,occupation and economic capacity.As a result,the effect of social right in promoting social equality is minimized.In fact,differentiated welfare itself is a source of social inequality.The advancing of building a harmonious society provides possibilities of further expanding social right in China.Reform the Hukou system and equalizing the provision of basic public services by the government are two main approaches to expanding citizen social rights in China;both of which require an active response from and adjustment in the public governance system,institutional reform and innovation at various levels of policy-making as well.

Abstract:The values in social justice, the experiences in other countries, and the reality in China are jointly calling for immediate changes in China’s social security system as it gives a long-standing favor to the urban areas over the rural areas. In order to promote the fundamental goal of bridging the urban and the rural in the social security system, the reform must break through the current conception of “general security” to follow the direction toward “downsized security.” It is feasible to bridge the urban and the rural in the social security system. It is necessary to uphold the principle of downsized security for a long time and to keep in mind that advocating our own national tradition in an excellent social security is a must because there are flaws in the execution of the modern security models that originated in western societies to achieve the function of mental security.

Abstract:In the process of the social security system construction and reform, the most previous thing is to set up its target orientation, and then is to design its reasonable system, and the last is to choose its concrete technical scheme. At present, the target orientation of the social security reform and system construction in China has been determined, and it is urgent to improve its system design and choose smartly its technical scheme. The key process to build the social security system is to improve system design of various social security items, and the core factors to improve system design is to form the responsibility of the government and construct the efficient management system. Although it cannot achieve self-governance, the social insurance system should work hard to actualize self-balance and self-development, and develop rationally in the system of itself. Therefore, the current social security management system should make centralized management replace scattered management, and vertical management replace localized management. At the same time, it is also to consummate the upgrading of liability subject's participation in management. The key tasks for the social security system construction also include accelerating the legislation process, promoting the department coordination, and ensuring the coordination of the related policies.

Abstract:It is revealed that the development of modern social security system all over the world obeys the three-stage rule.The three stages include the periods of establishment,development and maturity of the system.When the system is established,it is universally accepted and backed by all social groups as the system provides them with security and welfare from scratch.As the system develops,problems arise that different social groups cannot enjoy the same security benefits,which requires the main aim of the system development to improve the welfare and benefits for all social groups.During the period of system maturity,huge gap comes out of the balance of payments of social security for the rise in welfare benefits and the rigidity of social security expenditure.At present,the construction of China′s social security system is under the transition from the period of system establishment aimed to complete full coverage to the period of system development aimed to realize equality.Along with the improvement of the average social security payments and the arrival of an aging era,the non-sustainable financial crisis of the social security system triggered by the huge gap in the balance of payments of the social security fund will become an unavoidable pressing thorny problem faced by the future social and economic development.So,China should adhere to the important principle of ′securing basics′ and ′funding through multiple paths,and establish the accumulation mode of joint payment between employees and employers and the personal account fund mode of insurance contributions by learning from the experience in 401(k) plans in the United States to contribute from pre-tax incomes and form a security fund system encompassing personal account contributions,enterprise annuity,social charitable funds,commercial insurance funds,government′s strategic adjustment funds,etc.It is necessary to nurture a fund management system that is government-oriented and professional investment corporations-dominated to realize the transition from demographic dividend to capital dividend.All mentioned above is an effective way to prevent the non-sustainable financial crisis for the social security system.
