The New Thoughts on the Social Security System Reform of China

Abstract:In the process of the social security system construction and reform, the most previous thing is to set up its target orientation, and then is to design its reasonable system, and the last is to choose its concrete technical scheme. At present, the target orientation of the social security reform and system construction in China has been determined, and it is urgent to improve its system design and choose smartly its technical scheme. The key process to build the social security system is to improve system design of various social security items, and the core factors to improve system design is to form the responsibility of the government and construct the efficient management system. Although it cannot achieve self-governance, the social insurance system should work hard to actualize self-balance and self-development, and develop rationally in the system of itself. Therefore, the current social security management system should make centralized management replace scattered management, and vertical management replace localized management. At the same time, it is also to consummate the upgrading of liability subject's participation in management. The key tasks for the social security system construction also include accelerating the legislation process, promoting the department coordination, and ensuring the coordination of the related policies.
