Abstract:With Bibliometrics and content analysis method, this study sorted out China's standard archives over more than 30 years, carried out statistics and analysis for articles in terms of the distribution of years, source journals, subjects and so on. The statistical results show that the current standard archives management work has slow development, the basic research work is weak, and the research content is limited to the current status and problems of the archives management content, work process and key points. In response to the above problems, this article proposes to strengthen the emphasis on standard archives, strengthen the informatization construction of standard archives, and increase the research and utilization of standard archives, so as to give full play to the role and value of standard archives.

Abstract:Academic book is a core expression of the academic research.In the process of writing,the author cited many literatures such as journals,reports and articles.Analyzing and fetching these citations of selected academic books,is the way to create citation indexes.Based on this concept and design,the Chinese Book Citation Index(CBkCI) is produced.The value of CBkCI is not only to fill the domestic blank in books citation,but also to promote the quality of academic book publishing,to contribute to library collection,and more importantly,to help to build up a solid foundation in the area of academic evaluation.

Abstract:In recent years, management system standards (MSSs) have developed rapidly in China, and the subjects and standardization fields involved have continued to increase. However, there are shortcomings in terms of proceeding to the world, adopting international MSSs, normative of drafting, etc. To provide guidance and reference for the development of MSS in China. On the basis of clarifying the concept and scope of MSS, this article analyses the current status and development trend of MSS at the International level, European regional level, UK, Japan, Australia and China from the aspects of number, distribution. It is suggested that the development of SAC MSS should be promoted from two aspects: seizing the international hot spots and adopting the international MSSs.

Abstract:This paper makes a bibliometric analysis of the research papers on branch libraries of universities in China in the past twenty years.Through the analysis of the publishing time,the main contents of the essays,the author of this article draws the outline of the present situation of the researches on the branch libraries,points out that Chinese scholars have laid emphasis merely on theories and qualitative researches,that the library should strengthen the investigation of the statistical analysis and empirical researches,and establish an effective mechanisms for evaluation and assessment,and that all the researches should be comprehensive and penetrative to explore the effective rules and regulations of the operation.

Abstract:Writing academic books is one of the core expressions of academic research. In the process of writing, the author cites many types of publications such as journals, journal articles, reports, web sources and books. Collecting and analyzing these citations in selected academic books, leads to the creation of book citation indexes. Based on this concept and design, the Chinese book citation index (CBkCI) is produced. The value of the CBkCI lies not only in filling the domestic vacuum in book citation, but also in promoting the quality of academic book publishing, and in contributing to a better library collection development. More importantly it helps to lay a solid foundation in the area of academic evaluation.

An Analysis of Public Library Service Standard of China: an Information-rights Point of View

Abstract:Public Library Service Standard (GB/T28220—2011) was published by General Administration of Quality Supervision, Inspection and Quarantine of the Peoples Republic of China (AQSIQ), and Standardization Administration of the Peoples Republic of China (SAC) on May 1 st , 2012, which is the first national service standard about public culture, and also the first in library standard system of China. The Standard includes 8 parts: area of application, standard files cited, items and definitions, general rules, resources, efficiency, promotion, supervision and feedback. The standard bases on the construction of public cultural service system covering the whole of society, and focusing on building public library service system with the main line of provinces, cities, counties, towns and villages. Meanwhile, the standard identifies the basic principle of basic service free, and defines the rights and duties of the various levels of government, directors and librarians, and users. By analyzing the Public Library Service Standard in the view of information-rights point, the paper thinks that the indices of the standard reflect the Chinese social cognition for the public library which is an information center, a culture center, and a facility for social education and leisure. But the standard evaluates public libraries by quantitative methods and pays attention to the input of public libraries. The ideas and method of the evaluation is different from the international trend. From the beginning of 1970s, the new trend encourages public libraries to develop and implement individual plans based on needs of the local community. The changes indicate the transformation from the input to output model library as well as from national standards to local standards based on the community needs. From this perspective, Public Library Service Standard doesnt emphasize the measurement of the effectiveness of library services and the needs of the local community. However, the ideas and method of the standard takes full account of the current actual level and conditions of economy, culture and social development of China. There are several phases of protecting citizens information rights. And at this stage, the urgent priority for China is establishing public library service system.
