Abstract:Under the background of economy globalization, this article analyzes the standards competition among domestic and foreign companies in Chinese market, provides an overview and evaluation on the standards strategies governments at all levels implement, and presents the problems as well as suggestions. The paper argues that the implementation result of standardization strategy is actually comprehensive achievement contributed separately by the strategies of governments at different levels. From the end of 20th century until now, the standardization strategy in China has made a great achievement. However, current management of voluntary standards system being controlled by government has been a hinder for the industry development, as result of which the performance of standard strategy will be affected without achieving the expected result. And the marketization of standardization and allowing non-governmental standardization organizations to develop standards come to be the key of standardization strategy implementation.

Abstract:With the globalization of economy and continual update of technology,standard becomes a determinant factor of one nation's competitiveness.In order to get the first-mover advantage during the competition of standardization,all of EU,the USA and Japan make and issue their standardization strategy.According to the review of relative literatures,this paper tries to explain why and when the governments participate standardization activities from the following two perspectives:the importance of standard to government and the shortage of non-government standardization decisions.Then on the basis of the analysis and reference of standard policy of the foreign government and taking the china's standardization activities into consideration,this paper puts forward some suggestion to the standard policy of China's government.

Abstract:Industry standard is related to the labour division of a nation in the international industry chain, is also concerned with a nation's essential benefit. In the information economy world,this issue is becoming more and more important. Standard can help improve competitive edge,reduce uncertainty and transaction cost. In China,the enterprises have no strong consciousness of standard, their ability of technical RD is too weak and they found themselves in a difficult position. The reason of these include that our standard policy follows convention,we have no profound understanding of the international rules concerning benefit and we have not enough investment. Through an analysis of its economic implication and China's awkward situation in this issue,this paper puts forward some political proposals including strengthening the planning of standard strategy,quickening the step to make control regulations,giving play to the roles of both government and trade union in establishing the standard.

Abstract:Standardization is crucial for promoting the transformation and upgrading of agriculture in China, participating in international market competition, and enhancing China’s right of speed regarding global governance. This study summarizes the standardization practices of major agricultural powers worldwide, reviews the agricultural standardization progress of China, and analyzes the implications, characteristics, and trends of agricultural standardization in China in the new era. It also examines the realistic predicament faced by China and proposes paths for strengthening the agriculture sector of China through standardization. The agricultural standardization of China exhibits the following major features and trends: marketization of participants, covering many chains, diversification of implementation modes, precision of service objects, all-round pursuit of values, and internationalization of the evolution path. It is necessary to properly handle the internal relations between standardization and factors such as agricultural supply, scientific and technological equipment, management systems, industrial resilience, sustainable development, and international competitiveness. Problems including dependence on government public standards, lack of golden standards in market, inadequate coordination between standards of upstream and downstream links, limited participation of social subjects, and slow progress in standards internationalization must be addressed. To further promote agricultural standardization in China, we propose the following implementing paths: (1) creating a situation featuring coordination and interaction of agricultural standardization, (2) establishing an agricultural industry chain standards system that features high quality and vitality, and (3) promoting China’s right of speech and core competitiveness regarding agricultural standardization.

Abstract:In this article we analyze the case of TD-SCDMA system standardization in China. Specifically, we focus on the leading role that government-controlled enterprises (GCEs) played in the standardization, and how the Chinese government supported GCEs. The case study findings advance current knowledge on how governments support standardization efforts in a catching-up context. We found that, under strong government support and with GCEs' leadership, a latecomer country such as China, with certain technological capabilities and in economic, social, and institutional contexts that favor indigenous innovation, can pursue path-breaking innovation with complex technological systems. Governments should engage in various tactics to support GCEs that lead the standardization process. Most importantly, governments should intervene in scoping decisions on technological systems and research and development forces in the standard development stage, and offer moral suasion in the standard diffusion stage. We provide practical implications for governments that support GCEs in technology catching-up.

Abstract:There are many barriers in the development of construction industrialization in China. The main obstacle is the unsound design standards of modular buildings. This paper analyzes the status quo and problems of design standardization in China's construction industrialization,and then draw lessons from the experience of the foreign design standardization of industrial construction. Finally,combined with China's actual situation, puts forward to establish a government-led standardized design system,and the design review mechanism to standardization examination as the core,in order to promote the design standardization and construction industrialization.

Abstract:Discordance, such as overlap, repetition and inconsistent, of standards is one of the major problems in current standardization affair in China. Therefore, improving the unity and authority of standards through reduction of overlap, repetition and inconsistency has become the main goal of deepening standardization reform in China. This paper summarizes the discordance in public health standards in China, analyzes the major reasons and provides specific strategic suggestions through case analysis of public health standards in the ways of comparisons of same kind standards of other deparments and standards in administration documents and guidelines or technical specifications of academic associations or societies.

Abstract:Strengthening the cyber industry is a major strategic goal of China in the new era of development. It is also crucial for the modernization of national governance system and capabilities. Technical standards serve as key tools for achieving consensus and fostering cooperation, making them vitally important to the construction of a shared cyberspace community and the establishment of a comprehensive governance system. This study examines the current international development in cyberspace governance driven by technical standards, focusing on key elements such as paradigmatic nature, multi-sourcing, legal integration, patent-related issues, and network effects. We systematically summarize China’s experiences, challenges, and existing issues in this area, proposing corresponding thoughts, overall objectives, and strategic paths. In response to issues such as China’s weak core technical capabilities in cyberspace, insufficient international discourse power over technical standards, uncoordinated legislation on standards content, urgent need for improving standard-essential patent systems, and suboptimal network effects of technical standards, this study proposes developmental suggestions. These include targeting technical standards in key areas, promoting diversification of entities responsible for technical standards development, providing vocational training and talent education related to technical standards, strengthening patent management and intellectual property protection, emphasizing the popularization and adoption of technical standards, as well as advancing international cooperation and standardization. The aim is to enhance the effectiveness of standardized governance, elevate the level of national standardization, and promote the progress of cyberspace governance in China.

Abstract:Objective To promote the development of high-quality health standards in China and summarize the characteristics of global health standards management systems and development processes.Methods We conducted a systematic search of relevant databases and the websites of standardization institutions.A descriptive method was used to analyze the basic characteristics of the standard management systems and devel-opment processes.Results The majority of the investigated countries and organizations primarily implement voluntary standards,with the exception of Chinese and the European Committee for Standardization that enforce compulsory standards.All countries and organizations have health standards at the national,group,and enter-prise levels.In China and Japan,standards authorities are subordinate to the government,while in other coun-tries or organizations,they operate as independent civil societies.The development process for health standards generally involves five stages:"Project/Proposal → Draft → Enquiry → Review → Publication".However,the specific steps in the development of health standards vary across different countries and organizations.Fur-thermore,China ranks high in the number of both standards and health standards issued,but the proportion of health standards is only 2.06%.Conclusions There are significant differences between China and other coun-tries in terms of the management system and development process of health standards.To promote the manage-ment and development of high-quality health standards in China,we recommend promoting the coordination mechanism for standard development,increasing efforts to publicize standards and evaluate the implementation effect,strengthening the construction of personnel for the development of health standards,optimizing the effi-ciency of standard development and improving the internationalization level of health standards.

Abstract:The Railroad Economic Belt (REB, yilu yidai) was initiated by the China Railway Corporation to support the Belt and Road Initiative (BRI). The goal of REB is to enhance interconnectivity and deepen the BRI's infiltration through the export of 'China Standards' (zhongguo biaozhun) in railway development. This paper focuses on China's export of the 'China Standard' in highspeed rail and the further integration of Eurasia through the China Railway Express (zhong'ou banlie). It examines their implications on the global highspeed rail market and global logistics governance, respectively. Indeed, China can become a rule-maker in some functional domains of global governance. This paper argues that the expansion of Chinese standards has been done through a 'top-level design' approach. Chinese economic statecraft focused on strengthening policy guidance and power concentration at the central level. Standards that are competing in nature face daunting challenges as they have receive backlashes from international competitors. On the other hand, those that are complementary have been much more receptive to international actors.

Abstract:Recent years, national laws and government policies were published as series to encourage the development of group standardizations. The updated Standardization Law of the People's Republic of China, implemented on January 1(st), 2018, stipulates that group standard is a part of the Chinese standard system. Under the current supportive circumstances, more institutes and organizations have joined in the writing and releasing procedures of group standards'. Despite the rapid development of group standardization to publish, we are still at the phase of exploring and regulating group standardizations. This review summarizes the development and practice on the development group standardization in the Chinese Preventive Medicine Association and analyzes current condition and deficiency of the work in China, in order to develop suggestions and strategies to improve and regulate group standardization.
