De Leidse Rankings van het Centrum voor Wetenschap en Technologiestudies (CWTS) stellen ons in staat dit per universiteit te beoordelen. Er bestaan statistisch significante verschillen tussen de Nederlandse universiteiten, maar niet tussen de economische instituten. De ranking op basis van de top-10% is negatief gecorreleerd aan die van de Institutentop van ESB. English Abstract: Scientific publications with a Dutch address are represented above expectation in the top-10% most cited publications worldwide (Leydesdorff, Wagner, & Bornmann, 2014). The Leiden Rankings enable us to test statistically (a) whether a score is significantly above expectations and (b) whether differences among nations, universities, faculties, etc., are statistically significant. Using universities, a division between the universities in the western part of the Netherlands (“Randstad”) and the more peripheral universities (e.g., Groningen) is indicated. When focusing on the economic faculties and institutes, however, this division is not found: smaller units seem to outperform the large faculties. Our ranking based on the top-10% most cited publications correlates negatively with the yearly one of ESB based on “article influence scores.” Rankings thus are highly sensitive for parameter choices.

Abstract:Research in the domain of 'Innovation Studies' has been claimed to allow for the study of how technology will develop in the future. Some suggest that the National and Sectoral Innovation Systems literature has become bogged down, however, into case studies of how specific institutions affect innovation in a specific country. A useful notion for policy makers in particular, Balzat & Hanusch (2004) argued that there is a need for NIS studies to develop complementary and also quantitative methods in order to generate new insights that are comparable across national borders. We use data for patents granted by the World Intellectual Property Organization (WIPO) to map innovation systems. Groupings of patents into primary and secondary classes (co-classification) can be used as relational indicators. Knowledge from one class may be more easily used in another class when a co-classification relation exists. Using social network analysis, we map the co-classification of patents among classes and thus indicate what characterizes an innovation system. A main contribution of this paper is methodological, adding to the repertoire of methods NIS studies use and using information from patents in a different way. Policy makers may also find benefits in the social network analysis of the complete set of patents granted by the WIPO to firms and individuals in a country. Social network analysis indicates what innovation activity occurs in a countries and which fields of technology are likely to give rise to innovative products in the near future. We offer such analysis for the Dutch and Indian Innovation Systems. This social network analysis could also be done for a Sector Innovation System, and we do so for Nanotech to determine empirically the knowledge field relevant for this emerging scientific domain.

Abstract:A technique is developed using patent information available online (at the US Patent and Trademark Office) for the generation of Google Maps. The overlays indicate both the quantity and quality of patents at the city level. This information is relevant for research questions in technology analysis, innovation studies and evolutionary economics, as well as economic geography. The resulting maps can also be relevant for technological innovation policies and R&D management, because the US market can be considered the leading market for patenting and patent competition. In addition to the maps, the routines provide quantitative data about the patents for statistical analysis. The cities on the map are colored according to the results of significance tests. The overlays are explored for the Netherlands as a "national system of innovations," and further elaborated in two cases of emerging technologies: "RNA interference" and "nanotechnology."

Abstract:Cities are engines of the knowledge-based economy, because they are the primary sites of knowledge production activities that subsequently shape the rate and direction of technological change and economic growth. Patents provide a wealth of information to analyse the knowledge specialization at specific places, such as technological details and information on inventors and entities involved, including address information. The technology codes on each patent document indicate the specialization and scope of the underlying technological knowledge of a given invention. In this paper we introduce tools for portfolio analysis in terms of patents that provide insights into the technological specialization of cities. The mapping and analysis of patent portfolios of cities using data of the Unites States Patent and Trademark Office (USPTO) website (at <a class="link-external link-http" href="http://www.uspto.gov" rel="external noopener nofollow">this http URL</a>) and dedicated tools (at <a class="link-external link-http" href="http://www.leydesdorff.net/portfolio" rel="external noopener nofollow">this http URL</a>) can be used to analyse the specialisation patterns of inventive activities among cities. The results allow policy makers and other stakeholders to identify promising areas of further knowledge development and 'smart specialisation' strategies.

Abstract:The dynamics of innovation are nonlinear and complex: geographical, technological, and economic selection environments can be expected to interact. Can patents provide an analytical lens to this process in terms of different attributes such as inventor addresses, classification codes, backward and forward citations, etc.? Two recently developed patent maps with interactive overlay techniques--Google Maps and maps based on citation relations among International Patent Classifications (IPC)--are elaborated into dynamic versions that allow for online animations and comparisons by using split screens. Various forms of animation are explored. The recently developed Cooperative Patent Classifications (CPC) of the U.S. Patent and Trade Office (USPTO) and the European Patent Office (EPO) provide new options for a precise delineation of samples in both USPTO data and the Worldwide Patent Statistics Database (PatStat) of EPO. Among the "technologies for the mitigation of climate change" (class Y02), we zoom in on nine material technologies for photovoltaic cells; and focus on one of them (CuInSe2) as a lead case. The longitudinal development of Rao-Stirling diversity in the IPC-based maps provides a heuristics for studying technological generations during the period under study (1975-2012). The sequencing of generations prevails in USPTO data more than in PatStat data because PatStat aggregates patent information from countries in different stages of technological development, whereas one can expect USPTO patents to be competitive at the technological edge.

Abstract:Patents relate the scientific, technological, and business dimensions of eco-systems. Based on the number of references to patents aggregated at the level of journals, we map two indicators of linkages between the sciences and technologies: patent intensity (PI) and patent density (PD). Journal maps can be overlaid with the values of PD and PI so that the portfolios can be visually identified and compared across fields. Patent citations are only systemic in Chemistry and Nano Science, but these linkages show declining trends. The continuity in terms of citing patents in successive years in these eco-systems are also significantly higher than in other fields. Patent citations are very specific in domains other than Chemistry and Nano Science. Patent citation in the Social Sciences, however, is above expectation.
Science Quality and the Value of Inventions

Abstract:Despite decades of research, the relationship between the quality of science and the value of inventions has remained unclear. We present the result of a large-scale matching exercise between 4.8 million patent families and 43 million publication records. We find a strong positive relationship between quality of scientific contributions referenced in patents and the value of the respective inventions. We rank patents by the quality of the science they are linked to. Strikingly, high-rank patents are twice as valuable as low-rank patents, which in turn are about as valuable as patents without direct science link. We show this core result for various science quality and patent value measures. The effect of science quality on patent value remains relevant even when science is linked indirectly through other patents. Our findings imply that what is considered "excellent" within the science sector also leads to outstanding outcomes in the technological or commercial realm.

Abstract:The Cooperative Patent Classifications (CPC) recently developed cooperatively by the European and US Patent Offices provide a new basis for mapping patents and portfolio analysis. CPC replaces International Patent Classifications (IPC) of the World Intellectual Property Organization. In this study, we update our routines previously based on IPC for CPC and use the occasion for rethinking various parameter choices. The new maps are significantly different from the previous ones, although this may not always be obvious on visual inspection. We provide nested maps online and a routine for generating portfolio overlays on the maps; a new tool is provided for "difference maps" between patent portfolios of organizations or firms. This is illustrated by comparing the portfolios of patents granted to two competing firms--Novartis and MSD--in 2016. Furthermore, the data is organized for the purpose of statistical analysis.

Abstract:This paper presents a new global patent map that represents all technological categories and a method to locate patent data of individual organizations and technological fields on the global map. This overlay map technique may support competitive intelligence and policy decision making. The global patent map is based on similarities in citing‐to‐cited relationships between categories of the I nternational P atent C lassification ( IPC ) of E uropean P atent O ffice ( EPO ) patents from 2000 to 2006. This patent data set, extracted from the PATSTAT database, includes 760,000 patent records in 466 IPC ‐based categories. We compare the global patent maps derived from this categorization to related efforts of other global patent maps. The paper overlays the nanotechnology‐related patenting activities of two companies and two different nanotechnology subfields on the global patent map. The exercise shows the potential of patent overlay maps to visualize technological areas and potentially support decision making. Furthermore, this study shows that IPC categories that are similar to one another based on citing‐to‐cited patterns (and thus close in the global patent map) are not necessarily in the same hierarchical IPC branch, thereby revealing new relationships between technologies that are classified as pertaining to different (and sometimes distant) subject areas in the IPC scheme.

Abstract:Via the Internet, information scientists can obtain cost-free access to large databases in the hidden or deep web. These databases are often structured far more than the Internet domains themselves. The patent database of the U.S. Patent and Trade Office is used in this study to examine the science base of patents in terms of the literature references in these patents. University-based patents at the global level are compared with results when using the national economy of the Netherlands as a system of reference. Methods for accessing the on-line databases and for the visualization of the results are specified. The conclusion is that 'biotechnology' has historically generated a model for theorizing about university-industry relations that cannot easily be generalized to other sectors and disciplines.

Abstract:The journal set which provides a representation of nanoscience and nanotechnology at the interfaces among applied physics, chemistry, and the life sciences is developing rapidly because of the introduction of new journals. The relevant contributions of nations can be expected to change according to the representations of the relevant interfaces among journal sets. In the 2005 set the position of the USA decreased more than in the 2004-set, while the EU-27 gained in terms of its percentage of world share of citations. The tag "Y01N" which was newly added to the EU classification system for patents, allows for the visualization of national profiles of nanotechnology in terms of relevant patents and patent classes.

Abstract:This paper provides an in-depth analysis of the characteristics of international patent families, including their domestic component. We exploit a relatively under-studied feature of patent families, namely the number of patents covering the same invention within a given jurisdiction. Using this information, we highlight common patterns in the structure of international patent families, which reflect both the patenting strategies of innovators and the peculiarities of the different patent systems. While the literature has extensively used family size, i.e. the number of countries in which a given invention is protected, as a measure of patent value, our results suggest that the number of patent filings in the priority country within a patent family as well as the timespan between the first and last filings within a family are other insightful indicators of the value of patented innovations.

Abstract:Through a survey, private economic value estimates were obtained on 964 inventions made in the United States and Germany and on which German patent renewal fees were paid to full-term expiration in, 1995. A search of subsequent U.S. and German patents yielded counts of citations to those patents. Patents renewed to full-term were significantly more highly cited than patents allowed to expire before their full term. The higher an invention's economic value estimate was, the more the patent was subsequently cited.

Abstract:Dutch urbanization policy began 50 years ago. In the first decades, it was based on the concept of 'concentrated deconcentration' and growth centre policy, and, after 1988, on the compact-city policy and the so-called Vinex locations. This article evaluates the urbanization policy over these 50 years, using existing evaluation research and map analyses. It concludes that, although the policy had some positive results, it was unable to prevent urban sprawl in the Netherlands.

Abstract:The contribution of differences in the Dutch and British education and training systems to the significant Dutch advantage in manufacturing productivity levels is examined in this article. The Dutch schooling system is characterised by high standards in mathematics, the provision of vocational education at ages 14-16 for a third of all pupils, and widespread vocational education at 16+. The proportion of the Dutch work force attaining vocational qualification approaches that of Germany and is well ahead of Britain. Comparisons of productivity, machinery and skills in matched samples of British and Dutch manufacturing plants were carried out in selected branches of two industries—engineering and food-processing. Higher average levels of work force skills and knowledge in the Dutch samples were found to contribute to higher productivity through better maintenance of machinery, greater consistency of product-quality and lower manning-levels (greater work force flexibility, less learning-time on new jobs). The Dutch productivity advantage was greatest in product areas where small- or medium-sized batches are demanded by the market.

Abstract:The total number of patents applied and granted in Chinese universities has increased rapidly in recent years, but only a tiny fraction of which is valid. That has yielded a conversion rate close to zero and terrible waste of resources. This paper takes analysis of the special phenomenon of the patent foam in Chinese Universities and the cause based on the data from the reports of National Intellectual Property Office. And proposals are given in the final part stressing the importance of government policies and complementary mechanisms. The cooperation of government, firms and universities is taken as the essential means in reducing the patent foam.
