Abstract:In the application of information technology in higher education institutions, unified strategic planning, resource developing and sharing, collaboration across borders, and the digitalization and reorganization of the administrative system have become priorities for university leaders. In this article, the author makes a brief introduction about the evolution of CIO in higher education, discusses its roles, responsibilities and competences and explores the lessons for the practice of IT in Chinese higher education institutions.

Abstract:It is important to prepare students with the capabilities required by the Chinese national development strategy and with competencies driven by a rapidly emerging field of information technology (IT). The Ministry of Education of China as well as colleges and universities are taking actions to redefine IT education programs at the baccalaureate-degree level. The emphasis on IT programs has been moving from traditional computer science studies to innovative IT fields such as network engineering, artificial intelligence and cloud computing. This paper provides an overview of IT education development in China. It introduces three newly established pilot IT programs focusing on internet of things, big data, and application computer science and technology. It also maps these programs into the ACM/IEEE IT 2017 framework with an emphasis on flexibility to accommodate diverse industry needs. Additionally, this work addresses the future directions for an evolving IT educational transformation in China that reflects national development goals for the next decade.

Abstract:Library is a service organization for the storage and dissemination of scientific and cultural knowledge, the excitation pathways of its cultural self-consciousness are cultural awareness, cultural reflection and cultural development.We must grasp the new content of library culture to cultivate a high degree of cultural awareness from the thought and development law. We should promote the development and prosperity of library culture through the inheritance and innovation and carrying out the theme cultural activities. Besides, we should strengthen the hardware construction,improve the software environment, enhance the quality and capacity of staff, strengthen the communication with readers,giving full play to library's cultural guiding role and so on, these are effective ways for achieving library's cultural selfconsciousness, cultural self-confidence and cultural self-improvement.

Abstract:By analyzing the status quo and problems of the innovative talents training model in China, the three-core driving model for the innovative talents training is proposed under the background of digital economy. They included the "endogenous +introduce from outside" of the government, the "1+1 + N" of the enterprise, and the "communicating" with research and research of the univerdity.. On the basis, We further propose releated policies for the new model of innovative talent training, and wish providing some reference for the cultivation of innovative talents in the context of digital economy.

Abstract:Enterprise Informatization is of great importance to the business process optimization,business system innovation and competitiveness of enterprises.As the strategic manager of information technology application,CIO (Chief Information Officer)plays an important role in this process.To better understand this issue,this essay conducts an exploratory research of the roles of CIOs using QMethodology.The criteria of determining the roles were based on what CIOs think which activities are important to them,and Web-Q was used to be the platform for gathering data.The research found that CIO primarily plays six roles in Chinese organization including Promoter,Enabler,Executor, Architect,Innovator and Strategist.This empirical study validated and developed the conception model of CIO's roles, discovered the differences between the CIOs in China and CIOs abroad,and confirmed the core activities concerned by China's CIOs.

Abstract:How to learn from the chief information officer(CIO) system commonly used in American universities to promote the informationization system reform is a major problem faced by the informationization work in Chinese universities. Under this context, this paper first introduced the CIO, analyzed the development status of the CIO system in American universities, and summarized the characteristics of IT governance with CIO position as the core in American universities. Then, this paper systematically analyzed the informationization system in Chinese research-oriented universities through the investigation of 104 Chinese research-oriented universities. Finally, this paper discussed the enlightenment of CIO in American universities to China, and put forward specific suggestions for the development of CIO in Chinese universities, expecting to perfect the information system of Chinese universities, and promote the reform and development of Chinese higher education.

Abstract:Cultivating talents is a major plan for the long-term development of the country and the nation, the new era, the country and society put forward higher requirements for college and university students, college libraries as a culture of education, moral education, as an important position, shoulder with an important mission. This paper uses the new concept of General Secretary Xi Jinping on the work of talents in the new era as a guide, and takes the demand of compound talent cultivation as the orientation. Analyze the shortcomings of intelligent services in university libraries in western border areas such as Yunnan, and explore feasible solutions for improving and optimizing library intelligent services, in order to enhance the efficiency of intelligent services and expand service capabilities of university libraries in the region, thereby promoting the improvement of talent cultivation quality in universities.

Abstract:According to Five Laws of Library Science, library is a growing organism. Its innovation, therefore, becomes a perennial topic of library. However, how to discern the true innovation is a problem to address. In this paper, the innovation is discussed in three aspects as follows:"gaining new knowledge by review" "keeping diversity and blending five colors in harmony" "creating somethingness from nothingness", which are interpreted by the author as innovative transfer, innovative integration, and innovative development respectively. The above three ideas constitute all meanings of innovation. Innovation is not only consciousness, but methods. Consciousness is interpreted as tao, and method be done as qi. Both of them are inseparable, generating innovation incessantly. Library is a symbol of civilization and humanity, with a close tie to which it is regarded as a divine place. Thus, how to cultivate the humanistic spirit of librarian is key to the development of library career. Above all, this paper gives us a further discussion about the meanings of humanistic spirit from following five perspectives, including orientation of civilization, orientation of goodness,orientation of morality, orientation of fulfilling obligations for human beings, orientation of sparing no effort to realize the following four aspirations, including the aspiration to ordain conscience for Heaven and Earth, to secure life and fortune for the people, to continue lost teachings of past sages, and to establish peace for all future generations. Accordingly, Nanjing Library carries on all works in the spirit of innovation and humanity.

Abstract:Embracing the challenge and mission of the new era, colleges and universities, as an important battle filed for cultivation of talents, should be guided by the educational concept of "Three-all Education", to train and transport outstanding talents for the country. Based on the concept of "Three-all Education" and centering on the innovative ability of college library service personnel training, this paper utilizes big data technology and means to realize the idea of "all-process education, all-staff education and all-round education", and explores the cultivation strategies for college library service personnel, which not only meets the urgent needs of college reform and development. It is also of great practical significance to cultivate young talents in the new era.

Abstract:Based on the current situation of the development of cultural and creative products in public libraries in China, this paper analyzes the relationship between cultural IP and cultural and creative products, puts forward the problems existing in the development of cultural and creative products in public libraries, points out the important role of cultural IP in the development of cultural and creative products in public libraries, and discusses some strategies for the development of cultural and creative products in public libraries from the perspective of cultural IP This paper discusses the triple dimensions of red cultural symbol extraction methods from characteristic buildings, revolutionary cultural relics and revolutionary stories, focuses on cultivating high-quality red IP images, and proposes the triple path of "IP+technology", "IP+story" and "IP communication" for innovative design of red tourism cultural and creative products, so as to promote the high-quality, diversified, sustainable and healthy development of red tourism.

Abstract:Since the 18th National Congress of the Communist Party of China, combining the cultural requirements of comprehensively building a modern country in the new era, the Party Central Committee with Xi Jinping as the Core systematically explained cultural confidence and formed Xi Jinping cultural confidence ideology. The concept of cultural confidence is of great significance in contemporary China, which has entered a new era. Abstract:The National 12th Five-Year Plan has planned the construction of public culture from two dimensions,one is setting up and perfecting the basic public service system,the other is promoting the culture development and prosperity.Implementing free opening of public cultural facilities is the first problem settled in promoting the equalization of basic public services.First,we need to improve and develop the content,scope and project of public library basic services during the process of implementing of free opening;second,we should explore and establish the constrain system of public library funds sharing mechanism;third,we should set up and improve the evaluation system of public library service capacity and service level.Public libraries should seize the opportunity of creating the model area of public culture service system,promote the construction of central-branch public library system guided by the government continually,enhance the service quality and efficiency of public libraries,actively explore the mode of resource integration and sharing,generally carry out the mobile services and promote the service system to become perfect,strengthen the construction of the team,raising the professional quality and level of librarians.Public libraries should seize the opportunity offered by the country implementing three public digital culture projects,to achieve the breakthrough of the construction of digital resources and remote services.

Abstract:Library and information science education in China is in a period of transition. The changes in the social, economic and technological environment have introduced new requirements for the professional personnel. The growth of the information industry and the expansion of the labor market have motivated schools of library and information science to adjust their objectives, curriculum and knowledge structure in order to meet social needs. This article discusses the changing social environment in the 1990s and the challenges to professional education, and responses from schools. Based on the curriculum of 17 schools of library and information science in China provided at the Second Joint Annual Meeting of Deans held in 1995, the author provides data on required courses, specialized elective courses and non-specialized courses according to the frequency of each course appearing in the curriculum. The objectives are to determine the state-of-the-art structure of the knowledge base and to identify any consensus among teaching institutions. The difficulties and problems in educational reform are discussed and some trends in professional education in China are predicted.
