Abstract:Abstract In recent years, the investment amount of university engineering construction has been increasing significantly, and the establishment of scientific and reasonable cost management system has become particularly important in the investment control of engineering construction. This paper explores the investment control of university engineering construction and designs the basic framework based on three parts: whole process cost control, full caliber cost audit and full gradient grading management. With the help of BIM, we build a cost management system, which is divided into the planning stage, bidding stage, mid-construction, until the completion of the collation of cost data, extraction and preservation of cost indicators. After establishing a full range of cost management systems, the adjacency matrix X algorithm and functions are used to calculate. The experiment proves that: the investment estimate before the project construction affects more than 75% of the overall investment, and the all-round cost management system built based on BIM can make the investment estimate accurate and stable at 75%, and the negotiation change rule based on this is to save nearly 25% of the investment funds. The comprehensive cost management system has a comprehensive and detailed grasp of the cost process of specific construction projects and specific issues during construction, fully protecting the university’s investment interests.

Abstract:With the deep and sustainable development of the market economy, the competitive environment and development pattern faced by China’s construction industry are becoming more and more severe. In this context, construction projects should actively incorporate the development trends of the market economy and focus on analyzing relevant influencing factors and risk content. Considering previous experience, the audit effect of construction project budget and settlement has a major impact on the quality and economic benefit of construction projects to a certain extent. In view of this, this paper mainly focuses on the content and method of the construction cost budget and settlement audit as well as suggests measures for the construction cost budget and settlement audit, so as to improve the construction cost management level.

Abstract:The library is one of the most important factors that affect the quality of teaching in universities, and it plays an important role in improving college students'comprehensive quality,especially the ability of self-learning and innovation.To understand the differences and the influence factors in the use of library of some different kinds of universities,the Educational Statistics and Management Branch of Chinese Association for Ap-plied Statistics organized a multi -center survey on college students'classroom learning state in late 2010. Quantitative methods are applied to discuss the factors and the influences.The results show that there are com-mon factors among all the universities,and course plan and academic ability are the most important factors. Meanwhile,there are some unique factors,such as political status,monthly expenses,etc.Finally,universities can take certain measures according to the results to guide the students to make the best use of the libraries.

Abstract:Subject. This article explores the organizational aspects of control activities of universities. Objectives. The article aims to clarify some individual organizational provisions of internal financial control and audit of universities on the basis of a critical assessment of the positions of domestic and foreign researchers, analysis of the current practices of federal institutions of higher education, and the results of the control activities of their founders. Methods. For the study, we used the methods of analysis, grouping, comparison, and generalization. Results. The article clarifies the objectives of the internal financial audit through including in its formulation a provision on the analysis of the quality of financial management of the institution according to the International Standard on Auditing (ISA) 315. It assesses the ways used by universities for internal financial controls and audits, and it analyzes their irregularities in the financial and economic activities. Conclusions. The article concludes that the concepts and organizational frameworks of internal financial control and internal financial audit have not been finalized. Control activities of universities need to be standardized, including the basis of common criteria for choosing the ways of organizing it. The methods used to organize internal financial control and auditing at universities do not comply with the principle of independence.

Abstract:The comprehensive promotion of the government accounting system in China's colleges and universities has laid a systematic foundation for cost accounting in colleges and universities. The widespread use of big data in finance provides ideas for this paper. This paper takes University B in China as an example, analyzes the difficulties faced by their data collection, and proposes that the construction of a cost accounting system needs to first clarify the cost object, scope and other elements. Drawing on the idea of big data, we design the data center and application system of cost accounting for University B. We hope to build a cost accounting system for other universities.

Abstract:Audit system of large-scale projects is faced with much challenge because of systematic complexity.To solve such problems,this paper proposes a comprehensive audit model which includes project construction audit sub-system and engineering performance audit sub-system.The project construction audit sub-system is composed of quality audit,professional management audit,finance and cost audit,organization audit and operation audit.While the engineering performance audit sub-system,which contains performance of engineering economy,regional economy,ecological environment and others,evaluates the project.The comprehensive audit model pushes ahead with the audit by improving the traditional afterwards audit,and strengths the management and supervision of the large-scale projects.

Abstract:This paper analyzes the survey data and qualitative evaluation information of the internal control audit of some universities directly under the Ministry of Education of China (MEC) by using the principal component analysis. The qualitative evaluation information is given by experts and presented by the probabilistic hesitant fuzzy elements. The analysis results show that the internal control audit system and process are not perfect, the professional knowledge and skills of internal auditors in universities are not very adaptable to internal control audit, and the effectiveness of internal control audit management conducted by external firms is not good. These are the three most serious defects of the current internal control audit in universities. The most critical factors influencing the quality of internal control audit in universities are, in order, the difficulty of rational use of the results of internal control audit by universities, the poor support of the leadership for internal control audit, and the insufficient professional knowledge and skills of internal auditors to conduct internal control audit. Thus, this paper proposes that the optimization suggestions for the internal control audit of universities are to establish and improve their internal control audit system and process to continually promote the application of internal control audit results, to increase the degree of attention of the leadership, and to strengthen the construction of the internal audit teams.

Abstract:Quality assurance and improvement are critical to higher education;however,the debate on how to improve the quality of education still rages on in academic field.This paper has introduced the system control ideas into the research area in the quality assurance of talents in universities,proposing that the alumni database is the key source to improve talents' cultivation qualities.Based on the system control mode,it analyzes and explains feedback unit of the database in detail,which includes the status,establishment and applications of the database in the completely closed loop control system.In the end,this paper analyzes and classifies the simulation data from the alumni database by adopting the method of state variable derivation,and discusses some specific application methods of this control system.
