On the Transition of Industrial Policy in China’s Transition Economy

Abstract:On the condition of China’s decentralization approach to transition, local governments have enough incentives and capacity to select and support the leading industry through creating the liquidity and yardstick competition. Because of China’s information advantages of backwardness, local governments’ selection would concentrate in heavy industry and lead to duplicated construction. Nevertheless, China’s resource and environment can not afford the duplicated construction in heavy industry. That is, China’s industry policy should be reformed, include reforming the local governmental officials’ incentives, restricting local governments’ capacity to support leading industry, and selecting leading industry through new methods.
