Industrial Policies in Developing Countries:Weakness and Adjustment

Abstract:In this paper,the author points out that industrial policy in developing countries has its characteristics due to the special background and conditions.While admitting the positive function of industrial policy,the author suggests that adjustments should be made to the industrial policy owing to the problems brought about by its implementation.Admitting the rationality of the industrial policy,these adjustments aim at accelerating technology progress.In the end of this paper,the author analysis the current "Industry Promotion Plan" in China,and makes a brief assessment of present Chinese industrial policy.The author also puts forward some suggestions on how to promote economic restructure and the change of economic growth pattern,such as the adjustment of industrial policy;the understanding of choice criterion for the key industries,implementing evaluation on the key industries,encouraging the key industries to take part in the international competition and strengthening support and protection for innovation.
