Abstract:After the international financial crisis,the Obama Administration launches the re-industrialization strategy. By returning to manufacturing,they want to break the pattern of global industry division of labor and reconstruct the industrial chain so as to get the leadership positions. The implementation of American re-industrialization strategy affects the devel-opment of Chinese manufacturing,mainly reflected in crowding out our traditional manufacturing industries,impeding the development of high-end manufacturing,reducing the multinational company foreign direct investment in China and inten-sifying the trade friction. In response to these effects,our country should actively take measures,such as promoting the transformation and upgrading of manufacturing industry,expanding domestic demand,creating a modern human resource development system and giving full play to the role of government procurement.

Abstract:The paper presents the regional superiority of western China, the superiority of the natural resources including oil , gas , water, mineral reserves and so on, the superiority of biological characteristic resources and culture and tourism resources , the superiority of estate in western China . On the basis of analysis in detail on all the aspects listed, the paper point out the absolute superiority and characteristic superior estate in western China. Then the paper analyzes the relative superiority and competitive superiority. Combined the chances which knowledge economic times and favorable elements of the later comers bring about, from the economic position western China occupied in the economic form of the whole country, the paper ensures that the advantages of later comer are reliable and based on weight of evidence.

Abstract:With the rapid urbanization and evident transfer of urban development and planning system from a planned one to a market-oriented one,the Chinese urban planning has encountered an unprecedentedly complex situation.Analysis and research on urban systems with complexity theory have consequently become imperative.Through the analysis of design-oriented and strategy-oriented planning approaches,this study finds that the latter is more effective in a fast-changing urban environment.The major reason is that the strategy-oriented approach is more flexible and is capable of solving the numerous problems in a complex urban system.Therefore,it can multiply social welfare progressively and achieve higher cumulative system utility or better cumulative social welfare.This study finally argues that the design-oriented approach should be replaced by the strategy-oriented one in four ways:(1) the traditional time-driven and design-oriented plans should be replaced by event-driven and strategy-oriented plans;(2) the time range of plans should not be too short or too long,and should take full account of the validity and type of plans;(3) a giant city master plan should be replaced by several small-scale strategic plans;and(4) in addition to physical design,urban planning should include institutional design,such as the formal design of statutes and informal design of criteria.

Abstract:The apparent,potential and comprehensive competitive power of different provinces in China are strikingly imbalanced.The difference between eastern and western China is especially prominent: the eastern coastal regions are stronger than western China.The apparent,potential and comprehensive industrial competitive power of different provinces are characterized by the similar spatial correlation and spatial cluster in spatial distribution.Comparatively there is a higher correlation between the spatial distribution of comprehensive industrial competitive power and potential competitive power,with the correlation coefficient up to 0.86,which accounts for the fact that the spatial difference of potential industrial competitive power has more influence on the comprehensive competitive power.The apparent competitive power is relatively strong in some old heavy industry regions,but the potential competitive power is rather weak compared with those regions in which the capital-intensive and knowledge-intensive new industries have a large proportion.The order of factors influencing regional comprehensive industrial competitive power is as follows: industry productivity, the ratio of industry adding value,the ratio of industry products sale and the share ratio of essential production factors.

Abstract:China is in the midst of a momentous economic transition from one of high-speed to high-quality growth. The industrial transformation and upgrading supported by extensive growth model that focused on ―quantity‖ has encountered bottlenecks. It‘s urgent to find a new model to promote new round of industrial transformation and upgrading. This paper, based on the current unbalanced industrial structure in China, analyzes the development strategy China has implemented since reform and opening up and its influence on industries. Conclusions are as follows: China has implemented an extensive forging ahead growth strategy that transcends comparative advantage. This has generated industrial structure deviations, longstanding factor price distortion, overcapacity and wave phenomenon and constrained industrial transformation and upgrading. Therefore, China should choose an innovation-driven development strategy that could unleash the potential of comparative advantage and drive industrial transformation and upgrading.

Spatial Difference of New-Type Industrialization and Its Mechanism in Zhejiang

Abstract:The stratagem of new-type industrialization has been taken action in the 16th congress of the Chinese Cornmunist Part.The new-type industrialization policy is a scientific solution based on the summarization of the experience and lesson derived from the process of industry all over the world.After the long-term rapid growth,the economy cardinal number incresed rapidly,if we still keep on the traditional mode of development,the supply of resources and the durability of enviroment will become frustrations that can not be overcome.And new-type industrialization emphasized high science and technology content,good economic benefit,low resources consuming,little enviroment pollution and human resources sufficient application.New-type industrialization puting higher demands on county-level economy development in Zhejiang.This paper builds up a new-type industrialization evaluation system,based on the Principal Compnoent Analysis.There three principal compnoents: first is industry size and technology factor;second is industry process and structure factor;third is environment protected and low energy sources consuming factor.After calculating the compositive scores of every administrative district,the paper makes use of ESDA-GIS frame work to analyze spatial difference of new-type industrialization of county area in Zhejiang.Spatial analysis needed in New-type industrialization research for the observed spatial values are not independent each other,i.e.,(or) they do not follow the same distribution,and(or) there is a trend along different directions.The Exploratory Spatial Data Analysis(ESDA),which based on the computing spatial autocorelation and spatial heterogeneity,is also used to detect the geographical dynamics of Zhejiang regional disparity patterns.There are significant positive spatial autocorrelation(Moran's I) of New-type industrialization level in Zhejiang.Moran's I Scatter plots and LISA(Local Indicators of Spatial Association) cluster maps are used to test the local pattern of the New-type industrialization development.The result illustrates that the spatial pattern of new-type industrialization comprehensive level in Zhejiang is more advanced in northeastern region than southwestern region;and the region development is mainly driven by the growth poles,such as Hangzhou,Ningbo,Wenzhou,Taizhou;there is prominence spatial difference between region development,and the two-side club(high level club and low level club) convergence exists in the growth of industrialization in Zhejiang.The region around Hangzhou bay and region of Wenzhou & Taizhou,had become the high level club convergence,and the southwestern region maybe in the "general poor trap",the self-factors parallel combination of counties' industrialization is not in equilibrium,and the general intensive level is low based on the light industry and spatial differences of size and structure.Based on the analysis of new-type industrialization spatial difference pattern,the paper puts forward some suggestions: industry regional organization should change to cluster of international industry,in order to accelerate the development of poor districts;improving the ability of region innovation and making region development balanced the development of central urban in undeveloped district;enhancing basic infrastructure services and using the stratagem of point-axis spatial development pattern;strengthening region correspond mechanism in order to promote the flow of elements and optimizing the industry distribution.

Abstract:After the worldwide disputation about East Asia miracle in the mid-1990 s,the new phenomenon-overcapacity of strategic emerging industries in China now attracts widespread attention to the government intervention policy once again.China industrial policy seems to fall into the circular path stimulationextension-elimination-stimulation.Based on the extended 2x2 Bertrand model,this paper found the theoretical mechanism through which subsidy policy show different results just because it's different implementation methods.Subsidy policy can gets more incentive effects of innovation if it implemented in a competitive way,but when the degree of market competition surpass a certain limit,ongoing would reduce the sensitivity of enterprises to the industry competition pressure,and cause the risk of production only in order to obtain subsidies and overcapacity.The core conclusion of this article is that there exists the space for industrial policy which based on industry characteristics.If industrial policy deviate more from the optimal space,the policy effect would expected to be inefficient.Based on these insights,we propose a high operational and systematic optimization framework for optimizing the Chinese industrial policy.

Abstract:While the opening to outside world promotes the development of Chinese economy,it enlarges China's regional disparity.We can find that the general openness of China's middle region is less than east region largely.Furthermore,in the view of the opening structure,the performance of the middle region is also inferior to east.This regional unbalanced in opening is caused by some general factors(like location,history,policy,system,etc) and some special factors about one of certain subjects of opening.Thus,we think that middle region should present active attitude to facing challenge,win supporting of country,accelerate the adjustment of industrial structure,build up a good soft and hard environment,strengthen the relation with east and west region,at last,promote the level of opening in middle region.

Abstract:The status of strategic emerging industries in China’s modern industrial system and their contribution to high-quality economic development are becoming increasingly significant. In face of complex domestic and international environments and the situation that China is about to enter the 14th Five-Year Plan period, it is urgently necessary to make macro thinking of China’s strategic emerging industries and study their strategic positioning. The paper carefully analyzes the development situation of emerging industries in developed countries; examines the achievements, challenges, and problems of emerging industries in China; demonstrates the urgent needs and importance of accelerating the development of relevant industries in China; and outlines a general idea about the development in China. China should regard the cultivation and development of strategic emerging industries as an important component of the national modern industrial system; ensure the identification, classification, and strategic deployment of the weaknesses in technologies in the industries; and scientifically plan the regional layout of strategic emerging industries, thus to cultivate industrial clusters at the national level. Conclusively the paper suggests that China should include strategic emerging industries in the national 14th Five-Year Plan; issue a special plan for their development; and explore an integrated national system and a talent motivation and sharing mechanism.

Abstract:Since the promulgation of Made in China 2025,the central government and many provinces in China have launched numerous action plans and outlines regarding quality development.Meanwhile,they have declared that China is ready to implement the strategy of becoming a global power in manufacturing quality.The concepts of improving quality and brand have become common sense in China's society.However,in order to achieve the strategic target of becoming a global power in manufacturing quality,two critical issues must be solved.First,how should the manufacturing industry adapt its quality and brand to the requirements of the “new normal” of China's economy? And second,how should the manufacturing industry undertake the new mission of supply-side structural reform? These authors examine the new challenges confronting the quality and brand of China's manufacturing industry,and propose action plans and policy suggestions for quality improvement and brand development in the manufacturing industry.

Abstract:The development strategy of westernization has two characteristics: one is to establish a complete military industry system with government promotion; the oth er is to develop civilian industry by means of combining substitution and export substitution, which is the effective complement of military indu stry. It expresses the law that the Westernization Movement starts from the mili tary, which accords with the logical course that developing countries reply to t he western aggression. However, as it is in disagreement with the comparative ad vantage principle of production factors and the principle that developing import -substitution products needs to import technology and to develop export-led prod ucts for foreign exchange, the Westernization Movement doesn't have marked succe ss in spite of tens of years' efforts.

Abstract:New model industrialization is not just industrial information,but the advancement of national economy structure.China is a large agricultural country,the mission of Chinese industrialization is to achieve modernization of industrialization in agriculture sector.At present,because the inverse structure between the agricultural small department and large amount of farmers,leading to agriculture small-scale production do not adapt to the modern big market,the land high investment do not adjust to the agricultural low productivity,the farmer low income do not fit the national economy high growth.These issues become very sharp.It is fundamental contradiction in the development of Chinese modernization.So we believe that the meaning of new model industrialization with Chinese characteristic should be a fusion of the industry and agriculture,return profit to agriculture,and put industrial capital into agriculture,improve mechanical technology,reform agriculture to the industry mode of production.It means to deepen internal division of labor in agricultural industry,develop agriculture industrialization,improve the agricultural productivity,and push forward national economy being modernized.

Abstract:There are great discrepancies in urbanization development among regions and provinces in China.It is the result of different natural resources,industrial structures,economic systems,regional development policies,globalization and other external environments.To some extent,the discrepancy is certain to exist.So what we should de concerned about is not the degree of discrepancy,but the characteristics and rationality of discrepancy.On the basis of this,we put forward general urbanization strategy according to local conditions. In general,coastal area and Northeast China take the lead during the course of urbanization while Central China and Western China lagging behind.Concretely,coastal area not only keeps a very high speed in the urbanization pace,but also has a perfect urban system and the much higher level of urban-rural integrity.Cultivating agglomerations and modern urban system is thus the main task for this area in the near future.Although in Northeast China,the proportion of urban population to the gross population is the highest,the quality of urbanization needs promoting in many aspects,especially in enhancing vigor of city development.Central China has a large number of rural population.Economic support should be strengthened by cultivating industrial system.At present,it is obvious that population should be drawn toward the largest cities.In fact,different scales of cities and towns should be developed to admit more and more residual labor forces that have been transferred from rural areas.Western China should lay emphasis on cities instead of towns because of their fragile environment.As in all,strategies for urban development must adequately embody great discrepancies among different regions.

Abstract:How the domestic enterprises in a developing economy formulate an effective strategy in an environment of global competition is half a void not fully touched in strategic management. This significant topic is explored in this paper by the discussion of three interrelated issues. First, we have evaluated the external conditions of such a transitional developing economy as China, on which basis we have identified four key strategic factors-localization, resource-expansion-oriented growth, strategic divergence and collaboration fro competition-that form the basis for the successful strategy of domestic firms. Then, we have applied this four-factor model to analyzing such a special group of firms facing competitive changes as China's high tech corporations. Finally, we have proposed the concept of strategic complexity for future exploration. In addition to making theoretical contributions, we have offered managerial recommendations and the direction in making relative policies.
