Abstract:China and the United States (US) are facing a serious test, and risk the loss of strategic mutual trust as they strive to build an open Sino-U.S. relationship. The instability of bilateral relations leads to the loss of mutual interest. The two countries should abide by a new strategic approach, namely, that Sino-U.S. relations are by nature a relationship based on mutual benefit and win-win results. They should confront the difficulties and hurdles ahead and work to cast aside old ideas that negatively impact mutual interests. Economic and trade cooperation, which is at the core of Sino-U.S. relations forms an important pillar and anchors its strategic cooperation efforts. The two countries should cultivate and build the four major foundations of bilateral economic and trade cooperation from a strategic perspective. This includes free trade, mutual benefit and win-win results, a balanced economic structure, as well as equality and fairness. Abstract:China and the US are facing a severe test and risk the loss of strategic mutual trust as they build an open Sino-US relationship. The instability of bilateral relations will lead to the loss of mutual interests that will be difficult to bear on both sides and will jeopardize the development of the world economy and global security. The fundamental changes in the international situation and the increasing common interests between the two countries also provide unprecedented strategic opportunities for them. The two sides should stick to the new strategic mentality that the nature of Sino-US relations lies in mutual benefit and win-win solutions, which means the two sides should face squarely the difficulties and hurdles before them and strive to cast aside old philosophies that affect the promotion of their mutual interests so that they can gradually build mutual strategic trust. Economic and trade cooperation is at the core of Sino-US relations and are also important pillars and anchors of Sino-US strategic cooperation. Sino-US economic and trade relations have been moving forward amid cooperation and friction. In the new situation, the two sides should be strategically forward-looking and cultivate and build pillars supporting bilateral economic and trade cooperation, including pillars of free trade, mutual benefit and win-win solutions, a balanced structure and equality and fairness.

Abstract:The China-US relationship is one of the most important bilateral relationships in the world, and it is progressively maturing. Non-traditional security threats are expanding the shared interests of China and the US. The two countries have developed more realistic views of each other than they had decades ago, and this is making military relations more practical. The two are also interdependent in the economic realm, whether they like it or not, and therefore must work together to succeed in handling the current economic crisis. Connected to this economic challenge is that of climate change, an issue which the US must handle wisely in its relations with China. In addition, traditional security and peace issues will remain important, some even sensitive and difficult, in relations in the near future. The improved relationship towards which China and the US are moving will contribute substantially not only to bilateral relations but also to global peace and order.

Abstract:With accelerating rise of China,the USA is more and more concerned about its status as the only superpower,and China-US relations have entered a period of distrust and tremors.Both countries are in urgent need of an effective mechanism to curb the frictions today and the potential conflicts in the future and reverse the ever-increasing strategic distrust.What needs to be done now,on one hand,is the strong political will,like that of 1972,that led to the historical rapprochement,and,on the other hand,a practical and institutionalized communication mechanism,which helps stabilize,and minimize the uncertainty and risks in their political,economic,social and military relations.Designed for the same purposes,the Strategic and Economic Dialogue(S & ED) has played a very positive role in China-US relations in the past years.However,to push the China-US dialogue forward,and to establish a new type of great power relations,the S & ED needs to be further improved.A series of measures are suggested to further cooperate on regional security issues,such as strengthening economic and social interdependence,establishing more cooperation on global issues,promoting security dialogues,conducting joint strategic studies,and having more "track-two" dialogues,etc.

Abstract:Since the establishment of the China-U.S. diplomatic relationship, think tank exchange between both countries has undergone four phases, from very limited communication in the early years to a growing number of mutual visits, co-organized conferences and events, joint research projects, as well as representative offices or joint research/teaching programs set up in the past decade. China-U.S. think tank exchange plays a unique role in enhancing mutual understanding and mitigating distrust between both countries, thus contributing to bilateral strategic stability and closer cooperation. Under the Trump administration’s trade war and decoupling attempts toward China, however, bilateral think tank exchange has experienced a significant decline over the past few years, marked by increasing restrictions on each other’s visits, less willingness of some think tanks in such exchange, and more hardline policy stance on each other, especially from the American side. At this difficult time for China-U.S. relations, bilateral think tank exchange should be encouraged and strengthened so as to help bring the bilateral relationship back on track.

Abstract:China's trade relations with the United States over the past four decades is a topic that has not been fully dealt with in scholarly works. This paper charts the course of US-China economic relations since 1971, explains the principal forces stimulating growth and encouraging change and, finally, discusses how these two economic giants fit into an interlocking Asian and world economy. In reaction to the post-2008 financial downturn, advocates for a new world economic order have suggested a rebalancing of global demand, which will arguably become a major, politically charged issue in the US and in China in the years to come. Growing economic interdependence has quickly presented new challenges and opportunities, with issues such as human rights, Most-Favoured-Nation status, the Taiwan and Tibet question, and the huge American trade deficit threatening to cloud the relationship at times. With China's emergence as a major power and America's hegemonic ambitions tested in successive wars, the contradiction between a booming commercial relationship and conflict associated with geopolitical and ideological differences will continue to constitute a serious challenge. The long-term goal for each side will be to forge economic ties strong enough to create a stable political relationship, rather than to be held hostage by geopolitical constraints.

Abstract:This essay discusses setbacks to societal level of interactions between the United States and China resulting from the Trump administrations turn to comprehensive confrontation. Bilateral cooperation in areas like public health, technology trade and development, law enforcement, and trade in food and energy has been severely curtailed. Future efforts to repair damage to bilateral relations will have to begin with these and related areas that indisputably have a direct impact on individual welfare in the two societies.

Abstract:The available literature has overwhelmingly focused on the Taiwan issue as an obstacle and highlighted its negative role within the Sino‐U.S. relationship. Despite their historically sensitive and often acrimonious relations, it is still a puzzle why China and the United States continue their positive engagement and cooperation. We hope to contribute to the existing literature by systematically examining how and to what extent the Taiwan issue has influenced the Sino‐U.S. relationship. Therefore, this article examines the nature of Sino‐U.S. relations from perceptional, domestic, and international behavioral levels as observed through their reactions to the Taiwan problem. We argue that similarities between Chinese and American perceptions, relatively stable or peace‐favored domestic factors, as well as often restrained and cooperative behaviors by the two great powers may result in improved ties and greater regional stability and harmony. We conclude that despite its apparent negative impact, the sensitive Taiwan issue will not lead the overall Sino‐U.S. relationship into a state of comprehensive confrontation.

Abstract:In a rapidly unfolding multipolar international system,China,the United States and Europe (in the form of European Union) are emerging as the three most prominent actors in global political economy. Accordingly,how to conceive the new trilateral relationship among China,US and EU and its patterns of interactions and to cope with it in a forward-looking manner,is not only an issue of vital importance to the designing of China's future foreign strategy,but also an issue crucial to shaping the whole international system. This article proposes four improvements of the existing theoretical frameworks in studying trilateral relations or strategic triangles,and attempts to identify the main features of this China-US-EU trilateral relation: its emerging nature;overall cooperative relations;the centrality of US-EU stable marriage;dynamic change over time and in different issue areas;and its openness. Based on these understandings,the author argues that China should embrace multiple approaches to manage this trilateral relationship,mainly through bilateral and multilateral ones,while exploring the possibility of experimental trilateral mechanisms.

Abstract:Since the end of the cold war, many changes have been occurring in the East Asian strategic landscape. As the two most significant elements of the East Asian security equation, China and the United States share a special obligation to secure the present and future stability in the West Pacific. Both countries have to adjust their respective roles in response to the changing strategic environment: while China should take a more cooperative stance on regional security issues, the United States should be more sensitive and accommodative to regional demands. There exist several scenarios for the future of Sino-American relations, but it is desirable and possible for Beijing and Washington to form a constructive partnership with security cooperation as one underpinning pillar.

Abstract:Mutual strategic trust is a concept that China likes to use in handling relations with other countries in recent years. Mutual strategic trust can not only be helpful in resolving Sino-U.S.structural contradictions but can also facilitate China and the Unites States to work together in tackling regional and global challenges.The path to construct mutual strategic trust includes making commitment to,respecting each other's core interests,deepening and perfecting the system of dialogue and exchange and building international regimes. Owing to the constraint of Sino-U.S. mutual structural contradictions,the development of Sino-U.S. strategic trust has some limits. To a large extent it will go toward the intermediate level of trust,but it won't reach the highest level as demonstrated between America and Japan,or the European Union.

Abstract:US policy expressly welcomes Chinese investment, and Chinese companies have invested nearly $50 billion in the USA. Notwithstanding those facts, the US regulatory environment for Chinese investment - at least with respect to the national security reviews of certain proposed transactions - has been criticised as politicised and protectionist. This article analyses the experience of Chinese investors in the USA, particularly with respect to national security reviews led by the Committee on Foreign Investment in the United States ('CFIUS'). This article addresses a small, but significant, group of controversial US transactions involving Chinese acquirers, including CNOOC, Tangshan, Northwest, Huawei, and Ralls, which have had a damaging impact on Chinese perceptions of the US investment environment, and identifies key trends with respect to the US regulatory environment for foreign investment generally. The need for some $8 trillion in investment over the next 15 years to modernise US infrastructure should provide many opportunities for the US Government to further demonstrate that foreign investment - and in particular, Chinese investment - is indeed welcome in the USA.

Abstract:Till now,the US has already established a national cyber security strategy which mainly focuses on shaping the global cyber space.At the same time,the strategy assumes that China is the main source of threat.The reason why cyber security is so important to Sino-US relationship is not only because of its effect on real interests,i.e.the development of economy,but also of its effect on the sensitive issue of sovereignty.More than the immediate shock in short term,the cyber security issues,if they cannot be properly managed,will also do harm to the basic conception of strategic stability between these two countries.Researching on how to buffer the shock and transform it into a new field that could promote cooperation between China and US would contribute to the further development of bilateral relationship,and help to promote the strategic stability as well.

Abstract:The global political environment provides relative stability of great power relations in which the United States retains primacy. Meanwhile, non-traditional security issues around the world are becoming more serious and disturbing. China-US relations in the year of 2005 were the most stable and mature as compared with all the previous years after 1989, breaking away from the simple logic of being “either friends or foes.” The United States now clearly defines China as a rising power, regarding it as a strategic challenge next only to Islamic radicalism. Bilateral issues between China and the United States have become increasingly multilateral. With the increase of friction between China and Japan, the triangular interactions among China, the United States and Japan have taken on more importance. The fact that the Taiwan issue is temporarily not in the center of Sino-US relations facilitates the positive interaction between the two sides of the Taiwan Strait.

Abstract:U.S. Secretary of State Colin Powell characterized U.S.-China relations moving toward the end of 2003 as the best since they have been since President Richard NixonOs first visit in 1972. Was PowellOs statement merely diplomatic nicety due to the George W. Bush administrationOs need of ChinaOs support for the U.S.-led war on global terrorism and ChinaOs willingness to actively involve itself in preventing North Korea from becoming a nuclear state? Or have the United States and China established sufficient common ground to pursue bilateral ties on a more predictable path? Relations between China and the United States are structurally based on three joint communiqus that were signed in the Cold War era and addressed the pressing issues of the day. The key issue repeatedly addressed in all the three bilateral documents is Taiwan. For the executive wing of the United States government, at the same time it has to observe stipulations in the Taiwan Relations Act, a domestic U.S. law. Therefore, U.S.-China relations are structurally loose and more prone to shifting identifications of priorities originating in domestic and international spheres of politics. What meaning can be made of the fact that the first Bush administration seems to have managed to move away from its initial inclination to define China as a Ostrategic competitorO and pursue policies of active containment? In this paper, I address the state of affairs in bilateral relations between China and the United States since George W. Bush took office as U.S. president by putting them in the larger context of how the two governments reacted to major events in East Asia as part of their pursuit of bilateral ties. My main argument is that although Bush and Bill Clinton differ in style in conducting American policies toward China, they share the same tendency, i.e., conducting the relationship on a crisis-driven basis. My proposal, then, is that the United States and China should find ways to put the bilateral relationship on a more structured basis, for the common good of the entire region.

Abstract:There has been a lot of acclaim for Presidents Trump and Xi Jinping's strong friendship, as well as support for improving US-Chinese relations. Both leaders can take a variety of steps to safeguard their connections without jeopardising their stated objectives. The causes for the worsening of relations are a source of contention between the two countries. Frustration is growing in the United States as a result of China's apparent disregard for international pleas for Beijing to change its unfair economic practises. Due to the worsening of relations between the two countries, both leaders must make a decision. By portraying the other as the problem, they can achieve their short-term political objectives. The most effective way for Washington to influence how Beijing frames its interests is through regular meetings between leaders. Preventing an unforeseen escalation in tensions may be a major priority for both presidents. Assume that neither side sees an advantage in starting a dispute with the other to reduce the chance of escalation. As a result, the scope of this work is somewhat constrained. That is the goal of this report: to identify tangible initiatives that both governments may take to stabilise their bilateral relationship and avoid a Cold War-style rivalry that benefits neither side but costs both a lot of money. Antagonizing each other in this way increases the potential of conflict and obstructs efforts to address shared problems.

Abstract:China’s remarkable gains in science over the past 25 years have been well documented but it is less well known that China and the United States have become each other’s top collaborating country. Science and technology has been a primary vehicle for growing the bilateral relationship between China and the United States since the opening of relations between the two countries in the late 1970s. During the early 2000s, the scientific relationship between China and the United States—as measured in coauthored papers—showed significant growth (Jin et al. in Journal of Shanxi University 30(2):295–302, 2007 ). Chinese scientists claim first authorship much more frequently than U.S. counterparts by the end of the decade. The sustained rate of increase of collaboration with one other country is unprecedented on the U.S. side. Even growth in relations with eastern European nations does not match the growth in the relationship between China and the United States. Both countries can benefit from the relationship, but for the U.S., greater benefit would come from a more targeted strategy.

Abstract:In the context of the intensified United States–China great power competition under Presidents Donald Trump and Joseph Biden, the U.S. strategic thinking about Taiwan has evolved. While the U.S. still expresses concern for peace and stability across the Taiwan Strait, it has more recently come to covet Taiwan as a strategic U.S. asset. As such it perceives Taiwan’s continued separation from the Chinese mainland to be in the U.S. national interests. The enhancement of U.S. existing economic, political, and security interests as regards Taiwan and a “rediscovery” of Taiwan’s intrinsic military value have combined to drive the evolution of the U.S. strategic thinking. Concurrently the policies and behaviors of both Beijing and Taipei have served to complement and facilitate this evolution. The new U.S. strategic thinking, even if it is incomplete and has limits, means that U.S. and Chinese perspectives on Taiwan have become much more incompatible, and that Chinese trust in the U.S.’ long-term intentions has all but evaporated. Unless the Taiwan issue is managed with greater caution and restraint, the U.S. and China will likely be on a collision course to conflict over Taiwan.
